the Chief Constable, says he has grave concerns about police reforms. | :01:01. | :01:05. | |
So he is stepping down. He had only been in the job two years. Our | :01:05. | :01:14. | |

on the cusp of major change in Gloucestershire. We wanted to make | :01:21. | :01:26. | |
sure that there was the right amount of police officers. Very | :01:26. | :01:29. | |
focussed on front line policing, he was forced to make �18 million | :01:29. | :01:32. | |
worth of savings. It meant police stations sold off and a reduction | :01:32. | :01:35. | |
in officers. Earlier this year he told us any further savings would | :01:35. | :01:38. | |
put his force on a cliff edge. you have sold 19 police stations | :01:38. | :01:44. | |
and you have reduced your staff by one third, my could go on and on. | :01:44. | :01:49. | |
The reality is you reach a point where there are so few places to | :01:49. | :01:53. | |
sit and the more money, but the risk is that it has an impact on | :01:53. | :02:00. | |

But throughout the visit as he talked to apprentices, there was | :05:56. | :06:00. | |
just one story that everybody wanted to talk about. We got the | :06:00. | :06:05. | |
chance to interview both him and the local MP and we got distinctly | :06:05. | :06:08. | |
different answers when we asked about the departure of Tony | :06:08. | :06:15. | |
Melville. He is entirely free to express his opinions. I, like many | :06:15. | :06:19. | |
people I know in Gloucestershire, regret that he has taken that | :06:19. | :06:24. | |
decision. All I am saying is that the elections have not even | :06:24. | :06:30. | |
happened yet. They are not going to happen until November. I and others | :06:30. | :06:35. | |
are extremely reluctant to accept the voting in a police | :06:35. | :06:39. | |
commissioners. I think we should take the fears that Tony Melville | :06:39. | :06:43. | |
might be expressing about this process and look at how this policy | :06:43. | :06:53. | |

investigating. It's a high wire act, and a long | :07:51. | :07:54. | |
way to fall if you get it wrong. But nobody said being Chancellor | :07:54. | :08:03. | |
would be easy. I had not before giving a speech in a circus tent, | :08:03. | :08:08. | |
although I suppose the House of Commons at times feels a bit like a | :08:08. | :08:11. | |
circus. A welcome break then from Westminster's turmoil, opening a | :08:11. | :08:18. | |

Bristol already has a name for funky business. The hope is that | :08:39. | :08:42. | |
tax breaks and super fast broadband will be a magnet for more, creating | :08:42. | :08:47. | |
a new cultural quarter, known around the world. Plenty of | :08:47. | :08:52. | |
creativity, and just not enough money around. Imagine this place | :08:52. | :08:57. | |
transformed, buzzing with television executives and internet | :08:57. | :09:01. | |
designers. That is the plan. It needs a little work, doesn't it? If | :09:02. | :09:05. | |
you want an image of Britain back in recession, you could do a lot | :09:05. | :09:11. | |
