looking pretty good. Dry in most parts with sunshine around. | :00:00. | :00:00.
Hello and welcome to South Today from Oxford. In tonight's programme: | :00:00. | :00:08.
The ?500 million project th`t will transform part of Oxford city | :00:09. | :00:12.
centre. Plans to redevelop the Westgate Centre are approved, | :00:13. | :00:14.
meaning new shops and rooftop restaurants. It's going to bring | :00:15. | :00:26.
growth to the area. It's not easy to get into Oxford. | :00:27. | :00:30.
Also tonight: The farmer sentenced over the death of a worker on his | :00:31. | :00:34.
land. John Binning, on the left admitted failing to have addquate | :00:35. | :00:37.
safety measures in place. And later on: the piece of `rt which | :00:38. | :00:43.
is actually a car park. Good evening. Oxford's Westgate | :00:44. | :00:57.
Centre IS to be redeveloped, with building work planned to st`rt next | :00:58. | :01:02.
year. Councillors voted in favour of plans for the ?500 million | :01:03. | :01:05.
development last night. The new shopping centre will be thrde times | :01:06. | :01:10.
its current size. It's hoped it will attract more people into thd city | :01:11. | :01:13.
but that's brought concerns about parking and traffic congesthon. | :01:14. | :01:16.
Charlotte Stacey is in Oxford for us now. So, Charlotte, a big change on | :01:17. | :01:22.
the cards? Yes. It's been a long wait. 25 years, several planning | :01:23. | :01:26.
applications and the recesshon. As plans have constantly stalldd, this | :01:27. | :01:28.
part of Oxford's become less attractive for shoppers, losing them | :01:29. | :01:31.
to bigger centres like Milton Keynes, Swindon and Reading. But | :01:32. | :01:43.
now, that could all change. It's over 40 years old but now the | :01:44. | :01:48.
Westgate Centre could get a total make over. This is what the plans | :01:49. | :01:54.
look like. But does everyond want a change? They have opened a new H | :01:55. | :02:09.
Maybe it's an unnecessary spend It will bring great and employlent to | :02:10. | :02:16.
the area. You have to move on. This is where a new Jon Lewis wotld be. | :02:17. | :02:22.
This would be a 3`storey retail building. But while there whll be | :02:23. | :02:27.
more shops, there will be fdwer parking spaces. There is room for | :02:28. | :02:32.
1200 cars at the moment and that could go down to 900. Some people | :02:33. | :02:36.
are also worried about traffic congestion. Oxford is a challenging | :02:37. | :02:43.
city to developing but we h`ve spent a lot of time understanding what the | :02:44. | :02:51.
issues are. It is estimated that Oxford has lost more than ?200 | :02:52. | :02:56.
million of trade a year. Thhs could be a way of bringing some of that | :02:57. | :03:03.
money back. Oxford has been under shops for a long time now and that | :03:04. | :03:06.
has been one of the things that has come up from all the servicd. So it | :03:07. | :03:12.
is very important for tourism and our own population and for the | :03:13. | :03:16.
people of Oxfordshire. Therd are concerns it could take away ?55 | :03:17. | :03:20.
million a year from other Oxfordshire businesses and there may | :03:21. | :03:25.
be knock`on effects for ret`il in neighbouring towns and citids. So, | :03:26. | :03:29.
there is still a long way to go The development now moves into ` more | :03:30. | :03:32.
detailed design phase, with more in`depth plans for buildings and | :03:33. | :03:35.
public spaces being put forward over spring and summer this year. The | :03:36. | :03:38.
Secretary of State, Eric Pickles, also has to approve the plans. If | :03:39. | :03:41.
everything gets the go`ahead, construction could start as early as | :03:42. | :03:44.
the beginning of next year, with the centre opening in 2017. | :03:45. | :03:47.
An Oxfordshire farmer has bden fined for breaking health and safdty rules | :03:48. | :03:52.
after a man died at his farl. Dean Henderson Smith suffered multiple | :03:53. | :03:54.
injuries after falling throtgh the roof of a barn at Great Park farm in | :03:55. | :03:59.
Besselsleigh in 2012. His elployer, John Binning, admitted failhng to | :04:00. | :04:01.
have proper safety measures in place. Peter Cooke reports. | :04:02. | :04:06.
It was Dean Henderson Smith's second`to`last day at work hn | :04:07. | :04:10.
October 2012 when he was asked to replace skylights on a roof at Great | :04:11. | :04:15.
Park Farm in Besselsleigh. The 46`year`old had previously served in | :04:16. | :04:19.
the army for 22 years but hd and a colleague hadn't been wearing | :04:20. | :04:21.
helmets or harnesses when hd stepped on a skylight, falling seven metres. | :04:22. | :04:26.
He died of multiple injuries in hospital. The owner of the farm | :04:27. | :04:29.
John Binning, was initially charged with manslaughter. That charge was | :04:30. | :04:33.
dropped but this week, he pleaded guilty to failing to ensure the | :04:34. | :04:42.
safety and welfare of his worker. John and his family deeply regret | :04:43. | :04:46.
the tragic accident that resulted in the loss of a valued employde. They | :04:47. | :04:54.
would like to `` expressed their condolences to Dean's familx and | :04:55. | :04:57.
friends. And those closest to him gave their reaction. Dean's partners | :04:58. | :05:03.
said the last 16 months had been the worst of her life. She said in one | :05:04. | :05:11.
moment, her life was wrecked and would never be the same. Since this | :05:12. | :05:15.
tragic death, a number of hdalth and safety improvements have bedn made | :05:16. | :05:20.
at the farm near Cumnor. Thd judge ordered John to pay a fine of | :05:21. | :05:29.
?67,500, saying the 65`year`old had failed to appreciate responsibility | :05:30. | :05:33.
for the health and safety of some of his workers and the death of Dean | :05:34. | :05:37.
was a profound tragedy. A former policewoman from B`nbury | :05:38. | :05:40.
has been jailed for three and a half years for selling personal details | :05:41. | :05:44.
of accident victims. Sugra Hanif got information from the Thames Valley | :05:45. | :05:47.
Police computer and with her lover, Raza Khan, planned to sell ht to | :05:48. | :05:50.
firms of solicitors to purste compensation claims. The referral | :05:51. | :05:54.
fees paid could have netted them ?1 million. Khan was jailed for three | :05:55. | :05:58.
years. A former teacher who raised concerns | :05:59. | :06:02.
about behaviour at an Oxfordshire public school was not constructively | :06:03. | :06:04.
dismissed, an employment trhbunal has ruled. Rachel Ashley cl`imed she | :06:05. | :06:09.
was unfairly forced to resign from her post at the Oratory School in | :06:10. | :06:12.
Woodcote after she reported extreme bullying and animal cruelty but a | :06:13. | :06:18.
judge has dismissed her clahm. People in Oxford are being offered | :06:19. | :06:21.
homes as far away as Birmingham because the city council can't find | :06:22. | :06:25.
accommodation for them in Oxford. The people are homeless, thd housing | :06:26. | :06:28.
is expensive and Oxford Citx Council says it has no option. Sine`d | :06:29. | :06:33.
Carroll joins me in the studio now. Who is affected by this? Holeless | :06:34. | :06:37.
people on housing benefit. Oxford City Council Council has a duty of | :06:38. | :06:41.
care to house them but, as we know, rents are high in Oxford and some | :06:42. | :06:44.
landlords are refusing to ldt properties to tenants on benefits, | :06:45. | :06:47.
so they're being offered hotsing elsewhere. What has the reaction | :06:48. | :06:55.
been from the tenants? Well, only five households have taken tp the | :06:56. | :07:01.
offer. Today, I met Elysha `nd her two young daughters, who live in | :07:02. | :07:06.
temporary accommodation. Thd council have found her a house but ht's in | :07:07. | :07:12.
Birmingham. I would rather be homeless on the streets than live in | :07:13. | :07:16.
Birmingham because I would be homeless in Birmingham apart from | :07:17. | :07:21.
having a roof over my head. I will have no friends and family. How many | :07:22. | :07:26.
people are affected? The cotncil wouldn't tell us but solicitor John | :07:27. | :07:29.
McNulty has seen eight people in similar predicaments since December. | :07:30. | :07:36.
It's a very difficult situation for them because the consequencds are | :07:37. | :07:43.
refusing the offer of accomlodation and the person will become homeless. | :07:44. | :07:47.
Is it just Oxford City Council that is doing this? No. In the London | :07:48. | :07:50.
borough of Hackney, housing was such a problem that they offered tenants | :07:51. | :07:54.
a ?500 incentive to leave the district. That's not on the cards | :07:55. | :07:58.
here. The city council regularly houses people in towns like Abingdon | :07:59. | :08:02.
or Kidlington but moving thdm out of the county is something manx people | :08:03. | :08:10.
are unhappy about. After six months of chipping away, | :08:11. | :08:13.
two carpenters from Oxfordshire finally saw their hard work pay off | :08:14. | :08:17.
as new lock gates were moved into place at Grafton on the Rivdr | :08:18. | :08:21.
Thames. Richard Wicks and Mhchael Yearwood have been crafting the 2.5 | :08:22. | :08:24.
tonne wooden structures since last summer. Jeremy Stern reports. | :08:25. | :08:29.
It's taken hundreds of hours to turn huge chunks of shapeless wood into | :08:30. | :08:33.
the two lock gates put in place today. Concentration was kex at | :08:34. | :08:39.
Grafton Lock near Faringdon. The two carpenters who crafted the gates in | :08:40. | :08:42.
Oxford said the job required patience, care and an indoor crane. | :08:43. | :08:52.
It is all handbuilt and heavy work, so you have to have the right | :08:53. | :08:56.
lifting equipment and tools to do the job. The timber is very dense | :08:57. | :09:00.
and hard. There was just enough time for some last minute perfecting but | :09:01. | :09:04.
the carpenters are convinced their gates can withstand water pressure, | :09:05. | :09:08.
knocks from boats and any wdather. The old gates lasted nearly 40 | :09:09. | :09:14.
years. The new ones were moved in with the hope they can survhve even | :09:15. | :09:22.
longer. When you see the months you have put into it, and it coles | :09:23. | :09:25.
together at the end, it's ddfinitely good. Some spectators may h`ve been | :09:26. | :09:36.
wondering when everything's going to get back to normal. The Envhronment | :09:37. | :09:39.
Agency says the new gates whll be opened and closed before Easter | :09:40. | :09:44.
The goals from last night's games from Oxford, Swindon and thd MK Dons | :09:45. | :09:47.
are coming up and there's a hat trick in one of them. That's all | :09:48. | :09:53.
from me for the moment. Herd's Sally. | :09:54. | :09:59.
fought this hard, and South`mpton lost. But one of the city's MPs | :10:00. | :10:00.
John Denham, be previewing Basingstoke Bhson s | :10:01. | :10:23.
final tonight. We will also be hearing from the new chairm`n of | :10:24. | :10:26.
Southampton football club and he knows a little bit about icd hockey | :10:27. | :10:31.
or so. `` also. Sussex Police are to start | :10:32. | :10:38.
using a controversial unmanned drone. The ?35,000 helicoptdrs will | :10:39. | :10:42.
be used in an initial trial in and around Gatwick Airport, the force | :10:43. | :10:45.
saying they will help make the county even safer. But civil | :10:46. | :10:47.
liberties groups are deeply concerned, worried that the flying | :10:48. | :10:50.
video cameras could be used to record and spy on people with one MP | :10:51. | :10:53.
branding them sinister and questioning whether they will be | :10:54. | :11:00.
safe. They will be gathering film footage and it can be used to ensure | :11:01. | :11:05.
any unforeseen activity that goes on and can be monitored. It can be used | :11:06. | :11:11.
where the safety of offices is paramount when you can't necessarily | :11:12. | :11:14.
deploy police officers. You can check from the air. A senior | :11:15. | :11:18.
Worthing Borough Councillor has resigned in protest and askdd the | :11:19. | :11:21.
police to investigate the h`ndling of the termination of a contract | :11:22. | :11:24.
between the council and car park firm NCP. It's believed the council | :11:25. | :11:28.
has paid hundreds of thousands of pounds compensation to the car park | :11:29. | :11:31.
provider but the two sides have signed an agreement keeping details | :11:32. | :11:35.
of the settlement confidenthal. Sean Killick reports. For the past ten | :11:36. | :11:47.
years, NCP has run council car parks. In 2009, a pilot schdme was | :11:48. | :11:54.
agreed to reduce parking ch`rges with the Council underwriting NCP's | :11:55. | :11:59.
last `` lost income. Now it is not being renewed and there is ` battle | :12:00. | :12:03.
over how much compensation NCP is due for its losses during the pilot | :12:04. | :12:10.
scheme. NCP sued the Council for ?1 million that is before a High Court | :12:11. | :12:14.
hearing, the two sides reached an out`of`court settlement belheved to | :12:15. | :12:17.
be for around ?700,000 but neither party would confirm that sul. They | :12:18. | :12:24.
issued a joint statement saxing that it was an amicable settlement and | :12:25. | :12:26.
that both sides agreed it would remain confidential. That ottraged | :12:27. | :12:33.
Council cabinet member, Tom, who has resigned from the council in | :12:34. | :12:39.
protest. I always said I wotld not accept a gagging order on this. Why | :12:40. | :12:45.
is the money going to NCP? Ht should be in the public domain. I resigned. | :12:46. | :12:55.
Today, there was mixed reaction I guess the compensation should be | :12:56. | :13:01.
paid but as a taxpayer, it hs not very good. I agree with him making a | :13:02. | :13:06.
stand on principle and resigning. Worthing council should tell us why | :13:07. | :13:12.
they have put that amount of money. In a statement, the force told South | :13:13. | :13:14.
today: Meanwhile, from April one, charges | :13:15. | :13:33.
in the multistorey car parks involved would drop from ?1 70 an | :13:34. | :13:37.
hour to ?1 an hour. From a parking row in Sussex to a | :13:38. | :13:41.
much happier car parking story along the coast in Dorset. If you've | :13:42. | :13:45.
driven into Bournemouth recdntly, you'll have noticed the | :13:46. | :13:47.
multi`coloured building takhng shape on the Wessex Way. Decked ott in | :13:48. | :13:51.
sunshine colours you may be forgiven for thinking it's a piece of art, | :13:52. | :13:56.
it's actually a new car park. And it marks the start of | :13:57. | :13:58.
multi`million`pound plans to give the resort an economic boost. Chris | :13:59. | :14:00.
Robinson reports. The opening of a multistorex car | :14:01. | :14:12.
park isn't headline grabbing news. It looks rather boring but when you | :14:13. | :14:19.
come outside, its colours are warm and inviting and it has got people | :14:20. | :14:27.
talking. It as a vision intdrest. A lot of car parks are dull and | :14:28. | :14:32.
boring. It could cause accidents if people are looking. It might be | :14:33. | :14:38.
something to think about. I like it having some, `` some colour. This is | :14:39. | :14:49.
the view on the busy Wessex way The panels offer a ray of light all year | :14:50. | :14:54.
round. The car park is in the first completed stage of a ?40 million | :14:55. | :15:00.
regeneration stage of the town. Bournemouth is open for bushness. It | :15:01. | :15:05.
is colourful but I don't thhnk that is a bad thing. Car parks nded to be | :15:06. | :15:11.
something a bit different so we actually attract more peopld to ask | :15:12. | :15:21.
what development is. Opposite our student flats. The new residents | :15:22. | :15:26.
move in this autumn. Down the road is more homes. 14 sites are | :15:27. | :15:32.
earmarked for development across the town as well as private hotdl and | :15:33. | :15:36.
leisure developments closer to the seafront. This car park stands out. | :15:37. | :15:43.
It sends a great message. It is a bright beacon of development | :15:44. | :15:48.
activity. The car park opens to the public from Monday. | :15:49. | :15:57.
On to sport and a big night for isotopic `` ice hockey in H`mpshire. | :15:58. | :16:06.
Basingstoke Bison are hoping to end a long run without silverware in the | :16:07. | :16:09.
second leg of the Premier Ldague Cup. And ice hockey is a bit of a | :16:10. | :16:13.
theme of Tony's sports spot tonight he's live at Planet ice in | :16:14. | :16:20.
Basingstoke. It is the second leg of the Premier League final. N`vy `` | :16:21. | :16:24.
Basingstoke have a lead. Thdy are getting the ice ready. This machine | :16:25. | :16:30.
smooths the ice. Look how f`st that is going to be tonight when the | :16:31. | :16:34.
teams get out there on to the rink. More on the ice hockey in a moment. | :16:35. | :16:40.
It has been an ice hockey D`y because I have been to meet a man | :16:41. | :16:43.
whose life has been all abott ice hockey. Ralph Krueger has jtst | :16:44. | :16:58.
really `` returned from the Olympics and he is now a public face to the | :16:59. | :17:02.
Southampton regime. I went to see him earlier. I will bring a | :17:03. | :17:14.
freshness and we will freezd the pitch. What I bring is experience in | :17:15. | :17:21.
the sports world and an understanding of what they need I | :17:22. | :17:30.
will not in anyway take responsibility or be involvdd or get | :17:31. | :17:33.
in the way. I to create an environment where everybody can | :17:34. | :17:41.
concentrate on what they ard here to do. He is very different to his | :17:42. | :17:49.
predecessor who rarely spokd to the media. One of my biggest walls as | :17:50. | :17:58.
chairman will be to create ` great platform of communication at all | :17:59. | :18:02.
levels, where people can express themselves. It is a major | :18:03. | :18:07.
responsibility that I have taken on here, to build those vehiclds of | :18:08. | :18:10.
communication inside and outside the organisation. A question for fans. | :18:11. | :18:23.
If the club for sale? It is not Catherine is embracing the | :18:24. | :18:28.
environment. Soon she has h`d her presence known, she has been visible | :18:29. | :18:33.
in and is coming to games. Can you keep the manager? The answer isn't | :18:34. | :18:40.
very sexy. We need to be successful on and off the pitch and we will do | :18:41. | :18:44.
everything possible to have the best possible team here together. It is | :18:45. | :18:53.
clear he wants to grow Southampton commercially and has an initial | :18:54. | :18:57.
opinion on the thorny subject of playing games abroad. If I look at | :18:58. | :19:05.
what the NFL playing at Wembley does for the NFL worldwide, it is | :19:06. | :19:08.
certainly something that nedds to be part of the discussion. One last ice | :19:09. | :19:17.
hockey question. Who is your money on tonight? I have to cheer on | :19:18. | :19:23.
Hampshire and wish them a rdally good match that night. I will slide | :19:24. | :19:28.
into that environment once hn awhile to remember how cold it can be | :19:29. | :19:32.
playing the sport that grew up playing. It is called in Basingstoke | :19:33. | :19:42.
tonight. The full interview is on the BBC sport website right now A | :19:43. | :19:44.
busy night of football last night. This was the start of a terrific | :19:45. | :20:03.
night. It's got even better in the second half with this free kick It | :20:04. | :20:14.
doubled the lead. Nick Blackman weighed `` waded in to make it | :20:15. | :20:22.
three. After this folly, thd Royals scored three in nine minutes. Leeds | :20:23. | :20:30.
came back with two quickfird goals. This header was converted. @ustin | :20:31. | :20:37.
popped up with the goal of the game. It still finished as a miserable | :20:38. | :20:44.
night for Brian McDermott it on the anniversary office sacking. | :20:45. | :20:50.
Elsewhere, Portsmouth continued to find goals hard to come by. Chances | :20:51. | :20:59.
came and went at Burton Albhon. The outcome was a goalless draw. | :21:00. | :21:06.
