Hello and welcome to BBC Points West. In Friday's headlines:

:00:10.:00:13.

Zooming in on the rioters - police reveal new pictures as they ask you

:00:13.:00:18.

to help identify the criminals. There's angry reaction in

:00:18.:00:21.

Gloucester - the housing chief vows to evict any council tenants

:00:21.:00:31.
:00:31.:00:31.

involved in the unrest. Should perpetrators be identified the

:00:31.:00:36.

bands are tenants, we will take legal action which may result in be

:00:36.:00:38.

fiction. Also tonight, a tale of two

:00:38.:00:41.

chairman as our two senior non- league sides prepare for the new

:00:41.:00:44.

season. And we're live from the Balloon

:00:44.:00:52.

Fiesta - will the weather be kind enough for another mass ascent?

:00:52.:01:02.
:01:02.:01:07.

Lots of famous faces waiting here. As the country counts the cost of

:01:07.:01:11.

almost a week of unrest, police in Bristol have released new footage

:01:11.:01:15.

to try to track down more of those responsible for rioting. They say

:01:15.:01:20.

they have already made 46 arrests, and praise the public for their

:01:20.:01:25.

help in identifying those responsible.

:01:25.:01:28.

It may have been relatively quiet on the streets of Bristol over the

:01:28.:01:32.

last couple of nights but as you can see here, the retailers are

:01:33.:01:38.

taking no chances. This is one of a number of shops are boarded up just

:01:38.:01:45.

in case. Imagine seeing that a week ago. The police are talking tough.

:01:45.:01:49.

St if you are responsible for civic disorder, you will be caught and

:01:49.:01:53.

punished. They may not have known it but

:01:53.:01:59.

their crime was caught on camera. CCTV, capturing the moment a mob

:01:59.:02:04.

attacked a shop in Bristol. And now the police want the public's help

:02:04.:02:10.

identifying those involved. We have extensive CCTV in Bristol and will

:02:10.:02:14.

be producing new images of people all the time. They are going on to

:02:14.:02:20.

our website. We asked people to go on and identify them. Today in the

:02:20.:02:25.

end of a store which came under attack spoke of the fear of his

:02:25.:02:28.

staff as they frantically pulled down shutters to prevent attackers

:02:28.:02:32.

getting him. There were customers inside the shop as well when the

:02:32.:02:40.

people were trying to come in the shop. Everybody was scared. They

:02:40.:02:46.

can do anything inside. They can burn the shop, steel, hit. You

:02:46.:02:52.

never know. For the police now, rounding up those responsible for

:02:52.:02:57.

street violence and quickly is the key priority. They have a key --

:02:57.:03:03.

team walking around the clock at the rink hours of CCTV footage. And

:03:03.:03:06.

they have asked the media to publish pictures of those they are

:03:06.:03:11.

keen to track down. Yet ironically, that may have led to more crime.

:03:11.:03:16.

The offices of the Bristol Evening Post were attacked last night.

:03:17.:03:20.

Police say there could well be a link. Detectives have praised the

:03:20.:03:23.

support they have already received from the public which they say has

:03:23.:03:28.

helped them to make 46 arrests. So far 19 people have already been

:03:28.:03:32.

charged or otherwise dealt with. Meanwhile, in Gloucester, the

:03:32.:03:35.

city's housing team have vowed to evict any of their tenants involved

:03:35.:03:44.

in the riots there on Thursday night. -- on Tuesday night. People

:03:44.:03:47.

in the Barton and Tredworth area have told us how angered they are

:03:47.:03:53.

that those intent on trouble have tarnished their community.

:03:53.:03:56.

48 hours on and more arrests and charges after the riots - an 18

:03:56.:03:59.

year-old man taken into custody and a 15 year-old boy charged with

:03:59.:04:04.

violent disorder. And the tough stance is extending outside of the

:04:04.:04:08.

police as well. Gloucester City Homes say they will have any of

:04:08.:04:15.

their tenants convicted of involvement in this violence.

:04:15.:04:20.

REPORTER: Do you not have a legal obligation to home families with

:04:20.:04:24.

young children, and can you still have it then? We can, if they have

:04:24.:04:30.

been a perpetrator of a crime. If they are with families they will

:04:30.:04:36.

prevent themselves as homeless to the local authorities but

:04:36.:04:38.

ultimately, we have a responsibility to the local

:04:38.:04:42.

community. It is thought many of those involved in the riots came

:04:42.:04:44.

from outside Barton and Tredworth. And that has angered many people

:04:44.:04:48.

living here. Many admit the area has struggled with its image in the

:04:48.:04:54.

past, but that is history, and they now want to turn that around.

:04:55.:04:58.

have a very nice community. those that know the community well

:04:58.:05:02.

say it is time for people to make the positive side of living here a

:05:02.:05:10.

priority. Local people really feel that people should give Barton a

:05:10.:05:16.

break. The jobs it supports and vibrancy it brings. People should

:05:16.:05:20.

enjoy what is available here. there are still efforts going on to

:05:20.:05:23.

make people feel safe in their homes. Although there were no arson

:05:23.:05:26.

attacks on homes here, the fire service have been visiting

:05:26.:05:33.

residents to make sure they are protected. After events like

:05:33.:05:37.

Tuesday we just want people to know we are here for help and advice

:05:37.:05:41.

about building security and how to protect your rubbish so you are not

:05:41.:05:47.

making yourself more for Cannes then you need to be. -- more

:05:47.:05:52.

vulnerable. With a new dispersal order now in effect here, police

:05:52.:05:55.

are not expecting a return to the violence, but they are promising a

:05:55.:05:57.

robust response if rioters decide to take them on.

:05:57.:06:00.

I suspect it is no coincidence that people are issuing tough warnings

:06:00.:06:03.

tonight. They will be mindful that the weekend may well produce new

:06:03.:06:13.
:06:13.:06:15.

flash points. Quiet for now. Let's hope it's Dales -- stays that way.

:06:15.:06:25.
:06:25.:06:26.

For local radio stations will have Now, if you are a Vodafone customer

:06:26.:06:30.

here in the West you may have been struggling to get a signal on your

:06:30.:06:33.

mobile in the last few days. That is because one of the area's main

:06:33.:06:35.

mastswas set on fire and damaged earlier this week.

:06:35.:06:38.

As someone whose job it is to react to emergencies, John Marks relies

:06:39.:06:45.

on his mobile phone. We had no phone coverage at all down here, so

:06:45.:06:49.

the only way they could contact us was by the amateur radio. Not a

:06:49.:06:55.

good situation, especially when it affected 80 people like John.

:06:56.:07:01.

Emergency services need to get to us. They need to be able to get to

:07:01.:07:04.

us straight away, not in half an hour or an hour's time. As you can

:07:04.:07:07.

imagine, it could be life- threatening. That threat was caused

:07:07.:07:10.

by damage to this mast. Engineers have been working on it for most of

:07:10.:07:14.

the day. Vodafone says it should be fixed by tomorrow. There is nothing

:07:14.:07:19.

on the company's website to suggest a there is a problem. This Vodafone

:07:19.:07:27.

customer found staying in touch without his mobile far from easy.

:07:27.:07:31.

can get incoming voice mails and text messages but I cannot make any

:07:31.:07:35.

phone calls out and that is the problem. I do a lot of my research

:07:35.:07:40.

work by making phone calls, talking to people, making appointments, so

:07:40.:07:45.

I have had to go out to a phone box. Vodafone says damage to this mast

:07:45.:07:48.

was not an accident, even though the company would not comment on

:07:48.:07:51.

whether it was connected with the riots in Bristol earlier on this

:07:51.:07:54.

week. And the company said that information about that damage,

:07:54.:07:57.

which caused disruption to mobile- phone services for a huge number of

:07:57.:08:00.

users across Bristol and the South West, has now been passed to the

:08:00.:08:07.

It is Amanda and Chris here, with all the West Country news, sport

:08:07.:08:11.

and weather. Still to come on the programme tonight: Claiming

:08:11.:08:14.

disability benefits and too ill to earn, so why was this man filmed

:08:14.:08:18.

cycling to work? And Bristol's Balloon Fiesta

:08:18.:08:28.
:08:28.:08:36.

celebrates its 40th birthday. Scott Welcome back to our live coverage

:08:36.:08:40.

of the Bristol Balloon Fiesta where the great news is the balloons are

:08:40.:08:50.
:08:50.:08:51.

in the sky again. This is Europe's biggest balloon festival and that

:08:51.:08:56.

is because Cameron Balloons is the biggest maker of balloons in the

:08:56.:09:01.

world. We were thinking, what could other companies' main from -- learn

:09:01.:09:06.

from them about manufacturing, so we got 200 businessmen and women

:09:06.:09:10.

out of bed early this morning and hosted a special debate with a

:09:10.:09:20.
:09:20.:09:21.

Watching the balloons go up. Business leaders keen to get their

:09:21.:09:31.
:09:31.:09:32.

companies of the ground. We have a lawyers and accountants without

:09:32.:09:38.

whom Bristol could not function. Inside, people from all sectors. On

:09:38.:09:44.

one side, high-tech engineering manufacturers. On the other side,

:09:44.:09:51.

the more hand-made crafts. Do not call them cottage industries.

:09:51.:09:56.

have back Cheddar which has been protected by the Chinese as a

:09:56.:10:02.

country name. Globally recognised quality ale. And handbags have

:10:02.:10:06.

known the world over in the fashion industry. They are made in the

:10:07.:10:16.
:10:17.:10:17.

South West. Flying the flag for Filton, Catherine Bennett's, --

:10:17.:10:23.

Catherine Bennett, a leader of Airbus. There is technology and

:10:23.:10:32.

industry. People ask me where I work. I said Bristol. The West of

:10:32.:10:37.

England, where the engineers are, and they all know about it.

:10:37.:10:41.

amid all the self-congratulation, some like this respected lawyer

:10:41.:10:46.

wonder, does the rest of the world really know what the West Country

:10:46.:10:52.

can do? No, we do not do enough. We need to drive the image and

:10:52.:10:56.

manufacturers on both sides of the room, much more strongly than we do

:10:56.:11:01.

and promote ambition and success. So whether it is a high-tech

:11:01.:11:05.

engineering or handbrake cider and handbags, everybody here wants to

:11:05.:11:09.

get their business of the ground. So what does a man who really knows

:11:09.:11:13.

about ballooning think of it all. The main thing I think the

:11:13.:11:17.

Government can do is just stay out of our hair and let us get on with

:11:17.:11:21.

it and not produce too many things that take up management time

:11:21.:11:25.

because that is the main resource for any small business. So you do

:11:25.:11:30.

not have enough time -- much time for these enterprises and signs

:11:30.:11:35.

that the Government are producing? No, they do a bit of good in one

:11:35.:11:45.
:11:45.:11:54.

place and probably take it away As you can see, the crowds here are

:11:54.:11:59.

loving it and are here in force. Later on we hope to be broadcasting

:11:59.:12:05.

live from a balloon basket so you can enjoy those wonderful views as

:12:05.:12:15.
:12:15.:12:18.

Engineers are digging down 80 metres in bat to preserve the

:12:18.:12:24.

ancient hot spring. A new borehole will be drilled to the source of

:12:24.:12:32.

the Hetling Spring. Old corroded pipe work will be replaced.

:12:32.:12:36.

12 people accused of fiddling tens of thousands of pounds-worth of

:12:36.:12:42.

taxpayers' money have appeared in court today. One man pleaded guilty

:12:42.:12:46.

to benefit fraud after he was filmed cycling to work. He had

:12:46.:12:52.

claimed his leg was so bad he was unable to earn a living. He has a

:12:52.:12:56.

love of football - after a serious leg injury ended his playing career,

:12:56.:12:58.

Malcolm Beck turned to coaching. The former Yeovil player has been

:12:58.:13:01.

working with the Fry Club at Keynsham for the past three seasons

:13:01.:13:05.

- even a hip operation couldn't keep him away - but his passion for

:13:05.:13:08.

the sport has landed him in trouble over benefits. While the Department

:13:08.:13:11.

of Work and Pensions was filming this footage of Mr Beck on the

:13:11.:13:13.

training ground, he was still claiming disability living

:13:13.:13:21.

allowance to which he was no longer entitled. I have spent quite a lot

:13:21.:13:28.

of time talking with Mr Becker this afternoon. He said he thought being

:13:28.:13:32.

active was something that was part of his rehabilitation from a nasty

:13:32.:13:39.

leg injury. He does say he should have realised he should have told

:13:39.:13:41.

the Department of Work and Pensions about his change in circumstances.

:13:41.:13:46.

One woman here today claimed 25,000 in benefits while she was

:13:46.:13:52.

still working. Last year we caught 56,000 benefit thieves. They all

:13:52.:13:58.

have to pay back the money they stole... Today's cases represent

:13:58.:14:02.

75,000 of overpayment, benefit money which must now be paid back.

:14:02.:14:07.

Benefit fraud is always going to be a problem. It is a significant

:14:07.:14:12.

problem but a small minority of people. We are determined to stamp

:14:12.:14:16.

this out. It is a crime. It is stealing taxpayers' money which

:14:16.:14:21.

could be used for much better purposes than lining the pockets of

:14:21.:14:25.

people who are greedy and stealing money. At any one time, the DWP

:14:25.:14:28.

will have dozens of investigations on the go into fraudulent benefits

:14:28.:14:31.

claims - some are fraudulent from the outset - the cases we saw today

:14:31.:14:34.

revolved around claimants' failure to inform the Government of a

:14:34.:14:44.
:14:44.:14:51.

Now to sport. First it was off, now it is on again. Cheltenham Town is

:14:51.:14:54.

delighted that their derby with Swindon goes ahead after all. Also

:14:54.:14:56.

with news of the new non-League season, he is David Passmore.

:14:56.:15:00.

We have two clubs in the Blue Square Bet Premier League. That is

:15:00.:15:04.

the one that used to be the Conference and is the top division

:15:04.:15:07.

outside of the Football League. Bath City and Forest Green Rovers

:15:07.:15:11.

are both ambitious clubs with interesting chairman. Tonight,

:15:11.:15:13.

Forest Green from Nailsworth in Gloucestershire play Stockport,

:15:13.:15:16.

while Bath City kick off tomorrow afternoon with a difficult game at

:15:16.:15:26.
:15:26.:15:27.

Mansfield. Give us 110 %... It's a critical

:15:27.:15:31.

moment in the club's history. The eve of a season when Bath City,

:15:31.:15:33.

under the guidance of manager Adie Britton, try to maintain their

:15:33.:15:37.

position in the fifth highest league in the country. Last season

:15:37.:15:40.

was their first in this league after winning promotion and they

:15:40.:15:48.

finished tenth after a shaky start. Everyone talks about second-season

:15:48.:15:53.

syndrome. After 11 games we have eight PTS and bar in the bottom two.

:15:53.:15:57.

We thought it would be a very long season but we got a few wins in

:15:57.:16:05.

October. To come tenth at the end of the season, we were delighted.

:16:05.:16:08.

There's also change in the boardroom, with Manda Rigby taking

:16:08.:16:11.

over as chairman. She's a lifelong Bolton fan, a BANES councillor, a

:16:11.:16:14.

former managing director of the IT firm Netgear, as well as a

:16:14.:16:19.

marketing director for Microsoft. She's utterly unfazed at being the

:16:19.:16:29.
:16:29.:16:32.

only female chairman in the top five divisions of English soccer.

:16:32.:16:37.

lot of the marketing I have done well be relevant. Making sure you

:16:37.:16:41.

have a win-win situation with people. One of her key tasks is the

:16:41.:16:44.

ground. Redevelop here or sell and move elsewhere. The squad,

:16:44.:16:47.

meanwhile - a mix of youth and some former Bristol City and Rovers

:16:47.:16:49.

players - have to concentrate on consolidation and coping with

:16:49.:16:59.
:16:59.:17:02.

second season syndrome. To give themselves some power...

:17:02.:17:05.

Solar panels are just the start of Dale Vince's plans to turn Forest

:17:05.:17:08.

Green Rovers into Britain's most eco-friendly club. The chairman - a

:17:08.:17:11.

green energy businessman in Stroud - is making changes all around the

:17:11.:17:16.

new lawn. A new organic pitch has been laid, while floodlights will

:17:16.:17:26.

now have low-energy LEDs. And just this week, the green message has

:17:26.:17:36.

even seen the road name change here. We have had people ring up to say,

:17:36.:17:42.

what can we do at home? Electric team buses. An electric tractor for

:17:42.:17:48.

the groundsman. Will other clubs follow you? They have already been

:17:48.:17:54.

on the phone. Who? I cannot tell you! And the green message has been

:17:54.:18:01.

taken on by the Forest Green players. We have thought about our

:18:02.:18:05.

food and the impact of what we are eating. It is a good thing for the

:18:05.:18:08.

future. REPORTER: You have not been asked

:18:08.:18:12.

to wash your own kit? Not yet! Their season starts tonight against

:18:12.:18:15.

Stockport. And despite only avoiding relegation on goal

:18:15.:18:18.

difference back in May, they're confident of showing they can be

:18:18.:18:28.

mean as well as green this season. As the weekend games come up on

:18:28.:18:32.

your screen now, the chairman of Cheltenham Town has said he is to

:18:32.:18:38.

live tomorrow's match against Swindon is back on. The game at

:18:38.:18:41.

Cheltenham's Whaddon Road ground was called off on the advice of

:18:41.:18:44.

police but yesterday evening they had a change of heart and said they

:18:44.:18:47.

could provide the officers needed to police the town centre and the

:18:47.:18:50.

railway station. Chairman Paul Baker said the match will attract

:18:50.:18:53.

1600 away fans and will be one of his club's biggest three home

:18:53.:18:58.

fixtures of the season. And an interesting day for Bristol

:18:58.:19:02.

Rovers' new manager Paul Buckle. He is insisting it is just the three

:19:02.:19:05.

points that matter as he welcomes Torquay, the club he left in the

:19:05.:19:08.

summer, to the Memorial Stadium for his first home game since taking

:19:08.:19:12.

over. And finally, the long saga over Bath Rugby attempts to sign

:19:12.:19:16.

All Black Stephen Donald is over. The fly-half has agreed a three-

:19:16.:19:20.

year contract. Plenty more on that and all our stories tonight on the

:19:20.:19:30.
:19:30.:19:37.

That is it from us here in the studio this evening. We hope you

:19:37.:19:45.

have a lovely weekend. Goodbye from us and hello to Scott.

:19:45.:19:50.

We are amongst the ball of the fans and the burners and it is like a

:19:50.:19:54.

race to get in the air now. Some people are patiently waiting. Our

:19:54.:20:01.

balloon is the one behind us here, the big red one. Before we go on

:20:01.:20:05.

board, let's have another look back at the last 24 hours of Balloon

:20:05.:20:10.

Fiesta number 33. More than 100,000 people watched

:20:10.:20:20.
:20:20.:20:20.

the famous Fiesta night glow last night. If you missed it, there is

:20:20.:20:24.

another on Saturday night. Come the morning, more hot air. And who is

:20:24.:20:26.

getting ready for take-off? Only Britain's most famous soul singer,

:20:26.:20:34.

Beverley Knight. Now I am getting excited! I am performing in a

:20:34.:20:39.

balloon, me and my guitarist up their singing a song. While they

:20:39.:20:41.

Beverley Knight drifted off cheerfully, Points West joined

:20:41.:20:44.

passengers clambering on board a big rides balloon, for their first

:20:44.:20:53.

ever flight. There is no easy way to clamber into a wicker basket. So,

:20:53.:21:02.

what do they think of balloon travel? Horrendous! We are still on

:21:02.:21:08.

the ground! I am not letting it go yet! Watching on, some of Bristol's

:21:08.:21:11.

other early risers. The Bull family from Warmley were here at five am,

:21:11.:21:20.

as they have been every year for 26 years. My mother and father brought

:21:20.:21:26.

me down and I have done the same now for my little boy. Brilliant.

:21:26.:21:30.

On board our flight, some breathtaking views. As the fine

:21:30.:21:40.

sights of Bristol slid by. It is fabulous. It really is. You see a

:21:40.:21:46.

different side to things. It is just wonderful. It is amazing what

:21:46.:21:49.

you see from a balloon. Who would have thought, emus in Doynton, we

think. And trampolines, everywhere. Like most flights, it ended with

:21:54.:22:01.

that reassuring thump of terra firma. Let's hope there are many

:22:01.:22:11.
:22:11.:22:16.

We are getting ready for take-off. I was mentioning Cameron Balloons

:22:16.:22:21.

and has been doing so -- and how they have been making balloons for

:22:21.:22:26.

40 years. There is someone else in the West who makes balloons, but

:22:26.:22:30.

not out of wicker and nylon. Quite literally in a world and

:22:30.:22:33.

class of his own. Ron Cormack could claim to be the ultimate Bristol

:22:33.:22:40.

Balloon Fiesta fan. He has made more than 60 replicas. It all began

:22:40.:22:50.
:22:50.:22:53.

13 years ago when his eldest grandchild begged him for a balloon.

:22:53.:22:57.

The first one was a Michelin balloon. It did not take very long

:22:57.:23:03.

to do it. After that, we went on then from the ordinary shaped ones

:23:03.:23:08.

to the special shaped ones. We were getting all of them. The next one

:23:08.:23:13.

was the action man because that was his favourite. I think Bertie

:23:13.:23:18.

Bassett may have come after that. I cannot remember them all. Today,

:23:18.:23:27.

Ron's other grandchildren share his passion. I remember the chocolate

:23:27.:23:32.

egg 1. They have six models each in their bedrooms. And now his work is

:23:32.:23:40.

being admired by the Fiesta organisers. That is amazing! Oh, my

:23:40.:23:45.

goodness. Muir Moffat is one of the directors and is blown away by the

:23:45.:23:52.

collection. I think it is just awesome. I have never seen a

:23:52.:23:57.

collection like it. So much work has gone into it and it is just so

:23:57.:24:05.

good. Most of these balloons I have seen in the sky and a lot of them

:24:05.:24:09.

are owned by my friends. And to honour Ron Cormack's amazing work,

:24:09.:24:19.
:24:19.:24:24.

he and his family will be special Here we are in the basket, ready to

:24:24.:24:30.

go. We have lots of passengers on board two, and the pilot, Clive

:24:30.:24:36.

Bayley. Where are we heading? Straight across town. North Bristol

:24:37.:24:45.

area? Yes. You are coming along, too. The next time you see us and

:24:45.:24:53.

we will be up in the air looking The good news is the weather is

:24:53.:24:57.

improving through the weekend. A cloudy start on Saturday but

:24:57.:25:02.

turning brighter by Sunday. We can see why by the pressure charge. A

:25:02.:25:05.

friend is moving in from the Atlantic, bringing changeable

:25:06.:25:10.

conditions tonight and into tomorrow. But beyond that it is

:25:10.:25:14.

relatively clear. Through this evening, it stays clarity with a

:25:15.:25:19.

band of drizzly rain spreading eastwards overnight stop some heavy

:25:19.:25:23.

bursts and south-westerly wind will pick up, too, especially on high

:25:23.:25:31.

ground. A fairly murky night. Tomorrow, the remnants of that

:25:31.:25:36.

front leaving behind a few showers. Clarity with some mist over X more

:25:36.:25:41.

and then it will turn drier through the day. Raised in the cloud

:25:41.:25:44.

bringing brighter spells. Brisk wind should ease later, too. They

:25:45.:25:52.

will continue to bring in a fairly humid air. Highs of 18 Celsius up

:25:52.:25:57.

to 20 in south Somerset. So it is looking fairly promising for the

:25:57.:26:00.

International Balloon Fiesta at Ashton Court tomorrow evening. The

:26:00.:26:04.

wind is easing so not bad for the night glow and the fireworks.

:26:04.:26:12.

Brighter still on Sunday afternoon for the Red Arrows' display.

:26:12.:26:16.

Becoming brighter. We cannot rule out the odd shower but it is

:26:16.:26:24.

largely dry. Feeling fresher rather than close like recent days. So it

:26:24.:26:28.

is an improving picture through the weekend. Sunny spells on Sunday and

:26:28.:26:33.

staying find at least for the start of next week, too. You can keep up-

:26:33.:26:38.

to-date with what is happening and check at the latest video forecast

:26:38.:26:48.
:26:48.:26:50.

It never fails to take the breath away. I have flown many times over

:26:50.:26:55.

Bristol but how about this? Rising up over Ashton Court, we have the

:26:55.:26:58.

whole of the Balloon Fiesta in front others, and there are many

:26:58.:27:03.

more on the ground. It is a staggering sight and it is all very

:27:03.:27:09.

peaceful and quiet. Who is on board? We have spoken to the pilot.

:27:09.:27:15.

We have Cole from London. The first time on a balloon? Yes. We have

:27:15.:27:20.

just come back from Vegas where we went on a helicopter in the Gran

:27:20.:27:27.

Canyon. Thank you for talking to us. Plenty more over the weekend. They
