Welcome to BBC Points West with Alex Lovell and David Garmston. | :00:17. | :00:19.
He knocked a boy off his bike while fiddling with his CD player, leaving | :00:20. | :00:25.
We have got to get on with our lives but we feel very broken. | :00:26. | :00:37.
Rows, broken promises and long delays | :00:38. | :00:40.
The crisis at one of the west's biggest leisure centres. | :00:41. | :00:43.
A team of inspectors arrives at the BRI to give the hosphtal | :00:44. | :00:50.
Some of the world's finest cyclists thrill | :00:51. | :00:53.
A hit and run driver who killed a teenager in Bath has been | :00:54. | :01:09.
Raymond Isherwood admitted he was distracted when he knocked | :01:10. | :01:12.
He'd been trying to change ` CD in his car. | :01:13. | :01:16.
Jake's parents were in court today and said no sentence would dver be | :01:17. | :01:19.
For the today a permanent rdminder at the spot were a teenage life was | :01:20. | :01:37.
lost. 19`year`old Jake Gilmore were cycling home from work on a clear | :01:38. | :01:41.
evening on November the 16th last year. He had lived in Bath for three | :01:42. | :01:45.
months and just finished shhft as a chef at a city centre pub. His route | :01:46. | :01:50.
to demand to Midland Bridge Road where he was knocked down bx 53 old | :01:51. | :01:54.
Raymond Isherwood who didn't break and drove on without stopping. Jake | :01:55. | :02:00.
was thrown onto the bonnet of the VW golf before landing on the road He | :02:01. | :02:03.
died later at the Royal United Hospital. Raymond Isherwood hit his | :02:04. | :02:10.
car and was only arrested when police discovered his car 48 hours | :02:11. | :02:13.
later. He eventually pleaded guilty to five charges. Jake 's parents | :02:14. | :02:18.
were in court today to hear the sentence. It is clear their grief is | :02:19. | :02:26.
still raw. Any hope of joy hn our lives has been completely rdmoved. | :02:27. | :02:31.
We take no pleasure in reminiscing about the past. It torments us. We | :02:32. | :02:38.
don't look forward with any particular enthusiasm to thd future | :02:39. | :02:45.
either. We have just been broken apart. The judge said that Raymond | :02:46. | :02:52.
Isherwood had allowed himself to be seriously distracted whilst driving. | :02:53. | :02:56.
It was a dreadful piece of driving made worse by his failure to stop. | :02:57. | :03:00.
He left the scene with no thought for the person you had struck, you | :03:01. | :03:05.
thought only of yourself. J`ke had many friends and was popular and | :03:06. | :03:09.
well liked. After his death, dozens of people came out on their bikes to | :03:10. | :03:13.
retrace his last route and pay their respects. Denied some say the | :03:14. | :03:16.
three`year sentence is not long enough. But officers working on the | :03:17. | :03:20.
case say the judge had to abide by legal rules. No sentence will make | :03:21. | :03:27.
up for the loss under the circumstances. We welcome the | :03:28. | :03:31.
sentence. We think the judgd summed it up really well. It brought some | :03:32. | :03:38.
closure to this very sad occasion. Jake 's family say the spacd his | :03:39. | :03:44.
death has left will never bd filled and their lives will never be the | :03:45. | :03:45.
same. One | :03:46. | :04:04.
of the biggest leisure developments in the West could be cancelled | :04:05. | :04:05.
before work has even begun. Oasis in Swindon has been plagued | :04:06. | :04:11.
by funding problems, and de`dlines The council says it will now get | :04:12. | :04:14.
tough with developers Our Wiltshire reporter Will Glennon | :04:15. | :04:17.
is outside the Oasis for us now Whether you come here for the water | :04:18. | :04:27.
slide vortices famous bands, the oasis Centre every week as ` | :04:28. | :04:29.
destination for thousands of people from right across the West. Here is | :04:30. | :04:36.
the development. They want to make it world`class, to combine this site | :04:37. | :04:40.
with the derelict land across the road and build a ?90 million complex | :04:41. | :04:46.
with a snow dome, an indoor arena and hotels. But will it get built | :04:47. | :04:52.
because the developer that signed the contract has not applied for | :04:53. | :04:55.
planning permission yet. Thdre's been a host of delays and what's | :04:56. | :04:59.
going on? People say the developer needs to get on with it or to get | :05:00. | :05:01.
out. More than 600,000 people | :05:02. | :05:08.
come here every year. Built in 1976, | :05:09. | :05:10.
the Oasis was a major attraction. But it's tired | :05:11. | :05:12.
and a huge redevelopment is planned The developer should have ptt | :05:13. | :05:14.
in a planning application bx now. The council hasn't | :05:15. | :05:21.
received anything. The deadline has been | :05:22. | :05:23.
put back to next May. That developer is Moirai Capital | :05:24. | :05:26.
Investments who the council believed had the skills and experience, but | :05:27. | :05:32.
not significant working caphtal They say this is changing, | :05:33. | :05:39.
but some are questioning thd deal. The council seemed to want to get, | :05:40. | :05:42.
work with any business rathdr than We'd like to see them being much | :05:43. | :05:51.
more tenacious with public loney, making sure they're getting the | :05:52. | :05:55.
right companies who can delhver on the promises they are making rather | :05:56. | :05:58.
than rolling over, having the tummies tickled, and doing | :05:59. | :06:00.
whatever the companies say. Moirai also took on the | :06:01. | :06:03.
finishing what was already here With its gym, | :06:04. | :06:06.
swimming pool and sports hall. Some of that work was done but was | :06:07. | :06:10.
delayed partly due to funding. Other work including repairs to | :06:11. | :06:15.
the iconic domed roof, in fact ?1 million worth, | :06:16. | :06:18.
that simply has not been colpleted. The council is now talking tough | :06:19. | :06:23.
after a new timetable was agreed These are lines in | :06:24. | :06:26.
the sand now because we can't keep missing the dates, so it made it | :06:27. | :06:31.
very clear to the bosses at Moirai that there's been enough slhppage | :06:32. | :06:34.
and they really now have got to meet Moirai also ran | :06:35. | :06:39.
the leisure centre through Adam Carlton serviced refridgeration | :06:40. | :06:47.
equipment at the leisure centre He was always paid until | :06:48. | :06:56.
Oasis Operations took over. In April 2013, | :06:57. | :07:01.
the company was sold for ?1 to a man He didn't run the leisure cdntre | :07:02. | :07:05.
and changed the company's n`me but that company went under partly | :07:06. | :07:12.
because of historic debt. Creditors, including Adam, | :07:13. | :07:16.
are owed more than ?800,000. We want to do work for as m`ny | :07:17. | :07:21.
firms in Swindon as possibld. So to have that especially | :07:22. | :07:25.
on your doorstep was a bit You've been chasing and chasing | :07:26. | :07:28.
and chasing for six months We wanted to talk to | :07:29. | :07:32.
Mr Wojciechowski. But no one had dealt with hhm and | :07:33. | :07:40.
he didn't reply to our enquhries. Some creditors were promised | :07:41. | :07:46.
payment by Moirai. At no point did they say thdy | :07:47. | :07:49.
didn't own the company, thex had no interest in the company `nd | :07:50. | :07:56.
that they had moved the debt on Moirai declined to comment but | :07:57. | :07:59.
if they don't act swiftly the council could pull the plug | :08:00. | :08:02.
and look for a new partner. It's important to say that the Oasis | :08:03. | :08:09.
is still open and running wdll. The green you can see here hs | :08:10. | :08:13.
the logo of the company that's now responsible for the day to day | :08:14. | :08:17.
running, a company called GLL. They are not involved | :08:18. | :08:21.
in the development delays at all. But I've spoken to people who use | :08:22. | :08:26.
the facilities here and they all say it's crying out | :08:27. | :08:29.
for the refurbishment work. That really needs to be dond | :08:30. | :08:31.
as soon as possible. There's no doubt about the hmpact | :08:32. | :08:36.
on the region if and when the full leisure development is | :08:37. | :08:42.
completed, providing, of cotrse Welcome along to Wednesday's | :08:43. | :08:44.
edition of Points West. We've plenty still to come | :08:45. | :09:01.
on the day the West welcomed The streets are lined all the way | :09:02. | :09:17.
with people keen to get a vhew of some of the world top cyclists. In | :09:18. | :09:23.
the battle of the bust rivals, who will be the top gun? `` bus drivers. | :09:24. | :09:33.
Almost 50 inspectors arrived at the Bristol Royal Infirm`ry | :09:34. | :09:35.
today determined to rate evdry department for its quality of care. | :09:36. | :09:38.
This close scrutiny comes at a time when the University Hospitals | :09:39. | :09:40.
Trust is already under the glare of an enquiry about how it treated | :09:41. | :09:44.
Our Health Correspondent Matthew Hill reports. | :09:45. | :09:54.
So many inspectors, they cotldn t all cross the road together. | :09:55. | :09:57.
They are here to expose poor performance after the scand`l | :09:58. | :10:01.
at Stafford, where hundreds of patients died unnecessarhly. | :10:02. | :10:05.
The inspectors include doctors, nurses and even patients. | :10:06. | :10:08.
They will be blitzing eight departments here, including A | :10:09. | :10:11.
maternity services and Ward 32 that was at the centre of concerns over | :10:12. | :10:14.
They will be asking, are the services safe, effective, | :10:15. | :10:24.
But according to the families who lost children | :10:25. | :10:29.
after cardiac surgery, thosd five qualities were sadly lacking. | :10:30. | :10:34.
We don't believe we have got anything to worry about there. | :10:35. | :10:38.
We know that the CQC found the children's hospital compliant when | :10:39. | :10:42.
So we are very positive about where we stand and I'l sure | :10:43. | :10:49.
the Chief Inspector of hosphtals has spoken to Sir Ian Kennedy, who is | :10:50. | :10:53.
running the independent revhew, or advising it, and they will have | :10:54. | :10:56.
These inspections are always announced, | :10:57. | :11:02.
so doesn't the woman in charge feel they will give a false imprdssion? | :11:03. | :11:06.
We are used to the smell of fresh paint on our inspections, | :11:07. | :11:11.
but the reality is we are hdre over three days, and people are busy | :11:12. | :11:15.
That's their first concern so actually they all care for | :11:16. | :11:19.
We will also, as part of thhs inspection, be coming back `t some | :11:20. | :11:26.
Accident and Emergency is one area likely to be criticised. | :11:27. | :11:34.
It's not meeting targets but managers are hoping | :11:35. | :11:36.
New research carried out by a scientist from Bath has stggested | :11:37. | :11:57.
that over 150 patients could wake up every year while undergoing surgery. | :11:58. | :11:59.
Patients described feelings of panic, fear, | :12:00. | :12:01.
The Royal College of Anaesthetists says such episodes are rare with | :12:02. | :12:05.
three million operations carried out in the UK each year. | :12:06. | :12:13.
People living near the A303 say they are worried | :12:14. | :12:15.
that resurfacing work will lead to more traffic and noise pollttion | :12:16. | :12:17.
There will be closures of the A 03 from tonight on a seven`and`a`half | :12:18. | :12:22.
Traffic will be diverted along smaller A and B roads. | :12:23. | :12:25.
The work should be completed by the 21st October. | :12:26. | :12:36.
A Somerset cider maker has signed a deal to sell in America. | :12:37. | :12:38.
Thatchers have 300 acres of orchards producing apples for the cider | :12:39. | :12:41.
market, and buy thousands of tonnes from other west country growers | :12:42. | :12:44.
They already sell their product in Australia, and now it sedms | :12:45. | :12:46.
Americans are developing a taste for the famous Somerset drink too. | :12:47. | :12:55.
The cider market in America is very small but it s | :12:56. | :12:58.
And America is a big countrx of over 300 million population, so there's | :12:59. | :13:04.
a lot to go out and the intdrest in cider is absolutely enorlous | :13:05. | :13:07.
It's exploding, growing at 100% or 200%, depending | :13:08. | :13:12.
There's a lot of potential out there. | :13:13. | :13:20.
What we want to do is bring them really good English cider | :13:21. | :13:24.
so they will really appreci`te what we have here in Somerset. | :13:25. | :13:34.
The first ever commissioner of schools for the south west says he | :13:35. | :13:37.
will cut off funding from academies that are failing to deliver. | :13:38. | :13:40.
Sir David Carter has been appointed to the newly`created role after a | :13:41. | :13:44.
The original ideas was that academies would be given allost | :13:45. | :13:48.
total freedom but now commissioners across Britain will monitor their | :13:49. | :13:50.
I caught up Sir David at Abbeywood School in South Gloucestershire | :13:51. | :13:58.
I asked him how many academhes and free schools are giving him concern? | :13:59. | :14:04.
I think in my region there are between 40 and | :14:05. | :14:06.
45 primary and secondary schools, that in the first eight weeks in | :14:07. | :14:09.
So you're going to sort out 50 schools in the South West? | :14:10. | :14:14.
You're doing work which used to be done by the local educathon | :14:15. | :14:20.
My remit is probably about what the local authorhty role | :14:21. | :14:29.
is today which is about holding to account, so my remit is to work with | :14:30. | :14:33.
schools, to understand why they got into difficulties, | :14:34. | :14:35.
challenge them how to improve and quickly and hold them to account. | :14:36. | :14:38.
I do have a capacity to work with sponsers, with governors and school | :14:39. | :14:42.
leaders, headteachers, to insist the standards they aspire to are | :14:43. | :14:46.
There is one school in west Somerset where parents have a petition | :14:47. | :14:51.
against the headteacher bec`use they are unhappy with the results. | :14:52. | :14:54.
Is that a case where you would intervene | :14:55. | :14:57.
I think that's a matter for the governors of that school. | :14:58. | :15:02.
I'm aware of the performancd of that school so if the st`ndards | :15:03. | :15:05.
I this it's important this role has some teeth because I think xou are | :15:06. | :15:15.
trying to rely on goodwill and persuasion you will be slow at | :15:16. | :15:18.
There is clearly a ladder of intervention | :15:19. | :15:21.
which includes warning notices and also suspending funding agrdements | :15:22. | :15:23.
I sincerely hope and suspect that won't happen in the south`wdst. | :15:24. | :15:30.
But you would be prepared to close down schools? | :15:31. | :15:32.
I think that's an important part of the role, to take the broadest | :15:33. | :15:36.
possible view as to what is the best way to secure standards for children | :15:37. | :15:39.
in that school and if a school has been inherently failing for a long | :15:40. | :15:42.
period of time, and it's difficult to see how you can improve those | :15:43. | :15:45.
standards quickly, I think xou have to do see whether a new school | :15:46. | :15:48.
or new sponsor is the right thing to do for those children? | :15:49. | :15:51.
Sir David Carter, good luck and thank you. | :15:52. | :15:53.
Thousands of people have watched the Tour of Britain speeding to the West | :15:54. | :16:24.
today. The route covered 184, it is finished on the run downs. @t | :16:25. | :16:28.
times, the cyclists reached speeds of up to 50 mph, thrilling the | :16:29. | :16:30.
crowds. Share is our correspondent. It's not every day a top`cl`ss sport | :16:31. | :16:40.
comes right by your doorstep. In the Gloucestershire vill`ge | :16:41. | :16:43.
of Painswick they were making Everyone was screaming | :16:44. | :16:45.
so you can't hear them. The atmosphere, everything, | :16:46. | :16:48.
the schoolchildren everything, It makes you want to go | :16:49. | :16:53.
on your bike. Going through the countryside | :16:54. | :16:56.
up hills and through villagds. The pavements were lined all | :16:57. | :17:01.
the way. Here the cheering was | :17:02. | :17:06.
for the local rider. This represents a cyclists shared | :17:07. | :17:21.
and we've had 412 people involved with knitted these T`shirts so it's | :17:22. | :17:27.
very exciting. They were ch`iring for one of their own. | :17:28. | :17:29.
And be riding home roads and the home crowd and family waving | :17:30. | :17:40.
And then to come to Bristol, having my face in cardboard cutouts | :17:41. | :17:44.
It's not going to get much better than that to be honest. | :17:45. | :17:52.
Amongst the fans waiting, Olympian Jenny Jones showed she's prdtty | :17:53. | :18:00.
There's so much cycling along the Bristol. | :18:01. | :18:04.
It definitely deserves to have one of the stages here. | :18:05. | :18:07.
I've never seen Cavendish or Bradley live on their bikes, | :18:08. | :18:12.
Heading into Bristol, they raced along the Portwax, | :18:13. | :18:14.
greeted by the sight of the iconic Clifton suspension Bridge. | :18:15. | :18:24.
After a gruelling 4.5 hours, they must be hurting now. | :18:25. | :18:27.
This is what faces them, the steep climb up | :18:28. | :18:29.
Then a burst of speed saw the Polish competitor win the stage. | :18:30. | :18:37.
Especially winning here is something great. | :18:38. | :18:53.
Cycling fans keen for a closer view of Sir Br`dley | :18:54. | :18:56.
But the defending champion wasn't doing any interviews. | :18:57. | :19:00.
Tomorrow the tour heads to Devon but it'll be back in the West on Friday. | :19:01. | :19:04.
It leaves Bath and heads through Wiltshire. | :19:05. | :19:10.
Joining us now are Pete Tholpson, who's wanted the tour to cole to | :19:11. | :19:13.
Bristol for some time, and Andy Hawes, the Route director, who | :19:14. | :19:16.
Did you sleep last night? Yds. Surely you should have been so | :19:17. | :19:37.
stressed? I think that has gone through the motions now, thd stress, | :19:38. | :19:41.
and the sleep deprivation h`s kicked in and it's quite easy to sleep You | :19:42. | :19:47.
look good on it. What has done for cycling the West Country? The crowds | :19:48. | :19:53.
out today, children, the pensioners, everybody. It just encouragds people | :19:54. | :19:59.
to get out on their bikes. 70 people turned up on their bikes, actually. | :20:00. | :20:04.
I have tried going Bridge V`lley Road and I have to do is get off | :20:05. | :20:09.
halfway. Driscoll is one of the silliest cities in the country. `` | :20:10. | :20:16.
Bristol. Where they cursing you I think they were. And it's all in a | :20:17. | :20:21.
days work for them. What we would find very difficult, these guys have | :20:22. | :20:30.
been up the Pyrenees in France. Pete, you give the teams all the | :20:31. | :20:35.
technical details, bringing it to Bristol as well. You were s`ying to | :20:36. | :20:38.
me earlier, it was a race of two halves. Yes, it was an unprddictable | :20:39. | :20:45.
finish. You had a very steep finish and then suddenly a sprint finish, | :20:46. | :20:50.
so who were to get to the top of that climb was the clincher. It was | :20:51. | :20:55.
great, cat and mouse, and then the winner came in. It's a great advert | :20:56. | :21:01.
for the West Country. Certahnly the helicopter shots today workdd | :21:02. | :21:08.
wonders. The crowds were just phenomenal. We were 40 minutes ahead | :21:09. | :21:14.
of the race, checking the route was safe and direction arrows wdre | :21:15. | :21:17.
pointing in the right way. We went through several villagers would put | :21:18. | :21:21.
their chairs out in theatre style and they were stood there clapping. | :21:22. | :21:27.
West Country people are verx good at turning out, especially if ht is | :21:28. | :21:32.
free. I'm pleased it went wdll, thank you. Even if you are sleep | :21:33. | :21:39.
deprived. I would like to thank everybody who were sent in pictures | :21:40. | :21:47.
of the tour, as well. Danny sent us this one. This was near Bro`dway. | :21:48. | :21:55.
Look at this bunting. Different coloured jerseys worn by those | :21:56. | :22:01.
taking part. A wonderful shot, isn't it? | :22:02. | :22:04.
Bristol Rovers are still unbeaten at home after | :22:05. | :22:06.
A first`half header from Andy Monkhouse was enough to give | :22:07. | :22:10.
But Forest Green Rovers lost 1`0 away to Nuneaton. | :22:11. | :22:25.
Over 3,000 people have visited the BBC's World War One | :22:26. | :22:28.
The interactive exhibition took over King's Square. | :22:29. | :22:31.
Visitors were able to find out how Gloucestershire was affected | :22:32. | :22:33.
when war broke out and rese`rch family links to the conflict. | :22:34. | :22:40.
Three of the west's best bus drivers are competing for the title of | :22:41. | :22:43.
The competition is considerdd the Top Gun of the bus world. | :22:44. | :22:48.
They will compete against drivers from | :22:49. | :22:50.
across the country, testing their driving skills and customer care. | :22:51. | :22:52.
Tracey Miller caught them before they set off. | :22:53. | :23:00.
The national competition thhs weekend, the best of the West bus | :23:01. | :23:08.
drivers are here. Let's meet them. I am Robert and I like playing golf. I | :23:09. | :23:13.
am Andy from Bath, and I like winning. I am John from Bristol How | :23:14. | :23:20.
is their customer care? A vhtal skill for any competition. Driver | :23:21. | :23:26.
number one explains. In the competition, we pick up passengers | :23:27. | :23:32.
and they watch is make sure we pick up passengers properly. I use my | :23:33. | :23:36.
interior mirror and I watchdd to make sure you are sat down properly | :23:37. | :23:42.
before we move off. Now it's time to test the driving skills. Drhver | :23:43. | :23:47.
number two steps up to the driving seat. Precision is the key. Driver | :23:48. | :23:56.
number three explains the tdst. The rear end of the vehicle must stop in | :23:57. | :24:01.
the Green zone. Only just on the Green zone. How close to th`t bus | :24:02. | :24:09.
stop can you get? It's in lhne with the green. On the day of thd test, | :24:10. | :24:14.
if Andy was either yellow or pink, he would lose points for th`t. It is | :24:15. | :24:19.
not a test without a chicand and some cones. The idea is not to knock | :24:20. | :24:24.
over any cones. It's a very, very tight. Looks as though he whll be a | :24:25. | :24:30.
bit close. He's an experienced driver. He will know how to get | :24:31. | :24:37.
around that. They have offered me a chance to have a go, so how hard can | :24:38. | :24:48.
it be? Let it kicked through. Right. Left. Oh dear. It's harder than it | :24:49. | :24:56.
looks. They are relieved it's not me driving them in the competition in | :24:57. | :25:04.
Blackpool. Good luck to all of them. It's a very skilful job. I think we | :25:05. | :25:12.
owe them a traffic cone or two. Time now for a look at the weathdr. | :25:13. | :25:21.
Good evening. 22 degrees today. 72 Fahrenheit. Write a bit above what | :25:22. | :25:26.
we expect to see at this tile of year. It is cold night and we will | :25:27. | :25:30.
have the same sort of setup tonight and tomorrow is fine and drx. | :25:31. | :25:34.
Slightly cooler, I think. Temperatures come down a bit. More | :25:35. | :25:40.
cloud in general but before I get into the forecast, a big th`nk you | :25:41. | :25:44.
to all of those who have bedn sending in pictures of the super | :25:45. | :25:48.
moon. If you have any pictures like that, e`mail them to us. We would | :25:49. | :25:56.
love to see more pictures. Let's look at the detailed forecast for | :25:57. | :26:01.
tonight. An area of high prdssure extending from Scandinavia `cross | :26:02. | :26:07.
the UK. This is where the wdt weather is across the west coast of | :26:08. | :26:10.
Spain and Portugal and this is where it stays. It moves around stbtly in | :26:11. | :26:15.
the next few days but it's helping us keep the fine and dry we`ther and | :26:16. | :26:21.
an Easter the breeze which freshens up a little bit through the next | :26:22. | :26:25.
couple of days. A lot of cloud today that most of it will fade away | :26:26. | :26:29.
tonight. It does become largely clear and dry with a mist forming. | :26:30. | :26:31.
By the morning, temperatures dipping down | :26:32. | :26:37.
into single figures at around 9`10. For tomorrow, another very similar | :26:38. | :26:42.
day. Maybe an invasion of cloud from the east as the day wears on. That | :26:43. | :26:48.
will blanket of sunshine at times. Still dry and warm. Temperatures | :26:49. | :26:53.
getting up to about 18 ` 19. A little bit cooler than it h`s been | :26:54. | :26:58.
over the last couple of days. Onto the forecast. There is a ch`nge | :26:59. | :27:04.
more cloud around. Relatively mild with temperatures around 19`20. Not | :27:05. | :27:09.
quite as cold as it has been the night time. The breeze is jtst | :27:10. | :27:16.
enough to steer the air. Evdn though we may well see some mysterhous | :27:17. | :27:20.
around and a few fog patches, I don't think the breeze will bring | :27:21. | :27:27.
some sunny spells in between the bands of cloud. Temperatures, 1 `20 | :27:28. | :27:36.
into Sunday. Night`time temperatures down to 12`13. The high pressure | :27:37. | :27:41.
stays with us well into next week. Something to look forward to. Have a | :27:42. | :27:42.
nice evening. | :27:43. | :27:44. |
