criticised by Avon and Somerset s Crime Commissioner. The IPCC says it | :01:09. | :01:13. | |
now wants to look at how the police dealt with complaints made by the | :01:14. | :01:18. | |
murder victim as far back as 20 7. The family have welcomed the news | :01:19. | :01:21. | |
but Commissioner Sue Mountstevens says it'll mean even more delays in | :01:22. | :01:29. | |
finding out what went wrong. Scott Ellis reports. We felt so let us | :01:30. | :01:38. | |
down with the police and other agencies. Bijan Ebrahimi's sister | :01:39. | :01:41. | |
talking to the BBC last year after his murder. Today the family said | :01:42. | :01:44. | |
they were delighted the IPCC was widening its investigation. Adding | :01:45. | :01:52. | |
in a statement that they hoped the verdict would provoke urgently | :01:53. | :01:55. | |
needed changes in police practice to ensure that such devastating | :01:56. | :01:57. | |
constabulary`wide failures are never repeated. | :01:58. | :02:04. | |
Some are worried the investigation will drag on. I am concerned about | :02:05. | :02:12. | |
the delay. I was expecting to go public by December. I am now told it | :02:13. | :02:16. | |
may be made when this comes out That is too long for us to get | :02:17. | :02:23. | |
answers. Until now the IPCC was only investigating how officers dealt | :02:24. | :02:26. | |
with Bijan in the few days before his murder in July last year. Now, | :02:27. | :02:33. | |
it'll go back to 2007. In 2007, Bijan Ebrahimi moved here. | :02:34. | :02:41. | |
We know from 2007, until his murder last year, he made more than 80 | :02:42. | :02:45. | |
phone calls to Avon and Somerset police. The IPCC says those calls | :02:46. | :02:48. | |
and over many years must be investigated to ensure a robust | :02:49. | :02:51. | |
independent inquiry into police contact with Bihjan. One former | :02:52. | :02:55. | |
Chief Constable says delays are inevitable, especially if the IPCC's | :02:56. | :02:57. | |
resources are stretched. We know there has been concern is | :02:58. | :03:09. | |
raised about the fact that it has so much on its plate and hasn't got the | :03:10. | :03:18. | |
resources around it. It is a big problem for the IPCC. There is no | :03:19. | :03:23. | |
direct evidence that this is affecting the enquiry but it is in | :03:24. | :03:26. | |
the context of squeezed resources. The IPCC says it will make a renewed | :03:27. | :03:30. | |
witness appeal later this month into what happened in the days before | :03:31. | :03:34. | |
Bijan's murder. One neighbour wasn't sure how successful that appeal | :03:35. | :03:41. | |
would be. Quite a few people have moved away. Whether anybody else | :03:42. | :03:47. | |
knows more, I don't know. I think there is more. Two men have been | :03:48. | :03:55. | |
jailed with his murder and it seems likely they will have served a year | :03:56. | :03:59. | |
in prison before any recommendations from the IPCC are made public. | :04:00. | :04:05. | |
A court has been told that a man who ran a nightclub in Cheltenham lied | :04:06. | :04:08. | |
about being kidnapped by lap dancers to escape paying them. It's been | :04:09. | :04:13. | |
alleged that Curtis Woodman owed the women over ?42,000 in wages. | :04:14. | :04:17. | |
Today, one of the six defendants, Charlotte Devaney, said any claim | :04:18. | :04:19. | |
that Mr Woodman had been bundled into a car one million per cent | :04:20. | :04:25. | |
untrue. Our Gloucestershire reporter, Steve Knibbs, was in | :04:26. | :04:28. | |
court. Today the court got an insight into | :04:29. | :04:32. | |
how a lap dancing club was organised during race week in Cheltenham. | :04:33. | :04:35. | |
Charlotte Devaney was employed by the alleged victim in this case | :04:36. | :04:38. | |
Curtis Woodman, to hire lap dancers, waitresses and hostesses. She told | :04:39. | :04:43. | |
the jury that each dancer paid the club ?150 a night to work there and | :04:44. | :04:48. | |
that she got ?50 of that. During race week around 40 women would work | :04:49. | :04:52. | |
there each night but it was closed down after just three days for | :04:53. | :04:55. | |
breaching its licence. Charlotte Devaney told the court that she was | :04:56. | :04:58. | |
angry that Curtis Woodman hadn't paid her and 19 other women their | :04:59. | :05:01. | |
share of thousands of pounds including ?42,000 paid by one | :05:02. | :05:06. | |
customer in a single night. She told the jury that after several attempts | :05:07. | :05:10. | |
to get the money the women were fed up with excuses and decided to visit | :05:11. | :05:14. | |
Mr Woodman here at his business but first went to the police to see if | :05:15. | :05:19. | |
they could help. She was told it was a civil matter. Miss Devaney was | :05:20. | :05:24. | |
then asked about extracts from text messages sent to some of the dancers | :05:25. | :05:28. | |
who were owed money such as, "I want to go up there with some gangsters | :05:29. | :05:29. | |
but Mandy says Charlotte Devaney, who works as a | :05:30. | :05:39. | |
DJ, model, and actress, to said her motive was to get the dancers money | :05:40. | :05:41. | |
back and protect her reputation She said the claims were hot air. | :05:42. | :06:05. | |
Charlotte Delaney says her aim was to get the dances money back. She | :06:06. | :06:08. | |
claimed Curtis Woodman had lied about the kidnap plot to avoid | :06:09. | :06:13. | |
paying the money he owed. All six defendants deny the charges against | :06:14. | :06:17. | |
them and the trial continues. The former head of the Somerset | :06:18. | :06:20. | |
Racial Equality Council has appeared in court today accused of stealing | :06:21. | :06:23. | |
someone else identity. But David Onamade's legal team told | :06:24. | :06:26. | |

Executive of the organisation, mixing in high circles, even | :06:53. | :06:55. | |
advising the government on race issues. But the prosecution claim he | :06:56. | :07:06. | |
is not who he days he is. `` says. This case was brought after David | :07:07. | :07:09. | |
Onamade tried to claim jobseeker's allowance after the Racial Equality | :07:10. | :07:13. | |
Council folded last year. The prosecution say the National | :07:14. | :07:15. | |
Insurance number he gave actually belonged to a severely autistic man | :07:16. | :07:23. | |
in London called David Onamade. So this man now faces three charges, | :07:24. | :07:26. | |
fraudulently claiming jobseeker s allowance and being in possession of | :07:27. | :07:33. | |
two fake identity documents. At Taunton Crown Court today his legal | :07:34. | :07:37. | |
team said they would be fighting the accusations. He believes he is the | :07:38. | :07:48. | |
real David Onamade. The casew as adjourned and Mr Onamade will appear | :07:49. | :07:49. | |

of natural causes. Jonas Sadden who suffered from Down's Syndrome, died | :08:33. | :08:35. | |
in November seven months after he'd been taken into care, by the | :08:36. | :08:39. | |
council. His biological parents had previously said, they were unhappy | :08:40. | :08:42. | |
with how he had been looked after shortly before his death. Our | :08:43. | :08:46. | |
reporter Laura Jones has been following the story and is here now, | :08:47. | :08:50. | |
Laura what more can you tell us Well, as you can imagine, this is a | :08:51. | :08:53. | |
very complicated story and legally, to protect all those involved, | :08:54. | :08:57. | |
there's a lot we can't say about it. What we do know, is that Jonas, who | :08:58. | :09:01. | |
was four, was taken away from his parents, by social workers, after a | :09:02. | :09:04. | |
court decided that was the right thing to do. That all happened in | :09:05. | :09:08. | |
April last year. Then in November, Jonas fell ill and sadly died. In an | :09:09. | :09:11. | |
interview with Points West yesterday, Jonas's biological | :09:12. | :09:14. | |
parents said that they had concerns about how he had been looked after | :09:15. | :09:21. | |
in the days leading up to his death. We have submitted questions to the | :09:22. | :09:26. | |
authority that we want Ansett. We have heard nothing. Now Somerset | :09:27. | :09:31. | |
County Council, who were responsible for Jonas while he was in care say | :09:32. | :09:35. | |
that's not the case. They say his parents have been kept fully | :09:36. | :09:38. | |
informed. So what has happened today? Well today, in an exclusive | :09:39. | :09:42. | |
interview with the BBC, the Director of Children's Services at Somerset | :09:43. | :09:45. | |
County Council revealed that Jonas had died of natural causes. I want | :09:46. | :09:53. | |
to express our commiserations for the families and those closest to | :09:54. | :09:58. | |
Jonas, both his natural parents and the foster carers on the death of a | :09:59. | :10:02. | |
child which is always a tragedy and has caused sadness to all concerns. | :10:03. | :10:07. | |
I have seen the results of the postmortem and there is nothing in | :10:08. | :10:10. | |
there that suggests we need to revisit any of the actions we have | :10:11. | :10:13. | |
taken all the things we have said before. What happens next? Well we | :10:14. | :10:20. | |
understand that the coroner's office is now deciding whether an inquest | :10:21. | :10:24. | |
will be held into Jonas's death We're likely to find out later in | :10:25. | :10:27. | |
the week. And of course we'll keep you up to date with what happens. | :10:28. | :10:31. | |
A formal conduct hearing has begun looking into the way a Wiltshire | :10:32. | :10:34. | |
police officer handled a high profile murder case. The police | :10:35. | :10:36. | |
watchdog found Detective Superintendent Steve Fulcher | :10:37. | :10:38. | |
breached guidelines in his handling of murder suspect, Christopher | :10:39. | :10:41. | |
Halliwell. Halliwell admitted murdering Sian O'Callaghan but | :10:42. | :10:44. | |
instead of being read his rights at a police station, Halliwell led the | :10:45. | :10:47. | |
police officer to the site where another woman, Becky Godden, had | :10:48. | :10:53. | |
been buried. It meant no one could be prosecuted for her murder. | :10:54. | :10:58. | |
A hospital in the West is pioneering a new way of treating elderly | :10:59. | :11:02. | |
patients to try to ease the burden on accident and emergency | :11:03. | :11:05. | |
departments. An older patient assessment unit is | :11:06. | :11:08. | |
opening today at Yeovil District Hospital. Our Health Correspondent | :11:09. | :11:13. | |
Matthew Hill has been to take a look at the new ward. | :11:14. | :11:24. | |
Emily is one of a growing number of elderly patients being treated. Over | :11:25. | :11:28. | |
the next ten years, the number of over 75`year`old like is expected to | :11:29. | :11:35. | |
grow by a third. It isn't `` it is in accident and emergency units | :11:36. | :11:38. | |
where the pressure of dealing with an ageing population is being | :11:39. | :11:43. | |
brought into focus. A for older patients is not a better place to | :11:44. | :11:55. | |
be. It has got a different patient to look after. It is fast`paced and | :11:56. | :11:59. | |
the doctors are not trained to look after older patients and their | :12:00. | :12:04. | |
needs. A is not the right place for these older patients. From | :12:05. | :12:10. | |
today, ambulances and GPs will be able to bypass A and send urgent | :12:11. | :12:16. | |
cases to Yeovil's frail older patient assessment unit. They will | :12:17. | :12:20. | |
then be seen by specialist medical staff as well as social workers who | :12:21. | :12:24. | |
will be able to help them back into the community. The argument to | :12:25. | :12:32. | |
introduce this centre are growing as is the elderly population and | :12:33. | :12:36. | |
demands on emergency medicine. If you look at the number of patients | :12:37. | :12:40. | |
admitted to hospitals and Somerset five years ago who are | :12:41. | :12:43. | |
malnourished, there were just 3 reported incidents but last year it | :12:44. | :12:49. | |
grew to over 200. A scheme has been up and running in hospital. It is | :12:50. | :12:56. | |
hoped like their nine out of ten patients will successfully be | :12:57. | :12:59. | |
discharged into the community without having to be admitted. | :13:00. | :13:05. | |
Well one of the issues highlighted there in Matthew's report is | :13:06. | :13:07. | |
malnutrition where the number of cases have increased not only in | :13:08. | :13:11. | |
Somerset but in all our counties across the West. So what causes | :13:12. | :13:19. | |
malnutrition and how can we spot a relative who may be malnourished? Dr | :13:20. | :13:23. | |
Chris Goldie is from the Frome Medical Practice in Somerset. How | :13:24. | :13:34. | |
can we spot if somebody is undernourished? Is it obvious? | :13:35. | :13:39. | |
Sometimes it is obvious but it isn't always. There are various | :13:40. | :13:44. | |
definitions that have been established. The main one is that | :13:45. | :13:49. | |
your body Mass index is 18.5 or below or alternatively you have lost | :13:50. | :13:54. | |
more than 10% of your body weight in the past three to six months. How | :13:55. | :14:00. | |
should a member of somebody's family spot it? If they do, what should | :14:01. | :14:07. | |
they do next? If you are concerned someone is not eating well enough, | :14:08. | :14:16. | |
going along and whoever is in charge of your relative's care, whether | :14:17. | :14:23. | |
they are in the community, a home or the hospital, speak to them and | :14:24. | :14:28. | |
express your concerns and tell them why you are concerned. There can be | :14:29. | :14:32. | |
a number of reasons. People might even put it down to part of getting | :14:33. | :14:36. | |
older. They think they might lose weight or perhaps they are on | :14:37. | :14:40. | |
medication and it takes away their appetite. That might make it harder. | :14:41. | :14:48. | |
Absolutely. Being aware of it, the increased awareness and looking for | :14:49. | :14:55. | |
it. Not accepting it is an inevitable consequence of old age. | :14:56. | :15:01. | |
That is a fallacy in all situations. There are some illnesses which will | :15:02. | :15:06. | |
be associated with it. Various cancers would be associated with | :15:07. | :15:12. | |
weight loss. If you are simply getting old or are too frail to get | :15:13. | :15:16. | |
to the kitchen easily so you don't walk there, don't produce your | :15:17. | :15:22. | |
meals, all you are suffering from poverty or isolation or depression, | :15:23. | :15:26. | |
all those sorts of things can lead to people eating less and not taking | :15:27. | :15:33. | |
care of themselves. Thank you for taking the time to give us that | :15:34. | :15:37. | |
advice. Record numbers of people have | :15:38. | :15:39. | |
switched their energy supplier in the West, boosting the fortunes of a | :15:40. | :15:43. | |
number of small electricity and gas firms here. So many customers have | :15:44. | :15:47. | |
changed their energy company that 100 new jobs have been created at | :15:48. | :15:50. | |

this new office block in the centre of town. They have taken on 50 new | :17:19. | :17:25. | |

one of the biggest employers in Stroud. We expect to be treated | :17:31. | :17:35. | |
fairly. These are some of the new recruits. 26 people starting the new | :17:36. | :17:39. | |

future. These are real people with real needs. Some switch for this, | :17:46. | :17:49. | |
energy from the wind. Ecotricity made its name building windmills | :17:50. | :17:53. | |
across the windy west country. But they don't come cheap, and at first | :17:54. | :17:56. | |
the company's electricity was pricier than the average. That's now | :17:57. | :18:01. | |
changing, allowing Ecotricity to cut its prices, and attract customers | :18:02. | :18:04. | |
who switch simply for cheaper power Ecotricity made its name building | :18:05. | :18:10. | |
these, windmills. We make 40% of our electricity. The big driver for | :18:11. | :18:13. | |
everybody is the rising cost of fossil fuels on global markets. We | :18:14. | :18:17. | |
have become detached from that because we are investing in green | :18:18. | :18:22. | |
energy. That is why people are coming to us. For some, there is a | :18:23. | :18:30. | |
silver lining to the darkening clouds of rising energy bills. And | :18:31. | :18:34. | |
