Good evening and welcome to BBC Points West. Our headlines tonight:

:00:10.:00:14.

Tributes to a young couple - police arrest a driver after the couple

:00:14.:00:19.

are knocked off their tandem and killed. The six-month-old baby

:00:19.:00:29.
:00:29.:00:29.

rescued after being blown into freezing waters in Watchet.

:00:29.:00:39.
:00:39.:00:40.

just turned around of that split second. It will probably never

:00:40.:00:46.

happen again. Chaos on Wiltshire's roads, with more than 50 accidents

:00:46.:00:52.

during the rush hour due to black ice. And the dress that's put a

:00:52.:01:02.
:01:02.:01:05.

small Somerset shop on the fashion Police are this evening continuing

:01:05.:01:08.

to question a man in connection with the deaths of two cyclists on

:01:08.:01:12.

the outskirts of Bristol. Ross and Claire Simons were riding a tandem

:01:12.:01:16.

bike when they were hit by a speeding car in Hanham. The

:01:16.:01:18.

matter's now been referred to the Independent Police Complaints

:01:18.:01:21.

Commission, because the car was being followed by the police. Alice

:01:21.:01:31.
:01:31.:01:35.

Bouverie reports. Good evening. 24 hours later, the pile of flowers

:01:35.:01:44.

growing. Attributes to them have been so moving. A one said Claire

:01:44.:01:48.

was the finest daughter parents could have wished for. People have

:01:48.:01:51.

been coming all day, expressing their grief they best way they can.

:01:51.:01:59.

The two lives lost were young. Ross Simons was 34, his wife Clare 30.

:01:59.:02:03.

They'd been married a year and a half. They were hoping to start a

:02:03.:02:06.

family. Friends described them as being like two peas in a pod,

:02:06.:02:16.
:02:16.:02:19.

inseparable. We knew them well enough to have a big chunk missing

:02:19.:02:23.

now. The accident happened on Lower Hanham Road in East Bristol

:02:23.:02:25.

yesterday afternoon around 4pm. The police say a Citroen Picasso hit

:02:25.:02:28.

another car, before crashing into their tandem bike. The driver then

:02:28.:02:31.

left the scene. Still here, the marks on the road - a terrible

:02:31.:02:41.

reminder of the human tragedy which has taken place. I saw the

:02:41.:02:45.

ambulance, the air support crew. Everything. It was an absolute

:02:45.:02:54.

nightmare. Apparently they had a 14 police dogs and searching. Later, a

:02:54.:02:57.

38-year-old man went to a police station, where he was arrested on

:02:57.:03:00.

suspicion of death by dangerous driving. A 35-year-old woman's also

:03:00.:03:02.

been arrested on suspicion of dangerous driving. The police are

:03:02.:03:09.

still appealing for any witnesses to the incident to contact them.

:03:09.:03:13.

This matter has now been referred to the Independent Police

:03:13.:03:18.

Complaints Commission because of the role the police have played. An

:03:18.:03:23.

officer spotted a car speeding. Signalled for the car to pull over.

:03:23.:03:30.

When he didn't, he then followed the car. Shortly afterwards, the

:03:30.:03:40.

accident happened. Reverend Peter Cook joins me now. You must be able

:03:40.:03:48.

to gauge how the community feels? The community has been very shocked.

:03:48.:03:54.

The areas around here still have that village sense about them. What

:03:54.:03:59.

has surprised me all they are the number of people who knew Ross and

:03:59.:04:06.

Claire. It has deeply shocked people. You think of this happening

:04:06.:04:14.

to somebody else there somewhere else, not to somebody you know.

:04:14.:04:20.

What did you say to comfort Ross's father? What words can you say? I

:04:20.:04:28.

just hope him. He broke down in my arms. He is such a lovely guy. I am

:04:28.:04:34.

so sorry for them. They are in Howe prayers and thoughts. We care for

:04:34.:04:42.

them so much at this time. people still in police custody. --

:04:42.:04:45.

two people. House-to-house inquiries being carried out by

:04:45.:04:48.

police tonight. A six-month-old baby is being treated at Musgrove

:04:48.:04:51.

Park hospital this evening, after being rescued from the water at

:04:51.:04:57.

Watchet. The baby was strapped into his buggy when he was blown off the

:04:57.:05:00.

harbour walls. Tonight people in Watchet say the harbour should have

:05:00.:05:07.

railings the whole way around. Fiona Lamdin reports. A hug of

:05:07.:05:12.

thanks from a father to the woman who helped saved his son's life.

:05:12.:05:15.

Yesterday morning just after eight o'clock, six-month-old Sam and his

:05:15.:05:19.

mother were out on a dog walk when a gust of wind swept him and his

:05:19.:05:26.

buggy into the water 15 feet below. She just turned round that slip

:05:26.:05:35.

second and the gust took it. There was it. Hearing screams, George

:05:35.:05:44.

Reeder rushed across the harbour. could see a lady leaning over

:05:44.:05:52.

though water. I saw the body was upside down. I jumped in. But by

:05:52.:05:55.

now the baby had already been in the freezing water for 10 minutes.

:05:56.:05:59.

And waiting above up on the harbour, others were on hand with ropes to

:05:59.:06:02.

haul the buggy out. And once out, Tania got him breathing - something

:06:02.:06:08.

she'd never done before- keeping him alive before the air ambulance

:06:08.:06:17.

arrived. They pulled the rope up the side of the wall and the

:06:17.:06:23.

pushchair came up. I did not know how the baby was. I started doing

:06:23.:06:31.

CPR on him. I thought it was going to be a bad outcome. It's amazing

:06:31.:06:36.

it has been such a lovely Eircom. There are no railings and that

:06:36.:06:42.

could happen to somebody else. first section of the Wall has

:06:42.:06:49.

railings. Here, at the spot where Sam and his body went over, there

:06:49.:06:55.

are no railings. The people here want that to change. It would be

:06:55.:07:01.

good to have railings all the way down. I spend more time in my own

:07:01.:07:06.

head and they have got a lot of railings. Watchet harbour should be

:07:06.:07:10.

the same. I do not like taking my daughter along there because I do

:07:10.:07:15.

not feel safe. It would be better if they did have railings.

:07:15.:07:18.

despite being in the water for so long, doctors at the Taunton say

:07:18.:07:22.

little Sam is doing really well. There are a few things that

:07:22.:07:26.

happened to help save his life and it's lovely to have been part of it.

:07:26.:07:29.

A truly community rescue- this little baby has a lot to thank his

:07:29.:07:32.

neighbours for which tonight means this little boy is very much alive

:07:32.:07:36.

and well. A sudden freeze in Wiltshire led to 55 car crashes

:07:36.:07:41.

during this morning's rush hour. The county's gritting teams say

:07:41.:07:44.

they'd spread salt - but motorists have been left asking why it wasn't

:07:44.:07:52.

enough to clear the black ice. Scott Ellis reports. 55 car crashes

:07:52.:07:56.

- all linked to black ice. Wiltshire police saying five cars

:07:56.:08:02.

hit hedges. 17 cars careered off the road. And six cars hit trees.

:08:02.:08:07.

This is the A4 east of Marlborough, where we saw two cars in ditches.

:08:07.:08:09.

Further south near Tilshead on Salisbury Plain, there was a

:08:09.:08:19.
:08:19.:08:21.

similar skiddy scene. There was a car in the ditch. It had gone in

:08:21.:08:31.
:08:31.:08:31.

the ditch backwards. There were four all their cars. -- other. They

:08:31.:08:36.

came off the road as well. message soon got out to slow down.

:08:36.:08:38.

But then questions - had the roads been gritted? Wiltshire's weather

:08:38.:08:41.

incident room uses eight roadside stations to monitor conditions.

:08:41.:08:44.

They recorded heavy rain until 5am this morning, but then a sharp drop

:08:44.:08:50.

in temperatures. As roads froze, all 24 gritters were dispatched.

:08:50.:09:00.
:09:00.:09:01.

But managers say rainwater hampered their efforts. We do try to sign of

:09:01.:09:05.

those areas but with the wet weather we can get pockets of run-

:09:05.:09:11.

off. Then you have got water on called services with no grip. Or

:09:11.:09:17.

you get areas we have not gritted at all. We give the best we can

:09:18.:09:21.

with the resources we have. Despite 55 incidents, Great Western

:09:21.:09:24.

Ambulance service says there were no serious injuries. The next

:09:24.:09:27.

problem for drivers, heavy rain, which is flooding many roads in our

:09:27.:09:34.

We've got more wild weather photos for you a bit later in the

:09:34.:09:38.

programme, and Ian will be looking at the week ahead. Coming up, your

:09:38.:09:40.

sporting starter for 10 - what happened this weekend that hasn't

:09:41.:09:48.

happened for an incredible seven years? And getting a wriggle on -

:09:48.:09:50.

the steaming hot dress enjoying Stateside success, thanks to

:09:50.:09:59.

The Australian radio presenters who made a prank phone call to Bristol

:09:59.:10:05.

nurse Jacintha Saldanha, have been axed from their show. The 46-year-

:10:05.:10:10.

old was found dead three days after taking the call. She'd been working

:10:10.:10:14.

at the King Edward VII Hospital in London. Presenters Mel Greig and

:10:14.:10:17.

Michael Christian had pretended to be members of the Royal Family, to

:10:17.:10:23.

ask about the Duchess of Cambridge's medical condition.

:10:23.:10:26.

Their employer says they'll return to work in different roles when the

:10:26.:10:29.

time is right. The first Wildcat attack helicopter to be delivered

:10:29.:10:35.

to the Royal Navy, has taken its maiden flight at Yeovil in Somerset.

:10:35.:10:38.

The aircraft has a powerful engine which allows it to be flown in

:10:38.:10:42.

extreme conditions all year round. The Ministry of Defence signed a

:10:42.:10:44.

250 million contract with AgustaWestland last year, securing

:10:44.:10:51.

500 jobs in Somerset. The company will provide support and training

:10:51.:10:56.

for the fleet. The mother of a seven-year-old boy

:10:56.:10:59.

from Somerset who was struck down by sleeping disorder narcolepsy

:10:59.:11:01.

after being vaccinated against swine flu, has welcomed the

:11:01.:11:04.

findings of a report which shows other children could have been

:11:04.:11:11.

affected. We've obtained the preliminary findings of a Health

:11:11.:11:13.

Protection Agency-funded study on English children, which shows those

:11:13.:11:16.

vaccinated were at least 10 times more likely to develop this

:11:16.:11:26.
:11:26.:11:27.

devastating condition. Matthew Hill Josh Hadfield is one of almost a

:11:27.:11:29.

million children given the pandemrix vaccine in response the

:11:29.:11:39.

potentially lethal threat of the swine flu pandemic. But a few weeks

:11:39.:11:42.

after the jab in 2010, he developed narcolepsy, which makes him sleep

:11:42.:11:45.

most of the time, and catoplexy, a condition that makes him collapse

:11:45.:11:55.
:11:55.:12:00.

when he gets excited. Josh laughs and enjoys things. It means he goes

:12:00.:12:05.

or unconscious. I first featured Josh's case a year ago, when I went

:12:05.:12:08.

to Finland for Inside Out West to speak to leading sleep specialist

:12:08.:12:11.

Dr Markuu Partinen, to find out the results of his study. The risk of

:12:12.:12:17.

having narcolepsy was 12 times higher. A Swedish study also showed

:12:17.:12:20.

a similar result. And then last April, another study on children

:12:20.:12:22.

from Ireland showed a 13-fold increase in youngsters aged between

:12:22.:12:31.

five and 19 years who received pandemrix and the sleep disorder.

:12:31.:12:34.

And now the there's new evidence to show that English children have

:12:34.:12:38.

also been affected. While the full paper is still being considered for

:12:38.:12:40.

publication, these initial findings mirror studies in Finland Sweden

:12:40.:12:47.

and Ireland. GFX specialists reviewed 75 children who developed

:12:47.:12:53.

narcolepsy around the time pandemrix was introduced. They

:12:53.:12:56.

found a tenfold increased risk of the condition within six months of

:12:56.:12:58.

having the jab, which "suggests a causal association consistent with

:12:58.:13:08.

reports from Finland and Sweden". Professor Adam Finn from the

:13:08.:13:11.

University of Bristol carried out one of the original trials of

:13:11.:13:20.

pandemrix on children. If you look at the figures, the risk has so

:13:20.:13:25.

much increased that it seems very unlikely this is a biased result.

:13:25.:13:29.

It is likely to be real. A year ago Glaxosmitkline, who make the

:13:29.:13:33.

vaccine, told me there was no evidence of a causal link, but now

:13:33.:13:36.

their position has shifted somewhat. In a statement they say they are

:13:36.:13:46.
:13:46.:14:07.

working hard to better understand But Caroline and other families

:14:07.:14:09.

have had their applications for vaccine damage payments turned down

:14:09.:14:12.

by the Department of Work and Pensions, who still say there isn't

:14:12.:14:22.
:14:22.:14:26.

And you can see Matthew's full report on Inside Out West this

:14:26.:14:29.

evening at 7.30 on BBC 1 - when they'll also be uncovering the

:14:29.:14:33.

story of the man who wrote the words to the Irish song, 'Danny

:14:33.:14:36.

Boy'. He was actually a lawyer from Portishead who'd never even been to

:14:36.:14:42.

Ireland! A war of words has broken out

:14:42.:14:47.

between councils in the West and a senior government minister. Eric

:14:47.:14:49.

Pickles went on the offensive over news that some local authorities

:14:49.:14:53.

are to increase taxes slightly. He accused them of treating residents

:14:53.:14:57.

with contempt. That infuriated Bristol's mayor, who accused him of

:14:57.:15:05.

bullying. Here's Paul Barltrop. For most of us, council tax bills

:15:05.:15:08.

have barely budged in recent years. But that's about to change in

:15:08.:15:12.

several places. Some of our biggest councils are planning a rise. It's

:15:12.:15:15.

very likely in Bristol and North Somerset, and possible in South

:15:15.:15:19.

Gloucestershire. It's similar for several smaller districts in

:15:19.:15:24.

Somerset. And how much may it leap? Because of government restrictions,

:15:24.:15:31.

by less than 2%. In Bristol, that would mean an extra 50p a week for

:15:31.:15:35.

Band D householders, while in North Somerset it equates to 33p a week.

:15:35.:15:38.

But that's not good enough for the Secretary of State for Local

:15:38.:15:42.

Government, who wants a freeze and says taxpayers are being cheated.

:15:42.:15:49.

He insists councils can save still more money.

:15:49.:15:57.

There are enormous places where savings can be made in terms of

:15:57.:16:04.

procurement, in terms of improving efficiency, in terms of dealing

:16:04.:16:08.

with the fraud. And with joint working. There's been a strong

:16:08.:16:11.

reaction. Bristol Mayor George Ferguson said he was "infuriated by

:16:11.:16:14.

Eric Pickles' inflamed language". There was much frustration in North

:16:14.:16:18.

Somerset, which the Secretary of State visited in the autumn. The

:16:18.:16:22.

leader had told him that they were harder hit by spending cuts because

:16:22.:16:25.

their council tax was already the lowest in the region - but to no

:16:25.:16:35.
:16:35.:16:36.

avail. I think it is a shame that someone in his position makes those

:16:36.:16:42.

sorts of comments. I believe he makes them aimed at a few councils

:16:42.:16:47.

across the country who have behaved irresponsibly. Unfortunately, when

:16:47.:16:51.

somebody like him and makes those comments, we'll get tarred with the

:16:51.:16:58.

same brush. It is not helpful. Pickles has warned next year there

:16:58.:17:02.

may be a further clampdown on councils. A children's charity that

:17:02.:17:04.

helps vulnerable young people with issues surrounding poverty has

:17:05.:17:08.

started work at a school in Bristol. The Kids Company was set up in

:17:08.:17:11.

London 16 years ago - now for the first time it's taking its work

:17:11.:17:15.

outside the capital. Its founder says their work is focussed on

:17:15.:17:20.

tackling emotional and practical issues. We caught up with some of

:17:20.:17:28.

the people who are being helped at the Bristol City Academy.

:17:28.:17:34.

I just see red and I would normally describe the House and cause

:17:34.:17:41.

trouble at school. I have had very bad anger problems in the past. I

:17:41.:17:51.

find it very hard to control it. I seemed a different person. We have

:17:51.:18:01.
:18:01.:18:01.

a number of issues here. The higher indices of poor housing, poverty. A

:18:01.:18:11.
:18:11.:18:11.

fair proportion have poverty affect them. Some of them have got

:18:11.:18:16.

significant home difficulties. Some have got learning problems. That is

:18:16.:18:21.

preventing them from succeeding. One child was explaining to me

:18:21.:18:28.

today that because he does not feel a loft, he uses aggression to cover

:18:28.:18:34.

up the fact that he feels very small. -- loved. It takes a lot of

:18:34.:18:38.

courage to say something like that. That is why I love working with

:18:38.:18:41.

children who have needs that perhaps others have not had a

:18:41.:18:51.
:18:51.:18:53.

chance to listen to the it. -- yet. They do not tell you what to do.

:18:53.:18:56.

Their work around you and try to get in there slowly. It is pretty

:18:56.:19:02.

nice to have somebody there to talk to. There is always someone you can

:19:02.:19:08.

turn to. Teachers just see you as being bad. But the Kids Company

:19:08.:19:13.

understand. They will pay attention and help. It is doing something

:19:13.:19:17.

about these problems in a different way. It allows them to be still for

:19:17.:19:21.

a while. We have noticed a tremendous changes in the behaviour

:19:21.:19:25.

of some students who do not know what to do with when they are

:19:25.:19:30.

having a bad moment. It's been a miserable season to be a fan of one

:19:30.:19:34.

of the two Bristol football clubs, and the rugby club have also found

:19:34.:19:39.

difficult. But at last this weekend, everyone was smiling. For the first

:19:39.:19:42.

time in over six years, all three of Bristol's professional clubs won

:19:42.:19:49.

on the same weekend. Alistair Defeats, managerial sackings,

:19:49.:19:56.

underperforming teams - who'd be a sports fan in Bristol? But finally

:19:56.:20:06.
:20:06.:20:15.

For the first time in 74 months - yes, you heard me right - Bristol

:20:15.:20:20.

City, Bristol Rovers and Bristol Rugby all won on the same weekend.

:20:20.:20:23.

The last time - November 18, 2006 - Tony Blair was Prime Minister and

:20:23.:20:33.
:20:33.:20:37.

Westlife were number one in the And more importantly, Bristol city

:20:37.:20:40.

were beating Gillingham, Rovers were winning at Bury, and Bristol

:20:40.:20:50.
:20:50.:20:51.

turned over Bath at the Rec. Her nearly 2000 editions of the local

:20:51.:20:55.

paper had been published since, until finally the Bristol hat-trick

:20:55.:21:03.

happened again. They have had their individual moments along the way.

:21:03.:21:09.

Collectively it has taken this time, which overall is a snapshot of the

:21:09.:21:14.

malaise the sporting scene in the City has been in recent years. This

:21:14.:21:20.

collective weekend of success is a small step forward. City can fill a

:21:20.:21:25.

lot more optimistic now. The Rugby Club are back in the top four.

:21:25.:21:30.

Hopefully this is the start of something better. So last time it

:21:30.:21:33.

happened, City and Rovers went on to win promotion and Bristol Rugby

:21:33.:21:35.

finished third in the Premiership. That is obviously not going to

:21:35.:21:43.

happen, but let's hope it's not Well, the Bristol feel-good factor

:21:43.:21:48.

extended to golfer Chris Wood. He won his first ever European Tour

:21:48.:21:51.

event, the Qatar Masters, in dramatic fashion. He sunk this putt

:21:51.:21:54.

on the last whole to clinch the title, pick up the enormous trophy,

:21:54.:22:04.
:22:04.:22:11.

and bank a winner's cheque of over Well, it's been a while since a

piece of clothing made so many headlines - remember West Country

:22:14.:22:17.

resident Liz Hurley in THAT dress? Now a small Somerset shop has found

:22:17.:22:19.

itself in the international spotlight thanks to the TV chef

:22:19.:22:24.

Nigella Lawson. She appeared on a new cookery show in the States

:22:24.:22:27.

called The Taste. Viewers loved her dress - and when she tweeted where

:22:27.:22:30.

she'd bought it from, the clothes shop in Frome was inundated with

:22:30.:22:40.
:22:40.:22:44.

sales! Ali Vowles reports. This is Nigella Lawson's introduction to
