from victims the offence such there'd that if that Good evening. A | :00:16. | :00:19.
care worker has been jailed for 14 years after raping three vulnerable | :00:20. | :00:22.
women he should have been looking after. Colin Stokes was branded | :00:23. | :00:25.
dangerous by the judge todax after what were described as remorseless | :00:26. | :00:28.
attacks. Our Gloucestershird reporter, Steve Knibbs, was in | :00:29. | :00:30.
court. This bedroom should have bedn the | :00:31. | :00:33.
safe haven for a vulnerable adult living in the home but inside here, | :00:34. | :00:37.
Colin Stokes abused his ulthmate position of trust and raped her He | :00:38. | :00:43.
also targetted two other wolen. None of the victims could communhcate | :00:44. | :00:46.
properly. It was his ploy to keep his terrible secret safe. Today | :00:47. | :00:49.
relatives of the victims sat in court to hear upsetting det`ils of | :00:50. | :00:52.
the case read out, offences which were branded disability hatd crimes. | :00:53. | :00:57.
It wasn't until he said "guhlty that it did hit me like a tonne of | :00:58. | :01:02.
bricks. The emotion that ran through me was horrendous. No`one should | :01:03. | :01:08.
have to feel that and to sit there and can hear your mum and d`d crying | :01:09. | :01:12.
is not something that you should have to hear in your life. Ht was | :01:13. | :01:17.
awful. Colin Stokes was arrdsted when a whistle`blower who worked at | :01:18. | :01:20.
the home raised concerns with the police but the challenge for | :01:21. | :01:23.
detectives was getting the victims to tell them what happened. The | :01:24. | :01:26.
breakthrough came with the tse of intermediaries. They spent time with | :01:27. | :01:29.
the victims, building up relationships and gaining their | :01:30. | :01:32.
confidence, and for those who had no verbal communication skills, these | :01:33. | :01:35.
special signboards were used to give police the evidence that thdy | :01:36. | :01:40.
needed. And, in fact, the original boards that they had didn't deal | :01:41. | :01:43.
with things of a sexual nattre or emotions, so the police, quhte | :01:44. | :01:46.
rightly, realised this very early on and got a special intermedi`ry in | :01:47. | :01:50.
who had a better board, who could ensure that the communication from | :01:51. | :01:53.
the victim was such that both the physical aspects of the ass`ult | :01:54. | :01:56.
could be described, but also, the emotional aspects of the assault | :01:57. | :02:07.
could also be described. Stokes was arrested back in 2007 for sdxual | :02:08. | :02:10.
activity with a mentally ill woman at the same home but the CPS decided | :02:11. | :02:14.
there wasn't enough evidencd to prosecute and he was releasdd | :02:15. | :02:24.
without charge. The police `nd the CPS didn't really understand how | :02:25. | :02:29.
important and beneficial intermediaries could be in | :02:30. | :02:33.
ascertaining evidence from victims of sexual assault. We did not | :02:34. | :02:37.
consider the offence such at the time that we could bring it to court | :02:38. | :02:42.
and there would be a realistic prospect of conviction. If that | :02:43. | :02:46.
complaint was brought to us now we would look at it differentlx. So | :02:47. | :02:49.
were opportunities missed to prevent him raping his three victims? The | :02:50. | :02:52.
county council, who commisshoned care services at the home today | :02:53. | :02:55.
launched a serious case revhew to find out. Are you convinced now that | :02:56. | :03:06.
this case would never happen again? That is exactly the question we will | :03:07. | :03:10.
ask the serious case review to answer. Could we be doing things | :03:11. | :03:16.
differently? There is always this risk of a lone person with poor | :03:17. | :03:22.
motivation and criminal intdnt of perpetrating these things, `ll you | :03:23. | :03:29.
can do to minimise that risk. Relatives of the victims broke down | :03:30. | :03:35.
in tears at court. The detahls are too upsetting to report but the | :03:36. | :03:39.
judge told Stokes about what he did was crawl and depraved and he | :03:40. | :03:42.
breached the trust of the three victims who were every bit `s | :03:43. | :03:47.
vulnerable as little childrdn. As he was jailed, one of the relatives | :03:48. | :03:53.
shouted, rot in hell! Two more people have been arrested | :03:54. | :03:56.
by detectives investigating the killing of a Bristol teenagdr. | :03:57. | :03:59.
19`year`old Nicholas Robinson was stabbed outside his flat earlier | :04:00. | :04:03.
this month. A 43`year`old woman and 50`year`old man have been arrested | :04:04. | :04:06.
in Bristol on suspicion of `ssisting an offender. Two other people, | :04:07. | :04:11.
arrested on the same charge yesterday, have been releasdd on | :04:12. | :04:15.
bail. The United Nations has accused the | :04:16. | :04:18.
Government of "suspicious actions" over plans to develop a new nuclear | :04:19. | :04:21.
power station at Hinkley Pohnt in Somerset. Environmental inspectors | :04:22. | :04:25.
have warned there are concerns about a lack of talks with neighbouring | :04:26. | :04:28.
countries, including Ireland, over potential risks posed by thd Hinkley | :04:29. | :04:45.
C plant. Bristol Rovers hope to start work on | :04:46. | :04:49.
their new ?40 million staditm this summer after a High Court jtdge | :04:50. | :04:52.
ruled they can sell their ctrrent home to Sainsbury's. The judicial | :04:53. | :04:56.
review dismissed claims by ` campaign group that the council had | :04:57. | :05:00.
failed to fully consider thd impact on local shops. Here's Alistair | :05:01. | :05:06.
Durden. A costly legal fight ending with | :05:07. | :05:11.
their best result of the se`son a High Court judge today told Bristol | :05:12. | :05:14.
Rovers they could sell their Memorial Stadium home to | :05:15. | :05:19.
Sainsbury's. Absolutely delhghted. I think it vindicates our poshtion. | :05:20. | :05:23.
We've always felt we had a strong case and the judges approve that. | :05:24. | :05:28.
The judge disagreed with local campaigners who claimed Bristol City | :05:29. | :05:31.
Council had played down the economic impact of the supermarket on local | :05:32. | :05:37.
businesses. In a statement, the campaigners said they were | :05:38. | :05:39.
"profoundly disappointed" and would "review the details" of the | :05:40. | :05:42.
judgement before deciding whether to appeal. One local MP, who b`cked the | :05:43. | :05:48.
stadium and the supermarket, says today's decision is important for | :05:49. | :05:52.
the city as a whole. If this hadn't gone through, people would have | :05:53. | :05:55.
said, "Oh, don't go to Bristol. That's the place where nothhng ever | :05:56. | :05:58.
happens!" We've shown the country and, indeed, the world that stuff | :05:59. | :06:03.
can and does happen in Bristol. So what happens next? Bristol Rovers | :06:04. | :06:06.
say contracts for the staditm should be signed within the next fdw weeks. | :06:07. | :06:10.
The diggers would move in over the summer to start work in the first | :06:11. | :06:14.
game at the UE stadium would be played in August 2015, when Rovers | :06:15. | :06:17.
fans will finally be able to call this 21,000 seater stadium home | :06:18. | :06:26.
There's more news on your local BBC Radio stations and online. We're | :06:27. | :06:31.
back with you tomorrow in Breakfast. But now, let's leave with whth the | :06:32. | :06:34.
latest weather with Georgin` Burnett. | :06:35. | :06:44.
It's a decent night for star gazing but chilly nonetheless. Durhng the | :06:45. | :06:53.
day, blustery showers around at times but a fair amount of | :06:54. | :06:58.
sunshine, too. A largely drx night tonight. Play spells as well. The | :06:59. | :07:05.
winds dropping a touch. Temperatures close to freezing in some p`rts | :07:06. | :07:15.
Those south`westerly winds pick up again tomorrow so showers lhkely to | :07:16. | :07:21.
be blustery. There should bd sunshine in between. Come the | :07:22. | :07:29.
evening, more rain joining hn. Come the afternoon, though, tempdratures | :07:30. | :07:31.
are reaching 10 Celsius. through and that's the theme. I will | :07:32. | :07:39.
leave you with that summary. Good evening. The skies were clear for | :07:40. | :07:43.
most parts of the UK and it will turn quite cold but we have to get | :07:44. | :07:47.
rid of the band of rain slipping its way southwards through the day. | :07:48. | :07:51.
Gusty wind. Also a temperature contrast. 16 degrees in Norwich | :07:52. | :07:57.
Five degrees in Stornoway. It is the colder air which will win tonight. | :07:58. | :08:01.
It will push down across all parts and be a cold | :08:02. | :08:02. |
