evening. The `` but first, today's news stories. It started with | :01:37. | :01:44. | |
celebrations, but tonight there s disappointment for Bristol Rovers | :01:45. | :01:47. | |
fans, as plans for their new stadium face another setback. Their current | :01:48. | :01:50. | |
ground, the Memorial Stadium, was to be turned into a supermarket. But | :01:51. | :01:54. | |
now a High Court judge has ruled that that decision should be | :01:55. | :01:57. | |
reviewed. So where does it leave the future of the new stadium? Alistair | :01:58. | :02:08. | |
Durden is there now. They were celebrating back in | :02:09. | :02:14. | |
January. It unlocked the money Rovers needed to fund menu home But | :02:15. | :02:21. | |
the same `` but the Sainsbury's scheme faced local opposition from | :02:22. | :02:25. | |
residents and traders. They asked for a review on how the council made | :02:26. | :02:30. | |
its decision. Today, a High Court judge agreed to scrutinise it more | :02:31. | :02:35. | |
closely, on the grounds of the financial impact it would have. This | :02:36. | :02:39. | |
is a fundamental part of democracy, that we can challenge decisions made | :02:40. | :02:44. | |
by those in power. It is important that we can look properly and again | :02:45. | :02:50. | |
at this decision. We want the `` we want Rovers to have their new | :02:51. | :02:54. | |
stadium, but not at the expense of the traffic and the Gloucester Road | :02:55. | :02:59. | |
shops. This evening, the council said it was disappointed, but it | :03:00. | :03:02. | |
would consider the grounds of challenge and would respond in order | :03:03. | :03:07. | |
to ensure that the redevelopment can go ahead. Bristol Rovers called the | :03:08. | :03:12. | |
review a waste of time and money. The council wants this. Bristol | :03:13. | :03:16. | |
monsters. The majority of people want this. It is a shoot waste of | :03:17. | :03:23. | |
money, which is going `` it is a huge waste of money, which could be | :03:24. | :03:29. | |
going to local people. The legitimacy of the review was also | :03:30. | :03:32. | |
questioned in the House of Commons last week. One local lawyer says now | :03:33. | :03:37. | |
it is going ahead, it will be costly for both parties. I anticipate it | :03:38. | :03:44. | |
will be involved planning Council, highly qualified planning | :03:45. | :03:50. | |
barristers, QCs, and a lot of work. And I suppose the costs might be | :03:51. | :03:55. | |

to die. I went down. I still have nightmares about it now. For her own | :04:47. | :04:54. | |
safety, she now delivers by van Her employer, Royal Mail, says dog | :04:55. | :04:56. | |
attacks in Bristol remain unacceptably high. And new figures | :04:57. | :05:00. | |
seizures of dangerous dogs by Avon and Somerset police rose 80% last | :05:01. | :05:03. | |
year, in line with a rise in the number of bull breeds. Bull types of | :05:04. | :05:09. | |
dogs have become a fashionable item. They have become a status | :05:10. | :05:14. | |
symbol for sign young people. Unfortunately, in the wrong hands, | :05:15. | :05:19. | |
brought up incorrectly, they have become a problem. They are easy to | :05:20. | :05:23. | |
buy. Many people are breeding in the back streets and selling them very | :05:24. | :05:27. | |
cheaply. The police want bull breed owners to have their pets properly | :05:28. | :05:30. | |
trained. Those with guide dogs support that. On average, ten are | :05:31. | :05:37. | |
attacked by other dogs each month in the UK. Including Zim, bitten | :05:38. | :05:40. | |
recently guiding his owner in Bristol City Centre. The thought | :05:41. | :05:46. | |
that he could have been injured and I could've not had a guide dog for a | :05:47. | :05:50. | |
while because he would've had to recover, it is really terrifying. It | :05:51. | :05:56. | |
away your independence. Next year, new laws will make attacks on | :05:57. | :05:58. | |
assistance dogs a criminal offence. So too dog attacks on people on | :05:59. | :06:03. | |
private property. Lena took her case to court ` but the case was thrown | :06:04. | :06:06. | |
as it happened on the owners' doorstep. There's no repercussions | :06:07. | :06:12. | |
for that dog. It has more rights than I do. Something with four legs. | :06:13. | :06:17. | |
It is absolutely ludicrous in this day and age. The police say not all | :06:18. | :06:20. | |
seized dogs are destroyed. Most are eventually returned to their owner, | :06:21. | :06:24. | |
if they agree to rules such as using a muzzle and having their pet | :06:25. | :06:30. | |
microchipped. The full impact of Flybe's proposed | :06:31. | :06:34. | |
job cuts on the south`west has been revealed today. The airline has | :06:35. | :06:37. | |
announced it's consulting on 11 redundancies at Exeter airport, the | :06:38. | :06:41. | |
largest number of job losses in any of its bases. The company is | :06:42. | :06:46. | |
proposing 500 redundancies across the country. | :06:47. | :06:53. | |
A decision to close 18 children s centres in Somerset has been | :06:54. | :06:55. | |
delayed. Dozens of campaigners were at County Hall this morning, as | :06:56. | :06:58. | |
councillors discussed plans to remodel the service. The council | :06:59. | :07:02. | |
wants to cut the amount spent on buildings, but says it'll also | :07:03. | :07:04. | |
increase funding for front`line staff. But the public response | :07:05. | :07:09. | |
persuaded the councillor in charge to postpone the announcement planned | :07:10. | :07:15. | |
for Monday. A woman from Somerset has been | :07:16. | :07:18. | |
banned from keeping horses for five years and given a suspended jail | :07:19. | :07:21. | |
term after admitting causing suffering to two animals. Samantha | :07:22. | :07:25. | |

horse charity says cases of neglect have increased by 50% in a year as | :07:31. | :07:34. | |

case. Neglect and abandonment is on the increase, as costs continue to | :08:33. | :08:36. | |
soar. It is mind`boggling, the way that the value of the horse has come | :08:37. | :08:41. | |
down. They are so cheap to buy, but they are so expensive to keep. | :08:42. | :08:47. | |
During the winter, you could easily spend ?100 a week keeping a horse. | :08:48. | :08:52. | |
Those financial factors, clearly, have a part to play in the current | :08:53. | :08:59. | |
and ongoing crisis. They warn another cold, wet winter could put | :09:00. | :09:03. | |
thousands more at risk. People should think very carefully before | :09:04. | :09:08. | |
taking on a horse. If someone gets in a position where they can't cope, | :09:09. | :09:13. | |
please ask someone for help. There are horse rescue places and charity | :09:14. | :09:17. | |

Drugs? Speeding? Right at the top is always kids hanging around. Nothing | :11:49. | :11:54. | |
for kids to do, they say, is worth about the area. Because they have | :11:55. | :12:00. | |
control of a budget, commissioners can fund services to cut crime as | :12:01. | :12:06. | |
they see fit, like this community club which helps youngsters. There | :12:07. | :12:13. | |
has been a rise in gang related incidents. There are young kids who | :12:14. | :12:18. | |
are affiliated with gangs. This centre gives us the scope to be able | :12:19. | :12:23. | |
to work with these kids and try to steer them away from getting | :12:24. | :12:29. | |

commissioners face three election in a few years' time. They will be | :12:52. | :12:55. | |
fighting on their records, not just their promises. I think I have | :12:56. | :13:00. | |
brought stability and purpose and clarity to the organisation, so | :13:01. | :13:04. | |
everyone here knows what is expected of them. I am supportive of them, | :13:05. | :13:10. | |
but not at any cost, and we will be sailing a steady course in the next | :13:11. | :13:15. | |
few years. Focusing on the priorities of anti`social | :13:16. | :13:18. | |
behaviour, violence against women and giving a voice to victims. That | :13:19. | :13:22. | |
has now been embedded in the police service, and we are beginning to see | :13:23. | :13:27. | |
signs of change. So the transformation of how our forces are | :13:28. | :13:31. | |
directed is under way, and at least according to a recent poll, 70% of | :13:32. | :13:36. | |
the population have now heard of their commissioners. | :13:37. | :13:47. | |
