Good evening. That's | :00:00. | :00:11.
An investigation has been launched in Kenya | :00:12. | :00:14.
following a possible sighting of Samantha Lewthwaite, the Aylesbury | :00:15. | :00:16.
She was married to the 7/7 bomber Jermaine Lindsay and after being | :00:17. | :00:21.
named a suspect in the bombing of a Nairobi shopping centre, she is one | :00:22. | :00:25.
Police in Kenya believe she duped them | :00:26. | :00:28.
Robert Kiptoo is from the BBC's Swahili service and sent this | :00:29. | :00:33.
The police have confirmed that in April this year, two police officers | :00:34. | :00:45.
were seen all were given authority to escort a white lady who had hired | :00:46. | :00:56.
the police services to Mombasa. They have started piecing out | :00:57. | :01:00.
their report indicating the white lady may have been the White Widow. | :01:01. | :01:04.
She has been accused of orchestrating either terrorist | :01:05. | :01:07.
attacks in Kenya and radicalising youths to join | :01:08. | :01:13.
terrorist groups in Kenya. She is one of the most | :01:14. | :01:17.
sought`after terrorist in Kenya. Kenya are seeking for her. | :01:18. | :01:26.
Bedblocking continues to be one of the biggest healthcare problems | :01:27. | :01:29.
The number of people staying in the county's hospitals longer than they | :01:30. | :01:34.
need to is higher than virtually anywhere else in the country. | :01:35. | :01:40.
Now the County Council is dedicating more funding into | :01:41. | :01:42.
a scheme to tackle delays in getting patients moved on from hospital. | :01:43. | :01:46.
I asked our Political Reporter Helen Catt to explain how it would work. | :01:47. | :01:52.
It's to get people who are ready to leave hospital out and either back | :01:53. | :01:57.
in their own home with carers or into a care home within 72 hours. | :01:58. | :02:01.
And it does that by paying the care company an incentive. | :02:02. | :02:04.
The Council ran a trial of this which it said was successful. | :02:05. | :02:07.
It particularly wants to get more people placed at weekends though | :02:08. | :02:10.
so it's offering even more money, up to ?200 per person for Saturday | :02:11. | :02:15.
and Sundays. It's also opening it up to | :02:16. | :02:18.
care homes, all of that will cost roughly ?100,000 a year. | :02:19. | :02:22.
The council says getting people home quicker will save money | :02:23. | :02:23.
and benefit patients too. you know you are on the road to | :02:24. | :02:36.
recovery and in familiar surroundings. I see it as an | :02:37. | :02:43.
advantage. and benefit patients too. | :02:44. | :02:45.
What do care providers think of it? I spoke to an organisation | :02:46. | :02:51.
which represents care homes in Oxfordshire earlier | :02:52. | :02:53.
and they hadn't actually heard about this but there are four providers | :02:54. | :02:56.
quoted in the Council's report. They said this extra money could be | :02:57. | :03:00.
a good idea but the decision on whether or not to admit somebody | :03:01. | :03:03.
over the weekend would depend on safety. | :03:04. | :03:05.
Will this scheme solve the bed`blocking problem? | :03:06. | :03:07.
It's not a magic cure. Oxfordshire has been | :03:08. | :03:09.
the worst place in the country pretty much continuously | :03:10. | :03:12.
over the last couple of years. If we look at the latest published | :03:13. | :03:15.
figures for March there were 144 people in hospital unnecessarily. | :03:16. | :03:20.
Only half were there because of delays in setting up care and not | :03:21. | :03:23.
all of those would be going into council`funded placements anyway. | :03:24. | :03:26.
Others were waiting for more NHS treatment and 28 were actually | :03:27. | :03:29.
choosing to stay in hospital because they didn't want to take up | :03:30. | :03:31.
the options being offered to them. Motorists in Oxford are facing | :03:32. | :03:35.
months of disruption as a major transformation of the | :03:36. | :03:37.
road network is set to get started. A new hamburger style roundabout is | :03:38. | :03:40.
being built at Kennington, and the Hinksey Hill interchange | :03:41. | :03:43.
with also undergo development. A familiar sight for motorists | :03:44. | :03:52.
in Oxford. The south of the city often bearing | :03:53. | :03:55.
the brunt with six months of roadworks starting next Monday, | :03:56. | :04:00.
we are being told some small pain will bring big gains. | :04:01. | :04:04.
I am aware of the inconvenience there will be | :04:05. | :04:08.
in getting the work done. I am confident that by Christmas | :04:09. | :04:13.
time this year, the road network around here will be much improved. | :04:14. | :04:18.
What will it look like once it is finished? | :04:19. | :04:21.
A new carriageway for eastbound traffic will be cut | :04:22. | :04:24.
through the roundabout meaning a more direct route to the junction. | :04:25. | :04:27.
For those going westbound, the roundabout will be widened. | :04:28. | :04:33.
Meanwhile at the Hinckley Hill Interchange, there will be | :04:34. | :04:38.
a free flow slip road onto the A34 oremoving the need for motorists to | :04:39. | :04:45.
stop at the traffic lights. At a cost of ?6 million, | :04:46. | :04:49.
is it worth it? They will improve it for a month | :04:50. | :04:53.
or two and then it will get worse. They should be thinking | :04:54. | :04:57.
about how do we stop using cars. If they do it in summer, it will be | :04:58. | :05:01.
best for commuters because in autumn, everyone will drive to work. | :05:02. | :05:04.
By the time this project is finished, | :05:05. | :05:08.
10 million cars will have travelled through this area of Oxford. | :05:09. | :05:11.
It is set to increase their capacity by 30% and | :05:12. | :05:15.
the council hopes the network will be able to deal with the increasing | :05:16. | :05:17.
population of the county. The 70th anniversary of the | :05:18. | :05:23.
D`Day Landings is almost upon us. Among the thousands of troops that | :05:24. | :05:25.
made up the invasion of occupied Europe was a popular soldier from | :05:26. | :05:29.
the Oxfordshire and Buckinghamshire Light Infantry whose name has gone | :05:30. | :05:32.
down in history as the first man to Den Brotheridge joined the Army | :05:33. | :05:47.
as a private when the Second World War started and later | :05:48. | :05:50.
he became an officer and join the Oxfordshire and Buckinghamshire | :05:51. | :05:53.
Light Infantry who were picked to capture Pegasus Bridge in France. | :05:54. | :05:57.
He became the first allied servicemen to be | :05:58. | :06:02.
killed in action on D`Day. He led 25 platoon across the bridge. | :06:03. | :06:12.
He was shouting out, "Come on 25." That is the last words he said. | :06:13. | :06:15.
Margaret Brotheridge never saw her father. | :06:16. | :06:18.
She was born 19 days after he was killed. | :06:19. | :06:23.
You can't be bitter. You cannot | :06:24. | :06:27.
because you weren't there and they had to do what they had to do. | :06:28. | :06:31.
This Friday, Margaret will lay flowers | :06:32. | :06:33.
on her father's grave in Normandy. That is it from us for now. The | :06:34. | :06:44.
weather is up next. Hello. A band of rain will stay with | :06:45. | :07:08.
us tomorrow. That band of rain will stay with us in the morning. There | :07:09. | :07:15.
could be some heavy bursts in there. It may lead to some localised | :07:16. | :07:18.
flooding, given that the rain is with us for much of the day. | :07:19. | :07:24.
Temperatures tomorrow of 12 Celsius. The good news is Thursday is a | :07:25. | :07:29.
better day with some sunshine, staying mainly dry. Showers and | :07:30. | :07:30.
sunshine on Friday. outlook, we have some thunderstorms | :07:31. | :07:32.
this Saturday. Interest ring aggression of weather | :07:33. | :07:45.
for the rest of this week which could end up as a crescendo on | :07:46. | :07:48.
Saturday involving heavy | :07:49. | :07:49. |
