We held a stake holders group. We are focusing strongly on East and | :02:09. | :02:12. | |
West connectivity, both in the North, Mid and South Wales. They | :02:12. | :02:19. | |
tell us that is where we want to be. We see economic value, moving | :02:19. | :02:22. | |
across the east and west. It is about priorities in the system. | :02:22. | :02:25. | |
But with big budget cutbacks from Westminster, the shift in emphasis | :02:25. | :02:28. | |
means delays to some high flying north-south projects. No extra | :02:28. | :02:32. | |
seats for the Cardiff to Anglesey flights. And there's a longer wait | :02:32. | :02:35. | |
for the A470 to be improved at Rhayader, with the deadline pushed | :02:35. | :02:45. | |

projects seem to be delayed. That is worrying because not one new | :02:49. | :02:53. | |

government's budget and that had to be reflected in capital expenditure. | :03:53. | :03:57. | |
I think what they have done is to go for a wider group of smaller | :03:57. | :04:01. | |
schemes, rather than concentrating on the larger schemes. | :04:01. | :04:04. | |
Over the next four years, the Welsh Government will be hoping to cut | :04:04. | :04:07. | |
back on these, not just to keep drivers moving, but also the | :04:07. | :04:10. | |
economy. A business plan outlining a new | :04:10. | :04:13. | |
proposal to build a barrage across the Severn Estuary is being looked | :04:13. | :04:16. | |
at by the UK Government. A consortium called Corlan Hafren has | :04:16. | :04:19. | |
submitted a first draft to build a low head barrage between Cardiff | :04:19. | :04:22. | |
and Weston Super Mare in Somerset. This new proposal would be financed | :04:22. | :04:25. | |
privately. It comes just over a year since the government declared | :04:25. | :04:28. | |
that no public investments would be available. More from our | :04:28. | :04:34. | |

The most talked-about scheme to harness the power of the Severn | :04:37. | :04:41. | |
estuary has been the Cardiff West and barrage. Plans were put on ice | :04:42. | :04:45. | |
last year after a two-year feasibility study found that the | :04:45. | :04:50. | |
cost could be �34 billion, twice the original estimate, and was too | :04:50. | :04:57. | |
prohibitive. Where a new plan is on the table from a consortium that | :04:57. | :05:02. | |
includes construction companies and energy experts. It wouldn't give | :05:02. | :05:04. | |
details of the plan but the Department for energy and climate | :05:04. | :05:09. | |
change confirmed it was assessing a business draft for a privately | :05:09. | :05:13. | |
financed barrage which it said was an interesting proposal. Even has | :05:13. | :05:16. | |
plans for the previous Cardiff barrage planned it, work has | :05:16. | :05:20. | |
continued on how to harness the power of the second-highest tidal | :05:20. | :05:23. | |
range in the world. This project is feasible because it | :05:23. | :05:27. | |
would last for many years. There is a capital cost at the outset but | :05:27. | :05:31. | |
once that has been paid off, this will be a long-term acid for Wales, | :05:32. | :05:35. | |
generating energy for years to come. But there would be huge | :05:35. | :05:39. | |
environmental issues to consider. There are concerns about any | :05:39. | :05:44. | |
adverse impacts to mudflats where tens of thousands of birds feed and | :05:44. | :05:49. | |
wild salmon stocks which migrate up the Severn and onto the river Usk. | :05:49. | :05:53. | |
The principal concern for us is the impact on intertidal murder habitat | :05:53. | :05:57. | |
which is a key supporting habitat for internationally important | :05:57. | :06:02. | |
numbers of birds. 70,000 birds coming here to the Severn Estuary | :06:02. | :06:07. | |
in the winter migration, which makes it an estuary which is | :06:07. | :06:11. | |
important on a European scale. Friends of the Earth has been | :06:11. | :06:16. | |
pushing for a long term, actually, for harnessing the River Severn | :06:16. | :06:20. | |
tidal energy. Our proposal is to use title lagoons rather than a | :06:20. | :06:26. | |
fixed barrage across the River Severn. It would be more flexible | :06:26. | :06:30. | |
than a fixed barrage. In the past there has been support | :06:30. | :06:33. | |
for a title brief and tidal raccoons on both the English and | :06:33. | :06:41. | |
Welsh sides of the estuary. The barrage is seen as an answer. It | :06:41. | :06:44. | |
was expected to provide around 5% of the UK electricity and thousands | :06:44. | :06:50. | |
of jobs. A barrage is still on the agenda. | :06:50. | :06:54. | |
The UK government will have a final say but the First Minister, Carwyn | :06:54. | :07:00. | |
