Good evening. The media has obtained dramatic footage of the moment a | :00:12. | :00:17.
suspect was shot with a taser gun inside a Wiltshire Police station. | :00:18. | :00:21.
The officer who fired it was cleared of assault yesterday. The Chief | :00:22. | :00:25.
Constable had tried to stop the video being released and today he | :00:26. | :00:28.
has been defending that decision. Our home affairs correspondent, | :00:29. | :00:33.
Steve Brodie, reports. Suspect Daniel Dove has been ordered | :00:34. | :00:37.
to take off his clothes as part of a strip search, after being brought to | :00:38. | :00:40.
Melksham Police Station. But when he reaches his underpants, he flips | :00:41. | :00:44.
them at PC Lee Birch. The policeman fires the 50,000`volt stun gun into | :00:45. | :00:49.
Mr Dove's chest. Wiltshire's Chief Constable told me why he doesn't | :00:50. | :00:52.
think the public should see the film. I can accept that people might | :00:53. | :00:58.
wonder why I objected. My issue was one of principle. My principle being | :00:59. | :01:05.
that, in my view, I have to ensure fairness and I have a duty of care | :01:06. | :01:10.
to my officer ` who has been found not guilty. My view was that to | :01:11. | :01:21.
release the media could cause problems for my officer over the | :01:22. | :01:24.
next however many years he serves. An hour before, Daniel Dove had been | :01:25. | :01:27.
arrested outside this Trowbridge night club, in December 2012, for | :01:28. | :01:30.
being drunk and disorderly. He has then been brought here to the | :01:31. | :01:33.
custody suite at Melksham Police Station. He is booked in standing | :01:34. | :01:37.
handcuffed in front of PC Birch. The jury were told he was drunk and | :01:38. | :01:40.
difficult to handle. After the tasering, he was charged with | :01:41. | :01:43.
assault. But later he took out a private prosecution against PC | :01:44. | :01:46.
Birch. Then the CPS dropped its allegations against him and | :01:47. | :01:52.
prosecuted PC Birch instead. The Chief Constable agrees that justice | :01:53. | :01:56.
should be seen to be done. I fully support open justice. There is an | :01:57. | :02:03.
ongoing IPCC investigation. In my view, releasing the CCTV to the | :02:04. | :02:09.
media could have been prejudicial. I am responsible for making sure that | :02:10. | :02:12.
investigations are fair and in my view releasing the footage might | :02:13. | :02:18.
have prejudiced the investigation. The force have reviewed their policy | :02:19. | :02:22.
towards tasers. Meanwhile, PC Birch has returned to his job. Steve | :02:23. | :02:26.
Brodie, BBC Points West, Wiltshire Police Headquarters, Devizes. | :02:27. | :02:33.
More details have emerged of the extraordinary rescue operation to | :02:34. | :02:36.
save a woman who fell nearly 30 feet from a bell tower inside Wells | :02:37. | :02:40.
Cathedral. A doctor involved in the rescue says the tourist fell into a | :02:41. | :02:43.
two`foot wide cavity between two walls, which made the rescue very | :02:44. | :02:49.
challenging. Clinton Rogers reports. Come in and I will try to explain | :02:50. | :02:54.
the situation. James Hickman is a specialist trauma doctor with | :02:55. | :02:56.
mountaineering experience ` just the man for what turned out to be rescue | :02:57. | :03:04.
at height in a very confined space. This is the main tower in the centre | :03:05. | :03:08.
of the cathedral and the walls here are effectively double`skinned. The | :03:09. | :03:16.
woman, taking part in what is called a Cathedral High`Parts Tour, somehow | :03:17. | :03:19.
managed to fall into a narrow space between two bell tower walls. It is | :03:20. | :03:23.
a bit like the cavity walls you have at home ` obviously a lot wider, but | :03:24. | :03:28.
still only about 2`3 feet wide. There are openings into those | :03:29. | :03:34.
cavities. This lady appears to have fallen into one of these cavities | :03:35. | :03:38.
between the two parts of the wall ` from this level down into a cavity | :03:39. | :03:42.
here. It did present challenges because there was not much room down | :03:43. | :03:56.
there. The verger was helping her and I went down, supported by the | :03:57. | :04:00.
Fire Service ` who had a rope rescue team, on a rope. She was awake and | :04:01. | :04:16.
was able to talk to me. We were able to start the initial management of | :04:17. | :04:24.
her injuries in the small space. There were many teams there. The | :04:25. | :04:33.
fire rescue team, who are great in difficult environments like this, | :04:34. | :04:36.
helped to get the lady onto a special stretcher to lift her out | :04:37. | :04:50.
into the room in the tower. From there she was carried to the | :04:51. | :04:53.
cathedral roof and winched onto a rescue helicopter. I was relieved | :04:54. | :05:00.
that she was not more injured than you would expect from the height of | :05:01. | :05:06.
the fall that she had. Tonight, the woman continues to recover at | :05:07. | :05:09.
Frenchay Hospital in Bristol. Clinton Rogers, BBC Points West. | :05:10. | :05:15.
A quarter of a million pounds' worth of fines has been written off | :05:16. | :05:19.
following a public outcry over a badly signposted bus lane in Bath. | :05:20. | :05:22.
Council leaders are now reviewing the scheme on Dorchester Road and | :05:23. | :05:25.
have agreed to suspend it until better signage is in place. I have | :05:26. | :05:32.
just said that we are very sorry. Therefore, I am embarrassed that we | :05:33. | :05:35.
have upset people and I'm embarrassed that the experiment has | :05:36. | :05:38.
not been as good as it could have been. That was a simple mistake. We | :05:39. | :05:42.
did not get our signage right for this complicated junction. The | :05:43. | :05:45.
council will decide the future of the bus gate on Friday, once it has | :05:46. | :05:51.
analysed data from the experiment. A stained glass window has been | :05:52. | :05:53.
unveiled at Gloucester Cathedral this evening. It commemorates the | :05:54. | :05:57.
life of Ivor Gurney, the Gloucester poet and composer who was born in | :05:58. | :06:00.
1890. Ivor Gurney's poetry was inspired by the horrors he witnessed | :06:01. | :06:04.
in the First World War and his love of Gloucestershire. | :06:05. | :06:09.
Bristol snooker player Judd Trump needs just two more frames to make | :06:10. | :06:13.
it in to the semi`finals of the World Championships. He leads 11`10 | :06:14. | :06:18.
against Neil Robertson, who won four of the first five frames this | :06:19. | :06:21.
afternoon. The winner will take on Mark Selby at the Crucible tomorrow. | :06:22. | :06:36.
Neil Robinson has just equalised. Newsnight is starting over on BBC | :06:37. | :06:40.
Two. First let us take a look at the weather with Ian. | :06:41. | :06:47.
Tomorrow there will be heavier showers and some thunderstorms. The | :06:48. | :06:53.
Met Office has issued a yellow warning. Particularly in Wiltshire | :06:54. | :07:00.
and Gloucestershire there could be heavy rain. There is also a threat | :07:01. | :07:08.
of flooding. Temperatures, 8`10 Celsius. Many areas will start dry, | :07:09. | :07:18.
but then as they get into the afternoon we will find heavier rain | :07:19. | :07:26.
in the North. It will last for quite a while. Tomorrow the temperatures, | :07:27. | :07:31.
as well. The outlook, it shows you it will get cooler as we had through | :07:32. | :07:35.
the weekend but brighter, although gardeners beware, night-time frosts. | :07:36. | :07:40.
It was a day of contrasts across the UK today, rain coming in from the | :07:41. | :07:46.
West but in the south-east, like winds and sunshine, up to 20 | :07:47. | :07:50.
degrees. Contrast that with six degrees in the East of Scotland. In | :07:51. | :07:54.
between we've seen some thunderstorms and more general | :07:55. | :07:58.
showers coming in to the western side of the UK. Northern Ireland, | :07:59. | :08:03.
Wales and the south-west. The best chance of staying dry is across | :08:04. | :08:07.
Lincolnshire and East Anglia. A lot of cloud around generally | :08:08. | :08:10.
overnight, some patches of mist and maybe a few | :08:11. | :08:12. |
