In Wales Today: How will Thursday's strikes affect | :00:06. | :00:16.
:00:16. | :00:18. | ||
you as teachers and civil servants You have to think of the bigger | :00:18. | :00:21.
picture and how it is affecting everybody. The parents and kids | :00:21. | :00:26.
will suffer. It will be unkind -- inconvenient for me, but I'm | :00:26. | :00:35.
probably in favour of it. Other headlines tonight: | :00:35. | :00:39.
The baby left without a mum and dad, killed in a crash on the M4. An | :00:39. | :00:41.
inquest hears the driver probably fell asleep. | :00:41. | :00:43.
Henry Clark was diagnosed with prostate cancer. Why did hospital | :00:43. | :00:45.
authorities forget him and allow his disease to advance? | :00:45. | :00:48.
An increase in measles - parents are urged to vaccinate their | :00:48. | :00:50.
children. The daily battle of being an | :00:50. | :01:00.
:01:00. | :01:00. | ||
isolated elderly person struggling with everyday life. If my son | :01:00. | :01:03.
didn't live in our house, I don't think I would eat because I can't | :01:03. | :01:06.
open the gyres. In tonight's sport, Mike Phillips | :01:06. | :01:09.
says sorry. He's back in the Wales squad. | :01:09. | :01:12.
And a Welsh winner at Wimbledon. Evan comes through his first round | :01:12. | :01:20.
in the juniors, much to his family's delight. I was almost | :01:20. | :01:23.
crying this morning just thinking of them out on the court because | :01:23. | :01:33.
:01:33. | :01:39. | ||
they kept breaking each other. Good evening. Many schools and | :01:39. | :01:42.
public buildings across Wales will close on Thursday as almost 40,000 | :01:42. | :01:47.
teachers and civil servants strike in a dispute over their pensions. | :01:47. | :01:49.
Talks this afternoon between unions and the coalition government failed | :01:49. | :01:56.
to reach an agreement. So, planning to take action: 20,000 members of | :01:56. | :02:01.
the PCS - working in places like museums, Jobcentres and tax offices. | :02:01. | :02:05.
13,000 teachers at primaries and secondaries in the NUT across Wales. | :02:05. | :02:08.
And a further 3,500 members of the Association of Teachers and | :02:08. | :02:13.
Lecturers. With more strikes also likely this autumn, unions say | :02:13. | :02:16.
they're digging in for a "protracted dispute". Rhodri Lewis | :02:16. | :02:26.
reports. A chemistry lesson at Ysgol Friars | :02:26. | :02:29.
in Bangor this afternoon. But in three days' time, this lab will be | :02:29. | :02:33.
silent. Half the teaching staff will be on strike, which means the | :02:33. | :02:37.
school will be closed. The deputy head is one of them, and says he's | :02:37. | :02:40.
taking action with a heavy heart. He says proposed changes to | :02:40. | :02:49.
teachers' pensions are not necessary. We have never struck | :02:49. | :02:54.
before. We have been talking rather than striking. Unfortunately in | :02:54. | :02:58.
this instance, the government one willing to -- only willing to | :02:58. | :03:02.
discuss the implementation of their proposals and not the content. | :03:02. | :03:05.
it's not just teachers. Two other unions, including civil servants | :03:05. | :03:08.
from the PCS union, will also walk out. It says the National Museums | :03:08. | :03:10.
may close, along with the National Library in Aberystwyth. Jobcentres | :03:10. | :03:13.
and passport offices across the country could also be affected. | :03:13. | :03:16.
Then there are the big centres - the DVLA in Swansea could shut, | :03:16. | :03:23.
along with the tax offices in Cardiff. We remain confident that | :03:23. | :03:28.
the public will support the action. This is very much a first wave. If | :03:28. | :03:31.
the government will not prepared to listen, we will continue to | :03:31. | :03:35.
campaign alongside other Pep -- public sector unions and build | :03:35. | :03:39.
support for the campaign necessary to stop these cuts. Talks have been | :03:39. | :03:41.
going on for months over the controversial pension plans. The | :03:41. | :03:44.
Government wants to move from a pension based on an employee's | :03:44. | :03:47.
final salary to one based on average pay over a career. It also | :03:47. | :03:50.
wants teachers to increase their contributions from 6.4% to 9.8% of | :03:50. | :03:56.
their pay, while the retirement age will also rise to 68. | :03:56. | :03:59.
government has said quite clearly that every contribution that has | :03:59. | :04:03.
been made so far under the current arrangements will be honoured. I | :04:03. | :04:06.
think it is a fair game to negotiate and discuss what happens | :04:06. | :04:10.
here on -- from here on because people are living much longer. | :04:10. | :04:13.
Albany Primary School in Cardiff has more than 400 pupils on its | :04:13. | :04:16.
roll. None of them will be in school on Thursday. Many parents we | :04:16. | :04:19.
spoke to sympathised with the teachers' cause, but said it would | :04:19. | :04:26.
make life difficult for them. a lot of parents, I work time, so | :04:26. | :04:31.
it is inconvenient. I have to pay extra childcare. Where do you find | :04:31. | :04:34.
the extra money? It is hard times for everybody. I think everybody | :04:35. | :04:39.
has a right to strike. It will be inconvenient for me, but I am | :04:39. | :04:45.
probably in favour of it, I would say. When schools close in | :04:45. | :04:50.
particular, because it is not just the business owners who may have | :04:50. | :04:55.
children in schools but also the employers. Some businesses have | :04:56. | :05:01.
less than 10 employees and so a few staff on -- off on the same day can | :05:01. | :05:04.
impede productivity and some businesses may have to shut. | :05:04. | :05:07.
contacted all the local authorities across Wales throughout the day. | :05:07. | :05:10.
Many were still in the process of putting together a complete list of | :05:10. | :05:13.
the schools closed in their area. They said the details would be on | :05:13. | :05:20.
their websites. David Evans is from the national | :05:20. | :05:23.
team -- Union of Teachers. This is going to cause massive disruption | :05:23. | :05:27.
to parents, who are going to have to take a day off on Thursday to | :05:27. | :05:30.
look after their children. What is your message to them tonight? | :05:30. | :05:35.
is something we didn't want to happen. But we felt that we had no | :05:35. | :05:40.
other option, given the Government's intransigence. | :05:40. | :05:45.
could turn up to work on Thursday. If you go into consultation with a | :05:45. | :05:50.
government can you expect this to be meaningful consultations. But | :05:50. | :05:53.
the government is just going full steam ahead and refusing to | :05:53. | :05:56.
consider any alternatives. They basically have announced the | :05:56. | :06:01.
outcome of the consultation before that process is completed. But you | :06:01. | :06:05.
announced they would be a strike before today's talks failed. You | :06:05. | :06:09.
also jumped the gun today, didn't she? It was clear that there was | :06:09. | :06:14.
going to be no movement. Danny Alexander had a ready-made that | :06:14. | :06:17.
announcement some weeks ago that the government were basically not | :06:17. | :06:21.
going to turn on this. We remain hopeful that we can still talk with | :06:21. | :06:25.
them. We have been to the talks today and will continue to go any | :06:25. | :06:29.
talks to that they invite us to. Some form of change in your | :06:29. | :06:34.
pensions is inevitable, isn't it? We are all living longer. Everyone, | :06:34. | :06:38.
teachers, and the rest of the world, have to accept that, have to accept | :06:38. | :06:44.
change. Changes were made in 2007 and at that time we were told it | :06:44. | :06:49.
would be an affordable system. There is an evaluation due of the | :06:49. | :06:54.
current Teachers' Pension Scheme. - - a valuation. The government had | :06:54. | :06:59.
refused to give us that valuation. The House of Commons Advisory | :06:59. | :07:03.
Committee has confirmed and the National Audit Office has confirmed | :07:03. | :07:08.
that it remains an affordable scheme. | :07:08. | :07:11.
Thank you very much indeed. A grandfather probably fell asleep | :07:11. | :07:14.
at the wheel of a car, which crashed killing three family | :07:14. | :07:17.
members, an inquest has heard. Stephen Padden, his son Tom and | :07:17. | :07:20.
partner Louise all died in the accident on the M4 in January. None | :07:20. | :07:23.
of them were wearing seat belts. The couple's baby son Logan was | :07:23. | :07:29.
pulled from the wreckage by his grandmother. Caroline Evans reports. | :07:29. | :07:32.
Lousie Evans, Tom Padden and their six-month-old baby Logan were on | :07:32. | :07:34.
their way back from a surfing holiday in Morrocco with Tom's | :07:34. | :07:41.
parents when they were killed in a crash on the M4. Today, their | :07:41. | :07:44.
families came to Cardiff Coroner's Court to hear what happened just | :07:44. | :07:51.
before midnight on January 17th as the family headed home from Gatwick. | :07:51. | :07:54.
They were told Stephen Padden, who was driving, had probably fallen | :07:54. | :07:59.
asleep. He, Louise and Tom, who were in the back, were not wearing | :07:59. | :08:06.
seat belts and were thrown from the car. | :08:06. | :08:10.
No Rees, Thomas and Stephen passed away as a result of a tragic | :08:10. | :08:16.
accident. They dare has left a huge void in the lives of so many. All | :08:16. | :08:18.
family members would like to thank everyone for their support and | :08:18. | :08:22.
would also like to thank the press and media for the sensitive way in | :08:22. | :08:26.
which the incident has been reported but now ask to be left to | :08:26. | :08:29.
grieve together. Their baby, Logan, survived despite the car repeatedly | :08:29. | :08:32.
rolling over. Back in April, as Porthcawl turned out to raise money | :08:32. | :08:40.
for him, his auntie told us how the family was coping. We are pulling | :08:40. | :08:44.
together. Obviously Tom's family as well and we're trying to get | :08:44. | :08:48.
together as many things as we can. The whole of the committee has | :08:48. | :08:52.
really pull together to help our whole family, especially Logan. | :08:52. | :08:54.
Today, his grandmother, Suzanne Padden, who pulled him from the | :08:55. | :08:57.
wreckage, told the court how their flight home had been delayed by | :08:58. | :09:01.
five hours, and she had offered to help with the driving. But despite | :09:01. | :09:04.
having complained of being tired on holiday, Stephen Padden had decided | :09:04. | :09:09.
to do it all. One eyewitness, Gemma Beveridge, said as she saw the car | :09:10. | :09:13.
move from lane to lane, she wasn't sure whether it was beign driven by | :09:13. | :09:19.
boy racers or the driver had fallen alseep. She broke down when she | :09:19. | :09:23.
described how she had been handed baby Logan to look after at the | :09:23. | :09:32.
roadside. Recording a verdict of accidental death, the coroner said | :09:32. | :09:36.
it was extremely likely that Stephen Padden had fallen asleep at | :09:36. | :09:40.
the wheel and that this is what had caused the accident. To compound | :09:40. | :09:45.
this, she said, he, Tom And Louise were not wearing seatbelts. She | :09:45. | :09:51.
pointed to the fact that the other two occupants of the car, Cezanne | :09:51. | :09:54.
and six-month-old Logan, who was strapped in, survived. | :09:54. | :09:57.
A Gloucestershire engineering firm has bought the Bosch site at Miskin | :09:57. | :10:00.
in the Vale of Glamorgan. Production at the motor parts plant | :10:00. | :10:03.
is due to end tomorrow, and the company which is buying the site, | :10:03. | :10:06.
Renishaw, has said there's nothing in its sale agreement about taking | :10:06. | :10:10.
on the remaining 489 members of the Bosch workforce. | :10:10. | :10:13.
And we'll have a full report on the last day of manufacturing at Bosch, | :10:13. | :10:17.
marking the end of an era for the car industry here, on tomorrow's | :10:17. | :10:25.
programme. A local health board has been criticised for serious | :10:25. | :10:28.
failings of the failure to carry out regular check-ups on a patient | :10:28. | :10:33.
diagnosed with cancer. Henry Clarke from nothing Pembrokeshire had the | :10:33. | :10:38.
early stages of prostate cancer. By the time he was finally seen, more | :10:38. | :10:42.
than a year later, the disease had spread. | :10:42. | :10:47.
Any car was diagnosed with prostate cancer three years ago. It was | :10:47. | :10:50.
treatable and he trusted doctors at West Wales General Hospital in | :10:50. | :10:53.
Carmarthen to be on top of things. But when the all important follow- | :10:53. | :10:57.
up appointment for another biopsy didn't materialise within a year, | :10:57. | :11:02.
he got back in touch. Eventually someone did contact the consultant | :11:02. | :11:09.
and they arranged another biopsy date. When I went to that, they | :11:09. | :11:14.
treated me as though I was a new patient. They didn't seem to know | :11:14. | :11:20.
anything about my case. So I spoke to the nurse and told her the | :11:20. | :11:27.
background and she went off to get the consultants. He came back and | :11:27. | :11:32.
read some documents and said, it is OK, you're scan is all right. Then | :11:32. | :11:36.
somebody pointed out that he was reading from the previous results. | :11:36. | :11:44.
So he rushed off and got the second result and told me that the cancer | :11:44. | :11:50.
had spread from the prostate into the body, which was devastating at | :11:50. | :11:56.
the time. The public services ombudsman criticised the health | :11:56. | :12:01.
board for fundamental failings in their urology department. He said | :12:01. | :12:04.
Patience' conditions were not taken into account when prioritising | :12:04. | :12:09.
appointments. The hospital blames illness and staff shortages for | :12:09. | :12:13.
long waiting lists. But the ombudsman said nothing was done to | :12:13. | :12:20.
address the backlog. There are up two other similar cases. Because of | :12:20. | :12:23.
the risk to public health and safety, we thought it was important | :12:23. | :12:27.
to engage health inspection Wales before we completed our | :12:27. | :12:32.
investigation. When you've got a wee without proper appointments in | :12:32. | :12:35.
cancer, clearly that is a matter of great concern. The health board has | :12:35. | :12:40.
now been told to pay 3,000 to Mr Clarke for the distress caused. | :12:41. | :12:45.
don't know what the future holds. Nobody does. I suppose my is in | :12:45. | :12:49.
more in jeopardy now than it would have been. The local health board | :12:49. | :12:53.
says it fully accepts the ombudsman's findings and is | :12:53. | :12:56.
reviewing its out-patient list to make sure all patients are seen at | :12:56. | :13:06.
:13:06. | :13:08. | ||
You are watching Wales Today at 6:45pm. We are hitting the road | :13:08. | :13:11.

keeps running smoothly. He took charge of the greats with | :13:16. | :13:22.

There has been an outbreak of measles in Ceredigion. Public | :13:41. | :13:45.
Health Wales says 10 cases have been reported in the county while | :13:45. | :13:48.
another 20 cases are spread across the country. It is urging parents | :13:48. | :13:52.
to ensure their children have been given the MMR vaccine to protect | :13:52. | :13:59.
them. Dr Dirk Dr Roland Salmon is from Public Health Wales. -- Dr Dr | :13:59. | :14:05.
Roland Salmon. There is a bake outbreak in Europe | :14:05. | :14:10.
and cases are starting to come into Wales. This is the opportunity we | :14:10. | :14:13.
have to call on parents to get their children vaccinated before we | :14:13. | :14:22.
see a really a rather -- large numbers. We have 30 cases, how | :14:22. | :14:28.
significant is it? It is significant because we know that | :14:28. | :14:36.
their numbers of older children have not been vaccinated. Life | :14:36. | :14:42.
moves on. Perhaps they have put this to one side. Now is the time, | :14:42. | :14:46.
if your child has has been vaccinated, to arrange it with the | :14:46. | :14:54.
doctor. Measles is highly contagious. It is highly contagious | :14:54. | :15:01.
and a highly serious disease. MMR vaccine take-up in Wales have | :15:01. | :15:06.
traditionally not been as high as it might be. Your message tonight | :15:06. | :15:13.
would be what? Our message would be this is a safe and effective | :15:13. | :15:16.
vaccine, please have it. Most people accept that now that they | :15:16. | :15:21.
did not a few years ago. There is a legacy of people who missed out at | :15:21. | :15:25.
the time are touted who have not got around to doing it since. It is | :15:25. | :15:31.
those we are talking about. 21 new traffic officers began | :15:31. | :15:35.
training today to help ease congestion on the A55 in North | :15:35. | :15:40.
Wales. The civilian staff will patrol the carriageway to clear up | :15:40. | :15:45.
minor accidents and keep traffic moving. They replied Ms follows a | :15:45. | :15:51.
six-month trial which help to reduce pressure on traffic police. | :15:51. | :15:53.
-- their appointment follows a six- month trial. | :15:53. | :15:58.
We should starts seeing a few more vehicles like the one behind wheat | :15:58. | :16:02.
dotted along the A55 over the coming months. Let's speak to the | :16:02. | :16:06.
network manager for the trunk road agency. Why do we need these | :16:06. | :16:12.
officers? It will enable rows policing units to be deployed on | :16:12. | :16:16.
criminality matters on the highway network. We will deal with minor | :16:16. | :16:21.
rate -- road traffic accidents such as collisions, broken-down vehicles | :16:21. | :16:28.
which will enable us to recover the network more quickly. Is to lead to | :16:28. | :16:32.
a free-flowing traffic on the A55. These are civilians. What kind of | :16:33. | :16:38.
powers will they have? They have some powers which will enable them | :16:38. | :16:44.
to stop than direct traffic, enable them to run a rolling the | :16:44. | :16:51.
roadblocks. But they will have enabled road closures. They do not | :16:51. | :16:55.
have enforcement powers. It is an offence to disregard the | :16:55. | :16:58.
instructions of a traffic officer. A similar scheme has been running | :16:58. | :17:02.
on the M4 and Cardiff. What difference should we see on the | :17:02. | :17:08.
Rose? We have been running a limited trial for 22 months. That | :17:08. | :17:13.
trial has been evaluated and it has shown great benefit in terms of | :17:13. | :17:16.
safety and economic benefits to North Wales. On the basis of that | :17:16. | :17:20.
we have had funding to develop that service to a similar level of that | :17:20. | :17:25.
operating in South Wales. Thank you very much. | :17:25. | :17:30.
The Prince of Wales has begun his annual week-long tour. He visited | :17:31. | :17:34.
businesses in Aberdare the where he unveiled a new community Bell on | :17:34. | :17:38.
the jetty. This afternoon it was on to the Centre for Alternative | :17:38. | :17:43.
Technology near Machynlleth. Our mid Wales reporter was there. | :17:44. | :17:47.
Promoting Welsh tourism and encouraging sustainability are two | :17:47. | :17:56.
of the Prince's priorities for this week's visit. After unveiling a | :17:56. | :18:00.
replica of the bell which will sound as the tide comes in at a but | :18:00. | :18:07.
deadly, the Prince enjoyed a stroll along the beach. -- at Aberdare the. | :18:08. | :18:12.
Prince Charles visited a few local businesses including this cafe. | :18:12. | :18:17.
He spoke to the staff and to the family, asked about their GCSEs and | :18:17. | :18:23.

He said he doesn't know because he does not live there. He does know | :18:47. | :18:53.
it is the most eco-friendly place. A we were talking about our eco- | :18:53. | :19:02.

They don't have a phone call on anything. They don't speak to | :21:40. | :21:49.
