European election results. That's all from the BBC News at Six - so | :00:00. | 3:59:59
it's Hello and welcome to South Today | :00:00. | :00:00.
from Oxford. The former Oxfam employee sent to | :00:00. | :00:08.
prison for stealing thousands. Why the number arrested | :00:09. | :00:24.
here's going down. A non`smoking policy is trialled | :00:25. | :00:26.
in a park in Aylesbury. Later, the scheme that could | :00:27. | :00:29.
save thousands for the NHS. Elderly patients are moved out | :00:30. | :00:32.
of A and treated separately. A man from Oxfordshire who was one | :00:33. | :00:44.
of the senior bosses at Oxfam has been jailed for nearly | :00:45. | :00:48.
two and half years, after pleading Edward McKenzie`Green from Chipping | :00:49. | :00:52.
Norton took nearly ?65,000 in 2011. He used a fake name, false | :00:53. | :00:59.
invoices and created companies. It is a global charity with a | :01:00. | :01:15.
reputation for fighting poverty and campaigning for justice. Here, | :01:16. | :01:24.
Oxfam's one anti`fraud chief was scamming them out of tens of | :01:25. | :01:27.
thousands of pounds from the inside. Or money deleted for charitable | :01:28. | :01:32.
work. The man from Chipping Norton took almost ?65,000 between February | :01:33. | :01:44.
2011 and no. He made up companies and handed in fictitious invoices. | :01:45. | :01:48.
He had paid money into the accounts of his father and friend before | :01:49. | :01:52.
transferring the cash into his own account and spending it. A charge | :01:53. | :02:02.
against his father, accusing him of helping him launder ?35,000, was | :02:03. | :02:08.
dropped. Oxfam say they have introduced strict measures. We have | :02:09. | :02:16.
focused on segregation of duties. It is a very important element of our | :02:17. | :02:20.
control that the person who is requested on the invoice should not | :02:21. | :02:25.
be the person who is approving an. In this case, that was abused. We | :02:26. | :02:32.
are taking a close interest in that part of our controls. Today, he was | :02:33. | :02:38.
sentenced to two years and five months for different in a charity. | :02:39. | :02:45.
Oxfam have introduced strict that ground checks for future employees. | :02:46. | :02:50.
They say they will seek to recover the money. | :02:51. | :02:52.
A man has been released on bail after a body was found | :02:53. | :02:55.
Michael Broadway, who was 33, was discovered at his home in | :02:56. | :02:59.
Post mortem results have come back inconclusive. | :03:00. | :03:03.
A 55`year`old man arrested on suspicion of murder has been | :03:04. | :03:05.
in the run up to next year's general election. | :03:06. | :03:25.
It is one of several areas in England where there's strong | :03:26. | :03:28.
UKIP, which wants the UK to leave the EU, topped the European polls | :03:29. | :03:32.
after a campaign calling for lower levels of immigration from Europe. | :03:33. | :03:36.
Police are still looking for a prisoner who walked out | :03:37. | :03:38.
of an open jail in Buckinghamshire over the weekend. | :03:39. | :03:41.
Wayne McLeod, who is 36, escaped from Springhill Prison in Grendon | :03:42. | :03:44.
Officers believe he may be in Reading, but haven't said why he | :03:45. | :03:48.
A child is arrested every four minutes in England | :03:49. | :03:52.
and Wales yet the number arrested in the Thames Valley is falling. | :03:53. | :03:55.
In 2008, more than 12,000 children under the age of 17 were arrested | :03:56. | :03:59.
But last year fewer than 4,000 were questioned by officers. | :04:00. | :04:02.
National trends suggest the majority of these young people | :04:03. | :04:05.
Earlier I spoke to Frances Crook from the Howard League for | :04:06. | :04:11.
Penal Reform, the group behind these figures. | :04:12. | :04:12.
I asked her how authorities tackle this issue of crimes committed | :04:13. | :04:15.
This is a great success story by Thames Valley, | :04:16. | :04:21.
It is not a question of arresting children who have committed crimes. | :04:22. | :04:28.
Actually what they were doing was hitting arbitrary targets. | :04:29. | :04:30.
So it?s much easier to arrest a child who was kicking a football | :04:31. | :04:34.
What the police are doing now is much more intelligent policing | :04:35. | :04:42.
That is better for children, better for victims, | :04:43. | :04:49.
better for the taxpayer, better for community relations. | :04:50. | :04:51.
Children in England and Wales can be arrested from the age of 10. | :04:52. | :04:55.
That?s the lowest age of criminal responsibility in Europe. | :04:56. | :04:57.
Do you think that age is about right? | :04:58. | :05:08.
It is absolutely obscene that the police have to deal with | :05:09. | :05:11.
More than 1,000 primary school age children were arrested in England | :05:12. | :05:15.
We should raise the age of criminal responsibility | :05:16. | :05:18.
so that it is not the police who deal with 10`12 year olds. | :05:19. | :05:22.
If there are problems, it should be social services | :05:23. | :05:24.
and children?s services who deal with them, not the police. | :05:25. | :05:27.
Police are taking responsibility away from parents | :05:28. | :05:31.
Police are looking for a man from Oxfordshire who has gone missing | :05:32. | :05:36.
Ewan Powell, who is 42 and from Benson, | :05:37. | :05:39.
His daughter, Tanith Powell from Worcestershire, | :05:40. | :05:43.
Campaigners against badger culling are protesting across parts | :05:44. | :05:48.
of Oxfordshire as part of a ten day walk. | :05:49. | :06:00.
They started their 112 mile journey in Gloucester | :06:01. | :06:02.
and will finish in London on Saturday, the day before cull | :06:03. | :06:05.
The government say culling badgers will curb TB in cattle. | :06:06. | :06:19.
A new anti`smoking campaign has started in Buckinghamshire asking | :06:20. | :06:22.
people to avoid smoking in parks or children's play areas. | :06:23. | :06:24.
Signs will be put up and the county council will be working with schools | :06:25. | :06:38.
Will these signs stop this common problem? | :06:39. | :06:41.
Buckinghamshire County Council and Aylesbury District Council | :06:42. | :06:43.
don?t agree with that. We think that we must do everything we can to | :06:44. | :07:24.
prevent them from starting habits early on which could develop into | :07:25. | :07:28.
more serious smoking later in their lives. A six month pilot across five | :07:29. | :07:32.
parks in the town will be assessed before being expanded. But if it is | :07:33. | :07:35.
not enforceable, will it make any difference? It?s a good idea, even | :07:36. | :07:38.
though my son smokes. You?re never going to stop people from smoking in | :07:39. | :07:41.
public areas like this, unfortunately. But I think it would | :07:42. | :07:45.
help if there was ash trays provided. A UK wide ban on smoking | :07:46. | :07:48.
in public places has been law since 2007, and lighting up in cars with | :07:49. | :07:52.
children is likely to be made illegal next year. Research shows | :07:53. | :07:55.
more than 300,000 children visit the GP every year, suffering the effects | :07:56. | :07:58.
of secondhand smoke. Councils here in Buckinghamshire hope this small | :07:59. | :08:01.
poster will have some impact on this very big health issue. | :08:02. | :08:05.
Thousands of pounds has been raised to buy a horse to help people near | :08:06. | :08:09.
west Oxfordshire with physical and learning difficulties. The Riding | :08:10. | :08:11.
for the Disabled Association based in Chipping Norton runs therapy | :08:12. | :08:14.
sessions for adults and children. The new member of the family. | :08:15. | :08:17.
14`year`old Rotary Blue is now making friends at this farm in | :08:18. | :08:20.
Gloucestershire. He is one of about 20 horses and ponies used as part of | :08:21. | :08:24.
therapy sessions here to help people with physical and learning | :08:25. | :08:26.
disabilities. Nearly ?3,000 was collected to buy Blue, raised by a | :08:27. | :08:29.
local community club. Blue has made a fantastic difference. The feedback | :08:30. | :08:32.
from RDA has been great. The children have very much enjoyed | :08:33. | :08:35.
riding on him and they are developing very well. One of those | :08:36. | :08:39.
children is Guy. I come here every Thursday. Normally. I enjoy it very | :08:40. | :08:43.
much. The main thing he is here for is stability. His muscles are quite | :08:44. | :08:47.
wobbly in his body, so he needs it to strengthen his body frame. The | :08:48. | :08:55.
therapy sessions are held once a week and run by volunteers who are | :08:56. | :09:00.
part of the Riding and Disability Association. The charity relies on | :09:01. | :09:03.
donations to deliver these kinds of services. Harry is one of the | :09:04. | :09:09.
smaller ponies used here at the farm. The RDA claims about 80% of | :09:10. | :09:15.
people with either physical or learning disabilities see added | :09:16. | :09:19.
improvement to their communication or wellbeing as a result of horse | :09:20. | :09:23.
riding. One young lad, when he started coming, he couldn?t speak | :09:24. | :09:26.
very well. By the time he left here, he was speaking, he was cheerful, | :09:27. | :09:36.
happy. The hope is more horses like Blue will soon be able to dig their | :09:37. | :09:45.
heels in and help those who need it. That's all from me. I'll have the | :09:46. | :09:49.
headlines at 8pm and a full bulletin at 10:25pm. For more of today's | :09:50. | :09:51.
stories, here's Sally Taylor. The families | :09:52. | :10:18.
of the four missing sailors of the Southampton yacht, the Cheeki | :10:19. | :10:20.
Rafiki, have spoken in public for the first time since the hull of the | :10:21. | :10:23.
vessel was found in the Atlantic. James Male, who was from Romsey, | :10:24. | :10:27.
and Andrew Bridge, from Farnham, were part of a crew sailing back to | :10:28. | :10:30.
the South when their yacht got The boat's upturned hull was found | :10:31. | :10:34.
by the US Coastguard on Friday We would like to say how much we owe | :10:35. | :10:48.
to the public. It is overwhelming and unprecedented. The men would | :10:49. | :10:54.
have been enormously touched to have known that they were in the minds of | :10:55. | :10:59.
so many people. It would have brought them great comfort in their | :11:00. | :11:04.
moment of need. It could, just code, have made a vital difference to | :11:05. | :11:09.
saving their lives, had the circumstances been slightly | :11:10. | :11:09.
different. A motorcyclist from Portsmouth has | :11:10. | :11:15.
been jailed for causing the death Kristof Fairley's bike collided with | :11:16. | :11:18.
a car at the junction of Eastern Road and | :11:19. | :11:23.
Airport Service Road in January. His new wife Ashley, | :11:24. | :11:25.
who was also on the motorcycle, was Fairley was disqualified | :11:26. | :11:28.
from driving He admitted causing his wife's death | :11:29. | :11:31.
and was today jailed for 32 months. Plans for an asbestos waste facility | :11:32. | :11:44.
in the New Forest have been approved The site at | :11:45. | :11:47.
Hardley Industrial Estate near Hythe would specialise in the disposal | :11:48. | :11:51.
of the harmful mineral. Solent Environmental Services | :11:52. | :11:53.
submitted the plans ` which were today unanimously approved by | :11:54. | :11:56.
the council's regulatory committee. But some residents feel it's not | :11:57. | :11:58.
a safe distance" from homes. Hundreds of elderly patients | :11:59. | :12:02.
in Southampton are being moved out of Accident and Emergency ` | :12:03. | :12:05.
to a new department treating falls, The aim is to prevent them | :12:06. | :12:09.
from being admitted ` and possibly The unit is now seeing 20 patients | :12:10. | :12:15.
a day ` mostly over the age of 65. Our Health Correspondent David | :12:16. | :12:20.
Fenton reports. This woman is 84 and has ruptured | :12:21. | :12:39.
her tendon. She has been to a indie and was sent to a special unit for | :12:40. | :12:43.
elderly people. The emergency department is a | :12:44. | :12:47.
terrifying aches in this, often with queues of people coming in and out | :12:48. | :12:50.
and lots of loud noises. We are trying to move through `` move | :12:51. | :12:57.
people through that area quickly. This is a specially dedicated area | :12:58. | :13:02.
for frail, older people. It costs two point ?5,000 each time | :13:03. | :13:07.
a patient is admitted to hospital as an emergency. `` it costs two and a | :13:08. | :13:13.
half thousand pounds. Your muscles will atrophy and your | :13:14. | :13:16.
brain will forget what it is doing if you leave someone in bed for a | :13:17. | :13:21.
couple of days. You have almost aged than two years in the effect it will | :13:22. | :13:26.
have on them. The aim here is to get the patients | :13:27. | :13:30.
treated and home again as quickly and safely as possible. | :13:31. | :13:35.
In the last three years, I have been in hospital twice. They have been | :13:36. | :13:39.
very good but it is nothing like home. | :13:40. | :13:44.
Even so, the number of elderly patients in our hospitals is | :13:45. | :13:49.
increasing. Southampton General has about 1,100 beds, this many occupied | :13:50. | :13:55.
by older patients. In the last year, those numbers have gone up by | :13:56. | :14:02.
6%. Of course, it is not their fault. Many would prefer to be at | :14:03. | :14:07.
home, but that often means complex social care organising. | :14:08. | :14:14.
We discharge mostly two thirds of our patients. Some that we assess | :14:15. | :14:19.
our really quite unwell and need to come to hospital. All we can say is | :14:20. | :14:22.
that we add to that patient experience. | :14:23. | :14:28.
This unit has been very successful, keeping at least 20 patients per | :14:29. | :14:32.
week out of hospital. Five hours after pro's accident, she is going | :14:33. | :14:36.
home with a care package arranged by the team. `` after her accident. | :14:37. | :14:44.
An organisation that works with vulnerable people in Hampshire says | :14:45. | :14:47.
it's concerned about the impact of a proposed cut to the funding it | :14:48. | :14:51.
Hampshire County Council needs to make ?4 million of savings to | :14:52. | :14:55.
its Supporting People budget ` money which pays for emergency | :14:56. | :14:57.
The Crescent here in Yateley has been Wanda's home | :14:58. | :15:04.
for more than 40 Its bungalows allow the tenants the choice to lead | :15:05. | :15:08.
independent lives, safe in the knowledge that help is nearby. | :15:09. | :15:13.
But now a 37 percent cut in funding from the Hampshire County | :15:14. | :15:16.
We used to have social activities in the evening, and doing painting | :15:17. | :15:25.
and card making and watching the karaoke on the big screen. | :15:26. | :15:29.
We don't have anything like that now. | :15:30. | :15:37.
The site provides work for residents and others with | :15:38. | :15:39.
Cuts to council funding haven't just hit quality of life | :15:40. | :15:48.
but threaten the very survival of one resident, after a wake`up visit | :15:49. | :15:51.
by staff was branded extravagant by the site's paymasters. | :15:52. | :16:04.
The residential support manager was asked to investigate. | :16:05. | :16:06.
She went to his bungalow and he was collapsed on the floor in a coma. | :16:07. | :16:10.
He had to be rushed to hospital and is still not working now. | :16:11. | :16:14.
Had he not been working that day, had it been a weekend or holiday, | :16:15. | :16:18.
then he would have been missed until it was too late. | :16:19. | :16:26.
Yateley Industries will survive the cuts. | :16:27. | :16:29.
Hampshire County Council insists what it is doing is prioritising | :16:30. | :16:33.
But the idea that the policy isn't being felt | :16:34. | :16:37.
on the front line, that helps those with disabilities, seems rather | :16:38. | :16:40.
A club for blind people in Dorset has found itself | :16:41. | :16:51.
While more and more people want to join, it's funding is falling. | :16:52. | :16:57.
The club offers a way out of isolation | :16:58. | :16:59.
But now there's a real danger it could close down. | :17:00. | :17:03.
So, as Roger Finn reports, it's mounted | :17:04. | :17:05.
What would you miss if you went blind? | :17:06. | :17:10.
That's the question being posed by the Dorset Blind Association ` | :17:11. | :17:14.
and this You Tube video is one of the responses being posted | :17:15. | :17:17.
Along with pictures of sunsets and loved ones. | :17:18. | :17:24.
The idea is to draw attention to what these people might soon miss. | :17:25. | :17:28.
Seven years ago the Dorset Blind Association set up | :17:29. | :17:30.
There are over a hundred members and this group meets regularly | :17:31. | :17:36.
This club is fantastic with the people who come here. It gives them | :17:37. | :17:50.
a chance to get out and socialise. It sounds so simple but it is | :17:51. | :17:53.
actually quite difficult for people with visual impairments. Two thirds | :17:54. | :17:58.
of people with sight loss say they barely ever go out. | :17:59. | :18:02.
members have taken part in a variety of activities including cricket, | :18:03. | :18:05.
But in recent years income from local authorities | :18:06. | :18:11.
and donations has been falling while demands to join have been rising. | :18:12. | :18:14.
The club now needs ?12,000 just to survive. | :18:15. | :18:22.
What is most frightening is when you start losing contact with people. | :18:23. | :18:28.
You can't drive and are constantly relying on family. Being able to do | :18:29. | :18:33.
something like this gives us independence. It means so much for | :18:34. | :18:42.
your self`esteem. I was very scared of coming here. I got confidence | :18:43. | :18:50.
here from doing things. Talking to other people who were in your shoes | :18:51. | :18:55.
is really helpful. It supports that you need because there are few blind | :18:56. | :19:02.
people around. By coming here to the coughing warnings, you can talk with | :19:03. | :19:05.
people that have a similar problem that you understand. There is | :19:06. | :19:14.
evidence that the number of blind people in Britain is growing. At | :19:15. | :19:20.
charity says this is because of the greater survivability of severely | :19:21. | :19:21.
premature babies. A fact that this group | :19:22. | :19:28.
believes makes it's own Sussex Cricket manager Mark Robinson | :19:29. | :19:32.
has said On to sport, and it's been confirmed | :19:33. | :19:42.
within the last hour that Mauricio Pochettino has resigned | :19:43. | :19:46.
as Southampton manager to take over He moves to the London club | :19:47. | :19:49.
on a five year contract. We thought this news was coming. | :19:50. | :19:55.
They have confirmed in the last will be joining them on a five`year | :19:56. | :20:08.
contract. When he initially joined Saint Mary 's last year, he was | :20:09. | :20:13.
relatively unknown will stop in the past 16 months, he has transformed | :20:14. | :20:14.
the club. This now provides a big test to new | :20:15. | :20:37.
Southampton chairman Ralph Kruger, who crucially must find | :20:38. | :20:40.
a new manager to help Southampton It's really tight teamwork | :20:41. | :20:43.
between all of you. Each boat is different how | :20:44. | :23:10.
the teamwork works. We get two hours | :23:11. | :23:15.
of practice a set for each event. One of the key things | :23:16. | :23:18.
when you're sailing is feeling When you're sailing upwind, | :23:19. | :23:26.
it gives you quite a lot of field. Without me telling you | :23:27. | :23:38.
which way to put the tiller, you are Our boats are relatively heavy, | :23:39. | :23:42.
not particularly fast. The race is not so much | :23:43. | :23:49.
about the speed of the boat, It's really | :23:50. | :23:52.
the tactical element to the race. Each race on the tour is a cat | :23:53. | :23:56.
and mouse chase. Reputations count for nothing | :23:57. | :24:03.
and that is the highlight for me. Your results how you perform | :24:04. | :24:11.
on the day. Dan Smith took this photo | :24:12. | :24:34.
of a mute swan cygnet in Petworth Ginny Boxall captured flowering | :24:35. | :24:37.
chives in her garden in Alton. And Nick Lucas took this photo | :24:38. | :24:41.
of the rain drops on a Blue Moon Through tonight, we will see rain | :24:42. | :24:51.
and showers at times which could be heavy. The best of any drier skies | :24:52. | :24:58.
down towards parts of Dorset. We've seen quite a number of heavy showers | :24:59. | :25:03.
through Weymouth and is. Through the night, little respite from rain in | :25:04. | :25:08.
some areas, with temperatures falling to a mild ten or 11. Not | :25:09. | :25:13.
particularly cold through the night and similar tomorrow. Some rain or | :25:14. | :25:19.
showers at times, more likely in northern areas. Along the south | :25:20. | :25:23.
coast, we may see the cloud break for a time with some sunshine, | :25:24. | :25:27.
that's generally a cloudy day with temperatures reaching 15 Celsius. | :25:28. | :25:33.
Tonight, one or two showers with some mist patches. We hold onto the | :25:34. | :25:39.
wet conditions through Thursday, with temperatures overnight similar | :25:40. | :25:46.
to tonight at 11 or 12. A fairly unsettled picture with low pressure | :25:47. | :25:51.
on Thursday. Rain it could be heavy with the possibility of thunder. The | :25:52. | :25:56.
good news is that come Friday we will start to see this area of high | :25:57. | :26:00.
pressure start building further. The wind will feel lighter and it will | :26:01. | :26:03.
turn more settled with some sunshine. This week rain and | :26:04. | :26:09.
showers. Even the odd rumble of thunder. There will be some | :26:10. | :26:13.
sunshine, but that is more likely towards the latter part of the week. | :26:14. | :26:18.
Turning drier come Friday with that high pressure building in from the | :26:19. | :26:22.
Atlantic. Showers and rain expected tomorrow, which could be on the | :26:23. | :26:27.
heavy side. More likely for northern areas. The best of brightness along | :26:28. | :26:34.
the south. There could be thunderstorms on Thursday. Friday | :26:35. | :26:37.
and Saturday, that high pressure building from the Atlantic. Turning | :26:38. | :26:41.
more settled and drier with more sunshine. | :26:42. | :26:50.
Tomorrow, we will meet the ten`year`old athlete who is | :26:51. | :26:56.
competing at swimming. She's pretty good! Will also be talking to `` | :26:57. | :27:02.
talking about free school meals. Make sure you join us. Thanks for | :27:03. | :27:05.
watching. Goodbye. | :27:06. | :27:11. |
