Good evening. Pembrokeshire council has been heavily criticised over | :01:08. | :01:13. | |
the way it deals with allegations of abuse against children. A | :01:13. | :01:16. | |
scathing report says the shortcomings are up long-standing | :01:16. | :01:21. | |
and systemic. It says the abuse wasn't effectively dealt with and | :01:21. | :01:24. | |
that in some cases, the recommendations of the police and | :01:24. | :01:29. | |
social services were ignored. In some instances, the report says, | :01:29. | :01:33. | |
the previous good record of staff outweighed the duty to protect | :01:33. | :01:38. | |
children. Our correspondent is in Pembrokeshire tonight. | :01:38. | :01:44. | |
How did this report come about? What instigated this investigation, | :01:44. | :01:50. | |
really, was a case back in 2009. That of David Thorley, a head | :01:50. | :01:55. | |
teacher in Pembrokeshire. He was jailed for two years for nine | :01:55. | :02:00. | |
counts of sexually assaulting girls in his care. Following that, the | :02:00. | :02:04. | |
bodies investigating looked at 25 cases of alleged professional abuse | :02:04. | :02:11. | |
between 2007 and 2011. They found three cases of potential immediate | :02:11. | :02:17. | |
risk of harm to children. It is within those three cases that they | :02:17. | :02:21. | |
found this catalogue of failure, as they call it, saying there is a | :02:21. | :02:25. | |
lack of oversight, not only by officials but also those at the | :02:25. | :02:30. | |
very top. The report also says that at times, it seems that the | :02:30. | :02:33. | |
reputation of the local authority was more important than | :02:33. | :02:38. | |
safeguarding the need of children. A very damning report in terms of | :02:38. | :02:42. | |
those three elements. What is the very act -- what is the | :02:42. | :02:44. | |
reaction? We have heard from the Welsh | :02:44. | :02:49. | |
government. They have said it is completely unacceptable. There was | :02:49. | :02:53. | |
a lack of failure to instigate the most basic of needs for the council | :02:53. | :02:55. | |
and the minister with responsibility has been strongly | :02:55. | :02:58. | |
critical of what has been happening in Pembrokeshire. | :02:58. | :03:04. | |
This is the failure of delivery. We don't need any more policies, | :03:04. | :03:10. | |
guidance, inspectors or regulations. We have got all of that in place. | :03:10. | :03:16. | |
It is a matter for Pembrokeshire to deliver safe services to its | :03:16. | :03:20. | |
citizens, including children and young people. | :03:20. | :03:24. | |
We will get some more reaction. I am joined by John Davies, the | :03:24. | :03:29. | |
leader of Pembrokeshire Council. The first question is, given this | :03:29. | :03:32. | |
catalogue of failure highlighted in this report, how did you not know | :03:32. | :03:37. | |
exactly what was going on? It is important we first expressed | :03:38. | :03:40. | |
her disappointment and dismay in this report and there is work for | :03:40. | :03:48. | |
us to do, as elected members, across the board. We recognise the | :03:48. | :03:53. | |
duty that we now have and the obligation, regarding to | :03:53. | :03:55. | |
safeguarding the young people of done that share. The fact remains, | :03:55. | :04:01. | |
as you quite rightly say, it is a matter of dealing not just with the | :04:01. | :04:04. | |
25 but the 18,000 pupils through our schools and various | :04:04. | :04:10. | |
institutions. It captures 25 cases over four years, of which three | :04:10. | :04:14. | |
have been thoroughly investigations once more. | :04:14. | :04:16. | |
Winner of the Welsh government will be putting in place and external | :04:16. | :04:21. | |
team to make sure that they implement any changes that are | :04:21. | :04:26. | |
needed. What kind of changes are needed to make sure this thing | :04:26. | :04:31. | |
doesn't happen again? We need to instil reassurance in | :04:31. | :04:35. | |
people that Pembrokeshire is a safe place to live and learn and that is | :04:35. | :04:40. | |
why people became aware of this in July and that is when we instigated | :04:40. | :04:47. | |
an improvement board. That has been embraced, as well, by the minister. | :04:47. | :04:51. | |
We welcome the additional individuals she has identified two | :04:51. | :04:56. | |
work parallel to that, to make sure that the agenda of dealing with | :04:56. | :04:59. | |
safeguarding remains paramount and that the top of our priority list. | :04:59. | :05:04. | |
If parents are concerned, what can you do to reassure them? | :05:04. | :05:07. | |
The first application of reassurance is about allowing | :05:07. | :05:11. | |
people access to providing us with information and being able to give | :05:11. | :05:16. | |
them information. We have established today hot line to allow | :05:16. | :05:22. | |
people to have that dialogue with us. And also with regards to | :05:22. | :05:28. | |
reassure people that children in a better have not come to any harm. | :05:28. | :05:32. | |
The report applies to the potential of harm, rather than actual harm. | :05:32. | :05:37. | |
