Hospitals across the West say they've recruited hundreds of extra | :01:19. | :01:21. | |
staff and invested thousands of pounds to cope with the demands of | :01:22. | :01:24. | |
winter. Doctors and nurses across the West have spent months planning | :01:25. | :01:28. | |
how to handle the increased numbers of patients during the coldest part | :01:29. | :01:32. | |
of the year. Many have also taken on new staff to cope. | :01:33. | :01:34. | |
At the Great Western Hospital in Swindon there's now 82 more nurses | :01:35. | :01:37. | |
and midwives than a year ago. Gloucester and Cheltenham have 00 | :01:38. | :01:41. | |
extra staff and 65 extra beds. And tomorrow Somerset's biggest hospital | :01:42. | :01:44. | |
will open a ?3 million extension to its A department to help treat | :01:45. | :01:45. | |
more emergencies. More people die in the winter than | :01:46. | :02:01. | |
in the summer. In fact, in the South West, they were 3100 excess deaths | :02:02. | :02:06. | |
last winter. That is why hospitals across the West are gearing up for | :02:07. | :02:13. | |
these winter pressures. This patient was rushed in for | :02:14. | :02:17. | |
emergency treatment because of abnormal heart rhythms. His | :02:18. | :02:21. | |
condition is very serious so he is being seen quickly. Most patients in | :02:22. | :02:25. | |
Taunton have to wait, however. That is because there are not enough | :02:26. | :02:31. | |
doctors. This man in charge of the department is lobbying the | :02:32. | :02:35. | |
Government to improve the situation. He is delighted that the Department | :02:36. | :02:39. | |
of Health have agreed to recruit an extra 100 doctors for emergency | :02:40. | :02:46. | |
medicine in England each year. Your Mac this will start to turn the | :02:47. | :02:49. | |
whole ship around. Once we start to increase | :02:50. | :02:53. | |
recruitment and reduce the ratio of patients to doctors we then allowed | :02:54. | :02:57. | |
doctors to practice medicine to the very best of their ability. | :02:58. | :03:05. | |
But it is not just about more doctors, it is about freeing up | :03:06. | :03:11. | |
beds. The real blockage in the emergency medicine system is to do | :03:12. | :03:15. | |
with getting patients out of here into general wards. At the moment, | :03:16. | :03:19. | |
around 85% of hospital beds are full. The College of emergency | :03:20. | :03:24. | |
medicine would like to see that figure more like 90%. That is why | :03:25. | :03:30. | |
the hospital's bosses trying to push through weekend working for doctors | :03:31. | :03:34. | |
and nurses in order to free up more beds. That is expensive, to get | :03:35. | :03:40. | |
doctors in at weekends. You don t have extra money for that. How will | :03:41. | :03:46. | |
you achieve that? We will look at how to get people working more | :03:47. | :03:50. | |
flexibly, so there are perhaps other times in the week when we don't need | :03:51. | :03:54. | |
quite so many doctors and therapists so we can spread them out. We will | :03:55. | :04:00. | |
also be working with our commissioners to look at what is the | :04:01. | :04:04. | |
cost over and above that and how do we afford that as a health system. | :04:05. | :04:10. | |
At the weekend, 11 ambulances were queueing outside Thompson A | :04:11. | :04:15. | |
because there weren't enough beds. It may be difficult to achieve | :04:16. | :04:19. | |
this, but the hospital believes that radical change is possible. | :04:20. | :04:31. | |
Despite taking on more staff, today the health inspector criticised | :04:32. | :04:33. | |
Swindon's Great Western Hospital for having too few nurses and being | :04:34. | :04:36. | |
dirty. However, the Care Quality Commission did say it's meeting | :04:37. | :04:39. | |
standards when it come to the care, welfare and respect of its patients. | :04:40. | :04:46. | |
In a report out today, the Care Quality Commission says cleanliness | :04:47. | :04:48. | |
and staffing levels at this hospital are not up to scratch. They visited | :04:49. | :04:52. | |
after concerns were raised that standards were not being met. | :04:53. | :04:55. | |
Inspectors said on some wards they found "unacceptable levels of dust | :04:56. | :04:57. | |
underneath patient beds" alongside items like tissues and protective | :04:58. | :05:00. | |
gloves. Some commodes were stained underneath, which suggested to them | :05:01. | :05:03. | |
that cleaning had not been thorough. This came as a surprise to the | :05:04. | :05:05. | |
hospital's chief nurse. I would have expected that we would | :05:06. | :05:21. | |
know for ourselves if we had dirty words order to toilets. The biggest | :05:22. | :05:25. | |
disappointment is that we did not know that. | :05:26. | :05:32. | |
Today, Corillion, the company contracted to clean the hospital, | :05:33. | :05:35. | |
said it's already taken steps to improve standards. The CQC also said | :05:36. | :05:40. | |
on some wards there were not enough nurses to provide the care and | :05:41. | :05:44. | |
support patients needed. The hospital blames a national shortage | :05:45. | :05:47. | |
and said that's why it began recruiting in April. I think there | :05:48. | :05:55. | |
has been a lot of media interest over the last while in hospitals and | :05:56. | :06:05. | |
so I do not think that this hospital is unique in having some issues with | :06:06. | :06:08. | |
regard to staffing. Despite the criticisms, the health | :06:09. | :06:11. | |
regulator was also keen to point out that most patients were given the | :06:12. | :06:15. | |
care they needed and were treated with respect. The way staff | :06:16. | :06:17. | |
communicated with patients was also praised. The hospital says it's | :06:18. | :06:21. | |
already put a plan in place to address all the shortcomings. It | :06:22. | :06:24. | |
must submit it to the CQC by Christmas Eve. | :06:25. | :06:33. | |

four wheels last night through Bristol you've probably not fully | :10:39. | :10:40. | |
recovered from the trauma yet. Gridlock ` lock down ` snarl up All | :10:41. | :10:44. | |
because a vital swing bridge got stuck. So, what about rush hour | :10:45. | :10:57. | |
today? Is everything running smoothly tonight? It is going to | :10:58. | :11:04. | |
plan in the Cumberland basin, you can see the traffic heading home on | :11:05. | :11:08. | |
this bridge behind me. It is heading out of places like Portishead, | :11:09. | :11:13. | |
Weston`super`Mare. This is a really important bridge in Bristol. It can | :11:14. | :11:18. | |
take 20,000 vehicles during a busy traffic period. | :11:19. | :11:27. | |
Some have called them Bristol's worst traffic jams for twenty years. | :11:28. | :11:36. | |
Miles of gridlock. Crawling along so slowly that in places it took an | :11:37. | :11:40. | |
hour to travel just one mile. This was the problem: the swing bridge in | :11:41. | :11:43. | |
the Cumberland basin had swung open, then became stuck at 4.30pm | :11:44. | :11:52. | |
yesterday. How did the drivers look? They looked angry. They were getting | :11:53. | :11:58. | |
very frustrated and trying to get home. It took a lot longer than the | :11:59. | :12:04. | |
plan. Engineers did manage to close the bridge by this morning's rush | :12:05. | :12:08. | |
hour, but they had to do it manually, physically cranking a | :12:09. | :12:12. | |
handle. That is no mean feat, when you consider this bridge weighs 800 | :12:13. | :12:15. | |
tonnes. Underneath, the fault`finding | :12:16. | :12:17. | |
continued today. There's damage to the concrete | :12:18. | :12:20. | |
supports at one end of the bridge. A sign the bridge may have swung | :12:21. | :12:23. | |
without being in the raised position. That's caused mechanical | :12:24. | :12:26. | |
damage to add to an electrical failure on this 1960s bridge. | :12:27. | :12:38. | |
We put an enormous amount of resource into looking for the source | :12:39. | :12:43. | |
of this fault and getting it fixed. It will take a couple of days. In | :12:44. | :12:47. | |
the meantime, the bridge will be open to traffic and we will not | :12:48. | :12:52. | |
attempt any more swings until we resolve what the fault is. So, the | :12:53. | :12:56. | |
bridge is stuck shut. No problem for motorists, but yachts and tall ships | :12:57. | :12:59. | |
can't get in or out of Bristol until the bridge is fixed. Just to | :13:00. | :13:09. | |
reiterate: The council say the bridge should be fixed in the next | :13:10. | :13:18. | |
couple of days. You would not want to be heading out to sea in this | :13:19. | :13:21. | |
weather. If you're trying to get in, as a port of refuge, there are | :13:22. | :13:24. | |
alternative marinas further up. Smoking is to be banned at all | :13:25. | :13:38. | |
children's play areas in one Somerset town as the local council | :13:39. | :13:42. | |
gets tough on the tobacco industry. And Taunton Deane Council says if | :13:43. | :13:45. | |
the pilot project is successful it may extend the ban to all public | :13:46. | :13:48. | |
areas its responsible for, including parks and playing fields. | :13:49. | :13:51. | |
Pro`smoking groups say it's an abuse of power. | :13:52. | :13:59. | |
Smoking by a children's play area in Taunton. But within a matter of | :14:00. | :14:07. | |
weeks it will be banned by order of the council, who own the land. If we | :14:08. | :14:16. | |
are serious about addressing the smoking related illness problem | :14:17. | :14:21. | |
then we have to take steps such as this. | :14:22. | :14:23. | |
Taunton Deane has become the first District Council in the country to | :14:24. | :14:26. | |
sign up to an anti`smoking charter called the Local Government | :14:27. | :14:28. | |
Declaration on Tobacco Control, which commits councils to take | :14:29. | :14:31. | |
action to protect its residents from the harm caused by smoking, to | :14:32. | :14:34. | |
support national action on tobacco and to generally reduce smoking in | :14:35. | :14:36. | |
the population. But the idea of a ban on smoking | :14:37. | :14:50. | |
outdoors, on health grounds, as drawn condemnation from pro`smoking | :14:51. | :14:53. | |
organisations and those who see this as brutal over`regulation. There are | :14:54. | :15:04. | |
no public health benefits to banning smoking outdoors because there is no | :15:05. | :15:11. | |
risk of passive smoking outdoors. This is the bluntest form of policy. | :15:12. | :15:20. | |
If smokers do not like this move, they may not like what will be | :15:21. | :15:27. | |
around the corner. The council says that if the smoking ban is | :15:28. | :15:32. | |
successful in this play area, they may extend it So how will that be | :15:33. | :15:35. | |
received on the streets? To public parks and play areas. I | :15:36. | :15:42. | |
would not mind. I would not mind, even outdoors. I want to quit! I am | :15:43. | :15:50. | |
not a smoker, but they must have somewhere and I think that is going | :15:51. | :15:52. | |
to fire. Taunton Deane Council says signs | :15:53. | :15:55. | |
will go up in play areas very soon and they will impose the ban | :15:56. | :16:03. | |
vigorously. There was some good news in the job | :16:04. | :16:07. | |
market today ` unemployment has fallen in the west country, for the | :16:08. | :16:10. | |
ninth month in a row. Here's the total: just under 37,500 people were | :16:11. | :16:16. | |
out of work and claiming benefit in our region and that's the lowest it | :16:17. | :16:22. | |
has been for five years. And in one industry companies are now finding | :16:23. | :16:24. | |
it difficult to recruit skilled workers. | :16:25. | :16:33. | |

A Bristol woman who pulled a 97`year`old man out of his | :22:16. | :22:18. | |
smoke`filled flat has won a bravery award. The firefighters who came to | :22:19. | :22:21. | |
the flats where Jessamine Skuse lives were in no doubt that she | :22:22. | :22:24. | |
averted a disaster. Even more remarkable, this heroine is 92 years | :22:25. | :22:31. | |
old. Waking up to the smell of smoke | :22:32. | :22:34. | |
Jessamine soon realised it wasn t coming from her flat so went out | :22:35. | :22:43. | |
into the hall to investigate. I could see the smoke billowing out | :22:44. | :22:47. | |
from underneath the door. I thought that something must be wrong, so I | :22:48. | :22:52. | |
banged on the door. He was have a sleep in his chair, still bear. | :22:53. | :22:55. | |
Evan, her 97`year`old neighbour was half asleep and Jessamine knew she | :22:56. | :22:59. | |
had to get him out of the deadly smoke`filled room. I got him out and | :23:00. | :23:07. | |
then I got my trolley from here and I took towards the door and I sat in | :23:08. | :23:15. | |
it. It was difficult because he is a big man and over six foot. | :23:16. | :23:18. | |
Wheeling him out onto the landing, Jessamine got Evan some fresher air. | :23:19. | :23:22. | |
But she wasn't finished ` she went back to ring the fire brigade and | :23:23. | :23:27. | |
pressed the alarm. Nothing happened. The fire alarm did not | :23:28. | :23:30. | |
work. Evan Davis was taken to hospital by | :23:31. | :23:33. | |
the emergency services but died due to smoke inhalation. But the | :23:34. | :23:36. | |
firefighters were in no doubt that her heroic deeds that day averted a | :23:37. | :23:40. | |
disaster and her neighbours feel they've had a lucky escape. We slept | :23:41. | :23:52. | |
through all that. We would have been burnt in our beds. She was very | :23:53. | :24:00. | |
brave. We would not have done what she did. | :24:01. | :24:02. | |
Jessamine is convinced that her army training came into good use that | :24:03. | :24:05. | |
morning. The Fire Service have recommended her for a bravery award | :24:06. | :24:08. | |
from the Royal Human Society. She's the oldest person to ever receive it | :24:09. | :24:11. | |
and probably the most reluctant to be called a hero. I could not | :24:12. | :24:21. | |
understand it. I said it is only something that you do. You have to | :24:22. | :24:25. | |
do these things, however old and ill you are, you have to keep trying. | :24:26. | :24:28. | |
Her award is being delivered on Friday, without a party or any fuss. | :24:29. | :24:42. | |
