A safe house is to open in Bristol to provide sanctuary for children

:01:18.:01:19.

who've been smuggled into the country where they're treated like

modern day slaves. The house will be the only one in Britain and is a

place where the young people can feel secure for the first time since

:01:29.:01:31.

being rescued. Their stories are horrifying. Some are being brought

:01:32.:01:36.

to the UK to work in drugs factories or the sex industry. The gruesome

:01:37.:01:39.

trade is called trafficking and there are hundreds of victims. Fiona

:01:40.:01:42.

Lamdin's report begins with one boy's story and his words are spoken

:01:43.:01:52.

by an actor. I was 15 when I came here from Vietnam. My family was

:01:53.:01:59.

very poor. A friend of my father's offered me a job in a restaurant,

:02:00.:02:03.

but when I arrived I was met by a different man. The man said I had to

:02:04.:02:09.

do everything he told me to do or I would be arrested and my family

:02:10.:02:13.

would be in trouble. I was locked in the house and forced to look after

:02:14.:02:15.

cannabis plants. The doors and windows were locked, it was dark. I

:02:16.:02:23.

had very little food and if I asked questions I was beaten. I was not

:02:24.:02:27.

allowed out at all. 549 children were identified as

:02:28.:02:31.

trafficked in 2012. The authorities believe the real figure is much

:02:32.:02:39.

much higher. We are seeing more cases of people being trafficked,

:02:40.:02:46.

examples of modern slavery and people in need of care from the

:02:47.:02:54.

police and other agencies. Trafficked children have been found

:02:55.:02:59.

working in cannabis factories, brothels and selling sexual

:03:00.:03:03.

services, domestic servitude. And we are coming across anecdotal evidence

:03:04.:03:07.

of organ harvesting. In Bristol when police discover trafficked

:03:08.:03:09.

children at the moment they're handed over to social services, to

:03:10.:03:14.

be placed in a foster family or sometimes a B But the current

statistics show 60% of these children will have disappeared

within the first 48 hours of their rescue, never to be found again

Lots of the children are going missing because of the pull factors

that combines an appropriate environment to live in with a close

eye on security for the longer term is ideal. It will only have four

:03:55.:03:59.

places for teenagers, but it's a start in tackling modern day

:04:00.:04:05.

slavery. Andrew Wallis is head of the charity

Unseen, featured there in Fiona s report. Can you define for us what

:04:09.:04:20.

to be trafficked means because I think there is a lot of

preconceptions? We are talking about children who have their rights taken

:04:25.:04:30.

away from them and are exploited. It can be sexual exploitation, forced

:04:31.:04:35.

labour, the cannabis trade or domestic servitude. Kids are moved

into the UK and then moved around the country for the process of

:04:40.:04:45.

exploiting them, turning them into a commodity to be bought and sold We

:04:46.:04:49.

don't always think of it on our backs doorstep will stop is it a

:04:50.:04:52.

problem in the West or is it a UK problem? It is a UK wide problem, it

:04:53.:04:59.

can happen in villages, towns and cities and is a growing problem in

:05:00.:05:05.

the UK. One of the most shocking things is 60% of people go back We

understand there are reasons and the traffickers have a hold over them.

Why might that be different if they are in a safe house? We know the

:05:15.:05:20.

compulsion to return to traffickers is huge, and that can be from threat

:05:21.:05:26.

of violence they have encountered or potential violence against their

:05:27.:05:31.

family. They want to return and we know they disappear very quickly.

:05:32.:05:37.

The point of having a safe house is so they have a place to feel safe,

:05:38.:05:42.

there is the psychological help and a safe environment. The poll is

diminished and hopefully we can begin that process of giving them

:05:48.:05:49.

their childhood back and help them come to terms with what has happened

:05:50.:05:54.

to them. There must be enormous challenges, in the first instance

just to establish trust? A report came out last year that said what

are the psychological impacts on a child or an adult who has been

trafficked? They say it is akin to torture. You have to tell them there

they need to know they are in a safe, loving environment so they can

begin that process. There is more awareness of it than ever before, I

certainly know I hear about it a lot more? It is in the media and the

government is bringing out the modern slavery Bill that hopefully

:06:38.:06:39.

will be on the statute books by the end of 2015. Unseen collaborate with

:06:40.:06:53.

a lot of other organisations. And we should say that if you have

:06:54.:06:57.

any suspicions that a child may have been trafficked or is being kept

:06:58.:07:00.

against their will you should contact the police in the first

:07:01.:07:03.

instance. And if you want to know more about the work of Unseen, their

website is unseenuk.org. More homes have been flooded in

:07:15.:07:17.

Somerset as water levels on the moorlands continue to rise. Flooding

:07:18.:07:20.

may largely have disappeared from the headlines but for thousands of

:07:21.:07:23.

people on the Somerset Levels, the misery goes on. In one village,

:07:24.:07:26.

Moorland near Bridgwater, the drainage system has been overwhelmed

:07:27.:07:28.

by the floodwater and temporary toilets have had to be brought in.

:07:29.:07:32.

Our Somerset Correspondent, Clinton Rogers reports.

These new aerial picture really show the scale of a problem ` a problem

that is getting worse. We were only here a couple of days ago and there

was no water like this on the road then. So this is the reality of

working so people are having to manually dispose of their waste or

walk to the village hall to use the temporary toilets that have been

brought in. The water we have got here is almost rain a week ago. More

houses have been flooded as water from high ground reaches the

:08:23.:08:25.

Somerset Levels. Life for some here is becoming intolerable. I am not a

:08:26.:08:33.

stressful person... And I can deal with most things... This is the

:08:34.:08:44.

sorry state we are in at the moment. Some have already moved out, and

:08:45.:08:47.

with more rain forecast others may soon follow. When did your daughter

:08:48.:08:54.

move out? She moved out yesterday morning because things have got so

:08:55.:08:58.

bad. She cannot use the kitchen the drains are full up. Finding dry land

:08:59.:09:04.

here is becoming increasingly difficult. Bryonny Sadler was moving

her chicken from their flooded barns this morning. This, she says, is

worse than last year. But for farmers like James Winslade moving

livestock isn't an option, even though 90% of his farm is under

water. I was awake half the night worrying about it. We will have to

wait and see. People have been kind, and offered space for 50 or 60

:09:34.:09:40.

cattle but we have 500 cattle. If they are spread all over the county,

:09:41.:09:45.

how do I get food to them? If it comes to it, we will have to sell

:09:46.:09:49.

them and that will be it. Moorland isn't quite an island... Yet. But

:09:50.:09:53.

some roads are impassable. And those who believe the flood waters are

:09:54.:09:57.

receding are counting the cost of their mistake.

If you've been driving around Bristol over the last few days, you

:10:06.:10:09.

may have noticed a few new signs going up around the place. That s

:10:10.:10:12.

because 20mph zones are being introduced in parts of the city

:10:13.:10:15.

They're designed to make the city's streets safer, but will they work

:10:16.:10:19.

and who will enforce them? Laura Jones is in one of the new zones for

:10:20.:10:25.

us tonight. Laura. Well I've just come outside the

:10:26.:10:28.

studio to one of the most significant roads to have this new

:10:29.:10:36.

limit, Whiteladies Road. As you can see it's pretty wet and dark out

:10:37.:10:40.

here but the new signs are in force all the way up and down the road.

:10:41.:10:48.

The key question of course, is does everyone know about them and are

:10:49.:11:08.

they obeying them? 26. Out on patrol, Charlie and Alan are on a

:11:09.:11:12.

mission to see how fast cars are going outside their school. It's

:11:13.:11:18.

because their school is in one of Bristol's new 20mph zones. But this

morning almost every vehicle that went past was going too fast. They

know they should not be doing that. They know they could actually hit a

:11:29.:11:33.

child and really hurt them. So why do they do it? It makes me a bit

:11:34.:11:39.

annoyed because there are 20 mph speed signs around here. The zones

:11:40.:11:44.

have been introduced to try and make Bristol's roads safer for everyone.

:11:45.:11:52.

Statistics are amazing. The safety organisation says you are seven

:11:53.:11:56.

times more likely to be killed by a car going at 30 miles an hour and 20

:11:57.:12:00.

miles an hour. I take all statistics with a large pinch of salt, but the

:12:01.:12:07.

fact is it is a lot safer. So far, they cover much of the central part

:12:08.:12:12.

of the city, by 2015 it'll cover most of the rest too. At the moment,

the new zones aren't being monitored by speed cameras, rather volunteers

are being asked to help spot where people are going too fast. Our

The failure to monitor a boy's blood after heart surgery may have

says staff at the Bristol Children's Hospital did not fully understand

monitored and kept within the range it should have been capped. Why are

clot so crucial? Be a very dangerous. They have to be removed.

In this case they were removed by a clotbusting drug and that in itself

:15:27.:15:31.

looked like it caused the fatal bleed to the brain of Sean Turner.

What is the response from the doctors? We heard from one of the

haematologist partly in charge of his care who said, getting the

levels right, the clotting factors right is difficult. Even if you do

:15:46.:15:48.

get them right, clots can still happen. Thank you very much.

A man has died in hospital after being stabbed last week. Police were

:15:53.:16:00.

called to a house in Gloucester just over a week ago where they found two

:16:01.:16:03.

men with stab wounds. They were both taken to Gloucestershire Royal

:16:04.:16:06.

Hospital, but one was moved to Frenchay in Bristol where he later

:16:07.:16:10.

died. A 51`year`old man has been charged with wounding with intent

:16:11.:16:13.

and has been remanded in custody. An inquest will not be held into the

:16:14.:16:16.

death of a four`year`old boy who was in foster care in Somerset. A

:16:17.:16:19.

postmortem report released this morning found Jonas Stadden died of

:16:20.:16:23.

pneumonia last November. Jonas' parents say he should have received

:16:24.:16:26.

medical treatment sooner, but the coroner for West Somerset found his

:16:27.:16:29.

death was from natural causes and says earlier medical help would not

been destroyed after being found on a popular Somerset footpath
