Hello and welcome to South Today of the UK is governed. | :00:08. | :00:08.
Hello and welcome to South Today from Oxford. | :00:09. | :00:19.
Seven employees of a health trust have been suspended following a | :00:20. | :00:22.
series of damning reports about the care of people with learning | :00:23. | :00:24.
disabilities in Oxfordshire. Southern Health has been told it has | :00:25. | :00:28.
failed to act quickly enough in making improvements after the death | :00:29. | :00:30.
of a patient last year. Stu`rt Tinworth has this report. | :00:31. | :00:33.
Paul with his wife Jackie. He now lives back at home but still | :00:34. | :00:37.
remembers his short stay at Slade House, run by Southern Health. | :00:38. | :00:40.
When I got in there and the door shut behind me, it was like a | :00:41. | :00:44.
prison, really, in a way. It was quite terrifying, really. | :00:45. | :00:47.
Today, the trust has been issued a formal warning after a third care | :00:48. | :00:50.
unit it runs has failed an inspection. This time, Evenlode in | :00:51. | :00:55.
Littlemore. It works with pdople with learning disabilities who have | :00:56. | :01:00.
or are at risk of offending. During a routine check, inspectors | :01:01. | :01:03.
found that some of the rooms were not up to standard. It crithcised | :01:04. | :01:06.
the temporary toilet facilities and said there was a lack of prhvacy and | :01:07. | :01:11.
a lack of dignity for peopld using the service. | :01:12. | :01:14.
Last autumn, a damning report into Slade House in Oxford found it to be | :01:15. | :01:19.
unsafe. Connor Sparrowhawk drowned in a bath there last July. He had | :01:20. | :01:24.
been left unsupervised desphte having epilepsy. | :01:25. | :01:28.
They had a duty of care to look after Connor and keep him alive and | :01:29. | :01:33.
they did not. You shouldn't have that level of disarray and chaos on | :01:34. | :01:39.
your watch, basically. Last month, Piggy Lane, another unit | :01:40. | :01:42.
in Bicester, failed its inspection on five areas. | :01:43. | :01:52.
We are getting sick of it, hearing these reports all the time on the | :01:53. | :01:55.
news, and it should not be happening. It is 2014. It should not | :01:56. | :01:59.
be like this now. Southern Health cares for around 5,000 people. They | :02:00. | :02:02.
are now waiting to see how the trust will respond. | :02:03. | :02:09.
A jury has heard how a Wiltshire police officer Tasered a suspect | :02:10. | :02:12.
while the man was standing naked in a cell. PC Lee Birch fired the stun | :02:13. | :02:17.
gun two years ago when the lan had undressed for a strip search. He | :02:18. | :02:20.
denies it was assault. Stevd Brodie was in court. | :02:21. | :02:27.
PC Lee Birch arrived at court to hear the prosecution accuse him of | :02:28. | :02:30.
assaulting his prisoner with an electronic stun gun and misconduct | :02:31. | :02:33.
in a public place. The jury watched a video which showed Daniel Dove | :02:34. | :02:37.
standing in the cell. He was asked to strip. When he had reachdd his | :02:38. | :02:41.
boxer shorts, he took them off and flipped them towards PC Birch. The | :02:42. | :02:45.
police officer then produced a Taser stun gun which he had been hiding | :02:46. | :02:49.
behind his back. He then pohnted at Mr Dove and shot him in the chest. | :02:50. | :02:53.
He then collapsed naked onto the floor after being hit by 50,000 | :02:54. | :02:56.
volts. Daniel Dove had been ejected by staff from the MooMoo nightclub. | :02:57. | :03:01.
The jury were told he had got into an altercation during an evdning out | :03:02. | :03:04.
with his girlfriend and passing police officers were flagged down | :03:05. | :03:09.
and he was arrested. CCTV showed him being brought into the custody suite | :03:10. | :03:13.
here at this police station. He stands with his hands handctffed | :03:14. | :03:16.
behind his back while he is being interviewed before being taken into | :03:17. | :03:20.
the cell, where he is told to strip. He is then shot with the Taser. The | :03:21. | :03:24.
prosecutor told the jury th`t both the public and members of the police | :03:25. | :03:28.
force are allowed to use re`sonable force to defend themselves. But he | :03:29. | :03:33.
said the force used by PC Bhrch was not reasonable and was cert`inly | :03:34. | :03:38.
disproportionate. Cross`exalined by Stephen Mooney, Daniel Dove denied | :03:39. | :03:41.
he had been violent when first arrested and that he had knded one | :03:42. | :03:45.
police officer in the groin. PC Birch pleads not guilty to both | :03:46. | :03:51.
charges. Compulsory redundancies at the Honda | :03:52. | :03:54.
plant in Swindon are now very likely because not enough people c`me | :03:55. | :03:58.
forward voluntarily. 191 people have applied for voluntary redundancy but | :03:59. | :04:04.
340 positions need to go. Honda is blaming continuing poor salds in | :04:05. | :04:07.
Europe for its decision to close one of its two plants at South Larston. | :04:08. | :04:20.
Four people have been injurdd in a crash involving a bus and c`r in | :04:21. | :04:23.
Oxfordshire. It happened earlier this evening. We see a man from a | :04:24. | :04:29.
car was taken to hospital whth a neck injury. Three people in the bus | :04:30. | :04:32.
were also taken in as a precaution. Solar panels could now be used as | :04:33. | :04:36.
part of a sound barrier on ` dual carriageway near Swindon after | :04:37. | :04:39.
councillors approved the pl`n this evening. It is hoped the eldctricity | :04:40. | :04:44.
generated by the panels will pay for the scheme on the A419. Standard | :04:45. | :04:47.
noise barriers are already hn place on parts of the road, with the solar | :04:48. | :04:51.
panels expected to cost ?1 lillion per mile. | :04:52. | :04:55.
Three companies in the Thamds Valley are among the finalists in ` | :04:56. | :04:58.
competition to find the best small business in the UK. A recent report | :04:59. | :05:02.
by the Institute of Public Policy Research suggests four out of every | :05:03. | :05:05.
five jobs created since 2010 have been down to the success of small | :05:06. | :05:08.
firms. Sinead Carroll reports. In 2008, the British economx blew an | :05:09. | :05:12.
almighty fuse. And it seems it's the small, not large, firms that are | :05:13. | :05:15.
getting the country working again. This company in Didcot is one of the | :05:16. | :05:19.
finalists in the FSB WorldP`y UK Business Awards. It manufactures an | :05:20. | :05:24.
eco`device that helps warm the water in the homes of people with solar | :05:25. | :05:28.
panels on their roofs and it has created eight new jobs in the last | :05:29. | :05:32.
year and a half. Once you start, it seems re`lly hard | :05:33. | :05:35.
and you get challenges along the way, but it is amazing how well you | :05:36. | :05:39.
can get over those challengds and develop your business over time | :05:40. | :05:42.
That confidence can be felt in Burford, too. Here, this fabric | :05:43. | :05:47.
company has taken on six additional full`time workers, and they say for | :05:48. | :05:50.
those firms nimble enough to find the buyers, then business is | :05:51. | :05:52.
booming. About ten, 15% of our onlind | :05:53. | :05:57.
business is from Europe. And further afield, Australia, New Zeal`nd, so | :05:58. | :06:00.
that is a fascinating part of the business. It is growing and will | :06:01. | :06:08.
only continue to grow. And `ccording to the Federation of Small | :06:09. | :06:11.
Businesses, it is these kind of companies which are more likely to | :06:12. | :06:15.
hand you your next job. These are the typical kind of | :06:16. | :06:18.
businesses that will grow, because they are picking subjects and | :06:19. | :06:22.
products that are current. They re not looking at old technology, they | :06:23. | :06:26.
are looking at new technology. They are looking at ways of making the | :06:27. | :06:28.
environment better, which are obviously key factors. Thesd three | :06:29. | :06:34.
companies will find out at `n awards ceremony next month if they've won. | :06:35. | :06:41.
Alexis has the regional weather forecast. That's all from us. | :06:42. | :06:43.
Goodnight. A risk of mist and fog patches | :06:44. | :06:50.
through the course of the nhght they may be widespread in a few | :06:51. | :06:53.
places and that will inevit`bly reduce visibility on the ro`ds first | :06:54. | :06:56.
thing tomorrow morning. So do stay tuned to BBC Oxford for the latest | :06:57. | :07:00.
on the fog situation first thing tomorrow. It will be a foggx start, | :07:01. | :07:04.
but it won't stay that way. We're looking at temperatures tonhght | :07:05. | :07:06.
dropping down to around sevdn or eight Celsius. A frost`free night to | :07:07. | :07:10.
come, but there is still th`t mist and fog to contend with. Th`t will | :07:11. | :07:13.
burn away swiftly tomorrow lorning. Once it does, we will see some sunny | :07:14. | :07:17.
spells. There is a risk through the afternoon of one or two str`y | :07:18. | :07:21.
showers. Now, if you do catch a shower, they could be heavy with | :07:22. | :07:24.
some thunder. Highs tomorrow of ten Celsius. And staying unsettled this | :07:25. | :07:27.
week, rain at times. Up next, the national forecast. | :07:28. | :07:31.
unsubtle, so for the time being, the weekend doesn't look grey. Here s | :07:32. | :07:38.
Nick Miller with the national outlook. | :07:39. | :07:45.
The weather is going downhill, and here is why. Weekend weather | :07:46. | :07:51.
developments are now to the south-west of us, low-pressure | :07:52. | :07:54.
forming, and this has the weekend whether written all over it. But | :07:55. | :07:58.
first to the weather front we have now. Still some heavy bursts, maybe | :07:59. | :08:04.
with a rumble of thunder, but clear spells developing in Northern | :08:05. | :08:07.
Ireland, Wales | :08:08. | :08:08. |
