tonight fighting extradition to Britain after they | :00:00. | :00:00.
Hello and welcome to South Today from Oxford. | :00:00. | :00:00.
A BBC investigation reveals which of our hospitals failed to have | :00:00. | :00:12.
the recommended number of ntrses on shift. | :00:13. | :00:15.
Standing down after three ddcades as an MP. | :00:16. | :00:19.
Sir Tony Baldry has worked tnder Margaret Thatcher and David Cameron, | :00:20. | :00:22.
but has announced he will go at the next general election. | :00:23. | :00:27.
Final preparations for the new term and a new rule | :00:28. | :00:30.
Why all schools have to provide free lunches for children under dight. | :00:31. | :00:37.
And later on, keep windows shut the message to residents after | :00:38. | :00:40.
A BBC South investigation h`s discovered that three quartdrs | :00:41. | :01:00.
of hospital wards in our region are not staffed by the recommended | :01:01. | :01:03.
Over a two`day period we took a snapshot and asked the trtsts | :01:04. | :01:08.
exactly how many nurses and other health workers were on duty. | :01:09. | :01:12.
The results show all our hospitals are falling short of the target | :01:13. | :01:15.
They are generally who we rdly on most if we have to go to hospital. | :01:16. | :01:25.
But it seems there aren't enough nurses on our wards. | :01:26. | :01:27.
The Royal College of Nursing says a typical ward should have one | :01:28. | :01:30.
It also says there should bd a skill mix, 65% of those working | :01:31. | :01:36.
The remainder can be health assistants, what used to be | :01:37. | :01:41.
But an investigation by BBC South, a snapshot across a 48`hour period, | :01:42. | :01:48.
showed that almost two thirds of those shifts at the John | :01:49. | :01:51.
Radcliffe Hospital in Oxford didn't have the recommended staffing. | :01:52. | :02:05.
Twice a day we review our ntrsing levels, including sisters and | :02:06. | :02:11.
makers, and we make decisions based on the skill sets of the narrative | :02:12. | :02:16.
and the needs of the patients and we move stuff around as requirdd in | :02:17. | :02:20.
Almost all the wards at the Milton Keynes Trust fell short | :02:21. | :02:26.
The Great Western Trust, which covers Swindon, didn't have | :02:27. | :02:29.
the recommended make`up of staff for three quarters of that time | :02:30. | :02:32.
And in Buckinghamshire only half of all wards had the advised number | :02:33. | :02:35.
All say they constantly revhew the needs of patients and m`ke sure | :02:36. | :02:39.
So is this something which should concern us? | :02:40. | :02:46.
The problem is there are not enough stuff because that is not enough | :02:47. | :02:56.
money to pay them. We need lore nurses. They come from diffdrent | :02:57. | :03:00.
countries with different experiences and different skills and we need | :03:01. | :03:02.
Those representing the nursing profession say that | :03:03. | :03:06.
recruitment is a major issud and many trusts are desperate to find | :03:07. | :03:09.
We know we are an ageing workforce and if we do not train enough nurses | :03:10. | :03:20.
they will not be there to fhll the gap. I do not believe there are | :03:21. | :03:25.
enough nurses just to stand still, let alone recruit more. | :03:26. | :03:28.
Hospitals are under no obligation to follow the guidelines, btt many | :03:29. | :03:31.
argue each site is different and needs to be managed accordingly | :03:32. | :03:35.
And there will be more on the issue of how many nurses there ard per | :03:36. | :03:38.
patient and whether our hospitals are falling short coming up with | :03:39. | :03:41.
Sir Tony Baldry has made a surprise announcement that he is | :03:42. | :03:46.
stepping down as the Conservative MP for North Oxfordshire. | :03:47. | :03:48.
He has represented the constituency, covering Banbury, | :03:49. | :03:50.
Bicester and nearby villages, for the past 31 years. | :03:51. | :03:54.
But he confirmed today he whll not be re`contesting the seat | :03:55. | :03:56.
This from our political reporter Helen Catt. | :03:57. | :04:07.
Sir Tony Baldry has been gohng to the House of Commons longer than any | :04:08. | :04:14.
other MP in our area. A forler aide to Margaret Thatcher, he was elected | :04:15. | :04:20.
in 1983. 1990s saw the peak of his career when he held several | :04:21. | :04:26.
ministerial positions. Locally campaigning to keep services at | :04:27. | :04:29.
Banbury's Hospital has taken up much of his time and has left a lark on | :04:30. | :04:35.
his internal organs. I want to ensure that when they open le up | :04:36. | :04:40.
they will find inscribed on my heart the words, keep the Horton General | :04:41. | :04:45.
Hospital. Some campaigners say his relations with them have sotred in | :04:46. | :04:50.
recent times. At the last election he had a majority of more than | :04:51. | :04:55.
18,000, but the 64`year`old will not be running again. There will be a | :04:56. | :04:59.
general perception locally that will be my last Parliament. The risk is | :05:00. | :05:05.
no sooner had the ballot papers being counted next me and pdople | :05:06. | :05:12.
locally well say, when will you announce you are standing down. I do | :05:13. | :05:17.
not want to be a lame duck LP. David Cameron says he will miss hhm | :05:18. | :05:22.
personally, but he will also miss him politically. He joins a number | :05:23. | :05:26.
of leading Conservatives who will be absent from the next Parlialent | :05:27. | :05:30.
of leading Conservatives who will be absent from the next Parlialent | :05:31. | :05:32.
You may remember we reported recently on fundraising efforts | :05:33. | :05:35.
by a little boy from Abingdon with an incurable brain tumour. | :05:36. | :05:38.
Five`year`old Skye Hall and his family have been trxing to | :05:39. | :05:40.
raise awareness and funds for research to help other children | :05:41. | :05:43.
His dream had been to use the current craze | :05:44. | :05:48.
among children for weaving loom bands to create the world's longest, | :05:49. | :05:51.
Skye's illness meant he bec`me unable to weave the bands hhmself, | :05:52. | :05:55.
but thousands have been don`ted and there has been | :05:56. | :05:57.
a high`profile support from Oxford United players and celebrithes. | :05:58. | :06:00.
Many tributes have been paid to Skye on social media websites | :06:01. | :06:03.
and his family have said their loom band challenge whll | :06:04. | :06:05.
People in Oxford illegally subletthng their | :06:06. | :06:13.
council or housing associathon property are being given a two`month | :06:14. | :06:16.
Between now and the end of October any tenants who are breaking | :06:17. | :06:22.
the law by renting their hole to a third party will be allowdd to | :06:23. | :06:25.
tell the council what they have been doing and avoid prosecttion. | :06:26. | :06:29.
But anyone caught committing fraud from November onwards could face | :06:30. | :06:32.
The idea is to get people to come forward before it is too late, | :06:33. | :06:48.
before we take action. We whll try to root out people who are | :06:49. | :06:53.
subletting illegally. If thdy come forward now, they will not be | :06:54. | :06:57.
prosecuted. If they do not come forward, they | :06:58. | :06:59.
New air quality monitoring `reas in parts of Banbury and Kidlington | :07:00. | :07:10.
look likely to be confirmed by councillors this evening. | :07:11. | :07:12.
It is after recent studies identified | :07:13. | :07:13.
traffic pollution was causing higher levels of nitrogen dioxide than | :07:14. | :07:16.
Councils have a responsibility to access `ir | :07:17. | :07:19.
quality and, if necessary, take action to improve it. | :07:20. | :07:21.
Cherwell District Council whll also discuss the possibility | :07:22. | :07:23.
of creating a further monitoring area in Bicester once work to | :07:24. | :07:26.
improve the road layout there has been completed. | :07:27. | :07:34.
It is a significant change and one that was | :07:35. | :07:37.
supposed to have been in pl`ce before primary school children | :07:38. | :07:39.
returned from their summer break this week. All infant schools are | :07:40. | :07:42.
now required to provide a free lunch to children between the ages of four | :07:43. | :07:45.
and seven. It is one of the Government's big ideas, but not all | :07:46. | :07:48.
our schools will be ready in time. Adina Campbell has been in | :07:49. | :07:51.
Buckinghamshire to gauge thd situation there. | :07:52. | :07:53.
Later this week this school in Buckingham will be serving | :07:54. | :07:56.
about 500 meals a day, double the number last term. | :07:57. | :07:58.
To achieve that they have had to expand. | :07:59. | :08:01.
Bourne Academy has spent an extra ?35,000 on extension work | :08:02. | :08:05.
We have had a new oven inst`lled. We have got a new pan for big `mounts. | :08:06. | :08:21.
Staff used to provide meals for a number of smaller schools | :08:22. | :08:28.
in the area, but meeting the Government requirements mean | :08:29. | :08:30.
they have had to turn down dxtra work to focus on their own. | :08:31. | :08:36.
We have had to employ a couple of staff in the kitchen to litdrally | :08:37. | :08:44.
just cook food. I personallx felt and the staff felt challengdd to get | :08:45. | :08:46.
All children in reception, xear one and year two are now entitldd to | :08:47. | :08:50.
a free lunch and a multi`million pound Government initiative. | :08:51. | :08:52.
Many schools have been given grants to help them cope with | :08:53. | :08:55.
But the impact of these changes go much further. | :08:56. | :08:58.
Lunch breaks here will now be staggered and staff have also had to | :08:59. | :09:01.
make changes to the timetable, which includes moving around PE ldssons. | :09:02. | :09:04.
234 schools are affected across Oxfordshire, | :09:05. | :09:09.
And in Swindon another 33 schools are required to comply. | :09:10. | :09:17.
But it is clear some schools simply are not ready. | :09:18. | :09:20.
This one in Haddenham is having a new kitchen installed this week, | :09:21. | :09:24.
but it will not be fully up and running until next month. | :09:25. | :09:28.
Meanwhile, it is having to buy in meals through | :09:29. | :09:30.
Nobody had much time to get anything in place. The funds were not | :09:31. | :09:43.
released until quite late in the day. It has been difficult. | :09:44. | :09:48.
As well as the time constraints critics say | :09:49. | :09:50.
some schools will be forced to buy in prepacked meals with lowdr | :09:51. | :09:52.
The Government says the free lunches will save parents | :09:53. | :09:56.
The Fleming Way multistorey car park in the centre of Swindon is being | :09:57. | :10:04.
Work is underway now, but it will close completely for four wdeks | :10:05. | :10:09.
The six`storey car park was built in the 1970s and council officials | :10:10. | :10:14.
say this is the first major work to be carried out since it opened. | :10:15. | :10:17.
Shoppers will be directed to alternative parking | :10:18. | :10:19.
The refurbishment will incltde repainting inside and new | :10:20. | :10:24.

Now more of today's stories with Sally Taylor. | :10:32. | :14:06.
graduates who want to come `nd work here. It will take a bit longer than | :14:07. | :14:15.
you would expect in the mainland. Hospitals are under no obligation to | :14:16. | :14:20.
follow the recommendations. Also, they say it is the patient that | :14:21. | :14:24.
matters. Firefighters are continuing to | :14:25. | :14:27.
tackle a fire at a landfill site in Dorset with warnings it could take | :14:28. | :14:39.
days to extinguish. Residents living nearby are being warned that weather | :14:40. | :14:42.
conditions could lead to more difficult conditions. 71`ye`r`old | :14:43. | :14:48.
Bill has had many fights in his career, the latest against the | :14:49. | :14:53.
effects of smoke in his homd and garden. I suffer in my chest a bit, | :14:54. | :14:59.
but it has made it worse today. It has made it really worse. I stopped | :15:00. | :15:06.
in my house all day. The fire broke out at around five yesterdax | :15:07. | :15:12.
evening. 10,000 square metrds of rubbish is affected to a depth of | :15:13. | :15:17.
ten metres. There are six fhre engines and various support | :15:18. | :15:23.
vehicles. It was just black, billowing smoke. This pub is a few | :15:24. | :15:28.
hundred meters away. It was advised to close because of the smoke. It | :15:29. | :15:33.
has been horrendous. Becausd we are in the hollow, if the breezd stops, | :15:34. | :15:41.
it hovers over us. It is a household waste site, there is no haz`rdous | :15:42. | :15:46.
waste in the landfill, so it is general waste. It is burning. | :15:47. | :15:51.
Firefighters have run this hose from the river to get water to the site. | :15:52. | :15:55.
They say it could be days bdfore the fire is fully out. | :15:56. | :16:03.
Some news coming in that a search is underway for an 11`year`old boy has | :16:04. | :16:09.
gone missing between Lulworth Cove and Weymouth. Dorset police have a | :16:10. | :16:15.
number of officers in the area. George Pugh Sargent has dis`bilities | :16:16. | :16:20.
which may make him fail to recognise risks or react differently to other | :16:21. | :16:25.
children of his age. He is white, five tall and is wearing a Hawaiian | :16:26. | :16:32.
print T`shirt. We will bring you any further information when we can An | :16:33. | :16:39.
expansion of nursery provishon for disadvantaged two`year`old has been | :16:40. | :16:42.
launched by a Government minister on a visit to Bognor Regis. An extra | :16:43. | :16:48.
130,000 free places will become available aimed at helping families | :16:49. | :16:54.
earning less than ?17,000. There has been criticism about funding levels | :16:55. | :16:57.
and some councils say they have been struggling to find the extr` places. | :16:58. | :17:03.
It is a good day for Arthur. He already comes to this place in | :17:04. | :17:08.
Bognor Regis twice a week, but now he can come three times. Grdat news | :17:09. | :17:15.
for his mother. A massive dhfference because we can pay for him to have | :17:16. | :17:20.
an extra session. I can go to work and that will allow other f`mily | :17:21. | :17:26.
members to look after him. However, representatives of nurseries and | :17:27. | :17:30.
other providers say the change is well intended but flawed. This is a | :17:31. | :17:35.
result of a policy that was announced without any consultation | :17:36. | :17:38.
with nursery providers and childminders. They will tell you the | :17:39. | :17:43.
scheme is inadequately funddd and at some point in time parents will be | :17:44. | :17:48.
queueing up for these places and they will not be there. In some | :17:49. | :17:53.
areas there are not enough places to cope with demand, but launching | :17:54. | :17:59.
scheme in West Sussex the Government minister made this pledge. There | :18:00. | :18:06.
will be enough places. If a parent wants a place, they should get a | :18:07. | :18:10.
place. Local authorities have a statutory duty to provide these | :18:11. | :18:14.
places and the Government is backing that with a capital investmdnt to | :18:15. | :18:18.
ensure places are available. In Bognor Regis there has been a | :18:19. | :18:23.
shortage, but this nursery hs building an extension to dotble its | :18:24. | :18:28.
capacity. We are turning lots of children with finding a way, so this | :18:29. | :18:32.
has given us the opportunitx to provide more places. The extension | :18:33. | :18:38.
opens later this month so 57 more children will be able to john Arthur | :18:39. | :18:45.
and his friends here. Households in Portland in Dorset | :18:46. | :18:48.
have taken part in an experhment to try to cut the amount of sugar in | :18:49. | :18:52.
their diets. We have been following them and it returns on inside out | :18:53. | :18:58.
this evening to look at the true cost of our addiction to sugar. Like | :18:59. | :19:14.
most of us, this family enjoys the odd, sugary treat. I tend to middle. | :19:15. | :19:20.
I eat healthy most of the thme, but I binge and I binge and eat a lot of | :19:21. | :19:27.
sugar and cakes. For the last week they have been keeping a di`ry for | :19:28. | :19:32.
us, and they are typical of the average Brit who consumes 14 | :19:33. | :19:36.
teaspoons of sugar a day. That has got experts worried. Our lives have | :19:37. | :19:40.
been hijacked by sugar and we need to improve the increasing btrden of | :19:41. | :19:47.
chronic disease that is thrdatening the Western health services. Tonight | :19:48. | :19:51.
I discover what the long`term effects of too much sugar are and | :19:52. | :19:57.
see how it is changing our bodies' behaviour. We challenge Portland to | :19:58. | :19:59.
cut down on the sweet stuff. We have got the spot tonight and it | :20:00. | :20:12.
is transfer deadline. Is it like a feeding frenzy? Yes, it is. You have | :20:13. | :20:20.
to use a fax machine. Not computers? The only time fax | :20:21. | :20:23.
machines get used. to use a fax machine. Not | :20:24. | :20:28.
computers? The only time fax To date two players could be coming in. | :20:29. | :20:33.
There are two players having their medicals at Saint Mary's. The first | :20:34. | :20:38.
one is a Belgian from Atlethco Madrid. The second one is a pacey | :20:39. | :20:52.
winger being signed from Salzburg. It will take their spending to 60 | :20:53. | :20:57.
million. One player only johned a couple of days ago and he is leaving | :20:58. | :21:03.
the club already. Spare a thought for one Saints fan who bought his | :21:04. | :21:08.
shirt, got his name on his back spent ?65, only to see the player | :21:09. | :21:13.
league. He has complained to the club and they say they will refund | :21:14. | :21:17.
him his money. What about the other clubs? Bournemouth have brotght in | :21:18. | :21:26.
Andrew Simon on a permanent deal. ?500,000 on a three`year contract. | :21:27. | :21:33.
Redding are looking to bring in Glen Murray. They are discussing personal | :21:34. | :21:40.
terms. Royston Drenthe has gone to Sheffield Wednesday. Swindon have | :21:41. | :21:53.
signed Jonathan Obika. All tntil 11 o'clock tonight. Those are the | :21:54. | :22:00.
comings and goings. When it came to result this weekend it was ` mixed | :22:01. | :22:05.
bag for our teams in the sotth. Oxford United are without a league | :22:06. | :22:09.
win, but they claimed their first point after a dramatic drop against | :22:10. | :22:13.
Dagenham. They made the perfect start. But celebrations had barely | :22:14. | :22:19.
finished when the daggers drew level. It was a tap in at the far | :22:20. | :22:28.
post. United went close to restoring the lead, but the visitors put | :22:29. | :22:31.
themselves in front with Jalie Cureton propping up the pen`lty | :22:32. | :22:40.
area. Danny Hilton bagged a brace, a second from the penalty spot. But it | :22:41. | :22:52.
was not to be a victory for Oxford. Late penalty appeals were also | :22:53. | :22:57.
denied. MK Dons made headlines around the world after a midweek win | :22:58. | :23:02.
over Manchester United. Thex rounded off the week in style with victory | :23:03. | :23:09.
over Crawley. Despite also going down to ten men, they delivdred the | :23:10. | :23:15.
win which puts them forth in the table. Swindon town are two points | :23:16. | :23:19.
outside the play`offs. But they needed to come behind `` from | :23:20. | :23:27.
behind. Josh McCoy got one, but that was cancelled out and Swindon took a | :23:28. | :23:36.
share of the spoils. We have been following local teams | :23:37. | :23:40.
from the very early stages hn the FA Cup. We are going to continte our | :23:41. | :23:56.
thread by following more gales. In cricket and on day two of their | :23:57. | :24:00.
County championship game ag`inst Leicestershire, Hampshire w`sted no | :24:01. | :24:02.
