under the Mental Health Act. His conditions include post

traumatic stress disorder, something which Joe says stems

:02:39.:02:41.

from the time he was taken into care as a 12`year`old because

:02:42.:02:43.

of his challenging behaviour. It started in May 2012,

:02:44.:02:48.

when Joe disclosed about having Joe needs psychiatric help and they

can be supported with a package Well, we're joined now by

:04:22.:04:23.

Lucie Russell from the mental Thank you for joining us.

:04:24.:04:41.

What sort of feedback and treatment and service do you think young

:04:42.:04:45.

people are getting? Well, services are in crisis. There

:04:46.:04:51.

have been a number of funding cuts, and in terms of the total mental

:04:52.:04:56.

health budget, the NHS budget, only 6% goes on children and young

:04:57.:05:02.

people's mental health services. Because early intervention is so

:05:03.:05:04.

important, the problem with this very paltry figure is that we are

:05:05.:05:10.

not intervening early and so problems are going to get more

:05:11.:05:13.

serious and more entrenched and cost the country a lot more money.

:05:14.:05:18.

Really, we do have a crisis going on. The government's Select

:05:19.:05:25.

Committee is currently looking into these services and the crisis around

:05:26.:05:28.

them, so we have a problem we have to deal with urgently.

:05:29.:05:32.

To put this into context, when someone is really asking for help

:05:33.:05:35.

why would a hospital turn someone away? Can you see any reasons for

:05:36.:05:38.

that? One of the reasons is there is a

:05:39.:05:43.

shortage of beds in inpatient units, so some young people are having to

:05:44.:05:46.

travel hundreds of miles to actually get a bed. But the other problem is

:05:47.:05:53.

a wider issue about the package of services that has been discussed

:05:54.:05:58.

previously in this piece. But you don't think it could be

:05:59.:06:02.

advantageous to be in the community? You would definitely put the blame

:06:03.:06:04.

with the health services in cases where the wrist not enough attention

:06:05.:06:08.

paid to young people? What we need is a package of care

:06:09.:06:12.

that also includes intensive outreach support, and the recent

:06:13.:06:16.

review into inpatient services has shown that many services don't have

:06:17.:06:22.

a package of intensive outreach support, and saw that means that

:06:23.:06:28.

some young people are actually ending up... Inpatient services are

:06:29.:06:32.

not the cure for anything. `` everything. It is about a package of

:06:33.:06:37.

services before in patient care, during and after inpatient care. If

:06:38.:06:42.

that package is not there, you are going to have long`term problems

:06:43.:06:44.

that carry on. OK, thank you for joining us.

:06:45.:06:49.

A six`year`old girl who died following a crash in Wiltshire

:06:50.:06:51.

at the weekend has been named today as Jess Marie Wright`Roberts

:06:52.:06:54.

She was travelling in a Land Rover which left the road at

:06:55.:06:58.

She is still in a serious but stable condition in hospital.

:06:59.:07:03.

The girl's two brothers, aged seven and two, suffered minor injuries.

:07:04.:07:10.

The cause of a fire at a waste site in Swindon is still unknown

:07:11.:07:16.

Fire crews are still working to contain the blaze at

:07:17.:07:23.

It has also emerged that the company which runs the site has

:07:24.:07:26.

had 32 separate warnings from the Health and Safety Executive issued

:07:27.:07:29.

A short while ago I asked the owner of the recycling plant, Lee Averies,

:07:30.:07:34.

Very disappointed. Very tired, the guys are very tired. I have not had

:07:35.:07:47.

much sleep, as you can imagine. We are obviously just rang to contain

:07:48.:07:51.

what is happening. It is a very difficult time for people on site

:07:52.:07:53.

and the immediate neighbours and the wider community. It is quite

:07:54.:07:58.

challenging. You can understand that people in

:07:59.:08:02.

the wider community are concerned, especially as you have had health

:08:03.:08:06.

and safety problems there before, with a big fine last year for a

:08:07.:08:09.

breach and another fire at a sister plant.

:08:10.:08:15.

Yes, to put things into perspective, there were some breaches many years

:08:16.:08:21.

ago. There was a fine last year which was for a historic dust

:08:22.:08:26.

problem back in 2010, four and a half years ago. Obviously we are

:08:27.:08:32.

pleased that the site is compliant. But there was a fire at another

:08:33.:08:37.

planet that you own? Yes, there was a fire at Swindon

:08:38.:08:42.

Skip site, which we believe was down to arson. There was a woodpile there

:08:43.:08:47.

that caught fire. That was at the end of last year.

:08:48.:08:51.

All right, but you are hopeful there may be new developments tomorrow and

:08:52.:08:54.

we may see an end to this fairly quickly, this week?

:08:55.:08:59.

Well, we cannot say, obviously. We are working with the fire brigade,

:09:00.:09:06.

fully cooperating with them and the other sort of professional bodies

:09:07.:09:08.

and we are trying to deal with this as quickly as we can. All right,

:09:09.:09:12.

thank you very much indeed for coming on tonight.

:09:13.:09:13.

Thank you. Rescue charities along the

:09:14.:09:15.

Bristol Channel coast say they've already had an increased number of

:09:16.:09:17.

call`outs since schools broke up. The Burnham Area Rescue Boat has

:09:18.:09:20.

been out three times Four rescue workers doing

:09:21.:09:22.

their best to free the tyres Frantic digging, aware that

:09:23.:09:29.

the tides here come in quickly. Frantic, but fruitless `

:09:30.:09:34.

as its owner looked on the Vauxhall Frontera had to be abandoned, and in

:09:35.:09:40.

a matter of minutes was floating on These signs along this coast cannot

:09:41.:09:44.

be any clearer, but rescuers who monitor these beaches have had

:09:45.:09:52.

their busiest start to We have the second highest

:09:53.:09:55.

tidal range in the world here. There is a thin layer of sand at

:09:56.:10:03.

the bottom of the beach with thick mud underneath and, time and again

:10:04.:10:06.

at this time of the year, we see Brean in Somerset has had many

:10:07.:10:10.

incidents like this over the years, but this was the beach at Burnham

:10:11.:10:16.

last weekend. In places here,

:10:17.:10:20.

a thin layer of top sand can be misleading, covering up thick layers

:10:21.:10:23.

of mud beneath ` perfect for trapping cars, and then it is a race

:10:24.:10:25.

against time and the rising tide. It is not just cars that can

:10:26.:10:35.

get into difficulties here. Over the past two days rescuers

:10:36.:10:38.

have had three call`outs involving dog walkers where the pet has run

:10:39.:10:40.

onto the mudflats and the owner has chased after it, not realising

:10:41.:10:53.

how quickly they can sink. This long, warm summer means

:10:54.:10:55.

Burnham's beaches are busier than ever, and most here enjoy the sand

:10:56.:10:58.

without ever having a problem. But, despite the warnings,

:10:59.:11:01.

every single year there are always just a few keeping the rescue

:11:02.:11:03.

volunteers on their toes. Well, you're watching BBC points

:11:04.:11:21.

West and it is good to have you with us. We have a few big names to come

:11:22.:11:26.

between now and seven. Hello, I am Simon Callow. Join me

:11:27.:11:30.

later and I will tell you about something really rather fantastic I

:11:31.:11:35.

am about to do in Bristol. And as we get to the tail end of another warm

:11:36.:11:39.

day, the shower clouds are starting to build for some of you and I Met

:11:40.:11:43.

Office warning for more tomorrow. More detail later in the programme.

:11:44.:11:45.

Bristol City Council says it has temporarily stopped sending new

:11:46.:11:50.

On a recent inspection, The Care Quality Commission found residents

:11:51.:11:56.

at Sunnymead Manor in Southmead living in an unhygenic environment.

:11:57.:12:06.

But, as Sarah`Jane Bungay reports, relatives say there have been

:12:07.:12:08.

56 residents live at Sunnymead Manor, but the conditions here were

:12:09.:12:20.

far from ideal. Inspectors found an unpleasant smelling most areas. The

:12:21.:12:26.

dining room, lounges and shower areas were dirty. And if there was a

:12:27.:12:30.

risk of infection for those who now call this building home.

:12:31.:12:34.

The report was largely critical of the environment and in fact did note

:12:35.:12:39.

that the staff ` and this is really important ` of the staff were

:12:40.:12:44.

caring, kind and polite. In terms of the cleanliness of the environment,

:12:45.:12:47.

activities, making sure people's information is private, that is

:12:48.:12:52.

vital and we have an action plan that will be in place to us you

:12:53.:12:55.

that. Sunnymead Manor has been criticised

:12:56.:13:01.

for its care before, of yet `` albeit it was then under the care of

:13:02.:13:06.

a different order. This afternoon I met two people whose 99`year`old mum

:13:07.:13:09.

Livesey and they cannot speak highly enough. The staff are lovely, food

:13:10.:13:15.

is fabulous, it is clean, I would not mind being you.

:13:16.:13:17.

So the report said dirty lounge areas, dining areas, showers ` that

:13:18.:13:23.

has improved? Absolutely, it is totally, totally

:13:24.:13:28.

different. If they had waited a little bit longer and done a report

:13:29.:13:33.

now it would be totally different. Four seasons, which runs the home,

:13:34.:13:38.

told us significant improvements are being made and environmental health

:13:39.:13:41.

inspections just this week awarded it four stars.

:13:42.:13:46.

One of the rising stars of David Cameron's government has been

:13:47.:13:48.

out in her Wiltshire constituency getting to grips with her new job.

:13:49.:13:51.

Claire Perry was appointed Transport Minister last week.

:13:52.:13:53.

She met campaigners worried about the future

:13:54.:13:55.

of local rail services, but warned they'll get no special favours.

:13:56.:13:57.

Here's our political editor, Paul Barltrop.

:13:58.:14:03.

A busier platform than usual for the early train

:14:04.:14:06.

Meeting commuters, the local MP who is now Britain's rail minister.

:14:07.:14:10.

Just absolutely delighted to get this, interesting job.

:14:11.:14:14.

And as someone who grew up in Bristol, grew up very proud

:14:15.:14:21.

of all of the Kingdom Brunel links and the Great Western Railway and

:14:22.:14:24.

have always enjoyed trains, it is a really, really interesting job.

:14:25.:14:27.

This line is not due to be electrified.

:14:28.:14:31.

It could even end up losing the direct trains to London

:14:32.:14:34.

It is very important, I wouldn't get to work otherwise.

:14:35.:14:38.

Absolutely vital, it is one of the reasons I have moved there.

:14:39.:14:41.

It is so expensive in London, commuting has pushed further

:14:42.:14:43.

and further out, and we're going have this wonderful

:14:44.:14:45.

thing called electrification, which is going to downgrade three

:14:46.:14:47.

Local campaigners have long been strongly supported by their MP,

:14:48.:14:53.

but that does not mean she can give them what they want.

:14:54.:14:57.

This happens a lot, ministers have a constituency

:14:58.:15:00.

interest, but the process is that you basically absent yourself from

:15:01.:15:04.

the final decision, but you know where to go to lobby, you know where

:15:05.:15:07.

I suppose it sharpens the mind in campaigning priorities locally.

:15:08.:15:11.

Another big challenge for her ` the multi`billion pound deals with

:15:12.:15:17.

The uncertainty for passengers has been increased by

:15:18.:15:23.

delays in deciding who will run on the railways around here in future.

:15:24.:15:26.

A contest to choose who will get the next Great Western franchise

:15:27.:15:29.

Now it looks likely that the present operators, First, will get a further

:15:30.:15:34.

Their MP may be the minister, but the future of

:15:35.:15:39.

athletes from the West are getting ready for the opening ceremony

:15:40.:15:59.

of the Commonwealth Games, which is just a couple of hours away.

:16:00.:16:02.

The action starts tomorrow, and swimmer Siobhan`Marie O'Connor will

:16:03.:16:04.

because yes, as a result she does not get to go to the opening

:16:05.:16:14.

ceremony. Coaches want her tucked up in bed resting, which is

:16:15.:16:16.

understandable. She will be in the swimming pool tomorrow morning, but

:16:17.:16:21.

she has had time to do her nails. As you can see, they have been painted

:16:22.:16:25.

with the St George Cross especially for the occasion. 18`year`old

:16:26.:16:30.

Siobhan is from Bitton and screens every day at the University of Bath.

:16:31.:16:34.

She could be competing for as many as six medals and she is in the best

:16:35.:16:36.

form of her young career. This is my scratch off map,

:16:37.:16:38.

when I scratch off all the different countries

:16:39.:16:40.

around the world that I have either Swimming has taken

:16:41.:16:43.

Siobhan`Marie O'Connor all around This is where I keep all my medals,

:16:44.:16:46.

just on the end of my bed. London 2012 was her introduction to

:16:47.:16:52.

major international competition. But in Glasgow she is

:16:53.:16:54.

really expected to shine. I am definitely there to compete

:16:55.:16:56.

this time, whereas before there I was really young,

:16:57.:16:59.

it was just about making it. This year, if I don't perform to how

:17:00.:17:08.

I think I can and how I want to and if I don't achieve my goals,

:17:09.:17:13.

I will be very disappointed. The family photo album is filling up

:17:14.:17:15.

fast with Siobhan's achievements. The Commonwealth Games will be

:17:16.:17:19.

another chance for the family to see her compete live `

:17:20.:17:24.

if their nerves can stand it. Even though I am there,

:17:25.:17:28.

I have my head down. She normally has her head

:17:29.:17:34.

in her handbag. I'm terrible,

:17:35.:17:36.

I don't watch her start. I tend to watch

:17:37.:17:38.

the scoreboard rather than her. The 6am starts for training at

:17:39.:17:44.

the University of Bath are tough, And, while the 18`year`old's friends

:17:45.:17:52.

are enjoying their summer holidays, I would have loved to go to

:17:53.:17:59.

Glastonbury, I have always I was really jealous

:18:00.:18:06.

of my friends when they went a couple of years ago and saw

:18:07.:18:11.

Beyonce, it was unbelievable. I remember watching it on TV

:18:12.:18:13.

and just thought, wow! I wouldn't do anything

:18:14.:18:16.

to compromise that. Although it is tough, the rewards I

:18:17.:18:22.

get with this are very, very cool. So, instead of Glasto,

:18:23.:18:28.

she's been packing for Glasgow, where she's likely to be one

:18:29.:18:31.

of the headline acts. Walking out to a massive crowd,

:18:32.:18:34.

it gets the adrenaline going. It is like if you are a performer,

:18:35.:18:37.

it's that sort of thing. If you can sing or do what you

:18:38.:18:40.

love in front of thousands of people, it adds to

:18:41.:18:54.

the excitement and fun of it. More pages for the scrapbook

:18:55.:18:56.

and another part of the map complete before the big

:18:57.:18:58.

one in Rio in two years' time. Fingers crossed Siobhan will be our

:18:59.:19:05.

first medal winner tomorrow. Day 1 also features a fantastic

:19:06.:19:08.

showdown between Bath`based swimming giants Michael Jamieson and Andrew

:19:09.:19:10.

Willis, and our rhythmic gymnasts will also start their Commonwealth

:19:11.:19:15.

campaign. And tomorrow I'll be live in Glasgow to tell you how they all

:19:16.:19:17.

get on. Lucky you! And very Best of luck to

:19:18.:19:26.

Siobhan. All of those medals to add to, they are like wind kinds!

:19:27.:19:30.

Bring me back something. Zinga Michael kilt?

:19:31.:19:37.

`` a kilt? Get me to Michael!

:19:38.:19:41.

`` get me two! And,

:19:42.:19:47.

aside from the Commonwealth Games, there's another athlete in the West

:19:48.:19:48.

whose trying to gain a world title. Jane Leslie, whose daughter is the

MP for Bristol North West, is hoping And it seems both women are

:20:03.:20:05.

time has notched up three European gold medals. It is a gruelling

:20:06.:20:09.

event. A 1500 metres swim, 40 K bike ride and a 10k run. Not an avid

:20:10.:20:13.

hobby for a 65`year`old. I think I get a lot out of life. But

:20:14.:20:21.

to feel fit is great, I never feel old. Nothing in life comes easy and

:20:22.:20:28.

the thrill of standing on the podium was fantastic. Superfit and super

determined, at 65 her next call is winning the World Championships.

:20:35.:20:37.

It is the challenge, and for Britain. `` her next goal.

:20:38.:20:41.

I think British women are pretty good stuff and I would like to do it

:20:42.:20:44.

for me and Britain and for all of the people I cling just to prove I

:20:45.:20:49.

still got it. `` all of the people I train with.

:20:50.:20:54.

Determination and drive also run in the family. Her daughter is Bristol

:20:55.:20:58.

North West MP, Charlotte Leslie. She is more used to the competition at

:20:59.:21:03.

the ballot box but is full of praise.

:21:04.:21:06.

I feel like a proud parent, look at my mum! I probably go on about it

:21:07.:21:10.

too much, but I am so proud of her. And it is not easy. It is easy to

:21:11.:21:14.

look at her and think it is easy for her, but I see how hard she trains I

:21:15.:21:18.

see you're getting up to go swimming or cycling in terrible weather.

:21:19.:21:22.

Both mother and daughter agree they have a competitive streak, but

:21:23.:21:25.

Charlotte would not have it any other way. If I had a different mum

:21:26.:21:32.

I do not know where I would be now. I was a difficult kid, I was very

:21:33.:21:38.

aggressive and had a lot of energy and I could have really gone off the

:21:39.:21:41.

rails. She took me boxing and swimming. Not only do I not think I

:21:42.:21:46.

would be in politics, I think I could be in prison if I did not have

:21:47.:21:51.

such a brilliant man. Jane is now out in all weathers with

:21:52.:21:55.

the aim of winning gold. Her family are right behind her.

:21:56.:21:57.

That was rather eye opening, wasn't it!

:21:58.:22:02.

Simon Callow, the actor known for many Hollywood films and especially

:22:03.:22:05.

his portrayal of Charles Dickens, is coming to Bristol tomorrow

:22:06.:22:07.

for a special performance of some of his favourite pieces of writing.

:22:08.:22:10.

He's appearing at St George's on Brandon Hill where he'll be

:22:11.:22:12.

recorded for the Radio 4 programme With Great Pleasure.

:22:13.:22:14.

Will Glennon caught up with him and found out how much he was looking

:22:15.:22:18.

There's always a greater chance of something turning up.

:22:19.:22:28.

Simon Callow is an instantly recognisable face and voice.

:22:29.:22:33.

He is currently staging Juvenilia, a one`man satire, but is relishing

:22:34.:22:39.

As a little boy I used to go on holidays in Cornwall, of which I

:22:40.:22:47.

I first appeared in Bristol to play Titus Andronicus,

:22:48.:22:56.

which was the first time Titus Andronicus was ever done in Bristol,

:22:57.:22:59.

I was only 28 at the time, so that was a great

:23:00.:23:04.

Tell us about the show in Bristol, what can people expect?

:23:05.:23:09.

It is a delightful opportunity for me.

:23:10.:23:12.

They asked me to present some pieces of writing that I most enjoy.

:23:13.:23:17.

I have been an obsessive reader since I was a very little boy,

:23:18.:23:22.

and so the big problem is just to choose the stuff.

:23:23.:23:27.

I mean, it's an almost impossible task but I've found, I hope,

:23:28.:23:31.

eight really wonderful, interesting, unusual, imaginative,

:23:32.:23:34.

There's a little Shakespeare in there.

:23:35.:23:41.

Yes, Much Ado About Nothing, Beatrice and Benedict ` a part I've

:23:42.:23:45.

Have you any burning ambitions you would still like to achieve?

:23:46.:23:52.

You have achieved so much already, but is there anything more you

:23:53.:23:54.

I don't see myself at the end of anything.

:23:55.:24:01.

There are many books I would like to write, I would like to write novels

:24:02.:24:05.

I would like to write a play, or if I have the ability many plays.

:24:06.:24:10.

I have written screenplays which have come close to being filmed, and

:24:11.:24:14.

I would love to be involved in that, as well, and there are innumerable

:24:15.:24:17.

I would like to go to cookery school and I

:24:18.:24:26.

would like to become a sheep farmer, but whether I can achieve all of

:24:27.:24:30.

An Evening With Simon Callow starts at 8pm tomorrow.

:24:31.:24:44.

And I think it is on radio for next Thursday, as well, do check that.

:24:45.:24:50.

It has been a perfect start to the summer holidays for many, the

:24:51.:24:53.

weather has been glorious. This was the scene in Taunton today, people

:24:54.:24:58.

sunning themselves in the park. Ian is here, with some pretty high

:24:59.:25:01.

temperatures today? Yes, pretty high temperatures and a

:25:02.:25:05.

high temp `` camera shot. This camera drawn close to the M5.

:25:06.:25:13.

Yes, tomorrow we will have more of the same, but to the south and

:25:14.:25:16.

south`west in particular there will be a threat of heavy downpours that

:25:17.:25:20.

could, potentially, be disruptive when they could. A few showers

:25:21.:25:23.

developing at the moment, cluster will continue moving west during

:25:24.:25:29.

tonight. Most areas drying out through the night and most areas

:25:30.:25:32.

bright tomorrow with a good deal of strong sunshine once again. The

:25:33.:25:38.

focal point will be across Somerset and Dorset for the third of showers

:25:39.:25:42.

in the afternoon and evening. The showers at the moment have a history

:25:43.:25:46.

of thunder with them over parts of Wiltshire. They will be continuing

:25:47.:25:52.

to move ever westwards through this evening as they pass over anyone

:25:53.:25:55.

spot getting quite heavy rainfall, maybe some lightning in places, as

:25:56.:26:00.

well, but most places will avoid those. By the end of the night

:26:01.:26:03.

temperatures will have dropped no lower than 1819 Celsius, very warm

:26:04.:26:07.

indeed, which means tomorrow will set off similar. No problems for low

:26:08.:26:12.

cloud as those in the North will have seen this morning. A lot of

:26:13.:26:15.

sunshine around, and through the afternoon and into the evening we

:26:16.:26:19.

have a Met Office warning for these districts can essentially west and

:26:20.:26:24.

south, likely to see some heavy, slow moving downpours giving

:26:25.:26:27.

conceivably 30 millimetres plus in one hour, just over an inch. We will

:26:28.:26:32.

have to keep an eye on that but further north and east are much

:26:33.:26:36.

lower ability of seeing even a common or garden shower. Highest

:26:37.:26:41.

temperatures, 28 or 29 Celsius, similar for Friday and it is looking

:26:42.:26:45.

good for the display on Saturday, hooray for that.

:26:46.:26:53.

Now, remember best French from Somerset? She started us when from

:26:54.:26:59.

lands end to the Scilly Isles? ``

:27:00.:27:02.

And if you remember last night, we told you about Beth French from

:27:03.:27:05.

Somerset who had started a swim from Land's End to the Scilly Isles?

:27:06.:27:08.

The former wheelchair user who suffered from ME

:27:09.:27:11.

as a teenager swam the 26 miles in 17 hours and 28 minutes.

:27:12.:27:14.

She did all her training towing her son in a dinghy, and having

:27:15.:27:17.

completed the feat she wrote on Twitter, "I have an AWESOME body!"

:27:18.:27:20.

well done to you, Beth! That is something we have in common!

:27:21.:27:24.

I am back for a late update tonight because of the Commonwealth Games

:27:25.:27:26.

ceremony, see you then, otherwise back tomorrow. Goodbye.
