at 6pm and will stay out for four hours. Fire chiefs are in the | :01:22. | :01:29. | |
control room and a skeleton service will be in operation, staffed by | :01:30. | :01:32. | |
managers and nonunion members. It's come on the day that two of our | :01:33. | :01:35. | |
brigades in Wiltshire and Dorset have announced plans to merge, as | :01:36. | :01:39. | |
the financial crisis in the fire service deepens. Scott Ellis is at a | :01:40. | :01:43. | |
central fire station in Bristol tonight. | :01:44. | :01:50. | |
On strike for the fifth time in recent weeks over plans to raise | :01:51. | :01:54. | |
retirement from 55 to 60 and up their pension contributions. It s | :01:55. | :01:56. | |
all because the Government wants to reduce public spending. And those | :01:57. | :02:01. | |
cuts are so deep in Wiltshire and Dorset, they feel the only solution | :02:02. | :02:05. | |
is to merge the two fire services. But unions will tell you bigger | :02:06. | :02:08. | |
isn't better. Their managers might privately agree, but times are | :02:09. | :02:13. | |
tough. Publicly, that is the message. Wiltshire's chief fire | :02:14. | :02:18. | |
officer told us today that if he doesn't make savings, the brigade | :02:19. | :02:22. | |
will go bust in two years' time For that reason, Wiltshire and Dorset | :02:23. | :02:25. | |
fire services are planning to merge. The two fire authorities say it | :02:26. | :02:29. | |
makes sense. They're both predominantly rural so attend | :02:30. | :02:33. | |
similar call outs. Both mostly use firefighters who are on`call or | :02:34. | :02:36. | |
retained, rather than full time And they already work together because | :02:37. | :02:43. | |
of their shared border. The financial situation is fundamental. | :02:44. | :02:47. | |
We have got to get our finances in line. Looking at 2017, we are | :02:48. | :02:53. | |
looking at a significant budget deficit of around ?3 million to ?4 | :02:54. | :03:00. | |
million. It is about resilience and making sure the front line services | :03:01. | :03:06. | |
not put at any risk at all. The joint fire service would become the | :03:07. | :03:09. | |
fourth biggest in the UK. Saving money by sharing a control centre | :03:10. | :03:12. | |
based in Devizes and reducing back`room staff. It's hoped that | :03:13. | :03:15. | |
will lessen, not eliminate, the impact of cuts on front line staff. | :03:16. | :03:21. | |
So, do Wiltshire's taxpayers buy it? As long as the service does not | :03:22. | :03:27. | |
change, I cannot really see what the problem is. If it resulted in | :03:28. | :03:33. | |
closing fire stations, then I would be a bit worried the fire engines | :03:34. | :03:41. | |
would be further away from the outlying villages. It depends if the | :03:42. | :03:47. | |
merge means they are better able to focus. I do not know whether that | :03:48. | :03:55. | |
would be the case. Unions say mergers don't solve the underlying | :03:56. | :03:58. | |
funding issues. Citing the example of the 2007 merger of Devon and | :03:59. | :04:01. | |
Somerset fire brigades, the FBU says one in five front line staff still | :04:02. | :04:07. | |
face losing their jobs. Managers say it has been a success and cuts would | :04:08. | :04:11. | |
have been far worse without a merger. Wiltshire and Dorset may | :04:12. | :04:17. | |
maintain separate identities after merger. Otherwise, one name option | :04:18. | :04:20. | |
is the Wessex Fire and Rescue Service. | :04:21. | :04:29. | |
Let us talk now to a man from the Fire Brigades Union. The chief says | :04:30. | :04:33. | |
he will break bust in two years time and has no choice but to merge. It | :04:34. | :04:40. | |
is symptomatic of what is becoming a financial crisis. Firefighters | :04:41. | :04:45. | |
taking strike action in defence of their jobs and pensions. The | :04:46. | :04:50. | |
efficiency comes from merging. You cannot have it both ways. When the | :04:51. | :04:55. | |
two brigades come together, they will sell off assets. The cuts will | :04:56. | :05:00. | |
catch them up. We have an example of this. Devon and Somerset say they | :05:01. | :05:07. | |
are in a stronger position. The reality is they have recently put in | :05:08. | :05:11. | |
place the most massive cuts we have seen in the south`west. | :05:12. | :05:16. | |
150 front line jobs cut. The reality is that this will happen to the | :05:17. | :05:20. | |
public, we will have a situation where once there were two pumps and | :05:21. | :05:27. | |
now there is one. That is the station that responded to the M | :05:28. | :05:32. | |
disaster. It will impact on public safety. There is another strike | :05:33. | :05:43. | |
between 6pm and 10pm tomorrow night. A Bristol father who killed his | :05:44. | :05:45. | |
four`month`old daughter has been jailed for six years. The little | :05:46. | :05:49. | |
girl called Paris was shaken by her father after she had been crying. | :05:50. | :05:52. | |
The tragedy has highlighted the number of children who've died after | :05:53. | :05:55. | |
being shaken by their parents. Children's charities are now warning | :05:56. | :05:57. | |

are fraught and Andrey, if `` and angry, you put the baby down and | :06:53. | :06:55. | |
leave them rather than having the moment of anger where you can cause | :06:56. | :07:00. | |
so much harm. The court heard William Stephens had one of the | :07:01. | :07:03. | |
lowest IQs in the country, had a history of violence and lied to | :07:04. | :07:07. | |
paramedics when they were called to the flat where Paris and her mother | :07:08. | :07:10. | |
Danah Vince were living. Jailing Stephens for six years, the judge Mr | :07:11. | :07:13. | |
Justice Teare told him, no`one knows why you lost your temper and you | :07:14. | :07:17. | |
yourself admitted that Paris was crying. This is not a case when a | :07:18. | :07:20. | |
baby has recently been illtreated. Your actions were not premeditated, | :07:21. | :07:23. | |
there were spontaneous, but they did result in a death. The sentence of | :07:24. | :07:32. | |
six years made call for astonishment and among the public. They will say, | :07:33. | :07:36. | |

in the county by 2018. The trust has defended it, saying it was an | :08:48. | :08:50. | |

The parents of a seven`year`old who died after heart surgery in Bristol | :09:02. | :09:04. | |
have been leaked a hospital report which claims poor care may have | :09:05. | :09:07. | |
contributed to his death. Last month, a coroner ruled Luke's death | :09:08. | :09:10. | |
was neither predictable nor preventable. But his solicitor says | :09:11. | :09:13. | |
the latest report should have been disclosed to the inquest. This is | :09:14. | :09:24. | |
what turned up at the Post Office. The address in this parcel looked as | :09:25. | :09:28. | |
if it has been scrawled by a child. But the hospital report it contained | :09:29. | :09:31. | |
into the death of Luke Jenkins has shocked his parents. They did not | :09:32. | :09:37. | |
want us to see it. Somebody obviously did. It is very concerning | :09:38. | :09:45. | |
why they felt the need not to give it to the coroner. It is about our | :09:46. | :09:49. | |

After life`saving heart surgery Luke was discharged early from | :09:57. | :09:59. | |
intensive care to this ward which had far lower nursing cover. | :10:00. | :10:02. | |
Improvements have since been made at the hospital, including this new | :10:03. | :10:05. | |
High Depency Unit. There have been four separate investigations by the | :10:06. | :10:08. | |
hospital into Luke's death. The first found staffing levels were | :10:09. | :10:11. | |
unsafe and a failure to recognise Luke's deteriorating condition had | :10:12. | :10:14. | |
contributed to his death. Next, a review found that poor communication | :10:15. | :10:16. | |
and team working and inadequate recognition of the severity of his | :10:17. | :10:20. | |
illness may have contributed to Luke's ill`health or death. A third | :10:21. | :10:28. | |
inquiry was far less critical. It found that staffing levels were not | :10:29. | :10:31. | |
to blame and that it wasn't possible to say if his death was preventable. | :10:32. | :10:35. | |
All three reports were disclosed to the coroner who concluded there d | :10:36. | :10:38. | |
been no gross failure by the hospital. But the coroner didn't see | :10:39. | :10:42. | |
this fourth report which has been leaked to the family. It was carried | :10:43. | :10:45. | |
out months before the inquest, but the hospital didn't disclose it It | :10:46. | :10:49. | |
questions the thoroughness of the more positive third report. It says | :10:50. | :10:53. | |
its conclusions might have lacked validity because it failed to | :10:54. | :11:03. | |
scrutinise Luke's clinical notes. To have this new document which was | :11:04. | :11:08. | |
prepared by the trust in June but has only been disclosed now and | :11:09. | :11:15. | |
obviously the reluctance... We do not know the source of the document | :11:16. | :11:20. | |
but it is clearly at the trust `` people at the trust who felt the | :11:21. | :11:25. | |
family should know about this. In a statement, the hospital says this | :11:26. | :11:28. | |
leaked report was not disclosed because the coroner was not looking | :11:29. | :11:31. | |
into the trust's investigation of Luke's death. And that all relevant | :11:32. | :11:34. | |
documents were submitted and independent experts called. But | :11:35. | :11:38. | |
Luke's parents believe all the evidence should have been put before | :11:39. | :11:41. | |
the coroner. They're still planning to take legal action against the | :11:42. | :11:44. | |
hospital. The Health Service Ombudsman is also investigating | :11:45. | :11:51. | |
