Hello and welcome to South Today from Oxford. | :00:00. | :00:00.
Prince William arrives in Oxford to open a new multi`million potnd | :00:00. | :00:10.
centre strengthening the university's links with China. | :00:11. | :00:14.
Not surprisingly, the visit's overshadowed by news | :00:15. | :00:16.
offering support to men and boys who've suffered phxsical | :00:17. | :00:21.
and mental abuse ` the new charity reaching out to help victims. | :00:22. | :00:26.
why plans for one of the cotntry's biggest solar farms are being | :00:27. | :00:30.
Pensioners in the South have been tellhng us | :00:31. | :00:38.
about their financial traum` over a certain type of mortgage. | :00:39. | :00:52.
It may've been overshadowed by the big story of the day ` but Prince | :00:53. | :00:57.
William's long`planned visit to Oxford is a royal seal of approval, | :00:58. | :00:59.
for efforts to build better links between the UK and China. | :01:00. | :01:04.
The Duke of Cambridge was in the city to open a new ?21 | :01:05. | :01:07.
million university building, bringing all academics with an | :01:08. | :01:10.
Although Kate's morning sickness forced her to pull out | :01:11. | :01:15.
of the event at short noticd, news of the new Royal baby on | :01:16. | :01:18.
China has now come into our lives in the west in a way we couldn't | :01:19. | :02:31.
even have imagined, perhaps, ten or 15 years ago. | :02:32. | :02:33.
Within, a few years it'll bdcome the world's biggest economy. | :02:34. | :02:36.
Here in the UK, we simply don't know enough about it. With | :02:37. | :03:19.
that the university building visit was over. Eight men arrested over a | :03:20. | :03:24.
number of child sex abuse offences in Buckinghamshire have been | :03:25. | :03:30.
remanded in custody at Amersham It follows raids on residential vest `` | :03:31. | :03:35.
addresses last week. The men appear in court for a pre`trial he`ring in | :03:36. | :03:40.
late November. It is an isste that many find difficult to talk about. | :03:41. | :03:45.
Male rape and domestic abusd. Reports of sexual offences of | :03:46. | :03:49.
violence across `` against len is on the rise against the Thames Valley | :03:50. | :04:03.
but a charity in Paul was jtst 4 when he was attacked and raped by a | :04:04. | :04:09.
stranger. Too terrified to report it he kept it a secret for nearly 0 | :04:10. | :04:15.
years. I had no one to talk to, or so I felt, and I just carridd it | :04:16. | :04:21.
around a year after year. It hit my self`esteem and I lost my confidence | :04:22. | :04:30.
stop I lost trust in people. Also I turned to alcohol. I used to drink a | :04:31. | :04:35.
lot. From almost straight after it happened, anything to just drop `` | :04:36. | :04:41.
block it out. Paul says he found the courage to speak out followhng the | :04:42. | :04:47.
Jimmy Savile scandal in 2012. Thames Valley Police and support charities | :04:48. | :04:49.
say they have seen a surge hn reports of sexual offences of men | :04:50. | :04:53.
and women in the last coupld of years. There has been a lack of | :04:54. | :04:57.
counselling services for male victims. The charity hopes to break | :04:58. | :05:03.
down taboos and help men talk about their experiences. The men that are | :05:04. | :05:09.
coming forward to us want to talk about it. It affects their life | :05:10. | :05:15.
drastically, whether it is through PTSD or depression, it affects their | :05:16. | :05:18.
relationships with their partners in the family and friends and `lso | :05:19. | :05:21.
their working life as it can make them emotionally unwell for a long | :05:22. | :05:27.
period of time. Nationally 02% of rapes are on the man but it is | :05:28. | :05:31.
thought the figure could be much higher because many feel too afraid | :05:32. | :05:36.
to report it. The charity hopes to empower both men and boys to come | :05:37. | :05:44.
forward. That is what Paul hs doing and he hopes his story will motivate | :05:45. | :05:57.
others to come forward. With the results of the Scottish | :05:58. | :06:00.
referendum coming up a report says other areas could do with more | :06:01. | :06:06.
responsibility over how thex are run. They could choose their own | :06:07. | :06:10.
priorities and spending plans. A short time ago I asked Ben Lucas | :06:11. | :06:15.
Whiteley the city growth colmittee commission believes some cities | :06:16. | :06:21.
should go further. What we `rgue in our report is that cities all over | :06:22. | :06:26.
the world are now driving growth. They are the concentrations of | :06:27. | :06:30.
productivity, innovation and creativity. In Britain our cities | :06:31. | :06:34.
are not achieving their full potential because they do not have | :06:35. | :06:38.
enough of the powers that they would need to drive growth in the place `` | :06:39. | :06:43.
their places. We had a similar thing happen in Oxford with the chty | :06:44. | :06:46.
deal, allowing spending priorities to be decided on a local level. Is | :06:47. | :06:53.
it right to widen those powdrs? Yes, I do. City deals are an important | :06:54. | :06:57.
first step but they are onlx a first step. A number of cities we think | :06:58. | :07:02.
are ready for much greater powers. One of the things we advocate in the | :07:03. | :07:09.
report is an independent colmittee to make a decision about thd | :07:10. | :07:12.
capability that the cities have in order to move to having gre`ter | :07:13. | :07:17.
fiscal powers. Is Oxford ond of those cities? That is for the | :07:18. | :07:21.
independent commission that we are suggesting should be created to make | :07:22. | :07:24.
that judgement. We think all cities in the long term have the potential | :07:25. | :07:29.
to be able to achieve greatdr control over their own growth. | :07:30. | :07:36.
Clearly some cities have put more effort into already establishing the | :07:37. | :07:40.
infrastructure, the governance and the capability they need for that. | :07:41. | :07:46.
Thank you very much. Planning officials in South | :07:47. | :07:51.
Oxfordshire have advised to Tesco to resubmit its controversial proposals | :07:52. | :07:56.
to open a new express store in a disused pub opposite goring station. | :07:57. | :08:00.
The owners of the pub had got permission for an expansion of the | :08:01. | :08:04.
building with a new kitchen, bar and dining area. The additional space | :08:05. | :08:08.
has not yet been built but Tesco's would rely on that expansion is part | :08:09. | :08:13.
of the redevelopment. They say the company must now submit a ndw plan | :08:14. | :08:18.
so it can be considered properly. Protesters say Tesco shop could plan | :08:19. | :08:23.
the stores in the middle of goring. It is due to become one of the | :08:24. | :08:27.
biggest solar farms in the country, generating power for ?12,000 in | :08:28. | :08:32.
Swindon `` 12,000 homes in Swindon. Approval had already been ghven for | :08:33. | :08:37.
the field of solar panels btt the project is now being reconshdered at | :08:38. | :08:40.
a public enquiry which starts tomorrow. This could soon bd home to | :08:41. | :08:46.
one of the biggest solar farms in the country. 150 solar panels on 170 | :08:47. | :08:53.
acres of land, generating enough electricity to power 12,000 homes. | :08:54. | :08:59.
It is one year since Swindon Borough Council gave its permission for a | :09:00. | :09:03.
solar farm to be built on this airfield site. It is by the hangers | :09:04. | :09:07.
we can see behind me. It was hoped that building work would begin this | :09:08. | :09:14.
month by the government stepped in. The Department for Communithes and | :09:15. | :09:16.
Local Government says that they have openly changed planning guidance on | :09:17. | :09:20.
renewable energy to give grdater protection for local heritage, how | :09:21. | :09:24.
landscape and to protect good quality farmland. A campaign spoke | :09:25. | :09:30.
to us. They will not put thd solar panels on the tarmac runways or the | :09:31. | :09:33.
buildings but on the green bits in between that are effectivelx fields | :09:34. | :09:37.
and they have been farmed until very recently, if they are not bding | :09:38. | :09:41.
farms now. The government ddcision to bring in a planning inspdctor has | :09:42. | :09:53.
been criticised by others. When you are doing a scheme incredibly well | :09:54. | :09:55.
that is very well supported by the local community, by the loc`l | :09:56. | :09:58.
council, and yet Eric Picklds and Westminster are still calling it in | :09:59. | :10:00.
and saying there is a probldm, that just destabilises and underlines | :10:01. | :10:04.
confidence across the industry. The land is owned by the Sciencd Museum | :10:05. | :10:08.
that stores big objects in the hangers around the site and they are | :10:09. | :10:12.
backing the plans. The solar park and other research and development | :10:13. | :10:16.
activities such as those behind us help to bring in income into the | :10:17. | :10:20.
site that we can reinvest. Lembers of the public can invest in the site | :10:21. | :10:26.
now as well and the planning department will get evidencd until | :10:27. | :10:27.
September 18. Oxford's annual St Giles' F`ir | :10:28. | :10:29.
started today and continues tomorrow Thousands are expected to enjoy | :10:30. | :10:32.
the traditional funfair ridds The event started out | :10:33. | :10:35.
as a parish festival back Various road closures are in place | :10:36. | :10:38.
until Wednesday morning and some bus That's all from me | :10:39. | :10:43.
and the team here. I'll have the headlines at 8pm | :10:44. | :10:51.
and a full bulletin at 10:24pm. For more of today's stories, | :10:52. | :10:53.
here's Sally Taylor. fantastic parents and, yeah, another | :10:54. | :11:02.
little baby. It is good news for the village of course, people are | :11:03. | :11:03.
thrilled around here. Lovelx! Still to come | :11:04. | :11:06.
in this evening's South Tod`y.. Could Portsmouth pull off a giant | :11:07. | :11:08.
killing and beat Manchester to Ashya King is tonight in Pr`gue | :11:09. | :11:26.
hospital of planned proton beam treatment, after a legal order which | :11:27. | :11:31.
had made him a ward of court was removed. Denby was taken from | :11:32. | :11:36.
Southampton General Hospital earlier this week and doctors had qtestioned | :11:37. | :11:46.
the benefit of the proton therapy. `` Ashya was taken. We have seen a | :11:47. | :11:53.
war of words between Southalpton General Hospital and the clhnic in | :11:54. | :11:58.
Prague over this proton beal therapy, whether it is really | :11:59. | :12:03.
necessary. The doctors here say it will not do Ashya any harm but | :12:04. | :12:07.
equally it will not do anything they could do with their normal | :12:08. | :12:08.
radiotherapy. There was no benefit in Ashxa's | :12:09. | :12:15.
case for proton radiotherapx. We do not say it was | :12:16. | :12:18.
unacceptable treatment. In Ashya's case, | :12:19. | :12:22.
with the type of tumour that he has, because we need to irradiatd | :12:23. | :12:27.
the spinal cord and most of the brain because of the tumour, the | :12:28. | :12:30.
advantages you would get from proton radiotherapy are not as gre`t. | :12:31. | :12:37.
Is this just the hospital trying to defend itself? I think therd is a | :12:38. | :12:45.
point in that but also generally medically they think they are in the | :12:46. | :12:49.
right word in the last half an hour they say they wish Ashya well in | :12:50. | :12:56.
Prague and I hope he makes ` full recovery. He is over there `nd | :12:57. | :13:07.
likely to start therapy soon. That is their treatment of choice | :13:08. | :13:11.
and according to current knowledge it should spur some of the dffects | :13:12. | :13:15.
of treatment . I understand Portsmouth Citx Council | :13:16. | :13:33.
is writing to the family to ask about their schooling ` bec`use | :13:34. | :13:40.
classes went back this week and those children are still abroad | :13:41. | :13:43.
Clearly exceptional circumstances, but the council wants to know they | :13:44. | :13:45.
are not losing out and may even be sending somd home | :13:46. | :13:49.
education packs out, if thex can get an address for them. | :13:50. | :13:52.
Police are continuing to qudstion two people about the murder | :13:53. | :13:54.
of a mother`of`five who was stabbed to death on a New Forest farm. | :13:55. | :13:57.
The body of Pennie Davis was found in a field | :13:58. | :14:00.
A 37`year`old man, arrested on suspicion of assisting an offender, | :14:01. | :14:03.
A 24`year`old woman is still in custody, and police have bedn given | :14:04. | :14:07.
extra time to question a 22`year`old man on suspicion of murder. | :14:08. | :14:11.
A new coastguard control room started taking responsibility | :14:12. | :14:13.
Next week it will replace Portland coastguard as well. | :14:14. | :14:19.
It marks the end of a hugely controversial process, | :14:20. | :14:21.
strongly opposed by coastal communities, coastguards | :14:22. | :14:23.
It will be responsible for coastal safety from Beachy Head | :14:24. | :14:32.

The coastguards' union has warned that a loss of local knowledge | :14:36. | :14:40.
Our Transport Correspondent Paul Clifton reports. | :14:41. | :14:50.
This is the National Maritile operations centre. When a M`yday | :14:51. | :14:57.

Pensioners from the South who were sold "shared appreciation mortgages" | :16:56. | :16:58.
have called for help in getting banks to change what they ddscribe | :16:59. | :17:01.
Inside Out South has been investigating after being told | :17:02. | :17:04.
by some homeowners they havd been left trapped in their properties. | :17:05. | :17:06.
When Brian Daughtry retired after working for charities abroad he had | :17:07. | :17:12.
little in the way of a penshon so he was tempted by the offer of a | :17:13. | :17:19.
in the ?35,000 interest`free loan from the | :17:20. | :17:22.
Bank of Scotland in return for a 75% share in any increase in | :17:23. | :17:25.
the value of his New Forest home. Since then property prices have | :17:26. | :17:28.
soared and if he sold the house role tomorrow he would have to ghve the | :17:29. | :17:31.
bank more than ?232,000. Thousands of such mortgages were sold. is in | :17:32. | :17:33.

until the legal funds ran ott. The way it has turned out | :17:41. | :17:46.
is very unfortunate. I am really | :17:47. | :17:50.
in a difficult situation. of Both banks say they can't change | :17:51. | :17:56.

Inside Out tonight at the l`ter time It's one of the biggest fledts | :18:07. | :18:15.
of green buses in Europe, and is and today a specially built filling | :18:16. | :18:22.
station was opened for Readhng's The state`of`the`art facility was | :18:23. | :18:25.
built with a grant in from the Department of Transport, | :18:26. | :18:33.
and, as Ben Moore reports, the drive to be eco`friendlx is | :18:34. | :18:36.
catching on in the town. is When Reading buses need to fill | :18:37. | :18:41.
up with gas they do just th`t. The depot's new ?1 million natural | :18:42. | :18:46.
gas station has been paid for We find Reading is | :18:47. | :18:49.
a great place to trial new hdeas because it is willing to take on | :18:50. | :18:57.
that risk and innovation and we want other cities across the UK, who can | :18:58. | :19:01.
also access funding if they choose, to take a look at what is h`ppening | :19:02. | :19:10.
here. There are 34 such buses | :19:11. | :19:12.
and all are now in service. But if eco`friendly travel hs | :19:13. | :19:15.
your thing the bus is not Of the town's 216 black cabs, | :19:16. | :19:18.
113 are being converted to hybrid natural compressed gas at a cost | :19:19. | :19:30.
of ?370,000. For once there will not be | :19:31. | :19:38.
the finger pointed at taxis and say, look, there's a polluting | :19:39. | :19:40.
vehicle going along the road. We will be cleaner, | :19:41. | :19:44.
which can only improve the hmage Does that mean fares | :19:45. | :19:50.
are going to go down? As two forms of transport go green | :19:51. | :19:56.
there is a spirit of collaboration. We fuel our buses | :19:57. | :19:59.
in a great hurry in the evening when they come off service so | :20:00. | :20:01.
in the day this depot is largely empty and the fuelling facility is | :20:02. | :20:04.
sitting here unused and has enormous capacity for providing gas | :20:05. | :20:08.
for road vehicles other than buses. This is ultimately | :20:09. | :20:12.
a commercial venture ` But with taxis converting too it | :20:13. | :20:15.
seems the commitment to go green Portsmouth stepped up | :20:16. | :20:21.
its bid to become the first 'City Three cities are in the running for | :20:22. | :20:46.
not only the title, but over one and a ?500,000 of Sport England money to | :20:47. | :20:53.
spend on developing the gamd. As I discovered earlier, | :20:54. | :20:56.
Portsmouth is going all out to win. Pompey is a name synonymous with | :20:57. | :20:59.
both the city and its footb`ll club. When you talk of Pompey, | :21:00. | :21:02.
you don't know whether it's The spirit | :21:03. | :21:15.
of the fans is clear to see. Today was about making it | :21:16. | :21:35.
official and becoming Sport ?1.6 million will be award | :21:36. | :21:37.
to invest in the game. For that kind of money, | :21:38. | :21:47.
I think we should have Earlier, a delegation from | :21:48. | :21:50.
Sport England toured the city to see The money would mean we | :21:51. | :21:56.
could make such a differencd Sports England will make | :21:57. | :22:06.
the decision next week. As for Pompey, we all know | :22:07. | :22:15.
what they're looking for. If they win, they'll hold | :22:16. | :22:21.
the title for two years. The ultimate goal is to find | :22:22. | :22:24.
the next generation of talent. So they performed well | :22:25. | :22:34.
off the pitch, but not quitd Portsmouth were beaten 2`nil | :22:35. | :22:36.
at Burton Albion They fell behind after just two minutds ` | :22:37. | :22:40.
manager Andy Awford criticising And a fine second goal eased Burton | :22:41. | :22:42.
to a fifth successive home win. Meanwhile, | :22:43. | :22:50.
Oxford United won their first away point of the season thanks to | :22:51. | :22:56.
Danny Hylton's second half penalty. Michael Appleton's men are still | :22:57. | :22:59.
without a win though and In Athletics, Hampshire's Andy | :23:00. | :23:03.
Vernon beat his personal best time The Fareham runner lost out again to | :23:04. | :23:09.
Mo Farah, but his time of 62 minutes and 46 seconds was | :23:10. | :23:14.
enough to give him a sixth place finish in the half`marathon between | :23:15. | :23:18.
Newcastle and South Shields. Dorset Eventer William Fox`Pitt | :23:19. | :23:22.
finished fourth at the Burghley Here he is during the Cross Country | :23:23. | :23:25.
round, riding Bay My Hero. A perfect show jumping round moved | :23:26. | :23:30.
him up the rankings, New Zealander Andrew Nicholson | :23:31. | :23:34.
became the first man ever to win the competition | :23:35. | :23:39.
in three successive years. beaten in the opening fixtures of | :23:40. | :23:59.
the season, and London Irish were narrowly beaten. | :24:00. | :24:03.
It is only the beginning of the season. Now the weather, Aldxis is | :24:04. | :24:17.
here. We have an area of high pressure well established over the | :24:18. | :24:18.
UK. It was a misty and murky st`rt in | :24:19. | :24:39.
some places and the mist and fog tonight could be more dense than in | :24:40. | :24:47.
other areas. Clear skies me`ns temperatures will fall away in the | :24:48. | :24:51.
countryside into single figtres seven or eight Celsius. Ten to 3 in | :24:52. | :24:58.
the towns and cities. A cooler, fresher feeling night than last | :24:59. | :25:01.
night. Temperatures similar each night this week, cooler in the | :25:02. | :25:08.
countryside. Lots of sunshine initially tomorrow and as the day | :25:09. | :25:12.
wears on we will see a lot lore cloud in eastern areas. West is best | :25:13. | :25:18.
for the sunshine, with a high of 21 Celsius. Slightly cooler along the | :25:19. | :25:23.
south coast with the breeze. Through the course of tomorrow night it | :25:24. | :25:29.
stays right again under cle`ring skies. Temperatures falling away the | :25:30. | :25:33.
single figures in the countryside. A low of 11 to 14 in the towns and | :25:34. | :25:40.
cities. Much of this week stays dry thanks to this area of high pressure | :25:41. | :25:46.
well established over the UK. I can't promise wall`to`wall sunshine | :25:47. | :25:52.
but recent amounts at times. Western areas faring best for the stnny | :25:53. | :26:00.
spells, eastern areas have cloud creeping in from the North Sea and | :26:01. | :26:05.
the English Channel. We will have chilly nights and a misty and murky | :26:06. | :26:09.
start. The fog could be quite dense and take its time to clear. | :26:10. | :26:18.
Wednesday, sunny spells, bit more cloud on Thursday, but all hn all | :26:19. | :26:23.
quite pleasant thanks to thd high pressure, and temperatures on Friday | :26:24. | :26:31.

to talk about social media. We are starting a new events section | :26:44. | :26:50.
on our Facebook page. Every week I will pick one at random. I will not | :26:51. | :27:06.
be able to pick everyone. It will be called Don't Rain On My Par`de. . | :27:07. | :27:17.
