seepage in the basement and they accepted the insurance but they had | :04:23. | :04:30. | |

not everyone's so lucky. My husband was outside putting the sandbags | :04:38. | :04:42. | |
out. It was scary. It came up through the floor. Flood water has | :04:43. | :04:47. | |
destroyed the ground floor of Lesley's home forcing her and her | :04:48. | :04:51. | |
young family to move out. But she says despite telling her insurance | :04:52. | :04:54. | |
company about the damage more than a week ago, they've still not done | :04:55. | :04:58. | |
anything to help. It is frustrating because our neighbours, their | :04:59. | :05:03. | |
insurers have been fantastic. They have been in a hotel since it | :05:04. | :05:07. | |
happened and the carpet has been ripped up and people have been | :05:08. | :05:11. | |
round. It seems something is happening for them and nothing has | :05:12. | :05:14. | |
happened for us. We are still waiting to be told that we can | :05:15. | :05:22. | |
start. In this case, it is unsure whether the insurers will pay out | :05:23. | :05:27. | |
and when. It leaves this woman and many like her uncertain as to what | :05:28. | :05:33. | |
will happen next. Well, the Government and insurance | :05:34. | :05:36. | |
firms are now working together to change the way they cover properties | :05:37. | :05:40. | |
in future. Malcolm Tarling is from the Association of British Insurers. | :05:41. | :05:43. | |
A short time ago, I asked him how the new scheme will work. The new | :05:44. | :05:46. | |
scheme we have agreed with the government and comes into force in | :05:47. | :05:49. | |
the summer, 2015, aims to protect the households who are most at risk | :05:50. | :05:52. | |
of flooding and will be least able to afford the cost of flooding | :05:53. | :05:56. | |
insurance by capping the flood insurance premiums. We believe this | :05:57. | :06:00. | |
is a fair way of helping people at risk of flooding and we want to | :06:01. | :06:05. | |
ensure flood insurance remains as widely available and as affordable | :06:06. | :06:09. | |
as possible. We believe the new scheme is the best way of going | :06:10. | :06:14. | |
about it. Does that mean people in low risk areas are effectively | :06:15. | :06:17. | |
subsidising people in high`risk areas? Everyone is vulnerable to | :06:18. | :06:24. | |
flooding. You do not need to live near the coast. Surface water can | :06:25. | :06:31. | |
affect anyone anywhere. I think it is fair that everyone has to | :06:32. | :06:38. | |
shoulder some responsibility. The ?10 levy which will fund the scheme, | :06:39. | :06:42. | |
people are already paying for it anyway because it represents a level | :06:43. | :06:46. | |
of subsidy that existed under a previous arrangement. The new scheme | :06:47. | :06:50. | |
is not asking people to pay more. It is helping the people most at risk | :06:51. | :06:54. | |
of flooding and least able to afford the cost of insurance. Thank you. | :06:55. | :07:05. | |
Meanwhile, there are calls for urgent improvements on the main | :07:06. | :07:08. | |
train line out of Oxford to prevent future flooding. In January and | :07:09. | :07:11. | |

told the BBC about their miracle baby. Marie Andrews has brittle bone | :07:47. | :07:50. | |
disease and has suffered 200 fractures in her lifetime. But | :07:51. | :07:52. | |
despite the challenges, she was determined to be a mum. Anna Todd | :07:53. | :07:56. | |
went to meet her, husband Dan and ten`week`old baby Mark. | :07:57. | :08:07. | |
Marie Andrews never expected this, to be changing her own baby's | :08:08. | :08:12. | |

lounge next door. We hold him at two minutes old `` we held him. We were | :09:24. | :09:29. | |
there from the very first moment. There was a 50% chance that the baby | :09:30. | :09:33. | |
might have inherited the condition. Thankfully, he is fit and healthy. | :09:34. | :09:37. | |
