in a clamp`down on football violence. It follows missiles being | :01:06. | :01:09. | |
thrown by rival fans and a pitch invasion when Bristol City and | :01:10. | :01:12. | |
Bristol Rovers met last month for the first time in six years. The | :01:13. | :01:17. | |
clubs warn that anyone who is convicted will be banned for life. | :01:18. | :01:19. | |
Scott Ellis reports. Local rivalry turned to violence on | :01:20. | :01:30. | |
September the 4th as Ashton Gate hosted the first City versus Rovers | :01:31. | :01:36. | |
game for six years. A pitch invasion was followed by fights outside the | :01:37. | :01:41. | |
ground and in the city centre. On matchday, we spoke to supporters. | :01:42. | :01:49. | |
The game was marred by them coming on the pitch. Bristol Rovers are a | :01:50. | :01:57. | |
family club. There is no reason why people should invade the pitch. It's | :01:58. | :02:02. | |
dangerous. Today, those suspected of being involved were arrested ` men | :02:03. | :02:05. | |
who've been identified from CCTV pictures taken that day and who | :02:06. | :02:08. | |
potentially face jail terms for charges including criminal damage, | :02:09. | :02:10. | |
violent disorder and throwing missiles. Those arrested today will | :02:11. | :02:27. | |
receive lifetime bands from those clubs. 28 people were arrested | :02:28. | :02:30. | |
today. Another six say they'll report to a police station. Bristol | :02:31. | :02:33. | |
City Football Club support today's police operation, aware some | :02:34. | :02:36. | |
children and families were shocked by what they saw. The headline | :02:37. | :02:46. | |

year but would have been released on licence because under UK law, | :04:35. | :04:39. | |

other suspected offences. It's also believed that he could face other | :05:08. | :05:11. | |
charges because his arrest came after a month`long operation by the | :05:12. | :05:13. | |

about the Avon and Wiltshire Mental Health Partnership have just come to | :08:25. | :08:27. | |
light in a report released under the Freedom of Information Act. But the | :08:28. | :08:31. | |
Trust says its own investigation found no evidence of tampering. Will | :08:32. | :08:36. | |
Glennon reports. Steve King suffers from post | :08:37. | :08:39. | |
traumatic stress disorder but he's not getting help. I have had no | :08:40. | :08:50. | |
treatment or support or counselling, nobody to talk to. But he says the | :08:51. | :08:54. | |
most difficult thing he's done is deal with Avon and Wiltshire Mental | :08:55. | :08:57. | |
Health partnership. He's convinced his own records haven't been | :08:58. | :09:03. | |
properly kept. I wrote various letters to various people in the | :09:04. | :09:08. | |
organisation and got nothing back. I then realised they started to spin | :09:09. | :09:14. | |
things so I made some access requests. I made Freedom of | :09:15. | :09:20. | |
information requests. Bit by bit I realised records about me for being | :09:21. | :09:23. | |
falsified or altered. Steve's search for the truth about himself led to | :09:24. | :09:26. | |
the release of an independent report from last August into whether | :09:27. | :09:30. | |
patient records had been falsified. The investigation began after social | :09:31. | :09:33. | |
workers raised the alarm and the report's conclusions were shocking. | :09:34. | :09:39. | |
It exposed a lack of consistency, omissions and false reporting. It | :09:40. | :09:43. | |
said patient records had been falsified by some social workers and | :09:44. | :09:46. | |
this was driven by inappropriate targets and a threatening | :09:47. | :09:54. | |
performance management culture. It's something the organisation here | :09:55. | :09:57. | |
completely denies. It says its own investigation found no wrongdoing. | :09:58. | :10:02. | |
The Mental Health Partnership instead blamed a glitch in the | :10:03. | :10:10. | |
computer records system. When the report team came in and looked at | :10:11. | :10:14. | |
the records, they could see differences between what the record | :10:15. | :10:19. | |
was recording in what had happened in somebody's care. We understand | :10:20. | :10:23. | |
and know the reasons for that now and were able to scrutinise the | :10:24. | :10:28. | |
record in absolute detail. We did need to re`issue guidance to our | :10:29. | :10:32. | |
staff to make sure those discrepancies don't happen in the | :10:33. | :10:34. | |
future. There have since been big changes at the Mental Health | :10:35. | :10:37. | |
Partnership but Steve King says people like him are still at risk | :10:38. | :10:41. | |
and he'll keep on fighting for answers. | :10:42. | :10:48. | |
The government's preparing to set out its five`year targets for the | :10:49. | :10:51. | |
railways, and it's expected they'll ask Network Rail to make sure nine | :10:52. | :10:55. | |
out of ten trains run on time. But commuters here face disruption with | :10:56. | :10:57. | |
electrification and upgrade work between the West Country and London. | :10:58. | :11:00. | |
And that could affect the performance of our biggest operator, | :11:01. | :11:04. | |
First Great Western. Dickon Hooper reports. | :11:05. | :11:08. | |
Getting trains on the right track is no small undertaking. This miniature | :11:09. | :11:13. | |
line predates privatisation and its web of targets. Train companies have | :11:14. | :11:19. | |
their own punctuality targets, as set out in their franchise | :11:20. | :11:23. | |
agreements. The biggest operator here is First Great Western, which | :11:24. | :11:27. | |
has just signed a new deal to run its services until September 20 5. | :11:28. | :11:33. | |
We've learnt that the targets in the new franchise are the same as | :11:34. | :11:38. | |
before, which they're meeting. On their local lines, nine out of ten | :11:39. | :11:42. | |
trains do run on time, as the Government wants. But this isn't | :11:43. | :11:45. | |
happening on long`distance services which could be affected by | :11:46. | :11:54. | |
electrification and upgrades. It will lead to more passengers being | :11:55. | :11:59. | |
diverted, longer journey times and quite a few bus journeys as well. It | :12:00. | :12:06. | |
is the biggest construction site in Europe. Network Rail has to do the | :12:07. | :12:12. | |
work to deal with increased passenger numbers, but running | :12:13. | :12:14. | |
trains through it could be challenging and affect performance. | :12:15. | :12:27. | |
If Network Rail are digging up the line, it is impossible for first to | :12:28. | :12:32. | |
run trains on time because in theory, a lot of this will be | :12:33. | :12:35. | |
factored in with timetabling, but things go wrong. At the miniature | :12:36. | :12:39. | |
railway, there's some upgrade work of their own. First Great Western | :12:40. | :12:43. | |
does back the target of nine out of ten trains running on time but say | :12:44. | :12:46. | |
that if other operators are allowed to deliver just under that, they | :12:47. | :12:50. | |
should be, too ` on their long`distance lines only. We'll | :12:51. | :12:55. | |
learn the details tomorrow, but safe to say it's all much simpler here. | :12:56. | :13:04. | |
It's been a very special day for some of the West's military | :13:05. | :13:08. | |
families. 300 soldiers were honoured at their camp in Tidworth in | :13:09. | :13:11. | |

they will all be celebrating together at a very relaxed and | :14:53. | :14:54. | |
informal disco. A Roman sculpture of an eagle ` | :14:55. | :15:12. | |
believed to have been made in Gloucestershire ` has been | :15:13. | :15:15. | |
discovered by archaeologists in the final hours of a dig at a London | :15:16. | :15:18. | |
building site. The statue, which shows the bird clasping a serpent in | :15:19. | :15:22. | |
its beak, is thought to be almost 2,000 years old. Archaeologists also | :15:23. | :15:26. | |
found a mausoleum and believe the eagle, made from Cotswolds | :15:27. | :15:37. | |
limestone, once sat on top of it. Bristol is playing host to a World | :15:38. | :15:42. | |

using homemade stamps featuring his own face. Angus McDonagh claims he's | :21:29. | :21:34. | |
duped Royal Mail with over 100 of his bizarre designs. | :21:35. | :21:45. | |
This is a face that is, now, well known to Royal Mail. For the past | :21:46. | :21:48. | |
three years, this face has been passing through sorting offices and | :21:49. | :21:52. | |
franking machines around the UK and around the world. Because since | :21:53. | :21:57. | |
2010, this man hasn't been using the Queen's head to ensure his letters | :21:58. | :22:03. | |
get delivered. Angus McDonagh has been using his own. He says he's | :22:04. | :22:07. | |
sent 250 letters with meaningless self designed stamps and postmarks | :22:08. | :22:17. | |
to addresses around the world. Only one wasn't delivered for free. My | :22:18. | :22:24. | |
letters should not get through, and they have been sent to various parts | :22:25. | :22:30. | |
of the world, not just the UK: Switzerland, Italy, Spain, France, | :22:31. | :22:37. | |
North America, Australia, New Zealand, South Africa. Mr McDonagh | :22:38. | :22:40. | |
has created 50 stamp designs altogether. Most feature himself, | :22:41. | :22:44. | |
most contain a joke or two ` and all he says are done with a wry smile | :22:45. | :22:47. | |
and a hint of mischief. The envelopes too are carefully created | :22:48. | :22:51. | |
` it can take a whole day to perfect his prank. I have had a lot of fun | :22:52. | :23:00. | |
doing it, but now is the time to call a port and, if possible, I | :23:01. | :23:07. | |
would like to work with Royal Mail in order to try and resolve this | :23:08. | :23:11. | |
flaw in the system. It is perhaps important to point out that you | :23:12. | :23:14. | |
probably don't want to try this at home ` not so much because its time | :23:15. | :23:18. | |
consuming ` more because Royal Mail insist it is against the law to | :23:19. | :23:22. | |
create or use counterfeit stamps. Mr McDonagh says his stamps aren't | :23:23. | :23:25. | |
counterfeit ` they are originals ` and he's set money aside for the | :23:26. | :23:28. | |
postage he owes ` Royal Mail say they're looking in to how his | :23:29. | :23:31. | |
fictitious stamps got through their systems. | :23:32. | :23:54. | |
