What they put to you today is a Budget for growth and jobs which | :04:13. | :04:18. | |
response to the alarming times we are all living in. I believe we can | :04:18. | :04:21. | |
govern responsibly with our commitment to social justice and | :04:21. | :04:25. | |
economic renewal. In real terms, the money allocated | :04:25. | :04:28. | |
to the Health Department is less than it was. Conservatives argue | :04:29. | :04:33. | |
the health budget should have been protected in line with inflation. | :04:33. | :04:36. | |
The service is going to be under extreme pressure during the next | :04:36. | :04:40. | |
few years if it is not protected. We know how difficult it is in | :04:40. | :04:45. | |
England, where there is protection. It will be a really tough | :04:45. | :04:48. | |
settlement in Wales and the health service will be squeezed year after | :04:48. | :04:50. | |
year. This Budget will whipped hundreds | :04:50. | :04:55. | |
of millions of pounds out of our health service at a time when | :04:55. | :05:04. | |
waiting time targets are already being missed. | :05:04. | :05:08. | |
With unemployment in Wales at its highest level since comparable | :05:08. | :05:12. | |
records began in 1992, there are plenty banging the drum for a | :05:12. | :05:17. | |
different approach to spending the Welsh budget. This man runs a | :05:17. | :05:20. | |
specialist Drum business and wants the government to prioritise | :05:20. | :05:24. | |
private sector growth. They need to contact landlords and | :05:24. | :05:29. | |
work with the private sector so that rents are more affordable for | :05:29. | :05:33. | |
a long period of time. After weeks of negotiations to | :05:33. | :05:38. | |
secure support for the budget, the Government can now start spending | :05:38. | :05:42. | |
the 14.7 �5 billion next year. What difference it makes to our lives | :05:42. | :05:48. | |
will be scrutinised very closely. The budget vote one but a lively | :05:48. | :05:52. | |
debate in the chamber? It was. That is partly because | :05:52. | :05:56. | |
there was agreement as well as disagreement. Agreement that this | :05:56. | :05:59. | |
is an austerity budget which will seek Wales through some very tough | :05:59. | :06:06. | |
times. The disagreement is about whether this budget does the job. | :06:06. | :06:13. | |
Yes, it does, so said Labour and the Liberal Democrats. From the | :06:13. | :06:16. | |
Conservatives and Plaid Cymru, allegations that the money was not | :06:16. | :06:21. | |
on the ground to help create jobs. Something we have heard a lot from | :06:21. | :06:25. | |
the Conservatives in recent weeks, Labour is concentrating on blaming | :06:25. | :06:29. | |
Westminster rather than, they argue, getting on and dealing with the | :06:29. | :06:33. | |
problems Wales is facing. Is this the start of more deal- | :06:33. | :06:36. | |

The parents of a five-year-old boy crushed by the full count -- the | :07:21. | :07:24. | |

vehicles in gear when you park on a slope. Harry Patterson was killed | :07:29. | :07:34. | |
in September after the car rolled down the family driveway near | :07:34. | :07:38. | |
Pontardawe. It could have happened because the brake discs slipped | :07:38. | :07:43. | |
when the car was cooling down. The bright, happy and well loved | :07:43. | :07:47. | |
child. Harry Patterson had just arrived here with his mother and | :07:47. | :07:51. | |
older brother and was playing near the car when it started to slip | :07:51. | :07:55. | |
down the driveway. The five-year- old was in the path of the vehicle | :07:55. | :07:58. | |
and got trapped between the garden wall and the car. He was flown to | :07:58. | :08:03. | |
hospital but his head injuries were too severe. Today his family | :08:03. | :08:07. | |
attended an inquest at Cardiff coroner's court and heard it was | :08:07. | :08:10. | |
unlikely that Harry could have released the break himself because | :08:10. | :08:14. | |
of his young age. The coroner described it as an appalling | :08:14. | :08:20. | |
accident. People say to me to take it one day | :08:20. | :08:25. | |
at a time. Actually it is much more like taking it an hour at a time | :08:25. | :08:34. | |
and sometimes even a minute at a time. We are just lost without him. | :08:34. | :08:36. | |

The car was parked on this driveway. Today the inquest heard that if | :08:40. | :08:45. | |
Rioja brakes are still hot, cooling can cause the discs to slip. That | :08:45. | :08:50. | |
can result in a car rolling if it is part of a slope. The coroner | :08:50. | :08:54. | |
said there were no defects with the car. This was a horrible | :08:54. | :08:57. | |
combination of a steep driveway and the cooling of a brake system. She | :08:58. | :09:04. | |
added, it was an appalling accident. She understands what many drivers | :09:04. | :09:07. | |
are aware that a car should be left in gear when parking on a hill. | :09:08. | :09:12. | |
This man runs a garage in Cardiff and is carrying out a series of | :09:12. | :09:16. | |

Hywel Dda health board, which covers four hospitals in west Wales, | :11:58. | :12:02. | |
is considering cutting back on elective surgery during December | :12:02. | :12:07. | |
and January. Elective surgery is essentially any non- urgent planned | :12:07. | :12:11. | |
operation that a patient would come into hospital for. It is normal | :12:12. | :12:16. | |
within the NHS to scale back on elective surgery during this | :12:16. | :12:21. | |
festive period but Hywel Dda have confirmed they are considering | :12:21. | :12:25. | |
extended this -- extending this period until mid- January. They say | :12:25. | :12:28. | |
that will allow them to put more resources into their emergency | :12:29. | :12:33. | |
services. I spoke to a few health boards today to see if this was | :12:33. | :12:38. | |
routine and it seems there are differences. Betsi Cadwalder health | :12:38. | :12:43. | |
board in North Wales said they are planning to scale back as usual but | :12:43. | :12:48. | |
not planning to extend the festive period. Cardiff and frail health | :12:48. | :12:54. | |
board told us they are planning to carry out more elective operations | :12:54. | :12:59. | |
because it is quieter. Is this all about saving money? | :12:59. | :13:05. | |
Well, yes and No. The need to look at this in wider context because | :13:05. | :13:08. | |
Welsh health boards are facing a deficit of �50 million this | :13:08. | :13:12. | |
financial year. Hywel Dda Health Board is predicting it will be �4 | :13:12. | :13:18. | |
million in the red and that is despite a cash injection of �33 | :13:18. | :13:21. | |
million from the Welsh government. They have made it clear they would | :13:21. | :13:25. | |
be bailing out the health board's any more. There is clearly a great | :13:25. | :13:28. | |
deal of pressure on them to save money rather than to cut waiting | :13:28. | :13:33. | |
lists. Hywel Dda have told of this is about using their resources more | :13:33. | :13:38. | |
efficiently. They say during January, and elective operations | :13:38. | :13:42. | |
are often cancelled because of the weather and sickness. They say that | :13:42. | :13:46. | |
wastes money and they are better off putting resources into | :13:46. | :13:49. | |
emergency and out-patient care during this time. They stress no | :13:49. | :13:53. | |
patience will be put at risk and all urgent operations will carry on | :13:53. | :13:59. | |

A delivery driver from Cwmbran has appeared before the Leveson Inquiry | :16:46. | :16:48. | |
in London, which is hearing evidence into phone hacking by the | :16:48. | :16:53. | |
press. Steven Nott told the inquiry how he tried to raise the alarm | :16:53. | :16:59. | |
about insecure voicemail systems as far back as 1999. Our reporter, Ben | :16:59. | :17:02. | |
Geoghan, has been following the evidence at the inquiry. Earlier, I | :17:02. | :17:05. | |
asked him how it was that Mr Nott first became worried about phone | :17:05. | :17:15. | |

hacking. This was back in 1999 and Steven Nott was working as a | :17:17. | :17:21. | |
salesman for a food company and he was travelling around South Wales, | :17:21. | :17:25. | |
taking orders on his phone. Because he could not answer the phone while | :17:25. | :17:30. | |
he was driving, he relied a lot on his a voicemail. In his evidence | :17:30. | :17:34. | |
today, he explained that there was one occasion where the whole | :17:34. | :17:38. | |
network in South Wales appeared to go down. He was worried because he | :17:38. | :17:44. | |
would not be able to get hold of his messages. He ran the mobile | :17:44. | :17:48. | |
phone company and he said to them about the problem, he asked what he | :17:48. | :17:52. | |
could do about it. They gave him clear instructions and this is what | :17:52. | :17:59. | |
they said to him. They said I would have to ring my own mobile-phone | :17:59. | :18:04. | |
number up and when it went into the voicemail, it said it was a recall | :18:04. | :18:08. | |
service for the No. I was a ringing, after hearing that message, and it | :18:09. | :18:12. | |
said please leave a number after that tone, after that or you press | :18:12. | :18:15. | |
number nine. This is what the customer service Lady was telling | :18:15. | :18:21. | |
the. She then said you would have to enter your security number. I | :18:21. | :18:25. | |
did not realise what she meant by that because I thought that was a | :18:25. | :18:31. | |
security number for when I switch by phone on. It was new to me. She | :18:32. | :18:40. | |
said that mine was still at default. I had that moment when I thought to | :18:40. | :18:46. | |
myself, this is insecure straight away. What did he do when he | :18:46. | :18:50. | |
realised the risk to people's privacy? He was clearly concerned | :18:50. | :18:54. | |
and he thought this was a security risk and he started to ring around | :18:54. | :18:59. | |
a lot of people. He started to ring government departments, the | :18:59. | :19:04. | |
Department for Trade and Industry, he ran MI 5-to try and notify them | :19:04. | :19:08. | |
to what he thought was a real problem in the mobile-phone network. | :19:08. | :19:12. | |
He also conducted quite a lot of newspapers, some media | :19:12. | :19:16. | |
organisations including the BBC. There was a little bit of publicity | :19:16. | :19:20. | |
at the time but it was only one newspaper that took him seriously | :19:20. | :19:25. | |
and that was the South Wales Argus who did a big article on the whole | :19:25. | :19:29. | |
thing. At the end of his evidence he explained that these days he | :19:29. | :19:33. | |
only uses newspapers to write his coal fire at home and the judge | :19:33. | :19:38. | |
said, you did identify a problem back in the 1990s and now we're | :19:38. | :19:48. | |
:19:48. | :19:53. | ||
here to think about the consequences. | :19:53. | :19:56. | |
Emissions from a Flintshire cement works are not responsible for | :19:56. | :19:58. | |
health problems among people living nearby. That's the conclusion of a | :19:59. | :20:01. | |
20-month study into the Hanson Cement plant at Padeswood near Mold. | :20:01. | :20:04. | |
Local people had blamed chemicals from the factory for causing cancer | :20:04. | :20:07. | |
and other health problems. The cement factory has been seen as | :20:07. | :20:10. | |
the chief culprit of many of the health problems experienced by | :20:10. | :20:12. | |
those living in its shadow and residents have complained angrily | :20:13. | :20:15. | |
about breathing problems and high cancer rates. But an exhaustive | :20:15. | :20:18. | |
study into the emissions from the plant has concluded that they | :20:18. | :20:21. | |
aren't the cause. The health of that community is as good if not | :20:21. | :20:26. | |
better than Wales as a whole. The Health and Safety Executive has | :20:26. | :20:32. | |
assured us that the health of other workers has been good. On balance, | :20:32. | :20:37. | |
after a very rigorous process, we don't find anything that is | :20:37. | :20:42. | |
specifically causing us concern. This is the latest report in a | :20:42. | :20:46. | |
series which says that the higher than average instances of cancer in | :20:46. | :20:51. | |
this area cannot be blamed on the factory. Whether that will be | :20:51. | :20:55. | |
enough to convince local people remains to be seen. You need to be | :20:55. | :21:04. | |
on the spot quickly when something gets emitted. There might not find | :21:04. | :21:08. | |
any signs but I am not totally convinced. I think the emissions | :21:08. | :21:12. | |
are still coming through, albeit at a reduced rate. Research indicates | :21:12. | :21:15. | |
that similar clusters of cancer have been identified in areas which | :21:15. | :21:18. | |
aren't close to cement factories. But some believe more readings need | :21:18. | :21:24. | |
to be done. It is a long-term thing and we need to be sure that what | :21:24. | :21:27. | |
information they give us is not just the last couple of years but | :21:27. | :21:31. | |
going back a long while and that the particles we are getting on us, | :21:31. | :21:39. | |
the particles and other things, heavy metals and dioxins, they are | :21:39. | :21:45. | |
of a nature that will not cause us trouble. A team of health officials | :21:45. | :21:49. | |
has been presenting its findings to local groups today. It will ask for | :21:49. | :21:51. | |
the public's response before publishing its final verdict. | :21:51. | :21:54. | |
are presenting a draft of our final report to make sure as much | :21:54. | :21:58. | |
