Good evening and welcome to Friday's Points West. The headlines | :00:09. | :00:13.
tonight: Guilty on all charges. The scout leader who used his position | :00:13. | :00:18.
to abuse children. The West on high alert tonight as | :00:18. | :00:23.
heavy snow is forecast in some parts overnight. | :00:23. | :00:26.
Covering up - the clubs fighting the elements to keep this weekend's | :00:26. | :00:31.
sport on track. And don't get lost - the gardeners | :00:31. | :00:41.
:00:41. | :00:43. | ||
trimming the Longleat maze, on Good evening. A trusted scout | :00:44. | :00:47.
leader from Somerset who served his community for 40 years is in jail | :00:47. | :00:49.
tonight after being convicted of a string of offences involving the | :00:50. | :00:54.
abuse of boys and girls. David Burland is awaiting sentence | :00:54. | :00:59.
after being found guilty on 33 counts of abuse. He was only caught | :00:59. | :01:02.
when one of his victims confided in another Scout leader about his | :01:02. | :01:10.
behaviour. Laura Jones was in court. David Burland had been a scout | :01:10. | :01:15.
leader since he was 18 years old. He was a well known and well | :01:15. | :01:18.
trusted member of the local community in Burnham on Sea. But | :01:18. | :01:21.
Burland was not what he seemed. Over a 20-year period, he abused | :01:21. | :01:25.
his position of trust. Today he was found guilty of 33 counts of sexual | :01:25. | :01:30.
offences against children. In court, Burland was described as a sexual | :01:30. | :01:32.
predator, someone who abused youngsters for his own sexual | :01:32. | :01:37.
gratification. He was described as manipulative - adept at grooming | :01:37. | :01:44.
his victims, but he had hidden behind a cloak of respectability. | :01:44. | :01:47.
Burland's abuse of three boys and one girl stretched back more than | :01:47. | :01:50.
two decades His first victim was assaulted in the late 1980s, while | :01:50. | :01:54.
Burland was working in the Highbridge area. | :01:54. | :01:57.
By 2004, Burland had moved to Burnham on Sea - where he abused | :01:57. | :02:01.
his second victim for a period of five-six years. | :02:01. | :02:05.
In 2010 the assaults on the third boy began - many of which took | :02:05. | :02:12.
place in Burland's family home. They were happening at the same | :02:12. | :02:16.
time he was also abusing his fourth victim - a girl. It was after she | :02:16. | :02:24.
reported her concerns that Burland was arrested. Today a leading | :02:24. | :02:26.
children's charity told us although the story was shocking, parents | :02:26. | :02:29.
should be reassured that this kind of case was the exception rather | :02:29. | :02:33.
than the norm. So many organisations, including discounts | :02:34. | :02:38.
and other groups can now have very well trained scarp ash macro staff, | :02:38. | :02:42.
they have a child-protection training, it is mandatory, they | :02:42. | :02:46.
have policies, those to penetrate all of these systems are really | :02:47. | :02:51.
determined. We have to remember they are in the minority. But | :02:51. | :02:55.
having said that, even one person penetrating this is a menace and is | :02:56. | :03:00.
a danger, and as to be found and eliminated from the system, has to | :03:00. | :03:06.
be punished and not allowed to ever work with children again. These are | :03:06. | :03:09.
a minority cases, but they actually come to the fore because they | :03:09. | :03:14.
horrify us so much. Today the Scout Association told us it carries out | :03:14. | :03:17.
stringent vetting of all adults who work with young people - it refused | :03:17. | :03:21.
to comment after we asked if that vetting would be subject to a | :03:21. | :03:23.
review. Burland stood impassively as the jury delivered the guilty | :03:23. | :03:27.
verdict. But his wife, who had been called as a witness during the | :03:27. | :03:30.
trial and who had stood by her husband throughout, left the court | :03:30. | :03:34.
in floods of tears. Burland was placed on the sex offenders | :03:34. | :03:43.
register and will be sentenced next week. | :03:43. | :03:46.
Most of us woke up to sub-zero temperatures this morning - and the | :03:46. | :03:49.
big freeze kept the emergency services busy early on, with | :03:49. | :03:53.
several accidents right across the west. | :03:53. | :03:55.
Snow is forecast, and the cold weather means charities who look | :03:55. | :04:00.
after the vulnerable will be on standby throughout the weekend. Our | :04:00. | :04:08.
Gloucestershire reporter Steve Knibbs is in Tewkesbury for us. Is | :04:08. | :04:14.
it Chile at there? Yes, it is. We think it is about minus five at the | :04:14. | :04:19.
moment, and it is expected to get a lot lower than that. So I can | :04:19. | :04:23.
certainly vouch for the sub-zero temperatures. They are getting | :04:23. | :04:28.
their equipment ready here, expecting a busy weekend. They need | :04:28. | :04:32.
to get in touch with communities that could be cut off, and with the | :04:32. | :04:36.
River Severn, that is one way to get to them. I spent the day | :04:36. | :04:39.
meeting people who wore at their most vulnerable when conditions are | :04:39. | :04:43.
so freezing. While most of us will just turn the | :04:43. | :04:46.
heating up in the cold weather, there are those who don't have the | :04:46. | :04:49.
option. It's a busy time for the GEAR Project in Gloucester who | :04:49. | :04:52.
provide emergency accomodation for those living on the street. Peter | :04:52. | :04:56.
has been sleeping rough for eight months. Last night his bed was in | :04:56. | :05:05.
some bushes near the the hospital. I was slipping an hour, an hour and | :05:05. | :05:11.
a half, then you just need to wake up, find somewhere to warm up, use | :05:11. | :05:14.
it every point you can to stay for while just a warm-up. Like other | :05:14. | :05:20.
people here, he knows the night shelter will save his life. Without | :05:20. | :05:27.
people like this, I think that... Most of us homeless people are | :05:27. | :05:33.
going to die, I don't know. Outreach workers spend a lot of | :05:33. | :05:36.
their time looking for those sleeping rough, and in cold weather | :05:36. | :05:42.
it's more important than ever. weather like this can mama priority | :05:42. | :05:46.
is to get out and look for people on the street and get them in a | :05:46. | :05:50.
night shelter, but the temperature is so cold, it can kill. In these | :05:50. | :05:53.
woods, Ray and Greg also leave food and blankets for a man who chooses | :05:53. | :05:57.
to make this place his home - he will be sleeping out tonight. | :05:57. | :05:59.
living out on the run, they don't want disturbing. Just keep an eye | :05:59. | :06:05.
on the medical team, build up relationships. For those with a | :06:05. | :06:08.
roof over their head, the dangers of cold weather can still hit. | :06:08. | :06:11.
Sallyanne is a village agent - she regularly visits the elderly to | :06:11. | :06:17.
make sure they're not just warm, but safe as well. They will wrap up | :06:17. | :06:20.
in a blanket, but the rest of the house is freezing cold, it is not | :06:20. | :06:24.
good for them. So it is a good idea to pop round and just check | :06:24. | :06:29.
everything is fine, that they are not using these heaters that emit | :06:29. | :06:33.
fumes. And for those who rely on Sally to call in, that knock on the | :06:33. | :06:37.
door can be a lifeline. I know she's always on the end of the | :06:37. | :06:41.
phone. I think most people know that all I have to do is ring, and | :06:41. | :06:44.
Sally will be there. Elsewhere, Gloucestershire is getting ready | :06:44. | :06:47.
for the icy grip to tighten - gritting teams will be out, with | :06:47. | :06:57.
:06:57. | :06:59. | ||
snow expected tomorrow. The gritters were out last barn, but we | :06:59. | :07:03.
know there were icy conditions across the West Country, so a lot | :07:03. | :07:06.
of emergency services had a very busy start today. The ambulance | :07:06. | :07:11.
service told us it was their busiest morning of the year so far. | :07:11. | :07:15.
It is very rare to experience eight Road Traffic collisions in one | :07:15. | :07:19.
morning with in the Avon locality prior to my day. The impact has | :07:19. | :07:25.
been due to the weather, largely due to the ice on the road, reduced | :07:25. | :07:28.
visibility from the Sun being so low in the sky and people not being | :07:28. | :07:33.
aware that the roads are so treacherous at the moment. Let's | :07:33. | :07:37.
see how the fire crews are preparing for the weekend. Geoff is | :07:37. | :07:43.
the deputy fire officer. Last year, you had big problems in the snow | :07:43. | :07:48.
with communities are being cut off. And yes, what we do is we plan to | :07:48. | :07:52.
respond the best we can across the counter, we held a planning meeting | :07:52. | :07:56.
this morning to ensure we have the right staff, and the right vehicles | :07:56. | :07:59.
available in the right positions for this weekend. It is not just | :07:59. | :08:03.
your own service, you help the other services as well? Where we | :08:04. | :08:10.
possibly can, we work together. We provide better coverage than last | :08:10. | :08:15.
year, we had the ambulance paramedics working, as well. | :08:15. | :08:19.
we're not expecting conditions to be like last year, but it does put | :08:19. | :08:24.
pressure on you? Yes, communities need the best assistant and the | :08:24. | :08:29.
best response that we can provide, and we can respond in partnership, | :08:29. | :08:32.
here we work with the boat crews, and across the counter, we were | :08:32. | :08:37.
quite different teams. One of the court thats you have been | :08:37. | :08:41.
experiencing most his chimney fires. I suppose when temperatures dipped | :08:41. | :08:47.
as low, people stoke it up? Yes, we see an increase month on month | :08:47. | :08:52.
going through January, fabric, then they start to fall off. It can | :08:52. | :08:57.
start to get busy for us. What is the advice? The advice is to get | :08:57. | :09:01.
your chimney swept before you get into the winter, to burn the right | :09:01. | :09:07.
fuel, and ensure that you stay safe and warm. But manager the needs of | :09:07. | :09:14.
the chimney as well as yourself. Thank you. All the emergency | :09:14. | :09:22.
services, ready to respond should be snow be worse than expected. | :09:22. | :09:26.
So how cold is it going to get, and where can we expect the worst | :09:26. | :09:36.
disruption? Here's Ian. It is already very cold in parts of | :09:36. | :09:40.
Gloucestershire and part of Box, the charts look innocuous as we run | :09:40. | :09:45.
through this evening, but by tomorrow morning, we are looking at | :09:45. | :09:50.
a swathe of snow moving its way eastwards. It could be freezing | :09:50. | :09:55.
rain as well as a bit of snow. The problems are more likely to become | :09:55. | :09:59.
a feature as we go eastwards, and certainly in two parts of the | :09:59. | :10:08.
Cotswolds. In -- we will have all your details later in the programme. | :10:08. | :10:11.
Family and friends of a teenage soldier killed in a road accident | :10:11. | :10:14.
in Clevedon have designed glow-in- the-dark wristbands as part of a | :10:14. | :10:19.
campaign for better street lighting at night. Trooper Edward Heal was | :10:20. | :10:23.
walking home from the pub in the early hours of Christmas Day when | :10:23. | :10:27.
he was hit by a car on Kenn Road. Street lights there are switched | :10:27. | :10:33.
off after midnight to save money. His family believe that was a | :10:33. | :10:36.
factor in his death and hope selling the charity bands will | :10:36. | :10:42.
raise awareness. We had these wristbands made it in his memory, | :10:42. | :10:48.
but also they clock up in the dark, so people who are wearing these, | :10:48. | :10:55.
you can be seen, and the logo on them is, be safe, be seen. Proceeds | :10:55. | :10:58.
from the sale of the bands are being split between the charity | :10:58. | :11:01.
Help for Heroes and Edward's regiment. | :11:01. | :11:04.
Men have been banned from standing to become the next Labour | :11:04. | :11:08.
parliamentary candidate for Bristol West. That means rejection for Paul | :11:08. | :11:15.
Smith, who contested the seat at the last general election. The | :11:15. | :11:18.
local party will instead select their candidate using an all-women | :11:18. | :11:21.
shortlist. But opponents of this system are warning they could sue | :11:21. | :11:27.
for discrimination. There is a possibility of the a legal | :11:27. | :11:32.
challenge, it could be challenged by EU law, under the equal | :11:32. | :11:37.
treatment directive, they could also be a possibility of a human | :11:37. | :11:40.
rights challenge. There is an issue that it could be passed -- costly | :11:40. | :11:46.
to go down that route, but I think people would like to see a test, I | :11:46. | :11:49.
think there will be a test in the near future. | :11:49. | :11:51.
He mounted an earlier challenge after they were introduced by Tony | :11:51. | :11:56.
Blair in the 1990s. That led to a change in the law. | :11:56. | :11:59.
And we'll be talking to a politician who wants to go even | :11:59. | :12:02.
further, on this weekend's Sunday Politics, at the earlier time of 11 | :12:02. | :12:12.
:12:12. | :12:12. | ||
o'clock. All this week we have been looking | :12:12. | :12:18.
at the problem of alcohol abuse in the West. In a moment, we talk to | :12:18. | :12:22.
an expert about how we can monitor what we drink, but first, this | :12:22. | :12:26.
public health expert meets two university students to find out how | :12:26. | :12:31.
much they drink. How much of your monthly spend | :12:31. | :12:39.
would be on alcohol? One of her major concerns is alcohol. She has | :12:39. | :12:44.
come to meet Chris and Callam, both students in Bristol. My monthly | :12:44. | :12:50.
budget is about 400, I'm spending about 200 a month on alcohol. | :12:50. | :12:57.
about you? About the same, about 50 per week. It how many units do | :12:57. | :13:06.
you think are contained in that.? About two units. One of the | :13:06. | :13:10.
difficulties is that in the old days, lagers and beers used to be a | :13:10. | :13:13.
bit weaker and you could roughly estimate that a pint of would-be | :13:13. | :13:18.
about two units. Depending on the strength of the lager, this could | :13:18. | :13:25.
be just over three. I am now joined by this doctor, an | :13:25. | :13:35.
It is confusing, isn't it? Drink too much and it is bad for you, | :13:35. | :13:41.
drink a little, it is good for you. Where should you be? In the middle. | :13:41. | :13:45.
The complicated bit is the kind of messages people get. They talk | :13:45. | :13:50.
about a unit of alcohol. Most people don't know what that is. | :13:51. | :13:56.
much is it safe for me to drink tonight? In general, the UK | :13:56. | :14:01.
government guidelines would suggest between three and four units a day | :14:01. | :14:08.
each for men. That would be a couple of pints of beer. Were you | :14:08. | :14:12.
surprised to hear in that film students paying 200 per month, | :14:12. | :14:19.
half the budget, and alcohol? wasn't surprised, but I was worried. | :14:19. | :14:23.
The vast majority of their social life revolves around going to the | :14:23. | :14:28.
pub. They are the brightest and the best. They have heard the messages, | :14:28. | :14:34.
and they are taking risks as adults. The vast majority of adults in this | :14:34. | :14:39.
country drink. A lot of them drink very dangerously. I don't think | :14:39. | :14:42.
intelligence has much to do with it. It is to do with your social life, | :14:42. | :14:47.
your friends, and the way you think having fun becomes the best thing | :14:47. | :14:52.
to do, the most important thing. Given we have heard about the | :14:52. | :14:55.
dangers of dementia and liver disease, truly frightening, | :14:55. | :15:02.
particularly for people in the 40s, what can be done, does it need more | :15:02. | :15:08.
rules? We all have to take individual responsibility for our | :15:08. | :15:11.
drinking and that is the bottom line. Part of the difficulty is | :15:11. | :15:17.
many people don't understand things like the size of a unit, what the | :15:17. | :15:22.
government guidelines are. In that sense, people just drink because | :15:22. | :15:26.
everybody else is doing it. When you are 20 you think you are | :15:26. | :15:29.
invincible. You don't know how horrible it is to be ill. That is | :15:29. | :15:33.
part of the problem. Because of the way we drink in this country, a | :15:33. | :15:37.
high amount of alcohol at the weekend, most of the problems | :15:37. | :15:41.
people develop our the acute problems, car accidents, fights, | :15:41. | :15:46.
problems like that, rather than the physical problems of liver disease. | :15:46. | :15:49.
But as you say, people are developing liver disease earlier | :15:49. | :15:58.
now than ever before. A legal challenge over plans for a | :15:58. | :16:01.
new service station on the M5 has been rejected by the High Court. It | :16:01. | :16:07.
was brought after Stroud District Council approved plans for a 35 | :16:07. | :16:11.
million development between junctions 11 and 12a. However, | :16:11. | :16:15.
rival firms Roadchef and Welcome Break claimed Stroud district | :16:15. | :16:18.
council hadn't considered their views. The developers say they are | :16:18. | :16:23.
delighted. Some said caddied Council is to | :16:23. | :16:28.
sell off areas of woods and more land -- Somerset County Council. It | :16:28. | :16:30.
is in an effort to raise money. Customs Common at Over Stowey in | :16:30. | :16:33.
the Quantocks will be sold along with The Saltings at Brue Pill at | :16:33. | :16:40.
Highbridge. But special legal protection will be put on the land | :16:40. | :16:44.
to prevent development and Cupid fully open to the public. | :16:44. | :16:48.
Two of the West's MPs have written to the roads Minister calling for | :16:48. | :16:54.
urgent safety measures on a notorious stretch of road. It is | :16:54. | :16:57.
the A417 between Gloucester and Swindon. Campaigners have been | :16:57. | :17:01.
highlighting the issue for many years. They say it is an accident | :17:01. | :17:06.
blackspot and congestion is harming local businesses. In the short term | :17:06. | :17:12.
we need to think about measures to improve traffic flow through the | :17:12. | :17:16.
area by and large in the round back, leaving it so it is easiest to | :17:16. | :17:21.
navigate through it. In the longer term we need more structural | :17:21. | :17:27.
changes to the roundabout, an extra lane, and we need to do all the | :17:27. | :17:37.
:17:37. | :17:40. | ||
road. -- dual. Clubs are fighting to keep their fixtures on. Rugby | :17:40. | :17:45.
between Bristol and Mosley is off, along with tomorrow's football for | :17:45. | :17:49.
Cheltenham and Bristol Rovers. The rest are keeping their fingers | :17:49. | :17:53.
firmly crossed with more cold weather on the way. Bristol | :17:53. | :17:56.
postpone their match at 10:30am this morning. Although it is | :17:56. | :18:03.
disappointing, acting quickly means the couple not suffer financially. | :18:03. | :18:08.
-- the club. Underneath the covers the Memorial Stadium pitch is | :18:08. | :18:15.
frozen rock hard. The frost is six inches deep, leaving the pitch | :18:15. | :18:23.
totally unusable. We recorded nearly-eight. We have had three | :18:23. | :18:30.
nights of this, sinking deeper each day. The evening kick-off, | :18:30. | :18:34.
temperatures drop, we have to think about player safety. There is no | :18:34. | :18:40.
way we could put this on tonight. Just a courtesy call to let you | :18:40. | :18:45.
know the game is off. The early decision has had they minimise the | :18:45. | :18:49.

The weather having an impact on outdoor pursuits. The cold hasn't | :20:51. | :20:56.
stopped the gardeners at Longleat from getting to grips with their | :20:56. | :20:59.
famous maze. It is one mile long but this year they have gone to | :20:59. | :21:05.
extra length to keep it in shape. This might surprise you. | :21:05. | :21:09.
Somewhere inside this maze are two men who have revolutionised | :21:09. | :21:18.
gardening and it is our job to find them. No, probably that way. There | :21:18. | :21:24.
is one of them. There is the other. And those are the stilts. How do | :21:24. | :21:32.
you reach them? Just bear with me. The path is 1.5 miles long, this | :21:32. | :21:36.
might take a while. That has been the problem, up until now. It takes | :21:36. | :21:41.
a while to trim all the hedges. Two weeks minimum for four people. But | :21:41. | :21:46.
on stilts it is a lot quicker. This has got to be a clue. If we look | :21:46. | :21:54.
further up their two giants in the maze. How tall are you? Six for two. | :21:54. | :22:00.
I am about 9 ft up now. What is allowed to work on stilts? It is | :22:00. | :22:08.
quite enjoyable. Quite easy. -- What is it like. Let's have a look | :22:08. | :22:14.
at a man on stilts trimming a hedge. You cannot say we don't bring the | :22:14. | :22:19.
excitement. They used to use a portable platform they had to go up | :22:19. | :22:25.
and down and move it 1,000 times to get the job done. We just keep | :22:25. | :22:31.
cutting, it has saved the cutting time by a third of what he used to | :22:31. | :22:35.
be, at least. The work is in nearly complete and ahead of schedule | :22:35. | :22:41.
thanks to those rather stylish stilts. | :22:41. | :22:51.

What a great invention. And now the latest on the cold snap | :22:52. | :22:57.
in just a moment. First, let's take a look at one of the prettier | :22:57. | :23:02.
aspects of this time of year. Snowdrop Valley on Exmoor attracts | :23:02. | :23:05.
enthusiasts of the Little Flower from right across the country and | :23:05. | :23:15.

this weekend the display is You can't be smug about me being | :23:22. | :23:32.

:23:42. | :23:47. | ||
down a step each night with a temperatures. He could get down to | :23:47. | :23:54.

arrival of a front which will bring a tricky forecasting mix on | :23:58. | :24:06.
Saturday. Sunday, a very different story, as we see a return of dry | :24:06. | :24:11.
conditions, somewhat milder. High pressure is dominating the pattern, | :24:11. | :24:20.
clear skies tonight. Tomorrow about 2 o'clock we start to see the snow | :24:20. | :24:26.
falling. It will not be everywhere. There is a yellow warning for the | :24:26. | :24:36.
:24:36. | :24:41. | ||
bulk of the West Country. The temperatures tonight will main road | :24:41. | :24:44.
services will become I see where they have not been treated. This | :24:44. | :24:49.
amber warning area covers that part of the West Country where we have a | :24:49. | :24:53.
greater risk of seeing disruptive snow into the late afternoon. For | :24:53. | :25:03.
:25:03. | :25:04. | ||
some of you, continuing into the evening. Some snow over Exmoor, | :25:04. | :25:12.
much less in this general area. Possibly none in Dorset. A spell of | :25:12. | :25:22.

snow down a strip of the M5 corridor. Further east Woods, -- | :25:23. | :25:26.

truly disruptive, possibly up to 10 centimetres in part of the | :25:34. | :25:40.

the warm Front marches eastwards the second problems come further | :25:43. | :25:52.
eastwards. Overnight and in his Sunday a first wave of eastern | :25:52. | :25:55.
England can seat up to 10 centimetres. If you have got a | :25:55. | :26:00.
flight or intending to go round the M25, my best advice is to consider | :26:00. | :26:04.
going Saturday before it gets back. It will be dreadful by Sunday | :26:04. | :26:10.
morning. Let's return to tonight. A quieter story all round. The skies | :26:10. | :26:17.
are like -- largely clear. A hard and penetrating frost developing. | :26:17. | :26:27.
:26:27. | :26:28. | ||
Temperatures could well be lower That is how things will start | :26:28. | :26:35.
tomorrow morning. Fairly quiet. The high cards bills in during the | :26:35. | :26:43.
morning. Rain and snow followed into the afternoon. Continues its | :26:43. | :26:51.
journey ever eastwards into the evening. Continues on through the | :26:51. | :26:57.
night. Towards Reading, London, through the course of the night, it | :26:57. | :27:03.
will get worse the further on there you go. Behind it, of sorts, it | :27:03. | :27:07.
gets better but I reiterate this rain could well be giving some ice | :27:07. | :27:16.
problems during the day and night. Sunday, much quieter. Early fog | :27:16. | :27:26.
:27:26. | :27:27. | ||
around. A much quieter story, temperatures are little bit up. | :27:27. | :27:31. |
