Hello and welcome to South Today from Oxford.

:00:13.:00:17.

In tonight's programme: Four suicides in one jail in one year. An

:00:18.:00:20.

inquest hears Kevin Scarlet could have been saved if his cell had been

:00:21.:00:23.

unlocked on time. Also: How to beat bed blocking ` a

:00:24.:00:27.

helping hand to get patients out of hospital and safe at home.

:00:28.:00:30.

Oxfordshire at the Oscars ` we'll reveal the region's big winner.

:00:31.:00:33.

And later on, rough justice? The moans and groans from a weekend of

:00:34.:00:35.

football action. Good evening. A prison inmate who

:00:36.:00:51.

hanged himself inside his cell might have been saved if his door had been

:00:52.:00:54.

unlocked at the regular time, instead of ten minutes later. An

:00:55.:00:58.

inquest jury heard how Kevin Scarlet hadn't been properly assessed by

:00:59.:01:01.

staff, even though they were aware he suffered from a personality

:01:02.:01:04.

disorder, and had a history of self`harm. He was on remand at the

:01:05.:01:09.

high security Woodhill Prison in Milton Keynes. Kevin Scarlet's death

:01:10.:01:14.

was one of four suicides at Woodhill last year. In every case, the

:01:15.:01:17.

prisoner died from hanging. Jessica Cooper reports. In May last year,

:01:18.:01:28.

Kevin Scarlet was found hanging in his cell. The 31`year`old, described

:01:29.:01:34.

as unpredictable, was on remand for burglary. Today the jury decided his

:01:35.:01:40.

risk of self harm or suicide was not properly assessed and he should not

:01:41.:01:46.

have been alone in a double sale. We believe Kevin 's death was

:01:47.:01:52.

avoidable. If a for sale have been used, we believe his death could

:01:53.:02:02.

have been avoided. `` if a safer cell had been used. On the 26th of

:02:03.:02:12.

May, David Hunter took his life in the same way, on the 10th of

:02:13.:02:18.

December, Sean Brock hung himself, as did Stephen Farrar in December.

:02:19.:02:34.

Kevin Scarlet's family believe he was not taken seriously. In the end

:02:35.:02:39.

it was, Kevin is playing up again, Kevin is this, Kevin is that. They

:02:40.:02:45.

didn't address his mental issues. The coroner has raised concerns the

:02:46.:02:50.

prisoners did not have a suicide risk assessment. Kevin 's family say

:02:51.:03:01.

they hope any changes will prevent future deaths.

:03:02.:03:11.

A meeting is just getting under way in Banbury to decide whether

:03:12.:03:13.

Cherwell District Council should apply to be formally represented

:03:14.:03:16.

when the Government considers the impact of the controversial High

:03:17.:03:19.

Speed Two rail link. The council has already signalled its opposition to

:03:20.:03:23.

the route, which is planned to pass through the Chilterns. Becoming a

:03:24.:03:25.

"petitioner" is a technicality which would then enable the council to

:03:26.:03:29.

raise matters of concern, and to request changes which could help

:03:30.:03:32.

reduce the local impact of the multi`billion pound project.

:03:33.:03:35.

A man has admitted secretly filming female staff inside changing rooms

:03:36.:03:39.

at Abingdon police station. Oxford Magistrates' Court heard how

:03:40.:03:41.

Christopher Richardson`Blake from Peterborough had been hired to carry

:03:42.:03:44.

out electrical work inside the building on Colwell Drive. His

:03:45.:03:49.

hidden camera was discovered in September. He's been warned he faces

:03:50.:03:53.

a prison term when he returns to court for sentencing next month.

:03:54.:03:56.

He's also been made to sign the sex offenders register.

:03:57.:04:01.

It's a record and a reputation that the county is keen to shed.

:04:02.:04:05.

Oxfordshire is among the worst in England for bed`blocking, where

:04:06.:04:07.

people are left stuck in hospital unnecessarily because, for one

:04:08.:04:10.

reason or another, they can't be sent home. Now, in an effort to

:04:11.:04:15.

tackle the problem, the charity Age UK has set up its own taskforce to

:04:16.:04:19.

offer the practical support that's often lacking. Stuart Tinworth has

:04:20.:04:22.

been to meet one man who has already seen the benefit. I didn't fall down

:04:23.:04:34.

the whole lot of the stairs, fortunately. I must have stumbled

:04:35.:04:39.

hereabouts. It was a nasty fall that left 66`year`old writer Cyril with a

:04:40.:04:42.

broken pelvis and damage to his kidneys. In hospital for around a

:04:43.:04:45.

month, he's now been able to get back home. With some little changes

:04:46.:04:52.

to his house, to make it safer. They sent a handyman round very quickly,

:04:53.:05:00.

who put in these support bars which have been a godsend. I can now walk

:05:01.:05:07.

around without a stick. The strength is gradually The work is being

:05:08.:05:11.

carried out by an approved handyman. Coming back. Just one service

:05:12.:05:14.

offered by charity Four Rivers. Others include cooking, cleaning and

:05:15.:05:20.

even walking your dog. People feel and do get better more quickly in

:05:21.:05:24.

their home environment, as long as the environment is warm, clean and

:05:25.:05:30.

safe. We can do everything that can support a person at home including

:05:31.:05:37.

their cleaning, laundry, shopping, walking the dog, feeding the cat.

:05:38.:05:40.

For the past two and a half years Oxfordshire has been the worst or

:05:41.:05:44.

one of the worst places in the country for bed blocking. At the

:05:45.:05:47.

latest count there are 151 people stuck in Oxfordshire hospitals when

:05:48.:05:50.

they should be going home. Age UK Oxfordshire believes around 8,000

:05:51.:05:54.

people need some sort of care in the county but receive none at all. We

:05:55.:06:01.

know that our care system is in crisis, to be honest, and we are

:06:02.:06:08.

sleepwalking into even greater disaster unless we can settle them

:06:09.:06:12.

properly into their home after they have been discharged from hospital.

:06:13.:06:16.

For Cyril, his home is safer ` and how does he feel recovering back in

:06:17.:06:21.

his own surroundings? Everybody has said, you look a lot better since

:06:22.:06:26.

you have come out! BBC Radio Oxford is looking at different aspects of

:06:27.:06:29.

the care system throughout the week, and the independent regulator the

:06:30.:06:32.

Care Quality Commission will be answering questions put forward by

:06:33.:06:36.

listeners on Friday. The effects of the recent flooding

:06:37.:06:40.

will continue to be felt for many months to come and communities

:06:41.:06:42.

across Oxfordshire are anxious that lessons are learned. More than 150

:06:43.:06:48.

elected members from parish, borough and county councils gathered in

:06:49.:06:51.

Oxford at the weekend to pool their knowledge and contribute ideas for

:06:52.:06:56.

future flood management. Charlotte Stacey reports. It has been the

:06:57.:07:06.

wettest winter on record. Flooding has affected huge parts of the

:07:07.:07:10.

region and some areas are still under water. This weekend over 100

:07:11.:07:16.

councillors met to talk about what has happened. Everybody had

:07:17.:07:21.

different ideas about what was important. If we look at the

:07:22.:07:26.

economic damage caused in one incident in January, that was more

:07:27.:07:32.

than ?30 million. When the Abingdon Road are closed, everyone in the

:07:33.:07:40.

county suffers. If there is a damage to the banks, if that could be

:07:41.:07:49.

alleviated... Discussions range from the way people can help themselves

:07:50.:07:55.

to the conveyance channel that will divert water around the city. It

:07:56.:08:01.

would be interesting to know what the future holds for them. What will

:08:02.:08:08.

the future schemes be likely to be going forward? That gives an

:08:09.:08:12.

opportunity to share knowledge and experience, and to help them help

:08:13.:08:20.

themselves. The ideas raised will be put forward to the flood Summit in

:08:21.:08:26.

three weeks, when MPs, councils and other bodies responsible for

:08:27.:08:29.

managing flooding will work out best where to spend the money to combat

:08:30.:08:34.

flooding in the future. Well, while the recent heavy rain

:08:35.:08:37.

and flooding has caused severe disruption to other major

:08:38.:08:39.

engineering projects, plans to replace the historic canal gates at

:08:40.:08:42.

Grafton Lock remain on course to be completed ahead of the busy Easter

:08:43.:08:45.

Bank Holiday. The Environment Agency has been working on repairs since

:08:46.:08:48.

last November. As Jeremy Stern reports, the latest phase has

:08:49.:08:58.

involved specialist divers. Grafton Lock, built in Victorian times and

:08:59.:09:04.

the gates need replacing every few decades. A temporary aria is now in

:09:05.:09:11.

place as the Environment Agency prepares for new gates to be moved

:09:12.:09:16.

in. This steel dam is holding back the main body of the water, enabling

:09:17.:09:23.

us to use pumps so we have dried chamber. Then we are able to bring

:09:24.:09:30.

in a crane along the Lochside and lift in the gates. Before that can

:09:31.:09:35.

happen, divers need to inspect the structure of Grafton Lock. Whatever

:09:36.:09:43.

time the job takes on the surface, it takes about three times longer in

:09:44.:09:48.

the water. You have to feel your way around the sea bed and what you are

:09:49.:09:54.

inspecting is a lot more difficult. Time is slipping away before the

:09:55.:09:59.

busy Easter break. The Environment Agency is sure the work will be done

:10:00.:10:03.

despite the flooding holding things up. Meanwhile carpenters have been

:10:04.:10:11.

working on the new gates since last summer. The gates have to be very

:10:12.:10:16.

strong because they are in constant use, being opened and closed dozens

:10:17.:10:22.

of times. Once this has been completed, plans will move on to

:10:23.:10:31.

update another lock on one of Oxford's historic waterways.

:10:32.:10:37.

A studio sound expert from Wheatley in Oxfordshire has spoken of his

:10:38.:10:41.

pride at winning an Oscar. Niv Adiri is part of the team who won the

:10:42.:10:45.

Academy Award last night for best sound mixing on the British`made

:10:46.:10:50.

sci`fi movie Gravity. The film, starring Sandra Bullock, won seven

:10:51.:10:53.

Oscars in all, including best director. The sound team spent

:10:54.:10:56.

months layering recordings of the actors' dialogue and breathing in

:10:57.:10:58.

space`suits, which, combined with the special effects, was judged to

:10:59.:11:01.

have added significantly to the film's dramatic tension.

:11:02.:11:14.

Most of the time, if we do our job right, nobody notices and it is nice

:11:15.:11:18.

to have a chance to show off a little bit that we contributed to

:11:19.:11:22.

the film and contributed to the drama of the film. That's all from

:11:23.:11:26.

me for the moment. I'll have the headlines at eight and a full

:11:27.:11:29.

bulletin at 10.25. Now more of today's stories with Sally Taylor.

:11:30.:11:35.

custodial sentence. His defence said this would only such shorten his

:11:36.:11:37.

life further. Five stars for the cherries with a

:11:38.:11:42.

record`breaking win. With flood waters finally beginning

:11:43.:11:55.

to subside across the south, pupils at a Winchester school began

:11:56.:11:58.

returning to classrooms today. Hampshire County Council partly

:11:59.:12:01.

closed St Bede's last month when the drains filled with floodwater, and

:12:02.:12:04.

the playgrounds were unsafe for children to use. Elsewhere in the

:12:05.:12:07.

county many areas are still feeling the effects of last months storms.

:12:08.:12:16.

Ed Sherry reports. The ground was saturated. It's a

:12:17.:12:20.

story book that has been a little too real for these pupils in

:12:21.:12:23.

Winchester recently. This was the scene in early February as the River

:12:24.:12:26.

Itchen flooded into the playground. What worried me was if there had

:12:27.:12:32.

been a rush of water, the flood defences would not be able to cope.

:12:33.:12:36.

It was quite scary. But defences held. The elder pupils were able to

:12:37.:12:40.

stay in the school, and places found nearby for all but the two youngest

:12:41.:12:45.

years. We do not want to disrupt the education. I think the local

:12:46.:12:52.

authority will be proactive. It should not happen again.

:12:53.:12:54.

Contingencies had been made. Hampshire county council ordered

:12:55.:12:56.

these temporary classrooms at the nearby Henry Beaufort School. They'd

:12:57.:13:02.

have been ready to house the pupils from next week and will now stay as

:13:03.:13:06.

an emergency facility. We will be going to the government fought of

:13:07.:13:14.

the costs. Elsewhere flood waters are falling. Gravel bags dropped

:13:15.:13:28.

into the stream. The concern is ground water levels. There are some

:13:29.:13:36.

people who are still suffering the effects of ground water flooding.

:13:37.:13:38.

Problems remain however, the nearby Hinton Amper house is closed because

:13:39.:13:42.

of flooding on surrounding roads. There has been so much lying water.

:13:43.:13:47.

It is difficult to understand the impact of the water coming through.

:13:48.:13:55.

The waters here in Bramdean a sign that a happy ending is still some

:13:56.:13:59.

way off for many of the region's communities.

:14:00.:14:06.

Teenagers are to benefit from a new drugs and education programme rolled

:14:07.:14:13.

out in Bournemouth's schools. The project is being funded by the

:14:14.:14:27.

lottery and run by the Winehouse Foundation. We are going to each

:14:28.:14:34.

school, we are going to the parents first. The teachers are trained, and

:14:35.:14:39.

volunteers come in and work with peer groups and with the entire

:14:40.:14:44.

school to discuss issues such as peer pressure, self`esteem and

:14:45.:14:50.

behaviour. We talk about our experiences, and white those

:14:51.:14:56.

un`dealt with well`being issues leaders open to substance abuse in

:14:57.:15:03.

later life. We are trying to tackle the root issues. How difficult is

:15:04.:15:07.

that with these children quest Mac we have found it very easy, to be

:15:08.:15:10.

honest. Boulevard volunteers are being through a row rehabilitation

:15:11.:15:17.

programme. They know the issues. Going into a school and sharing that

:15:18.:15:21.

kind of information with the young people, as opposed to going in there

:15:22.:15:25.

and saying don't do this, don't do that, by going in and showing our

:15:26.:15:33.

feelings, we are finding that people are open to that. We have done this

:15:34.:15:38.

in mainstream schools. The response has been the same. It has been very

:15:39.:15:42.

healthy and very positive. We are very pleased with that. We think an

:15:43.:15:47.

empathetic approach is the right approach. The money is coming

:15:48.:15:55.

through the foundation. The name, the Shin Gangar. Gives it profile,

:15:56.:15:58.

but with Amy and the life that she has left, has it been a help or a

:15:59.:16:07.

hindrance quest Mac we have found it helpful. Many schools do not want to

:16:08.:16:11.

invite a foundation in like this. In fact, I think people are aware of

:16:12.:16:20.

it. We have not had problems with any school. We think it is a

:16:21.:16:24.

positive thing. A public meeting's about to get

:16:25.:16:39.

underway at Ludgershall in Wiltshire to discuss plans by the MOD to house

:16:40.:16:42.

over 4,000 extra troops in the Salisbury Plain area. It's all part

:16:43.:16:46.

of plans to move troops ` and their families ` out of Germany and

:16:47.:16:50.

consolidate key bases in the UK. Ali Vowles reports from the meeting

:16:51.:16:53.

venue at the Wellington Academy near the garrison town of Tidworth.

:16:54.:16:57.

I am in the Wellington and Academy. There will be people in here keen to

:16:58.:17:04.

know the arms plans. I have been into Tidworth to row see what people

:17:05.:17:10.

think. Thou could be many people coming in. There would need to be

:17:11.:17:15.

more things for people to do. Definitely more shop. It is good for

:17:16.:17:26.

civilians like myself. It is a good move. More houses, more shops, more

:17:27.:17:33.

schools. Things for children. They need more things for children

:17:34.:17:37.

because there is nothing to do. The consultation goes on until the end

:17:38.:17:41.

of the month. Everything will be put into the melting pot. This is

:17:42.:17:46.

row... We've heard of police stations

:17:47.:18:05.

moving into council offices and suchlike, but today Midhurst took

:18:06.:18:08.

the concept of shared facilities to a new level. How about having a

:18:09.:18:11.

coffee, playing badminton, borrowing a book, attending an art class and

:18:12.:18:14.

registering a birth without having to leave the building? The town's

:18:15.:18:17.

new multi`purpose leisure and community centre opened today ` and

:18:18.:18:20.

Sean Killick went along to take a look.

:18:21.:18:28.

In Midhurst, it is outwith the old, outdated leisure Centre, and in with

:18:29.:18:34.

the ?8 million new one. Years ago, these people helped set it up.

:18:35.:18:39.

Today, they played the opening game at the new centre. The old building

:18:40.:18:47.

was built on a shoestring. We could not do things to the extent of this.

:18:48.:18:53.

There is a new gym, sports hall and dance studio as well macro. You can

:18:54.:19:03.

register a birth and a death. Over here, this is not just a reception

:19:04.:19:09.

desk for the less centre, it is also the local district council help

:19:10.:19:13.

desk. You can talk about refuse collection and housing. It is also a

:19:14.:19:17.

tourist information office. You can come to one building and get a

:19:18.:19:23.

multitude of services. Having the other services involved means we

:19:24.:19:30.

could have a fantastic building. The changes have been welcomed by most

:19:31.:19:35.

but not all. The old building had a characteristic. It is a lovely

:19:36.:19:39.

building, and the tourist office again, they tried to do too much,

:19:40.:19:48.

putting everything together. Lots of people can't get up to Guildford, so

:19:49.:19:55.

to have something local is great. The building will be fully open by

:19:56.:20:01.

the end of the month. You can do just about everything row!

:20:02.:20:12.

It is a big week for the Saints players. The training sessions could

:20:13.:20:25.

be crucial. There are four players in the squad looking for World Cup

:20:26.:20:32.

places. It is not the best news that Southampton captain Adam Lallana was

:20:33.:20:36.

one of five England players to miss training today through injury.

:20:37.:20:38.

Lallana played the full 90 minutes on Saturday, but was not deemed fit

:20:39.:20:42.

enough to train with his England team`mates this afternoon. Luke Shaw

:20:43.:20:45.

however did take part in his first England training session. The

:20:46.:20:47.

18`year`old could make his international debut against Denmark

:20:48.:20:49.

at Wembley on Wednesday. Meanwhile, Mauricio Pochettino says

:20:50.:20:52.

Southampton need to be more clinical in front of goal, after his team

:20:53.:20:56.

lost to Liverpool at the weekend. A Luis Suarez strike was the only

:20:57.:20:59.

difference in an even first half. Adam Lallana hit a post for Saints

:21:00.:21:03.

before Raheem Sterling made it 2`0 with his first touch. That man

:21:04.:21:06.

Suarez was involved again, Jose Fonte judged to have fouled the

:21:07.:21:09.

their Vice`Captain for the upcoming season. The 22`year`old all`rounder,

who won the clubs Players' Player of the Year Award last season, will
