Communities First charity in Plas Madoc near Wrexham, Miriam Beard, | :01:39. | :01:43. | |
has been jailed for two years and eight months. The judge said she'd | :01:43. | :01:45. | |
committed repeated acts of dishonesty to obtain money intended | :01:46. | :01:53. | |

There's plenty to smile about now. This is one of the weekly 'Tea and | :01:57. | :01:59. | |
Toast' mornings at Plas Madoc Communities First, where residents | :01:59. | :02:03. | |
can share their stories and find support. But between 2003 and 2009, | :02:03. | :02:08. | |
it was where Miriam Beard exploited her post for financial gain. Using | :02:08. | :02:11. | |
Communities First money, she bought a caravan at a holiday park near | :02:11. | :02:15. | |
Rhyl to be used by Plas Madoc residents. But she simultaneously | :02:15. | :02:21. | |
claimed �18,000 to rent it. That money went to Mrs Beard's son, | :02:21. | :02:24. | |
Darrell Kelly, who was given a 12 month suspended sentence today. She | :02:24. | :02:27. | |
paid �25,000 into her father's bank account, saying he would provide | :02:27. | :02:31. | |
drama and cookery courses for youngsters. But this was a lie | :02:31. | :02:34. | |
invented by Miriam Beard to take the money herself. Detectives say | :02:34. | :02:41. | |
her dishonesty continued during interviews. I got the impression | :02:41. | :02:46. | |
that she thought she could talker way out of the situation. When | :02:46. | :02:51. | |
faced with overwhelming evidence and facts, she began to be mothers | :02:51. | :02:57. | |
and did not take responsibility. During the first interview, she | :02:57. | :03:01. | |
disclosed that she had a first class honours degree in sociology | :03:01. | :03:07. | |
from Manchester University but when we did a quick inquiry, she did not. | :03:07. | :03:10. | |
But staff at Communities First say even at the height of her | :03:10. | :03:12. | |
fraudulent activity, the charity was working hard to offer | :03:12. | :03:14. | |
opportunities like jobs and childcare facilities to vulnerable | :03:14. | :03:20. | |
people. Things have been difficult in the past because of what | :03:20. | :03:27. | |
happened but we have always kept project going. The projects we do | :03:27. | :03:33. | |
our with the community in mind. It is about them telling us what they | :03:33. | :03:37. | |
need to say. Nickie Griffiths has been coming to the centre for | :03:37. | :03:40. | |
almost four years. She believes that the misbehaviour of one woman | :03:40. | :03:43. | |
shouldn't reflect badly on the rest of the staff. She was the spanner | :03:43. | :03:48. | |
in the works but the services the people here provide absolutely | :03:48. | :03:55. | |
fantastic. They provide everything from children to adults and is | :03:55. | :04:04. | |
fantastic. For me, if it is because one person and not everybody is the | :04:04. | :04:08. | |
same. Miriam Beard was taken ill during a recent court appearance, | :04:08. | :04:11. | |
claiming she had swallowed tablets. She was discharged and assessed for | :04:11. | :04:19. | |
mental health issues. The judges said this was a cynical or, | :04:19. | :04:22. | |
sustained and baddies of Trust. You were supposed to be promoting the | :04:22. | :04:25. | |
interests of people living in one of the most deprived parts of Wales | :04:25. | :04:31. | |
but instead, you were taking money which ought to have been applied to | :04:31. | :04:35. | |
the benefits of others. The Communities First scheme, which | :04:35. | :04:39. | |
Miriam Beard worked for, was set up by the Welsh Government to help the | :04:39. | :04:42. | |
most deprived areas of the country. The scheme is about to celebrate | :04:42. | :04:45. | |
its tenth anniversary. But questions have been raised over how | :04:45. | :04:47. | |
effective Communities First has been in helping those in need as | :04:47. | :04:57. | |
Carl Roberts reports. The local government minister is on | :04:57. | :05:01. | |
a tour of these changing rooms in Cardiff. You have done a lot of | :05:01. | :05:06. | |
work here. A community group here have had support from committee's | :05:07. | :05:12. | |
first to give community something to be proud of. Things have changed | :05:12. | :05:14. | |
here and things are changing for Communities First as it approaches | :05:14. | :05:19. | |
its tenor affair -- 10th anniversary. It is aiming to | :05:19. | :05:22. | |
improve the living conditions of people in the poorest areas of | :05:22. | :05:32. | |

Wales. We are refreshing what we done in the past. We have had a | :05:33. | :05:35. | |
huge amount of consultation and we are looking at how we can enhance | :05:35. | :05:41. | |
the scheme. A committee questioned last year whether the money spent | :05:41. | :05:45. | |
on the scheme had delivered and value for money. One of its | :05:45. | :05:51. | |
architects says success is difficult to measure. It took | :05:51. | :05:55. | |
regeneration to get into this situation and it will take a | :05:55. | :05:58. | |
generation to get out of it. You should be able to see some signs up | :05:58. | :06:03. | |
to 10 years and we have seen some positive signs. In Llanelli, money | :06:03. | :06:06. | |
and support from the local community's first partnership is | :06:06. | :06:09. | |
helping to train volunteers who will then be able to advise and | :06:09. | :06:13. | |
support local people on dealing with debt and benefit related | :06:13. | :06:19. | |
problems. The project has helped almost 500 people tackle over �2 | :06:19. | :06:23. | |
million worth of debt. It has given experience to a 100 volunteers as | :06:23. | :06:31. | |
well. Julie Robinson is employed to help clients back into work. The | :06:31. | :06:37. | |
kind of work the government wants Communities First to do. She was | :06:37. | :06:43. | |
actually helped by Communities First itself. I was homeless. The | :06:43. | :06:47. | |
breakdown of my manic -- Manage ment that me and my children did | :06:47. | :06:51. | |
not have anywhere to live. Through Communities First, I got some | :06:51. | :07:00. | |
confidence back and neck people and made connections and volunteer to | :07:00. | :07:03. | |
with my current employer. current Welsh government is | :07:03. | :07:07. | |
committed to the scheme for the next four years and has a lot of | :07:07. | :07:14. | |
political capital and cash invested in it. There will be celebrations | :07:14. | :07:17. | |
as Communities First breaches its 10th anniversary but perhaps the | :07:17. | :07:21. | |
big test of its success is if it's still around in another 10 years' | :07:21. | :07:24. | |

here on that morning was not planned in any way and that Keith | :09:26. | :09:31. | |
Rumbold realised the enormity of what he had done. Today, Mr Keith | :09:31. | :09:34. | |
Rumbold has pleaded guilty to manslaughter and the family except | :09:34. | :09:40. | |
that verdict and sentencing. Our condolences go out to Shirley | :09:40. | :09:44. | |

just can't get out there. Much of the material was sourced locally | :16:50. | :16:53. | |

boulders just aren't big enough. On a windy day like today, you can see | :17:02. | :17:08. | |
how high the waves can get. If we just pan to the right, you can also | :17:08. | :17:14. | |
