Hello and welcome to South Today from Oxford. | :00:08. | :00:08.
Building a workforce. Construction companies say there's a growing need | :00:09. | :00:11.
Also, ?168 million in the pot to fix pot holes ` | :00:12. | :00:18.
is your area getting its fahr share of Government cash? | :00:19. | :00:22.
And battle lines drawn ` as boaters move off a backwater and onto land | :00:23. | :00:25.
Later in the programme, famhly values, the fight to keep their | :00:26. | :00:36.
autistic son close to home. Members of the construction industry | :00:37. | :00:45.
are warning the south will need thousands of skilled workers ` to | :00:46. | :00:49.
meet demands on building sites over the years to come. As the economy | :00:50. | :00:55.
picks up an increase in housing and infrastructure projects can't be met | :00:56. | :00:58.
by the current pool of bricklayers, painters and other trades. Our | :00:59. | :01:01.
business correspondent has been to Reading where they're trying to head | :01:02. | :01:03.
off the crisis. This man is 20 years old and | :01:04. | :01:18.
unemployed. He wants to be ` bricklayer and his timing could be | :01:19. | :01:24.
spot on. Buildings are always being built. | :01:25. | :01:29.
There are jobs out there. I just have to get the qualifications and | :01:30. | :01:33.
training. Has been difficult to find permanent work? | :01:34. | :01:40.
It has been hard. I wouldn't be here today if I had found a job. | :01:41. | :01:44.
Obviously, it is hard. But H have to keep going. There is a shortage of | :01:45. | :01:55.
labour in construction. What has happened is that growth has taken | :01:56. | :02:02.
off. We have a massive need for construction in the area. There is a | :02:03. | :02:09.
lot of housing coming onlind. We need young people coming into the | :02:10. | :02:15.
sector and we need to be able to train up the next generation. You do | :02:16. | :02:19.
not have to look far to find building work here. I have found six | :02:20. | :02:24.
major projects bringing in new residential areas. The industry says | :02:25. | :02:30.
many more people will be nedded If the talent is not on hand, that | :02:31. | :02:35.
could mean a slower economic recovery and stalled developments. | :02:36. | :02:40.
If we do not get those jobs, we will not be able to continue to grow at | :02:41. | :02:45.
the rate we are. It is important we have the talent and skills to | :02:46. | :02:50.
continue at the pace we are going. The upturn is already being felt at | :02:51. | :02:55.
this college. Courses in carpentry and plumbing have seen a rise in | :02:56. | :03:00.
interest in recent months. The industry estimates that thotsands | :03:01. | :03:04.
are needed across the South, it means many more will need to be | :03:05. | :03:10.
trained to stave off a potential massive shortage of skills. | :03:11. | :03:14.
The president of the Oxford Union has said people arrested on | :03:15. | :03:16.
suspicion of rape should relain anonymous ` after a case ag`inst him | :03:17. | :03:19.
was dropped. Ben Sullivan w`s arrested in May on suspicion of rape | :03:20. | :03:22.
and attempted rape ` but was cleared this week. Speaking on the BBC's | :03:23. | :03:25.
Newsnight, he said he wanted a "happy medium" ` to protect people's | :03:26. | :03:28.
I am not an extremist. I thhnk your identity should not be reve`led | :03:29. | :03:42.
until after you are convictdd. But I do not think everybody's iddntity | :03:43. | :03:48.
should be revealed if they `re arrested. There should be a happy | :03:49. | :03:52.
medium to protect identities. Until at least the conclusion of the | :03:53. | :03:53.
investigation. It's been described as the biggest | :03:54. | :03:58.
investment in roads since the 1 70s ` and is in response to dam`ge | :03:59. | :04:01.
caused by recent bad weather. ? million is to be spent in | :04:02. | :04:04.
Oxfordshire alone repairing potholes. Local authorities have to | :04:05. | :04:07.
publish monthly progress reports and complete work by March next year. | :04:08. | :04:10.
But critics say more money needs to be made available. Peter Cooke | :04:11. | :04:13.
reports. For many motorists ` it's their | :04:14. | :04:17.
biggest gripe about our roads. Over ?150 million's been handed out to | :04:18. | :04:20.
English councils to tackle the issue. Our region's getting nearly | :04:21. | :04:24.
?5 million from that pot. Oxfordshire will get the bulk, 3 | :04:25. | :04:27.
million, and Buckinghamshird will receive around ?1.5 million. Swindon | :04:28. | :04:31.
will be given more than ?300,00 . There are too many roads nedding | :04:32. | :04:49.
fixing. I hope this road gets attention because it is such a main | :04:50. | :04:55.
route into London. I have h`d punctures and I'm pleased to hear | :04:56. | :05:00.
there is funding. But it enough It has cost a lot of money, so I do not | :05:01. | :05:06.
blame the council, any sensd. They do their best. The council said this | :05:07. | :05:10.
money will help fix the thotsand potholes across the county. Is that | :05:11. | :05:15.
enough, given the condition of some of our roads? | :05:16. | :05:21.
It will be enough for us to cover the potholes we have planned. It | :05:22. | :05:26.
will give us the opportunitx to fill pot holes but also to check how the | :05:27. | :05:35.
potholes fit into roads and whether it would be simpler to clean off | :05:36. | :05:40.
sections of the road and patch it that way. An ongoing problel, but | :05:41. | :05:47.
much`needed investment to provide at least some silver lining. | :05:48. | :05:50.
An Aylesbury man's been sentenced to more than four years in prison ` for | :05:51. | :05:53.
dealing heroin. Zahid Shah ` who is 39 and from Eastern Street hn the | :05:54. | :05:56.
town ` was arrested in Bedgrove in February. He's been handed ` four | :05:57. | :06:00.
Buckinghamshire's hospitals have been removed from special mdasures ` | :06:01. | :06:03.
after proving they've improved their standards of care. The servhces ` | :06:04. | :06:06.
including those at Stoke Mandeville and Wycombe were found to h`ve made | :06:07. | :06:09.
significant progress ` during an inspection back in March. The NHS | :06:10. | :06:12.
trust for Buckinghamshire w`s deemed to be failing last year ` after a | :06:13. | :06:15.
report found examples of poor care and nursing standards. | :06:16. | :06:23.
Firefighters across our reghon are due to strike again tomorrow. It's | :06:24. | :06:26.
the 13th walk`out ` and part of ongoing national industrial action | :06:27. | :06:29.
over pensions. All services have contingency plans in place to deal | :06:30. | :06:31.
with emergency calls. The w`lk`out is due between 10am and 5pm. | :06:32. | :06:43.
An agreement is in place for the Union to call off the dispute and | :06:44. | :06:52.
therefore the firefighters will return to duty in order to fully | :06:53. | :06:55.
complement the incident we `re attending. | :06:56. | :06:56.
A group of boaters has defended its decision to take over a strdtch of | :06:57. | :07:00.
the waterfront at Jericho in Oxford. The houseboat owners say nobody owns | :07:01. | :07:03.
the land ` and are hoping to make a claim for it. The group says it has | :07:04. | :07:07.
done work to improve the arda, but some local residents say thdir boats | :07:08. | :07:10.
are in the way and are an exesore. Victoria Cook reports. | :07:11. | :07:13.
Shamen Hazzard has moored hdr boat here for nearly six years ` without | :07:14. | :07:16.
permission. Together with the other boat owners here, they've formed a | :07:17. | :07:19.
group. They're now trying to make a claim for this patch of land in | :07:20. | :07:25.
Jericho. The problem is no`one knows who owns the land. Shamen s`ys | :07:26. | :07:35.
getting a license for a run`down boat is impossible. And this is her | :07:36. | :07:46.
only option. Shamen isn't the only one. Alan Joyce lives on a boat | :07:47. | :07:55.
I have to live somewhere. Do you want me to live with you? I have to | :07:56. | :08:03.
live somewhere! Where else will I live? She is not the only one. This | :08:04. | :08:08.
man lives on a boat further down. permission. He says it's thhs or | :08:09. | :08:13.
homelessness. Some residents are unhappy the boats are there. But not | :08:14. | :08:15.
everyone wants them to leavd. I have a small business and people | :08:16. | :08:26.
on low incomes need somewhere to live for a city to be viabld. Some | :08:27. | :08:34.
residents are unhappy the boats are there, but not everyone wants them | :08:35. | :08:40.
to leave. I would much rathdr they were living on a boat and bding | :08:41. | :08:43.
happy rather than on the streets with no shelter. It could do with a | :08:44. | :08:50.
dash of paint, but at least they are not on the streets. It is not | :08:51. | :08:57.
causing problems, so why not? The canals and rivers trust says it is | :08:58. | :09:01.
trying to ascertain who owns this piece of land and therefore whose | :09:02. | :09:05.
responsibility it is to takd action against these boaters. In the | :09:06. | :09:08.
meantime, it is working with businesses and local groups to | :09:09. | :09:09.
resolve the problem. A site in Banbury which plaxed a key | :09:10. | :09:15.
part in WWII is set to be brought back into use ` after being empty | :09:16. | :09:19.
for six years. The Alcoa Europe site ` in Southam Road ` where aluminium | :09:20. | :09:22.
was produced ` closed in 2008. Cherwell District Council h`s now | :09:23. | :09:26.
given permission for a new warehouse, offices, car parking and | :09:27. | :09:28.
a service yard ` in a bid to return Harrison Ford's publicist h`s | :09:29. | :09:31.
confirmed that his leg was broken during an accident on the sdt of the | :09:32. | :09:35.
new Star Wars film last Thursday. The Hollywood star was flown by air | :09:36. | :09:38.
ambulance to Oxford's John Radcliffe Hospital and underwent surgdry. | :09:39. | :09:41.
That's said to have gone well ` and he's looking forward to rettrning to | :09:42. | :09:44.
work after a period of rehabilitation. It's understood the | :09:45. | :09:47.
injury was caused when he w`s caught in the entranceway of the f`mous | :09:48. | :09:49.
Millennium Falcon spacecraft. Finally ` it's the latest | :09:50. | :09:57.
attraction in Wallingford ` and it?s c`using a | :09:58. | :09:58.
bit of a stir. This six foot wooden castle was put up by town council | :09:59. | :10:02.
gardeners on a roundabout e`rlier this month, close to the ruhns of | :10:03. | :10:04.
Wallingford's actual castle. County councillor Lynda Atkins warned it | :10:05. | :10:07.
could distract drivers but ht's been welcomed by other people in the | :10:08. | :10:10.
town. We have not had anything like this | :10:11. | :10:22.
before. It shows imagination and initiative. It looks a bit lore | :10:23. | :10:33.
professional. It is useful. We really like it. I think it hs | :10:34. | :10:46.
fantastic! They had a Saint Georges flag. I guess that comes down now. | :10:47. | :10:52.
Now more of today's stories, with Sally Taylor. | :10:53. | :11:06.
Still to come in this evening's South Tod`y. | :11:07. | :11:16.
Jo Kent has the sport and Alexis the weather and they re | :11:17. | :11:19.
Will the weather stay like this Find out later in the progr`mme | :11:20. | :11:34.
And yet a third of top performing athletes in this country went | :11:35. | :11:40.
Well the chief schools inspector thinks so. | :11:41. | :11:46.
Sir Michael Wilshaw believes sporting excellence is linkdd | :11:47. | :11:48.
He was in Berkshire today to explahn. | :11:49. | :11:51.
Skiing and scuba diving werd just some of the events on the ctrriculum | :11:52. | :12:07.
today ` at the Festival Of Dducation at Wellington College. | :12:08. | :12:10.
This independent school's rdnowned for its sporting excellence ` | :12:11. | :12:12.
and today sport was being brought to the front of the class by Ofsted. | :12:13. | :12:15.
The chief of inspector of schools, Sir Michael Wilshaw, says too many | :12:16. | :12:18.
sports stars come from priv`te, not state, schools and speaking here | :12:19. | :12:21.
It is implemented by the he`d. That is the big finding of the rdport. | :12:22. | :12:37.
That can energise and enthuse the staff. It works. They understand the | :12:38. | :12:47.
crossover between success on the sporting field and success | :12:48. | :12:54.
academically. This school h`s its own cricket ground and excels at | :12:55. | :13:02.
rugby. Should going to an independent school matter when it | :13:03. | :13:09.
comes to being good at compdtitive sport? Clearly it helps if xou have | :13:10. | :13:15.
amazing facilities. But if xou do not have facilities there whll be | :13:16. | :13:18.
facilities in the local comlunity that you can use. | :13:19. | :13:23.
There's now concern from the teaching union that's just | :13:24. | :13:25.
another headache for headte`chers already feeling the pressurd. | :13:26. | :13:31.
It is stating the obvious. H am worried it will be another criteria | :13:32. | :13:42.
that a school can be field by. What will teachers think when thdy hear | :13:43. | :13:47.
this? Ofsted and Government interfering again. | :13:48. | :13:58.
The summer holidays haven't even started yet ` | :13:59. | :14:00.
but it's clear that the homdwork for September has just been set | :14:01. | :14:21.
Simon Lawrence is severely `utistic ` | :14:22. | :14:23.
he needs constant supervision and care to keep him safe. | :14:24. | :14:26.
Simon's parents currently h`ve to make | :14:27. | :14:27.
But they're so worried he may have to move to | :14:28. | :14:32.
a residential home even further away, they've started a fundraising | :14:33. | :14:34.
campaign, in the hope of buhlding in their home county of Surrey. | :14:35. | :14:37.
A rare treat ` lunch with Mum and Dad. | :14:38. | :14:40.
Simon Lawrence has only has a handful of visits home to see | :14:41. | :14:43.
He's epileptic, as well as `utistic, and has grown very strong. | :14:44. | :14:47.
If you give him two minutes on his own in the toilets he'll unscrew | :14:48. | :14:50.
the toilet roll holder and he'll eat the screw or help cause a flood | :14:51. | :14:54.
He really needs to be watchdd every moment of the day. | :14:55. | :14:56.
When he's frustrated he'll get really excited and here he | :14:57. | :15:00.
We would love to, but we can't, which is why he left home | :15:01. | :15:14.
It broke our hearts, but it had to happen because of his disabhlity. | :15:15. | :15:19.
It is a fight for people with disabled chhldren, | :15:20. | :15:21.
but it's even harder, we're beginning to learn, for people with | :15:22. | :15:23.
disabled adult children bec`use there are just not the facilities. | :15:24. | :15:26.
Simon's been living here at the highly rated Prior's Court | :15:27. | :15:28.
It's a two hour round trip for his parents. | :15:29. | :15:32.
But in future he may have to move even further away, as this centre | :15:33. | :15:36.
Simon has to leave Priors Court in two or three years? time and at that | :15:37. | :15:40.
We have friends whose autistic son has ended up in Yorkshire | :15:41. | :15:46.
So today the Lawrence familx launched an ambitious campahgn. | :15:47. | :15:52.
To build a home for Surrey's autistic adults themselves. | :15:53. | :15:56.
The options for adults with autism is a real challenge, | :15:57. | :15:58.
not just for Surrey County Council, but for many parts of the country, | :15:59. | :16:01.
If they can find us some land, then we can build in phase one a house | :16:02. | :16:23.
for six people and then in phase two we will build another six. | :16:24. | :16:26.
First though, today's newly created Simon Trust must raise ?2 mhllion. | :16:27. | :16:44.
Tonight we have thoughts, stnshine, tattoos, all from the sunny Isle of | :16:45. | :17:22.
Wight. The Round The Island Race is now one of the biggest parthcipation | :17:23. | :17:30.
sporting events. The seals are. A silver Olylpic | :17:31. | :17:43.
medallist at the helm. This is my first Round The Island Race. You | :17:44. | :17:57.
would fit 65 of my boats on here. On`board has bought tomorrow will be | :17:58. | :18:09.
David Dimbleby. He brought the house down at a press conference | :18:10. | :18:15.
displaying his tattoo. I have sealed in Chichester Harbour. | :18:16. | :18:23.
Tomorrow I am in the hands of real experts. I will have to do what I am | :18:24. | :18:34.
told, which I am not used to doing. The race reasons thousands of pounds | :18:35. | :18:46.
for charity. `` thousands of pounds are raised for charity throtgh the | :18:47. | :18:57.
race. You cannot have a better day. It is wonderful. You were whth me in | :18:58. | :19:16.
2007. It was a wonderful experience. Tomorrow things will not be so | :19:17. | :19:21.
relaxed. People will be rachng each other to get around the isl`nd. But | :19:22. | :19:31.
this has to be one of the greatest spectacles that ceiling has to | :19:32. | :19:37.
offer. There are all sorts of sailors on | :19:38. | :19:47.
the water. I joined now by David Dimbleby and Ben Ainslie. | :19:48. | :19:58.
We want to know about the t`ttooed. I had done because I made a | :19:59. | :20:05.
programme about Britain and they see. We were in a shop and H was | :20:06. | :20:16.
asked that I want one. We wdre told to have some fun so I had it done. | :20:17. | :20:33.
You did the race 50 years ago. I had a horrible time. The tide w`s | :20:34. | :20:51.
against us. The next day thd newspaper said that this CD was | :20:52. | :21:07.
Atlantic. You got the multihull record last year. The conditions do | :21:08. | :21:13.
not look like it will be possible to break a record this time. I am sure | :21:14. | :21:26.
everyone will have a great day. Is it more of taking part than the | :21:27. | :21:35.
winning and the records? Thhs is a participation sport. People who have | :21:36. | :21:45.
never sailed on a ball before will be racing tomorrow. There are 1 ,000 | :21:46. | :22:02.
competitors. `` sealed on a boat. He lets me and my son take the helm. | :22:03. | :22:11.
One bit of other sport ` teams from our region are involved | :22:12. | :22:14.
in three T20 matches tonight At Cardiff, Surrey were put into bat. | :22:15. | :22:17.
At Southampton, Hampshire won elected to bat. | :22:18. | :22:18.
And at Canterbury Sussex chose to bat. | :22:19. | :22:24.
You can keep up`to`date on the website. The weather is looking good | :22:25. | :22:36.
Now, if yacht racing is a bht too, well, speedy for you this wdekend. | :22:37. | :22:41.
Perhaps you'd like a trip b`ck in time with an altogether slower | :22:42. | :22:44.
A collection of vintage coaches has trundled through Winchester today. | :22:45. | :22:57.
This was the pinnacle of co`ch travel. It was luxurious. That is | :22:58. | :23:20.
why this is so fondly remembered. Here is the weather. Here is the | :23:21. | :23:40.
satellite picture. We can expect temperatures to reach 15 Celsius | :23:41. | :23:43.
overnight. Today we saw a hhgh of 21 degrees. Overnight the skies were | :23:44. | :23:51.
clear. Temperatures will fall away rapidly in the countryside. It will | :23:52. | :24:05.
be a dry start to the day tomorrow. For the sailors the sea bredze will | :24:06. | :24:09.
get going at 11 o'clock in the morning. Pleasant to the afternoon | :24:10. | :24:21.
with lots of sunshine. Hard to say exactly where the sunshine will be. | :24:22. | :24:34.
Slightly cooler along the course. Tomorrow night is similar to | :24:35. | :24:39.
tonight. There maybe patches of missed on Sunday morning. Qtite a | :24:40. | :24:49.
