buildings were built for Welsh government civil servants in an | :01:52. | :01:58. | |
attempt to spread staff around the country and away from Cardiff. But | :01:58. | :02:00. | |
the Public and Commercial Services Union has seen a government report | :02:00. | :02:06. | |

government office in Llandrindod Wells shouts, the 117 staff will | :02:52. | :02:58. | |
face a trip to Aberystwyth to work. Staff from Newtown would have and | :02:58. | :03:03. | |
90 mile round trip to work in Aberystwyth. And staff in Carnarvon | :03:03. | :03:12. | |
would expect a 52 mile round trip. The union is concerned staff in | :03:12. | :03:17. | |

million a year by 2015. However, here in Wales, we have a | :08:12. | :08:15. | |
significantly higher proportion of legal aid cases compared to the UK | :08:15. | :08:23. | |
average. Those running our Citizens Advice Bureaux believe the changes | :08:23. | :08:29. | |
will result in thousands of people being denied access to justice. | :08:29. | :08:39. | |

Last year we saw 114,000 people in Citizens Advice Bureau. 11,000 of | :08:39. | :08:45. | |
those were legal problems, people wanting legal help. People like Zoe | :08:45. | :08:48. | |

funded case. With the help of a free solicitor, she's challenging a | :08:51. | :08:54. | |
decision not to award a disability living allowance for her 11-year- | :08:54. | :09:03. | |
old son Lewis who suffers from ADHD. If I had to pay for the solicitors, | :09:03. | :09:07. | |
I probably wouldn't be able to pursue this case because I wouldn't | :09:07. | :09:15. | |
be able to afford the solicitor. It would mean my son would lose out a | :09:16. | :09:19. | |
lot of benefits that he needs and deserves. There are also warnings | :09:19. | :09:22. | |
that the changes could result in more and more people representing | :09:22. | :09:25. | |
themselves, something which the legal profession believe will clog | :09:25. | :09:33. | |
up the courts. Here, people are represented by lawyers, that may | :09:33. | :09:36. | |
take 10 minutes. If you have somebody representing themselves | :09:36. | :09:42. | |
who have no idea of what is going on, cases which should take tenants | :09:42. | :09:52. | |

may take three hours. The Ministry Parishioners in Rhondda Cynon Taf | :09:56. | :09:59. | |
are sleeping in their church, in protest at its planned closure. | :09:59. | :10:02. | |
They stayed on, after the final service at All Saints in Maerdy | :10:02. | :10:05. | |

in fact. 12 since July. But parishioners here in Maerdy are not | :10:36. | :10:43. | |
going without a fight. Not your typical church scene but | :10:43. | :10:47. | |
parishioners are getting comfortable 4 in long protest. They | :10:47. | :10:50. | |
are agreed that yesterday's Sunday service was the last ever, the | :10:50. | :10:56. | |
Church is now closed. They are refusing to leave. We have gathered | :10:56. | :11:00. | |
names, people have been overwhelming with their support. We | :11:00. | :11:05. | |
will not be moved up from here. People have been in this church | :11:05. | :11:09. | |
since birth and their in their 90s now. The decision by the Church to | :11:09. | :11:14. | |
close this, in a matter of four weeks, is not appropriate. | :11:14. | :11:19. | |
Parishioners need more than that. For many, All Saints is steeped in | :11:19. | :11:24. | |
personal family history. My mother before me was the first to be | :11:24. | :11:28. | |
married here in white. Then I was married. Then my daughter was | :11:28. | :11:37. | |
married here. Now, my granddaughter. She was hoping to get married here | :11:37. | :11:43. | |
on August 13th. All the invitations had gone out. But the closure has | :11:43. | :11:48. | |
stopped that. The Church in Wells insists the decision was not taken | :11:48. | :11:56. | |
lightly. But if �400,000 repair bill was too much. In one sense, it | :11:56. | :12:02. | |
is the community that has made this decision. The local parochial | :12:02. | :12:06. | |
church council, nothing to do with the central Church of Dougherty, | :12:06. | :12:11. | |
positioned me as the Bishop to close this building. That came out | :12:11. | :12:16. | |
of the blue, the letter. But I knew that in some ways this was a | :12:16. | :12:19. | |
decision which would have to be made at some point because, 10 | :12:19. | :12:24. | |
years ago, we were speaking about the need for repairing this | :12:24. | :12:29. | |
building. A new venue for the Church has been found at the | :12:29. | :12:34. | |
community centre. Since news spread, the 20 regular churchgoers have | :12:34. | :12:38. | |
gained support from the community who are willing to start fund- | :12:38. | :12:43. | |
raising. We have moved back inside the | :12:43. | :12:47. | |
church where the beds are up from last night and ready for tonight | :12:47. | :12:52. | |

create an educational desert. the moment, 300 pupils study here | :16:54. | :16:57. | |
at Ysgol Pantycelin in Llandovery. Under the reorganisation plans, | :16:57. | :17:02. | |
they'll have to travel another 15 miles to Llandeilo to study here. | :17:02. | :17:05. | |
At the moment, it's just a field, but by 2015 it'll contain a new | :17:05. | :17:08. | |
school merging Ysgol Tregib, about a mile down the road in Llandelio, | :17:08. | :17:17. | |
with Ysgol Pantycelin. That could mean some pupils travelling for an | :17:17. | :17:22. | |

maths paper in large print and the standard paper. Other boards have | :20:39. | :20:45. | |
had problems too. The OCR exam board producer maths question that | :20:45. | :20:52. | |
was impossible to answer. There was also a paper with a question from a | :20:52. | :21:02. | |
previous exam printed in the middle of it. The exam red later in | :21:02. | :21:04. | |
England has launched an investigation and says it is | :21:04. | :21:08. | |
working with the Welsh government here. Children are sitting down and | :21:09. | :21:15. | |
are facing exam papers that are impossible to answer. That is not | :21:15. | :21:25. | |
acceptable. The exam boards need to re-establish the conference and the | :21:25. | :21:30. | |
system and that will require investment. This transcends the | :21:30. | :21:34. | |
debate about whether exams are getting easier or not. If there is | :21:34. | :21:37. | |
not confidence and the system, some might say the standard hardly | :21:37. | :21:40. | |
