made headlines. The education minister announcing that students | :02:18. | :02:24. | |
from Wales would have any fee increases paid for them. Students | :02:24. | :02:28. | |
ordinary resident in Wales going to university in 2012 will be no worse | :02:28. | :02:32. | |
off than if they had gone to university this year. This is a | :02:32. | :02:35. | |
made in Wales policy which demonstrates the benefits of | :02:35. | :02:41. | |
devolution. Now e-mails published under the Freedom of Information | :02:41. | :02:44. | |
Act reveal that more than two months after this statement, senior | :02:44. | :02:48. | |
officials did not understand the policy. Among them, the chief | :02:48. | :02:55. | |
executive of the body which will implement it. On the 1st February, | :02:55. | :02:59. | |
he wrote, we are concerned that the Minister may be exposed to | :02:59. | :03:03. | |
criticism. That the official account does not make sense. If we | :03:03. | :03:07. | |
do not understand the official explanation, we cannot help explain | :03:07. | :03:12. | |
it to others. I think a lot of people are wondering whether it is | :03:12. | :03:17. | |
possible to maintain a quite generous student support system the | :03:17. | :03:20. | |
way you're actually subsidising Welsh students wherever they study. | :03:20. | :03:25. | |
It is a laudable ambition, has a fine principle, but the cost could | :03:25. | :03:29. | |
be substantially greater than people anticipated. I think what | :03:29. | :03:32. | |
the e-mails revealed in this latest episode is that people were | :03:32. | :03:35. | |
questioning some of the basic assumptions being made right | :03:35. | :03:41. | |
throughout. In February, the chief executive of the funding council | :03:41. | :03:45. | |
sent another e-mail said he did now understand the statements but only | :03:45. | :03:50. | |
after talks with Welsh government officials. Members of the public to | :03:50. | :03:55. | |
not have that luxury. It is a policy that could cost up to �2.3 | :03:55. | :04:00. | |
billion over nine years. For the education minister, he must explain | :04:00. | :04:06. | |
how the sums add up. I think this was a good idea. It looks like it | :04:06. | :04:10. | |
was drawn up on the back of an envelope now. It depends on so many | :04:10. | :04:15. | |
variables, so many different things that you cannot predict. My view is | :04:15. | :04:21. | |
that the minister could well be caught out on this. The Assembly | :04:22. | :04:24. | |
Government said this was fully costed and affordable and we want | :04:24. | :04:29. | |
them to keep their promises. They made that promise in the lead-up to | :04:29. | :04:32. | |
an election. It is important they don't do what the Liberal Democrats | :04:32. | :04:37. | |
did on a UK level. The Welsh government has a lot resting on | :04:37. | :04:41. | |
this policy. It denies there is any confusion and says discussions of | :04:41. | :04:44. | |
this sort are common. In just under four hours' time, | :04:44. | :04:47. | |
workers at the Bosch car parts factory near Cardiff are finishing | :04:47. | :04:51. | |
their last day of production. The German company announced it was | :04:51. | :04:54. | |
phasing out its Welsh operation 18 months ago, with the loss of 900 | :04:54. | :05:00. | |
jobs. Our business correspondent, Nick Servini, is at the factory in | :05:00. | :05:10. | |

It marked the final chapter of an Era that lasted 20 years for a | :05:38. | :05:42. | |
major employer in Wales. Workers on the day shift at Bosch | :05:42. | :05:47. | |
pour out of the factory after their final day of production. As the | :05:47. | :05:49. | |
last alternator for the car industry rolled off the | :05:49. | :05:56. | |
manufacturing line, many now face an uncertain future. It is a bit | :05:56. | :06:00. | |
scary, I suppose. People have got mortgages to pay and other bills. | :06:00. | :06:04. | |
The cost of living is rising all the time and it is going to be | :06:04. | :06:10. | |
difficult. Their jobs in the area are few and far between and they | :06:10. | :06:16. | |
are not as well paid as Bosch. lot of people are finishing today, | :06:16. | :06:21. | |
a few tears, especially with the women, but very composed in there. | :06:21. | :06:26. | |
We have been very professional. Many of the staff leaving today | :06:26. | :06:29. | |
have worked here for more than a decade. They will pick up | :06:29. | :06:34. | |
redundancy cheque -- cheques worth more than a year's salary. That | :06:34. | :06:38. | |
should give them some support if it takes a long time to find a new job | :06:38. | :06:43. | |
at. It gives them a good cushion to prepare themselves for any | :06:43. | :06:48. | |
unemployed period they may have or to take them forward with some | :06:48. | :06:53. | |
solidity of cash behind them. It is a good cushion and it will give | :06:53. | :06:57. | |
people the opportunity to not be too concerned in the immediate | :06:57. | :07:03. | |
future about how they are going to pay the bills. Bosch came to Wales | :07:03. | :07:07. | |
20 years ago thanks to a �20 million grant from the Welsh | :07:07. | :07:12. | |
Development Agency. It then invested more than �120 million at | :07:12. | :07:15. | |
the site employing an average of 1,000 people. But it decided to | :07:15. | :07:21. | |
pull out of Wales after a 45 % drop in sales in the recession. It moved | :07:21. | :07:25. | |
production to Hungary where labour costs are a third less than they | :07:25. | :07:30. | |
are in Wales. In a statement, Bosch said that throughout these | :07:30. | :07:33. | |
difficult circumstances, the workforce has shown at standing | :07:33. | :07:39. | |
level of dignity and commitment. For many of those staff, new work | :07:39. | :07:46. | |
is being found. We spoke with Colin Tucker 18 months ago as he was told | :07:46. | :07:51. | |
he faced losing his job after 15 years at Bosch. He has now | :07:51. | :07:58. | |
retrained and works for this firm making axles for trailers. It is | :07:58. | :08:03. | |
very depressing to be unemployed. You are out on your own, you miss | :08:03. | :08:06. | |
your colleagues, after working in a large environment where everybody | :08:06. | :08:12. | |
knows your name, you are a person on your own. With such a well-known | :08:12. | :08:17. | |
name like Bosch on their CVs, many people will find jobs but much | :08:17. | :08:20. | |
depends on the general economy and whether new vacancies become | :08:20. | :08:24. | |
available. This plant was one of the headline | :08:24. | :08:27. | |
grabbing investments of the late '80s and '90s - the result of | :08:27. | :08:29. | |
government policy to try to attract foreign-owned manufacturing firms | :08:29. | :08:33. | |
to come here. So what's happened since then and where are the jobs | :08:33. | :08:40. | |
of the future going to come from? Sian Lloyd reports. | :08:40. | :08:43. | |
Travel 10 miles down the M4 and you find one of the few remaining | :08:43. | :08:46. | |
successful headline inward investment stories. Production | :08:46. | :08:51. | |
began at Ford in Bridgend a year before Bosch opened. Two decades on | :08:51. | :08:57. | |
and there are plans to expand the workforce. 30 miles east in Newport, | :08:57. | :09:00. | |
launched in a fanfare of publicity, Korean manufacturer LG famously | :09:00. | :09:10. | |

never got its silicon chip plant off the ground. The question now is, | :09:17. | :09:21. | |
how does Wales create jobs? Different experts have different | :09:21. | :09:27. | |
views. We need have entrepreneurship alongside key | :09:27. | :09:34. | |
Investment. I would like to see a focus on encouraging greater | :09:34. | :09:37. | |
entrepreneurial culture like we had when the Welsh government | :09:37. | :09:40. | |
introduced the Order permission action plan a decade ago. If we can | :09:40. | :09:45. | |
have those twin engines of large companies, small companies and | :09:45. | :09:48. | |
entrepreneurs working together, the Welsh Cup -- economy will grow and | :09:48. | :09:53. | |
lift itself from the bottle of -- bottom of the league table for the | :09:53. | :09:57. | |
UK. We need to concentrate on making Wales more attractive to | :09:57. | :10:03. | |
investors. We need to invest in colleges and make sure people are | :10:03. | :10:06. | |
skilled and equipped to deal with the requirements of the private | :10:06. | :10:13. | |
sector. And it also means, make it can better but -- competitive so | :10:13. | :10:16. | |
that people who are going to come here to make money can keep more of | :10:16. | :10:21. | |
it. Does that mean Wales has got the right to raise a few pop | :10:21. | :10:29. | |
independently? I think it probably does. But varying tax powers would | :10:29. | :10:33. | |
need more powers for the Welsh government. The only good news from | :10:33. | :10:43. | |
:10:43. | :10:57. | ||
the Bosch closer is that the site has been closed -- sold. The good | :10:57. | :11:01. | |
thing about the site is its proximity to the M4. Secondly, the | :11:01. | :11:05. | |
rich manufacturing heritage in South Wales, just as there is in | :11:05. | :11:08. | |
Gloucestershire, so there is an excellent source of potential | :11:08. | :11:15. | |
workers for the future. The news that the site will not be empty for | :11:15. | :11:18. | |
long has been welcomed by the Government. They say it recognises | :11:18. | :11:23. | |
the strength and skills of the workforce. | :11:23. | :11:27. | |
Some grounds for optimism at least. This was the single biggest blow to | :11:27. | :11:33. | |
the Welsh economy as a result of the recession. Let's get some more | :11:33. | :11:36. | |
reaction with Dr Peter Wells of Cardiff University. We spoke 18 | :11:37. | :11:41. | |
months ago when that announcement was made. Picking up on some of | :11:41. | :11:46. | |
those points, will we ever see a manufacturing foreign owned | :11:46. | :11:51. | |
Investment again coming in to Wales? In some respects, this is | :11:51. | :11:56. | |
the end of any era. On the other hand, it is a symbol of the start | :11:56. | :12:00. | |
of the New Era. The automotive industry is changing incredibly | :12:00. | :12:03. | |
quickly in terms of the key technologies and who is important | :12:03. | :12:08. | |
in the industry. This opens up an enormous market opportunity for new | :12:08. | :12:12. | |
investment to come into Wales. Surprisingly, I am quite optimistic | :12:12. | :12:18. | |
for the future. So it is not all one-way traffic to countries like | :12:18. | :12:23. | |
Hungary? The advantage enjoyed by those low-cost countries was one of | :12:23. | :12:27. | |
the reasons why jobs have been sucked out of Wales. But I see some | :12:27. | :12:32. | |
of those advantages being eroded in the future by exchange rate changes, | :12:32. | :12:37. | |
and increased labour costs in those countries, and transportation costs. | :12:37. | :12:41. | |
That opens up more opportunities for countries that want to be close | :12:41. | :12:46. | |
to the markets they serve. That applies in the automotive industry. | :12:46. | :12:51. | |

northern Europe does need a local coastguard station. We know the | :14:31. | :14:36. | |
Government is changing its plans. A U-turn is coming. What we don't | :14:36. | :14:40. | |
know as of today is the detail of that U-turn by the local MP is | :14:40. | :14:47. | |
upbeat about the prospect. I am optimistic that Milford Haven | :14:47. | :14:52. | |
coastguards station will be saved. I hope I am not being presumptions. | :14:52. | :14:57. | |
There is work to be done. It is great the campaigners are here | :14:57. | :15:01. | |
today bringing the petition. We want people to make the case about | :15:01. | :15:06. | |
the importance of Milford Haven. That is significant, not because | :15:06. | :15:10. | |
Stephen Crabb because he is the local MP, he is a Government whip | :15:10. | :15:15. | |
and knows what has been going on behind the scenes. He is optimistic | :15:15. | :15:21. | |
that a U-turn is coming. We should not forget the politics in all this. | :15:21. | :15:25. | |
There two marginal Conservative seats in Pembrokeshire. Privately, | :15:26. | :15:29. | |
that is going to be a factor when they make the decision we expect to | :15:29. | :15:34. | |
come in the middle of next month. Milford Haven is not the only | :15:34. | :15:37. | |
coastguard station under threat in this review. | :15:37. | :15:43. | |
There is the UK-wide review, UK plans to modernise the coastguard | :15:43. | :15:49. | |
service. Holyhead is also at risk and Swansea could go part-time | :15:49. | :15:57. | |
under the Government's's plans. We will have to wait to see the detail. | :15:57. | :16:03. | |

so that this problem will be improved because we can't go on as | :19:23. | :19:26. | |
we are. The evidence is not overwhelmingly strong in your | :19:26. | :19:31. | |
favour, is it? The evidence is confused because they are more | :19:31. | :19:35. | |
variables than just whether there is presumed consent or not. There | :19:35. | :19:39. | |
is a whole range of issues which were highlighted by the United | :19:39. | :19:45. | |
Kingdom Task Force about the number of intensive care beds, the | :19:45. | :19:49. | |
transplant teams, the number of transplant co-ordinators and the | :19:49. | :19:54. | |
