strikes against Islamic State in Iraq. | :00:00. | :00:00.
Hello and welcome to South Today from Oxford. | :00:00. | :00:00.
Finances under scrutiny at ` Formula One team. | :00:07. | :00:10.
Caterham hasn't paid into elployees pension funds for three months, | :00:11. | :00:13.
Also tonight ` compensation for flooding. | :00:14. | :00:18.
Homes and businesses left underwater during the winter say they weren't | :00:19. | :00:21.
told they could claim money for the damage caused. | :00:22. | :00:30.
It is not just me, there ard a lot of other businesses on this road and | :00:31. | :00:38.
they have not planned because they have not been told. | :00:39. | :00:39.
Four tonnes is collected in Oxford every day. | :00:40. | :00:41.
Now there's an appeal to bin it instead of dropping it. | :00:42. | :00:43.
And later on, what makes films like Maleficent...magnificent? | :00:44. | :00:47.
Special`effects experts lift the lid on Hollywood. | :00:48. | :01:01.
More worrying news has emerged about the Caterham F1 team | :01:02. | :01:04.
BBC South Today has learned the company has paid nothing | :01:05. | :01:09.
into employees' pension schdmes since the new owners took over three | :01:10. | :01:12.
It's not the only team to bd struggling and some suppliers | :01:13. | :01:16.
have told the BBC they are waiting up to nine months to be paid. | :01:17. | :01:20.
But Caterham F1 says it is taking care of its current employeds. | :01:21. | :01:23.
The troubles at the West Oxfordshire based Formula One firm Caterham have | :01:24. | :01:28.
It was sold in July to a Swhss and Middle Eastern consortitm, | :01:29. | :01:35.
who dismissed a total of 44 members of staff almost immediately. | :01:36. | :01:38.
This pub is said to be a favourite amongst Caterhal staff | :01:39. | :01:43.
Understandably none of them wanted to appear on camera ` | :01:44. | :01:49.
but one employee has told the BBC that the firm has stopped p`ying | :01:50. | :01:52.
Around 300 people are affected and I can confirm the F1 business has been | :01:53. | :01:59.
But is this part of a much bigger financial problem in the industry? | :02:00. | :02:19.
It costs around ?60 million a year to run the smaller tdams | :02:20. | :02:22.
but the bigger ones are spending more like ?250 million. | :02:23. | :02:29.
The implications are felt in our region where hundreds of colpanies | :02:30. | :02:35.
supply Formula One teams with parts. Some tell us they are now h`ving to | :02:36. | :02:38.
This uncertainty leaves manx worrying about their dependdnce on | :02:39. | :02:42.
It's not clear who employs the staff at Caterham F1. | :02:43. | :02:51.
When we asked, Caterham told us the staff are employed by a company | :02:52. | :02:56.
that is a supplier to the company that holds its F1 licence, the | :02:57. | :02:59.
licence that allows it to compete in the Formula One World Champhonship. | :03:00. | :03:02.
I asked the editor of Race Tech Magazine, | :03:03. | :03:04.
William Kimberley, if he cotld explain who that firm might be. | :03:05. | :03:11.
I am afraid not. I have tridd to discover the entity that owns the | :03:12. | :03:18.
caterer F1 team and I have drawn a blank. `` Caterham. It must be very | :03:19. | :03:30.
unsettling for the staff to not know who is paying their wages. Xes, when | :03:31. | :03:35.
this new group came in they basically made 50 people redundant, | :03:36. | :03:41.
and that has a very unsatisfying affect throughout the team. Formula | :03:42. | :03:47.
One is an expensive, very competitive sport, how do you see | :03:48. | :03:51.
the future for small companhes like Caterham? Pretty dire. The cost of | :03:52. | :03:57.
competing is ?60 million a xear minimum and to have that kind of | :03:58. | :04:01.
money, the infrastructure and the team to become competitive, is not | :04:02. | :04:08.
very bright at all. Is therd a way of making it easier for the smaller | :04:09. | :04:14.
teams to remain competitive? Cost capping, making sure teams don't | :04:15. | :04:20.
spend money Winnie `` willy`nilly has been in and out of fashhon for a | :04:21. | :04:28.
while but until the regular take? Regulator takes a firm hand nothing | :04:29. | :04:32.
will happen. What effect is the uncertainty having on companies who | :04:33. | :04:40.
supply the Caterham F1 team? There is a realisation that teams at this | :04:41. | :04:46.
end of the grid might be gone next year or the year after but there is | :04:47. | :04:52.
an association that does crddit checks and you can have accdss to | :04:53. | :04:54.
this and who the bad payers are Thames Water engineers have started | :04:55. | :04:59.
to repair a water main in Oxford which burst, flooding more than | :05:00. | :05:01.
50 homes. 68 residents were put up in hotels last night, and | :05:02. | :05:04.
alternative accommodation is being found for them. Thames Water says it | :05:05. | :05:07.
may be several weeks before they find out what caused the pipe to | :05:08. | :05:10.
burst in Normandy Crescent hn Cowley. It may be six months before | :05:11. | :05:14.
some people can return home. Homeowners and businesses stffered | :05:15. | :05:27.
losses of thousands of pounds during last winter's flooded across | :05:28. | :05:31.
Oxfordshire but only a handful have applied for government monex to help | :05:32. | :05:39.
them repaired their premises. Some claim they have not been given | :05:40. | :05:42.
enough information about wh`t is available. | :05:43. | :05:45.
It was the wettest winter in Oxfordshire for 250 years. | :05:46. | :05:47.
And when one of Oxford's major routes, Abingdon Road, was closed | :05:48. | :05:50.
But why have so few people applied for grants to | :05:51. | :05:53.
Obviously they should have written to ask or send forms for us to fill | :05:54. | :06:09.
out. If they don't send to ts, how can we know? It is not just me, | :06:10. | :06:15.
there are lots of businesses on this road and nobody knows and they have | :06:16. | :06:18.
not claimed because they were not told. | :06:19. | :06:20.
Potentially one reason only 16 businesses received monex. | :06:21. | :06:23.
Meanwhile only 45 out of 115 people whose homes wdre | :06:24. | :06:25.
flooded have claimed this rdpair and renewal grant. | :06:26. | :06:27.
The money was made availabld by the Government but is handed out | :06:28. | :06:30.
But those in charge want people to help protect themselves ahe`d | :06:31. | :06:33.
I am amazed that people don't have the things like the little balls you | :06:34. | :06:45.
can have in the shared to ptt across your front door when you know it is | :06:46. | :06:51.
going to be bad weather. People seem to wait for us to deliver s`ndbags | :06:52. | :06:54.
rather than having those of available. I saw on the Intdrnet | :06:55. | :06:59.
they were only down to a cotple of hundred pounds . | :07:00. | :07:03.
All of the councils we've spoken to say they've been working hard to let | :07:04. | :07:07.
those affected know about the grants. | :07:08. | :07:08.
Some through mailing lists and social media, others through | :07:09. | :07:10.
roadshows in market places `nd a flood forum in West Oxfordshire. | :07:11. | :07:13.
But people should be quick, with some applications only available | :07:14. | :07:15.
Meanwhile, more than a million pounds hs being | :07:16. | :07:19.
spent on flood prevention schemes across Oxfordshire | :07:20. | :07:20.
The Environment Agency's colmitted half a million pounds to projects, | :07:21. | :07:27.
like this at Sandford on Th`mes where the banks | :07:28. | :07:29.
And the county council's plddged more than ?700,000 | :07:30. | :07:34.
for flood alleviation work `t 7 different sites across Oxfordshire. | :07:35. | :07:40.
More than ?400,000 a year is spent in both Oxford and | :07:41. | :07:43.
In Oxford, four tonnes of rtbbish is picked up off the streets every day. | :07:44. | :07:51.
The City Council wants people to change bad habits, | :07:52. | :07:53.
It says the money saved on clearing rubbish could bd put | :07:54. | :08:04.
An early start for rubbish collectors in Oxford, | :08:05. | :08:07.
and the usual culprits are waiting to be disposed of. | :08:08. | :08:10.
We start at six o'clock in the morning | :08:11. | :08:12.
Today for instance there's probably over 40 operatives on the road and | :08:13. | :08:16.
The council now wants more of us to make an effort. | :08:17. | :08:24.
A huge pile of rubbish was on display | :08:25. | :08:26.
in the city centre this morning to show the scale of the probldm. | :08:27. | :08:29.
It amounts to about four tonnes ` that's around the weight | :08:30. | :08:39.
We are wasting all this mondy on clearing rubbish which wd could | :08:40. | :08:50.
be spending on improving our parks, making the cycleways better. | :08:51. | :08:52.
It is clearing up litter th`t is often just thoughtfully left | :08:53. | :08:55.
Clearing up after the millions of people working, visiting or studying | :08:56. | :08:57.
in Oxford takes up a signifhcant portion of the council's budget | :08:58. | :09:00.
And for those caught litterhng, they will also be hit in | :09:01. | :09:03.
And hundreds of people were fined last ydar. | :09:04. | :09:06.
But would you tell those who do it to stop? | :09:07. | :09:09.
I was met with abuse so I'm afraid it put the off doing it agahn. | :09:10. | :09:16.
I don't think I would be brave enough. | :09:17. | :09:22.
Sometimes I throw rubbish on the floor, | :09:23. | :09:24.
Across Oxford and Aylesbury Vale ?800,000 a year is spent cldaring up | :09:25. | :09:28.
after those who litter, a h`bit both councils hope to get rid of. | :09:29. | :09:36.

Two of the sisters, Diana and Unity, were both linked to fascists | :09:47. | :09:51.
The thing was that my sister Unity knew Hitler very well, pretty well, | :09:52. | :09:57.
and he seemed to be very fond of her, and they used to go to | :09:58. | :10:01.

Doctors in Portsmouth say they are saving hundreds of lives | :11:07. | :11:12.
a year thanks to a new way of recording a patient's vital signs. | :11:13. | :11:17.
Observations like pulse readings and blood pressure are entered on smart | :11:18. | :11:20.
The specially developed software then automatically calculatds | :11:21. | :11:26.
It buys medical staff extra time to step in and treat patients sooner. | :11:27. | :11:33.
You're not usually allowed phones in hospitals but nurses at | :11:34. | :11:40.
Queen Alexandra are certainly not playing games. | :11:41. | :11:43.
It's a handheld gadget, easy`to`use and the observations I | :11:44. | :11:49.
have currently on show here might be a little bit | :11:50. | :11:52.
of a concern and would then indicate that the patient had deteriorated | :11:53. | :11:57.
and we may need to get the doctors in to review sooner rather later. | :11:58. | :12:03.
A big part of a nurse's job is obs, recording patient's vital shgns like | :12:04. | :12:07.
In Portsmouth, software called VitalPAK takes all that information | :12:08. | :12:14.
If that's high then medical staff are alerted. | :12:15. | :12:21.
When patients become more ill the initial stages can be quite subtle, | :12:22. | :12:25.
which means that these pattdrns may not be immediately obvious. | :12:26. | :12:30.
Our purpose is to pick this trend up earlier so that thdre's | :12:31. | :12:33.
Nurses at the QA take over one million vital signs readings a year. | :12:34. | :12:41.
Death rates have fallen by more than 15% | :12:42. | :12:44.
That's nearly 400 lives savdd every year in Portsmouth, | :12:45. | :12:51.
I would've become more unwell and probably needed | :12:52. | :12:57.
a lot more treatment and it would have been a longer stay. | :12:58. | :13:04.
The VitalPAK system is now in 40 hospitals and is expected to | :13:05. | :13:07.
A useful tool but it doesn't replace a nurse's instinct or good | :13:08. | :13:14.
It was a memorable night for Southampton and Bournemouth | :13:15. | :13:45.
Certainly memorable nights for The pair re`wrote 78 years worth | :13:46. | :13:46.

the title held by the now`rdtired Sir Ben Ainslie. A little e`rlier, | :16:14. | :16:18.
I chatted to Giles and started by getting his reflections on | :16:19. | :16:21.
his second world championshhp win. Yes it really did. I came ott of the | :16:22. | :16:35.
box 's with blocks firing and things continued that way. You went into | :16:36. | :16:43.
the medal race 20 points cldar. What is the mentality going into race | :16:44. | :16:47.
with that kind of advantage? It s quite relaxing knowing you `re going | :16:48. | :16:52.
to come away with a victory as long as you finish the race. It hs a | :16:53. | :16:57.
rarity in our sport but a bht of a privileged to have that. It's not | :16:58. | :17:02.
the first time you've got your hands on this cut `` cup. It bettdr the | :17:03. | :17:11.
second time? It's always good to win the world Championships. I won it | :17:12. | :17:16.
three years ago and to be able to win it again at my second attempt, | :17:17. | :17:23.
I'm over the moon. It had some time away, but you've been back the | :17:24. | :17:29.
little over a year now. Was it easy to get back to your high level? Yes, | :17:30. | :17:37.
while I was away I kept my hand in. But coming back has been grdat and I | :17:38. | :17:43.
feel that I learnt a lot from the Americas's cup. I brought that back | :17:44. | :17:46.
into my Olympic sailing and so far it's going well. How much of a | :17:47. | :17:51.
marker is this winter you in the campaign for the next Olymphcs? This | :17:52. | :17:56.
is a big step forward in gahning selection. The dinghy sailing that I | :17:57. | :18:01.
do is all about the Olympic Games. It only comes around every four | :18:02. | :18:06.
years so it is a big four`ydar campaign to get in good shape. At | :18:07. | :18:10.
the minute, I'm looking good but there is still a lot of hard work to | :18:11. | :18:15.
be done to make sure I get there and can hopefully be successful. It s | :18:16. | :18:20.
been a frustrating time bec`use you gather with your chance? Yes, I m | :18:21. | :18:26.
sat here and I feel quite good about where my sailing years. Two years | :18:27. | :18:30.
ago I did miss out and therd were a lot of lessons I had to takd from | :18:31. | :18:33.
that. Hopefully it will see me better in two years time. What does | :18:34. | :18:40.
the winter to hold to you? This next month I won't do a great de`l. I'll | :18:41. | :18:44.
take some time off but over the winter we are going out to Rio in | :18:45. | :18:48.
November and December and then the World Series starts in Miamh. The | :18:49. | :18:53.
best of luck with all that. Hampshire have made big strhdes | :18:54. | :18:58.
towards the win that would book their promotion back to Divhsion One | :18:59. | :19:01.
of the County Championship. They skittled Glamorgan out today, | :19:02. | :19:03.
before increasing their lead even Hampshire in a commanding position | :19:04. | :19:20.
here. They lead Glamorgan bx 36 with two games remaining. | :19:21. | :19:40.
That will be live on BBC radio Solent tomorrow. | :19:41. | :19:58.
We are going to talk movies now Do you get to the cinema much? Not | :19:59. | :20:04.
really. Watch any big blockbuster fhlm now | :20:05. | :20:08.
or play a computer game and the chances are it will rely | :20:09. | :20:10.
heavily on special effects Bournemouth is one place whdre | :20:11. | :20:13.
people learn the skills to get into the industry and some | :20:14. | :20:17.
of the experts are in town to lift the lid on how they make films | :20:18. | :20:20.
and games look spectacular. For the next four days the teams | :20:21. | :20:24.

you are kind of, how It's kind of that and that's | :20:56. | :20:57.
the exciting thing about it. You are really pushing yourself | :20:58. | :21:01.
and the team and the qualitx Five years ago we couldn't have | :21:02. | :21:04.
done what we're doing now. 22 companies from | :21:05. | :21:08.
around the world are here for the festival and Bournelouth is | :21:09. | :21:10.
a fitting place to stage it. Bournemouth University and the | :21:11. | :21:14.
Arts University of Bournemotth have been here for 20`odd years now | :21:15. | :21:17.
and have been effectively creating the best graduates to go off | :21:18. | :21:20.
and work in those industries. We have a very tight | :21:21. | :21:24.
relationship with those people. The presentations are very | :21:25. | :21:26.
useful and very inspiring. They usually show you some pretty | :21:27. | :21:32.
great stuff that you don't see I've always loved films | :21:33. | :21:36.
and all these sorts of things. It's fun to get on the inside | :21:37. | :21:42.
scoop of how they make things. You can take pretty much anx | :21:43. | :21:46.
idea and make it come alive. Bringing fairytales to life | :21:47. | :21:50.

of tomorrow will draw inspiration from this event and they will shape | :22:11. | :22:13.
the industry in the future. Amazing special effects. I'l quite | :22:14. | :22:29.
in awe of them. They have come such a long way. Did you do thosd flippy | :22:30. | :22:40.
bucks at school? Looking back now. It was good fun but my artistic | :22:41. | :22:42.
skills are lacking. These are the skies many | :22:43. | :22:52.
of us saw first thing this lorning. Thank you to Wendy Wakelin for | :22:53. | :22:55.
this view across the South Downs. Maureen Coles captured the raindrops | :22:56. | :22:59.
pooling in the flowers at But the sun did shine at tiles | :23:00. | :23:06.
today, as you can see in thhs photo We've had a decent end to the day | :23:07. | :23:27.
with some sunny spells. Through this evening we will see clearing skies | :23:28. | :23:31.
and tonight is looking rathdr chilly affair. With the clear spells and a | :23:32. | :23:38.
light wind we will see the temperatures down to single figures | :23:39. | :23:45.
even in the towns and cities. Some places could get down to two | :23:46. | :23:52.
Celsius. A bright and fresh start to get the day started at Thursday We | :23:53. | :23:55.
will see some sunshine but ` cloud begins to spilling from the north as | :23:56. | :24:00.
the day goes on. Perhaps thhck enough to produce some trips and | :24:01. | :24:05.
traps of wet weather. Maybe some light and patchy drizzle. In the | :24:06. | :24:10.
most part a dry day and feeling temperatures up to around 18 | :24:11. | :24:13.
Celsius. The breeze will pick up as we head into the afternoon. Tomorrow | :24:14. | :24:17.
evening will be a different affair to this evening. It looks lhke we | :24:18. | :24:21.
will stick with a lot of cloud and one or two spits and spots of wet | :24:22. | :24:28.
weather. With the cloud covdrage we are expecting is no lower than 4 or | :24:29. | :24:33.
15 Celsius. A milder field night. As we lift ahead to the end of the | :24:34. | :24:38.
week, through Friday we havd this front which sweeps through the day. | :24:39. | :24:43.
It may bring some showers. The cloud will then in the afternoon. High on | :24:44. | :24:51.
Saturday. That brings us sole nice settled conditions. It is sdt to | :24:52. | :24:54.
stay dry in the most part whth some cloud around through much of the | :24:55. | :25:00.
time. There will be bright intervals. It will feel warl for the | :25:01. | :25:04.
time of the year. Temperatures three of 4 degrees above normal. Here s | :25:05. | :25:15.
the summary for the coming days The weekend not doing too badly. | :25:16. | :25:22.
Temperatures into the low 20s. That's about all of us by now. | :25:23. | :25:34.
Tomorrow we will be visiting ace tool where children as young as four | :25:35. | :25:38.
are learning computer softw`re skills as part of the national | :25:39. | :25:43.
curriculum. By now though, good night. | :25:44. | :25:46. |
