in In Points West: a second night of violence on the streets. Rioting | :00:16. | :00:21.
in breaks out in a Gloucester and extra police are called in to | :00:21. | :00:27.
protect homes and businesses. have had everything taken away from | :00:27. | :00:37.
:00:37. | :00:37. | ||
us. The family of Anni Dewani and are delighted that her husband will | :00:37. | :00:43.
be sent to South Africa to face trial for her murder. And find out | :00:43. | :00:49.
what this supercar has in common with hot air ballooning. | :00:49. | :00:52.
The top man at Gloucestershire police cut short his holiday and | :00:52. | :00:55.
took to the streets today after the violence that's blighted Britain | :00:55. | :00:59.
spread West again. Windows were smashed and a shop was looted in | :00:59. | :01:03.
Gloucester town centre. Bristol was quieter, but the trouble across the | :01:03. | :01:07.
West has the police at full stretch. With the first of our reports, | :01:07. | :01:16.
here's Steve Knibbs. With no apparent shame, some of | :01:16. | :01:21.
those involved and that Gloucester riots last night pose for the | :01:21. | :01:31.
:01:31. | :01:31. | ||
camera. Around 50-60 rioters fought running battles with the police. So | :01:31. | :01:34.
incensed was the chief constable of Gloucester, he cut short his | :01:34. | :01:40.
holiday to see the damage for himself. He told me his officers | :01:40. | :01:45.
will make sure those responsible are brought to justice. The is are | :01:45. | :01:49.
people who have come onto the streets, committed criminal acts | :01:49. | :01:53.
and the only premises and people they are hurting other people in | :01:53. | :01:58.
this community. It is very disappointing. We want to make sure | :01:58. | :02:05.
the streets are safe and people who commit these crimes will be | :02:05. | :02:12.
arrested. It has not taken long. For too long people have been | :02:12. | :02:22.
:02:22. | :02:29. | ||
arrested so far, some as young as 14. -- 20 people. This morning at's | :02:29. | :02:33.
clean-up operation was swift. Apart from the burnt-out shell of a | :02:33. | :02:37.
building, there were very few signs left of the trouble, but what was | :02:37. | :02:44.
left was an go. You have got these little kids breaking down people's | :02:44. | :02:50.
businesses. This is a good community. Whoever is doing this, | :02:50. | :02:57.
they are sick idiot's. This cafe was targeted last night. It is a | :02:57. | :03:03.
focal point of the community. Inside today there was a contrast | :03:03. | :03:09.
to the young people involved in last night's violence. The song | :03:09. | :03:13.
they are singing is about their life on Barton Street and how nice | :03:13. | :03:20.
it is. It is all about living here and it is a sharp contrast to what | :03:20. | :03:26.
is going on and we have to remain positive. This is our future. These | :03:26. | :03:31.
are away young people and they are fantastic. In Bristol the streets | :03:31. | :03:36.
were quieter in most places. There were small pockets of violence and | :03:36. | :03:42.
a minibus was set alight. The police say their policy of breaking | :03:42. | :03:47.
up groups of young people as they gathered had worked. | :03:47. | :03:50.
Well the trouble's already cost some shops thousands of pounds in | :03:50. | :03:53.
damage. Bars and restaurants are also taking a hit as customers | :03:53. | :03:56.
avoid the city centre and stay in at night. Laura Lyon has been | :03:56. | :04:05.
investigating the financial impact on Bristol businesses. | :04:06. | :04:10.
Smash and grab. In the early hours of this morning it looked as | :04:10. | :04:15.
climbed into the salon and stole thousands of pounds-worth of hand- | :04:15. | :04:21.
made jewellery and hair products. They even took the owner's scissors. | :04:21. | :04:25.
I am working hard to get this business up and running. I have had | :04:25. | :04:30.
to cancel clients but the next couple of days. I have insurance, | :04:30. | :04:35.
but the window is not in short and neither is my time and a but. | :04:35. | :04:40.
is adding up the cost of the damage. Others are paying up front to | :04:40. | :04:47.
prevent costly damage later and it is when the shops close the city | :04:47. | :04:53.
falls quiet. A couple of weeks ago at this place was fought with | :04:53. | :04:57.
thousands of people enjoying a local festival. What has changed | :04:57. | :05:06.
this week is that with the fear of violence, these -- this area is | :05:06. | :05:11.
quieter during the evening. It has been quiet and it will impact on | :05:11. | :05:16.
smaller independent businesses which are finding it hard to make a | :05:16. | :05:21.
living in the economic climate as it is. For some, the violence have | :05:21. | :05:25.
brought so much any Business, stop had been working around the clock. | :05:25. | :05:31.
We have got extra men in and we are running out of suppliers. It is | :05:32. | :05:37.
hard. The uncertainty over whether the violence will continue it may | :05:37. | :05:46.
make it weeks before the overall cost to the local economy is known. | :05:46. | :05:49.
Our Home Affairs Correspondent has been to the magistrates' court this | :05:50. | :05:52.
morning where some of those arrested during the riots had been | :05:52. | :05:58.
dealt with. Who are these people? First up was a man called Michael | :05:58. | :06:06.
Coffey. He is 47-year-old from Bristol. He was arrested on Monday | :06:06. | :06:16.
:06:16. | :06:17. | ||
night during a disturbance. He is accused of violent disorder. He has | :06:17. | :06:23.
said that he threw two bottles at police officers. He did not enter a | :06:23. | :06:29.
plea, but he was remanded in custody to a pair again. The second | :06:29. | :06:35.
defendant was a 17-year-old college student. He also was accused of | :06:35. | :06:40.
violent disorder and assaulting a police officer. We were told at the | :06:40. | :06:45.
hearing that he had an excellent academic record. He was arrested in | :06:45. | :06:51.
a separate incident during which a rock was allegedly thrown at a | :06:51. | :06:59.
police van, injuring a police officer. He went -- he has pleaded | :06:59. | :07:02.
not guilty and has been remanded in custody. | :07:02. | :07:07.
This must be putting a huge pressure on the police? | :07:07. | :07:14.
Yes, there is no doubt about it. I had been talking to the Assistant | :07:14. | :07:23.
Chief Constable in Avon and he said that extra officers will be drafted | :07:23. | :07:31.
in. He says his officers are committed and he was critical of | :07:31. | :07:37.
those causing the damage in Bristol. What we are talking about here are | :07:37. | :07:41.
criminals and Fox and the behaviour of these people quite plainly shows | :07:42. | :07:47.
they have little regard for other people's lives and their safety. | :07:47. | :07:52.
Little regard for their property and quite often have little regard | :07:52. | :07:57.
for the damage they are doing to communities. We heard this | :07:57. | :08:01.
afternoon that the police have put a disperse for order in a part of | :08:01. | :08:04.
Gloucester. What is that? From tomorrow | :08:04. | :08:12.
afternoon at 12 o'clock there will be a disposal order. It means that | :08:12. | :08:18.
a group of more than two people can be removed from their area if it is | :08:18. | :08:22.
deemed they are threatening. So, why are so many people taking | :08:22. | :08:27.
to the street and behaving like this? We are joined by Dr Eldin | :08:27. | :08:36.
Fahmy, a lecturer at the University of Bristol. What do you think is | :08:36. | :08:42.
causing all this violence and disorder? These are obviously | :08:42. | :08:47.
complex phenomenon, but it is important to recognise that the | :08:47. | :08:51.
historical records show that unfortunately, while letting is a | :08:51. | :08:57.
predictable consequence of deep rooted and persistent disadvantage. | :08:57. | :09:06.
Lack of opportunities, chronic unemployment and poverty and | :09:06. | :09:10.
inequality are all associated with brick causes of the kind of | :09:10. | :09:15.
disorders we are seeing today. if it is your street, Your Business | :09:15. | :09:19.
under attack, there is little compassion from the ordinary person | :09:19. | :09:25.
on the street towards the rioters. Yes. Clearly, no-one would condone | :09:25. | :09:34.
that kind of behaviour we have been seeing, but if we are two really | :09:34. | :09:37.
tackle these problems, we need to understand the nature of the | :09:38. | :09:42.
problem. We need to understand the underlying causes of the disorder. | :09:42. | :09:47.
So although it is very easy to simply dismissed this as criminal | :09:47. | :09:51.
behaviour, and clearly looting, arson and criminal damage our | :09:52. | :09:55.
criminal behaviour, we need to try and understand why people are doing | :09:55. | :10:01.
this if we are to prevent it in the future. I understand you are saying | :10:01. | :10:03.
is a lot of disadvantage and people are doing this because they feel | :10:03. | :10:08.
they are not getting anywhere, but people have struggled in the past. | :10:08. | :10:16.
They have not turned to this complete disrespect. Well, we need | :10:16. | :10:20.
to bear in mind the Blizzard history of the recession, the | :10:20. | :10:24.
effects of the spending cuts. In the past when we've have seen deep | :10:25. | :10:34.
:10:35. | :10:35. | ||
recession, like the 1980s, there were equivalent social disorders | :10:35. | :10:43.
throughout the UK. In that respect, this is not entirely without | :10:43. | :10:49.
President. There is, unfortunately, as strong association between | :10:49. | :10:54.
persistent disadvantage and disorder. Very interesting | :10:54. | :11:00.
conclusions there. Thank you for joining us. You are watching Points | :11:00. | :11:09.
West. Still to come: out at the first hurdle - no cup run this year | :11:09. | :11:14.
for Yoda or Cheltenham. And what chance blue skies for the start of | :11:14. | :11:22.
the Balloon Fiesta? We will have the forecast later. First, at judge | :11:22. | :11:28.
decided today that the -- Bristol Business none a accused of | :11:28. | :11:37.
murdering his wife can be extradited to South Africa. Shrien | :11:37. | :11:47.
:11:47. | :11:48. | ||
Dewani's lawyer it said that he was too ill to travel, but the judge | :11:48. | :11:58.
:11:58. | :11:59. | ||
overruled it. Anni Dewani's arrived at court and | :11:59. | :12:06.
was relieved to find out that her brother-in-law was being extradited. | :12:06. | :12:12.
Getting this decision to date, at least we will get somewhere and I | :12:12. | :12:18.
think Anni will not rest in peace until all of this is over. | :12:18. | :12:27.
couple were on honeymoon in South Africa when their car was hijacked. | :12:27. | :12:31.
Shrien Dewani was dragged from the car and his wife was found dead the | :12:31. | :12:37.
next day. The South African authorities say that he paints a | :12:37. | :12:41.
hitman to kill his wife and it is important he returns to face the | :12:41. | :12:49.
charges. Many South Africans feel there credibility and justice | :12:49. | :12:53.
system is at stake. A at Woolwich Crown Court the judge said that | :12:53. | :12:58.
either Shrien Dewani had helped arrange the murder of his new wife | :12:58. | :13:06.
or he himself was the victim of the most terrible tragedy. Which one | :13:06. | :13:10.
will now be decided in a South African court. The strain of the | :13:10. | :13:17.
last nine months were clear today. Suffering from depression and post- | :13:17. | :13:21.
traumatic stress disorder, conditions he will need to recover | :13:21. | :13:27.
from before he pleads. The judge said there was a serious risk that | :13:27. | :13:30.
he would harm himself, but there was a strong public interest that | :13:30. | :13:40.
:13:40. | :13:41. | ||
he faced the charges. Shrien Dewani will travel back to the secure Unit | :13:41. | :13:46.
where he is checked by stop every 15 minutes. It will be months | :13:46. | :13:50.
before he actually goes back to South Africa and there will | :13:50. | :13:58.
probably be appeals in the interim. There was a disturbance at a young | :13:59. | :14:01.
offenders Institute near Bristol last night. Serco, which runs HMP | :14:01. | :14:04.
Ashfield, says some boys refused to go to their rooms and started fires | :14:04. | :14:07.
in the building. The company says some minor damage had been | :14:07. | :14:10.
caused,but the situation had been contained and the centre was secure. | :14:10. | :14:12.
Another care home run by the Castlebeck Group has closed in | :14:13. | :14:15.
Bristol. It comes after Panorama filmed mistreatment at a separate | :14:15. | :14:18.
facility earlier this year. Four staff have been suspended here at | :14:18. | :14:20.
Rose Villa and the government regulator said recently it had | :14:20. | :14:23.
serious concerns about the home. Castlebeck insisted it was closing | :14:23. | :14:32.
voluntarily for operational reasons. It's just a year since construction | :14:32. | :14:34.
began on Bristol's 400 million super-hospital in Southmead and the | :14:34. | :14:40.
building is already taking shape. So, too, are plans to work in | :14:40. | :14:43.
partnership with its historic rival down the road, the BRI. Our Health | :14:44. | :14:46.
Correspondent Matthew Hill has been for a look around what will become | :14:47. | :14:56.
:14:57. | :14:58. | ||
hospital wards and operating theatres. The plans for this scheme | :14:58. | :15:02.
that will cost around 37 million annually for the next three decades | :15:02. | :15:09.
have been on the drawing board for many years. There have been complex | :15:09. | :15:13.
financial negotiations. That vision has now become a seven-storey | :15:13. | :15:18.
reality. In just a few years' time, this hospital will have 800 beds | :15:18. | :15:23.
and will be treating half a million patients every year. It is designed | :15:23. | :15:28.
so that one nerds can see for patients at any one time. Three- | :15:28. | :15:33.
quarters of the beds are in single rooms with their own bathrooms. | :15:33. | :15:39.
Just four miles away from Southmead the University Hospital Bristol is | :15:39. | :15:43.
a separate trust, but these days both organisations are working more | :15:43. | :15:48.
closely together in partnership to try and make sure that services are | :15:48. | :15:54.
not duplicated. Part of the plan is to leave all urological operations | :15:54. | :15:59.
to Southmead. This unit already renews more prostates using robotic | :15:59. | :16:07.
surgery than any other in the country. There are cost effective | :16:07. | :16:14.
reasons for this. It is easier to treat patients on one site and | :16:14. | :16:18.
makes it more accessible. By up could a merger with the trust that | :16:19. | :16:23.
runs the BRI be on the cards? I obtained these minutes that say | :16:23. | :16:29.
that much work has been undertaken behind the scenes in respect of a | :16:29. | :16:34.
possible merger. Both trust boards were supportive of the merger, but | :16:34. | :16:40.
there was a difference of opinion regarding timescale. But today it | :16:40. | :16:44.
supply's boss said a merger was not an immediate prospect. We are | :16:44. | :16:50.
working closer than we ever have before to see how the best provide | :16:50. | :16:54.
services for our population. So where it makes sense for us to be | :16:54. | :16:58.
working in a joint up way to provide services in Bristol, we | :16:58. | :17:04.
will continue to do that. However the future looks, one thing is | :17:04. | :17:08.
certain - Bristol will soon have one of the best designed and | :17:08. | :17:13.
largest hospitals in the country. If you were up early you would have | :17:13. | :17:16.
seen them in the skies again - eight hot air balloons rising | :17:16. | :17:19.
through the Bristol skyline. And it can only mean one thing - the | :17:20. | :17:23.
Balloon Fiesta is here again and this year is rather special for the | :17:23. | :17:26.
company that makes most of them as Cameron Balloons is forty. Have you | :17:26. | :17:36.
:17:36. | :17:39. | ||
ever wondered why the west country is so big on ballooning? | :17:39. | :17:44.
The transformation from a field to Fiesta village is almost complete. | :17:44. | :17:51.
Although now need is 100 balloons. Many of them are made by Cameron | :17:51. | :17:56.
Balloons who make 40% of the well's hot air balloons. Here is one they | :17:56. | :18:05.
made earlier. So why are we so good at this? Well, we have a vital | :18:05. | :18:13.
skills that are needed. First of all, Whicker weaving and secondly, | :18:13. | :18:23.
:18:23. | :18:30. | ||
high-tech precision Engineering. They'd call this the area will | :18:30. | :18:34.
attend. It is extraordinary. It is the plaything of petrol heads. | :18:34. | :18:38.
Precision engineering. It looks extraordinary, but what does it | :18:38. | :18:48.
:18:48. | :18:51. | ||
drive like? Well, don't ask me. have never driven anything that | :18:51. | :18:57.
accelerate so fast. It is so quick, it can destroy your face. They love | :18:57. | :19:02.
that clipped hair. This is the Somerset workshop that nearly | :19:02. | :19:07.
ripped Jeremy Clarkson's face-off. People come through the door and it | :19:07. | :19:12.
is the first thing they do. Simon leads the team here and today he | :19:12. | :19:20.
has a guest. There are a hi-tech bits in the balloon and some | :19:20. | :19:28.
interesting hand craft. As they tour, both men and discover balloon | :19:28. | :19:31.
of manufacturing is more like making a fast car and you would | :19:31. | :19:41.
think. We do things that a lot of manufacturers cannot do. There is | :19:41. | :19:46.
not a robot in the world that can weld like our guide Brian. He has | :19:46. | :19:56.
:19:56. | :19:59. | ||
been doing it for 40 years. There are a lot of IT businesses in | :19:59. | :20:04.
Somerset and we make the fastest accelerating car in the world. We | :20:04. | :20:11.
don't wander around with bits of straw between their teeth! I fancy | :20:11. | :20:16.
doing a swap. How about you both give each other a right in your toy | :20:16. | :20:21.
and at the end I want you to confess what used secretly envy. | :20:21. | :20:31.
:20:31. | :20:34. | ||
Excellent! The layers of white South Somerset are no match for Top | :20:34. | :20:40.
gear and to preserve Les's face, Simon Mensing and a helmet. The | :20:40. | :20:46.
acceleration of this vehicle is astounding. It has got speed like | :20:46. | :20:52.
you have never seen before in your life. This is like a rocket. This | :20:52. | :21:02.
:21:02. | :21:02. | ||
is the greatest fun you can have with your close on! Well, they | :21:02. | :21:10.
still had their clothes on, so how would the floaty bullying compare? | :21:10. | :21:18.
First Floor, haberdashery. One of the interesting things about this | :21:19. | :21:22.
is the randomness. We were supposed to be going that way, but now we | :21:22. | :21:28.
are going this way. You have to be reactive and proactive. There are a | :21:29. | :21:31.
lot of indicators that tell you what is happening and if you do not | :21:31. | :21:36.
take note of then, you will end up in trouble. It is a bit like | :21:36. | :21:42.
Business really. For all I know, Les is still floating somewhere | :21:42. | :21:49.
over Somerset, handing out Business tips. For those on the ground, | :21:49. | :21:57.
there are some practical things to remember. Clifton Suspension Bridge | :21:57. | :22:07.
:22:07. | :22:09. | ||
will be closed and there are some bus services laid on as well. The | :22:09. | :22:15.
Fiesta itself is totally free. Now all this place needs is the right | :22:15. | :22:19.
kind of weather. Will they get it? We will find out in a few minutes' | :22:19. | :22:22.
time. Football, and Bristol Rovers League | :22:22. | :22:25.
Cup match against Watford has been called off after advice from the | :22:25. | :22:28.
police. Bristol City's game with Swindon was postponed yesterday for | :22:28. | :22:31.
the same reason. But two ties did go ahead, only to see Yeovil and | :22:31. | :22:39.
Cheltenham going out of the competition. | :22:39. | :22:42.
A year ago today, former Yeovil & Exeter striker Adam Stansfield died | :22:42. | :22:45.
of bowel cancer. Both sets of players and supporters paid their | :22:45. | :22:49.
tributes before the game. After a goaless first half, Exeter took the | :22:49. | :22:54.
lead with a goal from Guillem Bauza. And a second right at the end | :22:54. | :22:57.
confirmed Yeovil's exit at the first round stage for the fifth | :22:57. | :23:03.
time in six years. Cheltenham took the lead against league one MK Dons | :23:03. | :23:08.
- Luke Summerfield's goal threatened an upset. But they | :23:08. | :23:11.
failed to take further chances and once the Dons got level, the game | :23:11. | :23:21.
:23:21. | :23:21. | ||
slipped away from the home side. had them by the throat and we did | :23:21. | :23:28.
not score a couple of goals we should have. Then the equalisers | :23:28. | :23:36.
just took everything out of us. They will need to sharpen up fast - | :23:36. | :23:39.
Swindon Town are next up at the Abbey Business Stadium this weekend. | :23:39. | :23:41.
Three months after his sensational run at the World Snooker | :23:42. | :23:44.
Championships, Bristol's Judd Trump is into another final. He's come | :23:44. | :23:47.
through six rounds at the world ranking tournament being held at | :23:47. | :23:51.
the South West Snooker Academy in Quedegley. All of the world's top | :23:51. | :23:54.
players are there, and the 21-year- old is hoping to get his new season | :23:54. | :24:04.
:24:04. | :24:06. | ||
off to a good start. I did not start off to great. I didn't really | :24:06. | :24:10.
practise for the first couple of tournaments. Now I am back | :24:11. | :24:16.
practising and I have not done too badly so far. All the top players | :24:16. | :24:20.
are in it and the conditions are fantastic. The prize money is not | :24:20. | :24:30.
:24:30. | :24:38. | ||
as good as the other tournaments further. We are hoping for some | :24:38. | :24:48.
great weather for the balloon fiesta, but it is not looking great. | :24:48. | :24:53.
There will be Cabinet's attached to this and it is early still | :24:53. | :25:03.
:25:03. | :25:07. | ||
Wednesday. -- cabbie at. As the graphics suggest, it is not looking | :25:07. | :25:17.
:25:17. | :25:18. | ||
pretty. There will be spells of rain during the Fiesta. We will | :25:18. | :25:24.
have some breezy weather as well with some windows of opportunity | :25:24. | :25:29.
coming along, especially on Sunday. Tomorrow, the gates open at 12 | :25:29. | :25:38.
o'clock. The winds will be quite gusty, but it will moderate during | :25:39. | :25:48.
:25:49. | :25:51. | ||
the evening. The showers here will be a feature tomorrow morning. | :25:51. | :25:56.
There will be a lot of rain, but it will dry out in the afternoon. | :25:56. | :26:03.
There will be a fair amount of cloud. This area of low pressure | :26:03. | :26:13.
:26:13. | :26:19. | ||
has brought a lot of rain. We will see an improvement due in the | :26:20. | :26:29.
:26:30. | :26:32. | ||
afternoon, but it will remain very easy. Quite a bit of cloud tonight. | :26:32. | :26:42.
:26:42. | :26:53. | ||
-- tomorrow night. A cold front will slip its way in and they could | :26:53. | :27:03.
:27:03. | :27:04. | ||
be a rumble of thunder. Dash back if they could be. -- if they could | :27:04. | :27:14.
:27:14. | :27:18. | ||
be a rumble of thunder. It is to walk fairly warm -- it is still | :27:18. | :27:24. |
