confiscated and destroyed, well that must be galling. Will Gompertz, | :00:00. | :00:13.
Good Evening. A man from the Forest of Deane has been jailed after | :00:14. | :00:20.
taking police on two high speed chases in six months. Christopher | :00:21. | :00:23.
Wright was first arrested last summer driving over 100 miles an | :00:24. | :00:28.
hour. But while he was waiting to be sentenced he did it again. Our | :00:29. | :00:31.
Gloucestershire reporter, Steve Knibbs reports A busy morning on the | :00:32. | :00:34.
outskirts of Gloucester and in the green Puma ahead, a 24`year`old | :00:35. | :00:37.
father from the Forest of Deane Christopher Wright. | :00:38. | :00:51.
With police on his tail, Wright take more chances and goes faster and | :00:52. | :00:54.
faster and ` although it's purely a technicality at this point ` sets | :00:55. | :01:02.
off the speed camera. With no end in sight, police try to shunt him off | :01:03. | :01:11.
the road, but to no avail. So the officer who's been right behind him | :01:12. | :01:13.
all the way decides to intervene. Wright is arrested and later admits | :01:14. | :01:29.
dangerous driving and having no insurance. | :01:30. | :01:38.
In last July the police filmed him driving at nearly 100 mph. The limit | :01:39. | :01:45.
is just 50. The judge told that last July he demonstrated a complete | :01:46. | :01:48.
disregard for the safety of others and that it was only by chance that | :01:49. | :01:50.
no one was killed or seriously injured. But it didn't stop there ` | :01:51. | :01:56.
while awaiting sentencing for that incident, Wright was caught again | :01:57. | :01:59.
just last month, this time in the early hours of the morning driving | :02:00. | :02:02.
at huge speeds through the centre of Cinderford in pouring rain. Tracked | :02:03. | :02:05.
by police helicopter and officers on the ground, he's eventually brought | :02:06. | :02:07.
to a stop by a stinger device. Wright admitted dangerous driving | :02:08. | :02:21.
again and possessing cannabis. He told police he was an idiot and that | :02:22. | :02:25.
there was no excuse for what he did. The judge jailed him for two and a | :02:26. | :02:29.
half years and banned him from driving for four years. An outcome | :02:30. | :02:32.
that, on several occasions, came close to being much worse. | :02:33. | :02:40.
A new psychiatric unit opened in Bristol today which should mean | :02:41. | :02:43.
fewer people with mental health problems having to go into police | :02:44. | :02:46.
cells when detained under the mental health act. Hundreds of patients in | :02:47. | :02:53.
the West, some as young at 11, were locked in cells last year but the | :02:54. | :02:57.
unit at Southmead Hospital aims to change that. Our Health | :02:58. | :03:08.
Correspondent Matthew Hill reports. I was placed in a cell overnight and | :03:09. | :03:12.
was very distressed with hallucinations and psychosis. I had | :03:13. | :03:16.
the worst night of my life. I was roughly treated. I was looking for | :03:17. | :03:20.
help and support and ended up arrested. | :03:21. | :03:28.
Not a great place to spend the night if you are detained under the Mental | :03:29. | :03:32.
health act. But from today, this will be able to admit patients so | :03:33. | :03:37.
that they will not have to be detained in cells. | :03:38. | :03:42.
This will be a very different experience. Patients will come into | :03:43. | :03:46.
this assessment centre where they will be seen by a specialist mental | :03:47. | :03:49.
health team who will discharge them within hours. Last year there were | :03:50. | :03:55.
over 1000 patients in the West because they were arrested and | :03:56. | :03:58.
detained under the Mental Health Act. Of those, 646 had to be locked | :03:59. | :04:05.
in a police cell. The Police and Crime Commissioner has welcomed this | :04:06. | :04:08.
development, but is concerned that they will not yet be able to take | :04:09. | :04:13.
children under 16. There is no provision at the moment | :04:14. | :04:17.
in this area for young people. That is exactly, completely the wrong | :04:18. | :04:24.
thing to do. If you think in the last year there were ten children | :04:25. | :04:28.
who were put into police cells, that is absolutely wrong and we should | :04:29. | :04:32.
not be all the reading it. Being detained under the Mental | :04:33. | :04:35.
Health Act is traumatic enough, so if cells can be avoided, that can | :04:36. | :04:41.
only give patients peace of mind. Police horses have been drafted onto | :04:42. | :04:44.
the Somerset Levels to stop thieves taking advantage of flood victims. | :04:45. | :04:49.
They're patrolling the area to deter criminals who've already stolen | :04:50. | :04:54.
heating oil and quad bikes. Meanwhile there's been an angry | :04:55. | :04:57.
reaction to remarks made by the chairman of the Environment Agency | :04:58. | :05:01.
who said that rural homes may need to be sacrificed to save urban areas | :05:02. | :05:04.
from flooding. A Gloucester man aiming to be the | :05:05. | :05:08.
first person to run from one coast of Canada to the other without a | :05:09. | :05:15.
support team has done it. Jamie McDonald reached Vancouver this | :05:16. | :05:18.
evening after running 5,000 miles dressed as the superhero The Flash. | :05:19. | :05:21.
He braved temperatures of minus 40 degrees and suffered frostbite, all | :05:22. | :05:24.
to raise money for children's charities. Well, a little earlier we | :05:25. | :05:30.
caught up with Jamie and some friends and family in Canada as his | :05:31. | :05:33.
11`month challenge was nearing its end. | :05:34. | :05:42.
I can just feel the emotion building up. I've worked the hardest I've | :05:43. | :05:47.
ever worked in my entire life for 11 months I've run every single day. | :05:48. | :05:52.
I've got no support crew at all it has just been me and the baby | :05:53. | :05:55.
stroller. I have been through so much hardship, and now I am coming | :05:56. | :06:01.
along to the finish. I am nervous, scared, emotional. I am all over the | :06:02. | :06:06.
place. I have picked up chronic tendinitis, about halfway, and had | :06:07. | :06:10.
to make a decision whether to give up, which I felt like doing, or | :06:11. | :06:14.
continue on and battle through the agony. Every single step was | :06:15. | :06:19.
painful. It looks like permanent damage has taken place on the food, | :06:20. | :06:24.
but I'm glad that I've actually found something that makes a | :06:25. | :06:28.
difference to other people's lives. What an achievement! We're back with | :06:29. | :06:34.
more news tomorrow, but now we take a look at the weather. | :06:35. | :06:41.
The next saiga begins tomorrow and continues on to Wednesday. Weather | :06:42. | :06:46.
warning out for severe gales and heavy rain. Some snow over the plans | :06:47. | :06:53.
at the moment. That will clear by around midnight. It will be a chilly | :06:54. | :06:58.
night, around freezing in some places. Tomorrow, some showers | :06:59. | :07:05.
around but also some dry weather. The winds pick up steadily by the | :07:06. | :07:10.
afternoon. Gusts of up to 50 mph and higher than that around the south | :07:11. | :07:16.
coast, and then this band of rain marches and through the coast of the | :07:17. | :07:21.
evening. It will be heavy in places, creating difficult driving | :07:22. | :07:24.
conditions. Temperatures will get up to eight Celsius. We continue with a | :07:25. | :07:32.
windy day into Wednesday. Is a look at the | :07:33. | :07:37.
Good evening. As you have just heard on your local forecast there is more | :07:38. | :07:45.
wind and rain to come. The story is dominated by two potent areas of low | :07:46. | :07:48.
pressure. There are parts of the world that need the rain at the | :07:49. | :07:51.
moment, let me take you to California. That has arrived in the | :07:52. | :07:57.
form of patchy rain over the past 24 hours or so. The reason I take you | :07:58. | :08:01.
here is the cloud responsible for it, well that will develop into | :08:02. | :08:07.
Saturday's storm system. That same jet stream is picking up this area | :08:08. | :08:12.
of cloud at the moment, developing into a deepening area of low | :08:13. | :08:15.
pressure in the Atlantic and that will bring wet and windy weather for | :08:16. | :08:18.
Wednesday. | :08:19. | :08:23. |
