A case which may shed light on the eavesdropping work of GCHQ in

:00:13.:00:16.

In the first public hearing of its kind, the government's intelligence

:00:17.:00:20.

agency is being taken to a tribunal by Amnesty International.

:00:21.:00:25.

It's more than a year since former CIA employee Edward Snowden claimed

:00:26.:00:28.

intelligence agencies, including GCHQ, were gathering huge amounts of

:00:29.:00:30.

the public's Internet usage data. Amnesty International believes its

:00:31.:00:33.

emails have been illegally intercepted here and in the US. It

:00:34.:00:35.

says that's in breach of the Human Rights Act.

:00:36.:00:37.

We know that the kind of organisation that we are, given that

:00:38.:00:40.

we work with human rights defenders, working to hold governments to

:00:41.:00:46.

account, it's very likely that ours are the kinds of communications a

:00:47.:00:51.

government would be interested in. But this is actually about much more

:00:52.:00:57.

than that. It's about you and me. And that's what is quite so

:00:58.:01:00.

concerning. It's about the everyday communications.

:01:01.:01:06.

Tomorrow, lawyers for Amnesty will argue their case at the

:01:07.:01:09.

Investigatory Powers Tribunal which considers complaints about public

:01:10.:01:11.

bodies. What we don't really know is how much GCHQ knows about what we've

:01:12.:01:14.

all been doing on our phones, computers and tablets. They won't

:01:15.:01:17.

confirm or deny any of it. So it's no surprise that they're not saying

:01:18.:01:20.

much about tomorrow's case either. GCHQ has always said it works within

:01:21.:01:23.

a strict legal and policy framework and everything it does is

:01:24.:01:27.

authorised, necessary and proportionate. But Amnesty wants to

:01:28.:01:31.

test that claim. Tomorrow's hearing will unusually be held in public.

:01:32.:01:38.

The Investigatory Powers Tribunal normally sits behind closed doors.

:01:39.:01:43.

For once we'll be able to watch those whose job it is to watch us.

:01:44.:01:48.

And we might learn something about what they've been doing.

:01:49.:02:02.

A man has been charged with attempted murder this evening after

:02:03.:02:05.

a 41`year`old man was stabbed in the back at Cribbs Causeway Shopping

:02:06.:02:08.

The victim remains in a stable condition at Southmead Hospital.

:02:09.:02:16.

A West charity says there's not enough help for victims of

:02:17.:02:19.

trafficking in the Government's anti`slavery bill that's going

:02:20.:02:21.

through parliament now. 'Unchosen' makes films to raise awareness, and

:02:22.:02:23.

helps to train professionals to spot and deal with this growing crime.

:02:24.:02:35.

Documented on film ` the harrowing and true story of

:02:36.:02:37.

Hung, a Vietnamese teenager smuggled to Britain on the promise of work.

:02:38.:02:40.

When the cannabis factory was raided, it

:02:41.:02:45.

Of course, Hung's case isn't unique ` latest Government figures show

:02:46.:02:50.

1746 people were referred as victims of trafficking in the UK

:02:51.:02:52.

last year ` that's a 47% increase on the year before.

:02:53.:02:59.

But these are just the official statistics ? the real

:03:00.:03:01.

The Government's new Modern Slavery Bill aims to tackle the problem.

:03:02.:03:05.

The Home Office says it's the first of its kind in Europe.

:03:06.:03:11.

It would introduce tougher sentencing,

:03:12.:03:13.

an anti`trafficking commissioner, and better support for victims.

:03:14.:03:14.

It's welcomed by campaigners ` as long as victims are

:03:15.:03:17.

There is a real desperate need that victims are identified

:03:18.:03:25.

In addition to that, one of the problems is that victims

:03:26.:03:32.

of trafficking involved in criminal industries have often

:03:33.:03:34.

So, really to recognise that victims can

:03:35.:03:37.

be involved in criminal activities, but not to prosecute them.

:03:38.:03:39.

Others feel it doesn't go far enough and want firms forced to

:03:40.:03:42.

investigate whether slaves have been used to make their products.

:03:43.:03:45.

I think businesses ought to care about whether there is slavery

:03:46.:03:47.

If that creates an additional burden or onus on them to investigate,

:03:48.:03:51.

then that is something they have a moral obligation to do.

:03:52.:03:54.

Whatever the detail, most welcome a bill that does

:03:55.:03:56.

It's been the final day of the Air Tattoo at RAF Fairford,

:03:57.:04:00.

and over the last three days 140,000 people have been through the gates.

:04:01.:04:03.

There was a D`Day tribute with a special flypast of a Spitfire

:04:04.:04:13.

Warming up but becoming increasingly humid. Tonight, mainly dry. Clear

:04:14.:04:22.

spells, light winds. Could see one to mist patches dawn. Temperatures

:04:23.:04:33.

cooler than of late, down to 10 degrees. Tomorrow, brightness, some

:04:34.:04:35.

sunny breaks. Not long before we start to see cloud pushing in from

:04:36.:04:38.

the West, becoming thick enough to produce one or two spots of light

:04:39.:04:43.

and patchy rain. Temperatures generally feeling quite warm, into

:04:44.:04:53.

the 20s. Tuesday start cloudy, it improves and is becoming quite warm

:04:54.:04:55.

and humid towards the end of the week.

:04:56.:05:08.

Good evening. A fine night ahead. A few showers are lingering across

:05:09.:05:17.

eastern England and eastern Scotland. They should fade away into

:05:18.:05:21.

the small hours. There will be clear skies and it will be a fresher night

:05:22.:05:26.

and last night. Temperatures will slide down into the mid-teens and

:05:27.:05:31.

lower. A decent start to the new week. The emphasis really is on

:05:32.:05:37.

start because, once the morning gets under way, wetter and windier

:05:38.:05:41.

weather. To work its way into Northern Ireland probably reaching

:05:42.:05:45.

most part by the end of the rush-hour and pushing into western

:05:46.:05:48.

Scotland by lunchtime. The same weather system will also see the sky

:05:49.:05:54.

is greying across the south-west of England and Wales. Cloud will build

:05:55.:06:00.

further east. Still with some spells of sunshine. Temperatures of 23, 24.

:06:01.:06:07.

Sunny skies across Lincolnshire and Yorkshire. Wetter weather pushing

:06:08.:06:11.

into Cambria. A bit brighter for Northern Ireland later in the

:06:12.:06:17.

afternoon. A wet story. . It will continue to push its

:06:18.:06:18.
