behaviour towards female police officers and staff. | :02:13. | :02:19. | |
It is a neutral act but it is done for the purpose to protect the | :02:20. | :02:26. | |
member of staff. It is there to protect witnesses who might be | :02:27. | :02:29. | |
called upon to give statements. More importantly, for the investigation | :02:30. | :02:33. | |
to take place in a neutral environment. That is without any | :02:34. | :02:37. | |
tension or pressure on anyone. Officers from the | :02:38. | :02:42. | |
Independent Police Complaints Commission were interviewing those | :02:43. | :02:43. | |
involved in the allegations It takes time to complete. That | :02:44. | :02:52. | |
creates a difficulty for the public face of the police force. It creates | :02:53. | :02:56. | |
difficulties for internal cohesion and direction. That is why you have | :02:57. | :03:01. | |
the Chief Constable. They provide leadership and boost morale and | :03:02. | :03:05. | |
provide confidence, strategic direction. The professional and head | :03:06. | :03:10. | |
of service. Having said that, the whole point of having a Deputy Chief | :03:11. | :03:14. | |
Constable is that there is somebody who has been appointed to that post | :03:15. | :03:18. | |
