Welcome to a special edition of Wales Today. It's all about your

:00:04.:00:10.

money, or the lack of it. We're calling it Crunch Christmas. Food

:00:10.:00:14.

for thought here tonight. The rate inflation drops slightly, but what

:00:14.:00:17.

you earn on average still isn't keeping pace with the cost of

:00:17.:00:21.

living. Food, petrol, heating. Gas and

:00:21.:00:24.

electric have gone up. On the whole, not many things are coming down,

:00:24.:00:30.

unfortunately. We can control the flow of water

:00:30.:00:33.

around this part of the Welsh coast, but the levers of our economy lie

:00:33.:00:38.

in Westminster. So, what influence can politicians here really have?

:00:38.:00:41.

We have no taxation powers, but we use the levers we already have.

:00:41.:00:51.
:00:51.:00:52.

What are those levers? Providing the money to build new schools, and

:00:52.:01:02.
:01:02.:01:12.

Good evening. Also tonight: Is this the future for television

:01:12.:01:16.

here? Cardiff and Swansea are to get their own local stations, but

:01:16.:01:19.

critics warn there's not enough money to make it work.

:01:19.:01:22.

And Chaz Davies is crowned BBC Cymru Wales Sports Personality of

:01:22.:01:27.

the Year. We'll bring you all the winners from one of the biggest

:01:27.:01:37.
:01:37.:01:39.

Welcome to Ogmore Vale Bakery in Bridgend. Christmas is only two

:01:39.:01:42.

weeks away and staff here have been busy baking cakes and tarts for

:01:43.:01:48.

customers across the world. It's a challenging time to be in business.

:01:48.:01:52.

Inflation figures out this morning have fallen for a second month in a

:01:52.:01:56.

row. That will be welcomed here, but it still remains well above the

:01:56.:02:00.

two per cent target. What does that mean for you? Quite simply, your

:02:00.:02:05.

money doesn't stretch so far. How do they work all this out? The most

:02:05.:02:07.

frequently used measures of inflation are the Consumer Prices

:02:07.:02:10.

Index, or CPI, which looks at the prices of everything from bread to

:02:10.:02:13.

petrol, and the Retail Prices Index, or RPI, which includes your housing

:02:13.:02:23.
:02:23.:02:30.

costs. CPI fell from 5% last month to 4.8% last month. The fall was

:02:30.:02:33.

partly due to a slowdown in the rise in food and non-alcoholic

:02:33.:02:40.

drink prices. But the prices of some essentials are rocketing. Your

:02:40.:02:43.

electricity, gas and other fuels have gone up by more than 20% last

:02:43.:02:50.

year. And wages here aren't keeping pace with the cost of living. The

:02:50.:03:00.
:03:00.:03:03.

average weekly wage in Wales is 454. In a moment, we'll be finding

:03:03.:03:04.

out about how inflation is affecting this business. Let's go

:03:04.:03:13.

to Lampeter to see how finances are being squeezed. Prices are

:03:13.:03:19.

disgusting. You have got to shop around. You can get some cheap

:03:19.:03:27.

things. It is very expensive. left it near the coast. The price

:03:27.:03:35.

of diesel, everything is dear. The further you go away from the big

:03:35.:03:41.

centres of business and industry. Buying essential things in life

:03:41.:03:48.

like food, petrol, heating, Gas and Electric has gone up. On the whole,

:03:48.:03:54.

not many things are coming down. I think the biggest impact is the

:03:54.:04:02.

fact that salaries are have frozen. These products are going to markets

:04:02.:04:07.

as far afield as America. In every corner of the country, it is the

:04:07.:04:11.

season for panto. It is the season for panto all

:04:11.:04:13.

across the country. Our reporter Matthew Richards has been to

:04:13.:04:19.

Wrexham, where they're making a drama out of the financial crisis.

:04:20.:04:27.

I was just telling our friends how pool where we are. When a burglar

:04:27.:04:31.

broke into our house, he left us money.

:04:31.:04:34.

It's a feeling more and more of us are starting to recognise. The

:04:34.:04:37.

economic slowdown has added extra resonance to Grove Park Theatre's

:04:37.:04:44.

version of Jack and the Beanstalk. Andrew Maskall plays the Dame.

:04:44.:04:51.

lost my job. By was a drama teacher. Eight months after that, I had to

:04:51.:04:57.

sell my car because I could not afford to get it fixed. Being out

:04:57.:05:02.

of work, being on the benefits and the lack of opportunities with the

:05:02.:05:09.

economy, it all plays a part. So, what is inflation? Our hero

:05:09.:05:13.

Jack can help explain. It reflects the cost of all kinds of goods.

:05:13.:05:15.

It's calculated by adding up a typical basket of products from

:05:15.:05:17.

electricity charges, mortgage interest payments, electronics,

:05:17.:05:20.

cars and food. Like the beanstalk, it's shot up over recent months,

:05:20.:05:24.

but the rate is falling as some prices are cut or frozen. When

:05:24.:05:27.

Katie Cooney isn't playing the Fairy Flash, she's counting the

:05:27.:05:31.

cost of Christmas for her five- year-old daughter Molly. She

:05:31.:05:41.
:05:41.:05:51.

doesn't have a magic wand to help her, so she's... I try to work out

:05:51.:05:54.

how a king get things from different shops. In terms of rent,

:05:54.:06:04.
:06:04.:06:05.

they have gone up. It is a case of trying to make ends meet. The of

:06:05.:06:13.

the attack has frozen prices. are looking at places where there

:06:13.:06:18.

is a minimum costume change, we are looking at plays, even at the

:06:18.:06:23.

potential of finding a royalty free place because the cost of royalty

:06:23.:06:28.

is eats into the budget so much. All these factors make a difference

:06:28.:06:32.

to the ultimate economic reality of running the theatre. As the curtain

:06:32.:06:37.

closes, it looks as though 2012 will see an encore for our money

:06:37.:06:41.

woes. But if a jacket can overcome his problem, Perhaps there is hope

:06:41.:06:51.
:06:51.:06:52.

That is the situation there. Bacchae at the bakery, if you are

:06:52.:06:55.

slightly confused looking at the products, they have moved off

:06:55.:07:00.

Christmas, they are now working on Easter treats and Valentines of

:07:00.:07:06.

products. We are also seeing some Chinese markings. Things may cheer

:07:06.:07:10.

are exported to Japan, China and America. Let's talk to the boss of

:07:10.:07:15.

the bakery. You are on the front line. What does inflation mean to

:07:15.:07:20.

you. The biggest impact has certainly been in commodity prices

:07:20.:07:25.

which we have seen over the last year pushing up the cost of raw

:07:25.:07:29.

materials, hence pushing up the price to the end consumer.

:07:29.:07:35.

Fortunately, the last month has seen a plateau in that. I can see

:07:35.:07:40.

the ongoing pressures still coming through. The cost of goods will

:07:40.:07:45.

continue to rise. T Pass this rising cost of your petrol and

:07:45.:07:50.

chopped raw ingredients on to the customers? There is a combination.

:07:50.:07:55.

Some, we have no choice, we have to. Others, we have to look at the

:07:55.:08:00.

project and look to see if we can actually compromise its lightly,

:08:00.:08:05.

maybe on the weight of the product, to maintain a price so that we are

:08:05.:08:12.

not compromising the quality of the product. How to Welsh businesses

:08:12.:08:17.

combat the effects of inflation, which they are all suffering from?

:08:17.:08:20.

Given what we have just church, it illustrates that they are being

:08:20.:08:24.

squeezed from both sides because prices are rising faster than they

:08:24.:08:28.

can pass on. The answer is threefold. It is finding new

:08:28.:08:32.

markets. It is finding ways of doing the things differently in

:08:32.:08:37.

terms of making more efficiency, organising their processes.

:08:37.:08:41.

Ultimately, it is about to innovating to create different

:08:42.:08:48.

projects to the future. This firm is exporting to China and the

:08:48.:08:53.

United States. That is the message to every Welsh business. It is

:08:53.:08:56.

looking to new markets, markets where there are still high levels

:08:56.:09:00.

of income. Those are not the markets of the UK or the European

:09:00.:09:05.

Union at the moment. We are starting to build up a picture of

:09:05.:09:10.

what it is like to be in business. Also to deal with the present state

:09:10.:09:14.

of the economy. And what it is like to be a shop and finding that your

:09:14.:09:19.

money does not stretch as far as you might hope. What are the

:09:19.:09:22.

answers? When it comes to trying to do things for the Welsh economy,

:09:23.:09:27.

the answers do not like close at home. The leaders of the Welsh

:09:27.:09:33.

economy are run in Westminster. Here is our political editor.

:09:33.:09:38.

global crisis. A storm that has caused Europe's governments to

:09:38.:09:42.

grasp every economically the they have. For Wales, the economic

:09:42.:09:48.

outlook is not bright. It is the First Minister war has talked about

:09:48.:09:53.

not sitting back, not letting the economic tide to wash over us. But

:09:53.:09:58.

when it comes to control, when it comes to turning that tide, which

:09:58.:10:06.

economic patterns does his Government have to press? The Welsh

:10:06.:10:10.

Government cannot very how much tax we pay. It cannot raise it or put

:10:10.:10:15.

it. What about interest rates? No cloud over those either. Another

:10:15.:10:20.

was, this Government cannot affect how much money it has to pump into

:10:20.:10:25.

the Welsh economy. What can it do? It can give the struggling

:10:25.:10:31.

businesses and those keen to expand many to spend on protecting and

:10:31.:10:35.

creating jobs. The boss year says that happen now would allow his

:10:35.:10:40.

business to grow in the future. Government can directly fund growth

:10:40.:10:44.

in businesses and enable us to access capital investment which is

:10:44.:10:50.

difficult to run -- to access at the moment, such as investing in

:10:50.:10:55.

the software we create she which will directly created jobs and

:10:55.:11:01.

high-value jobs queue. Government can offer lifelines.

:11:01.:11:04.

There is rate relief for small businesses. But can inject the

:11:04.:11:09.

money it gets into the economy by a big building projects. Labour says

:11:09.:11:13.

it is doing just that, but not enough money is flowing into the

:11:13.:11:18.

economy, say opposition parties. have no taxation powers, but we use

:11:18.:11:25.

the levers we to have. Providing the money to build new schools,

:11:25.:11:29.

build new houses, that does not just provide new spaces for new

:11:29.:11:34.

students and also for people who want a roof over their heads, it

:11:34.:11:38.

provides jobs in the construction industry. The UK Government says it

:11:38.:11:43.

may be time to devolve more financial powers to the Assembly.

:11:43.:11:47.

That would put an end to what they see as a constant plane -- blame

:11:47.:11:52.

game played in Cardiff. This is a mature way to ensure the Assembly

:11:52.:11:56.

in a Welsh Government that the responsibility they neat tool

:11:56.:12:02.

ensure that the administration does not perpetually demand more powers

:12:02.:12:12.
:12:12.:12:12.

and more money. The big economic levers certainly are not in Cardiff

:12:12.:12:15.

Bay. But the challenge for the Welsh Government is to prove that

:12:15.:12:20.

what it can do is making a difference. While steering clear of

:12:20.:12:25.

bearing any blame for what it cannot. But bigger be put -- a

:12:25.:12:33.

couple of those points with a Professor David Pickernell. We

:12:33.:12:38.

heard a lot about what the Welsh Government should do. And what

:12:38.:12:43.

Westminster should do about the wider problem. Realistically, what

:12:43.:12:47.

can ministers in Cardiff Bay do? think from what we have seen

:12:47.:12:53.

previously, wanting to encourage businesses to export an innovator,

:12:53.:12:58.

it is things around that, it is facilitating, helping universities

:12:58.:13:02.

were quite small firms, it is the sort of issues where they can prime

:13:03.:13:08.

the punters and illustrate a way to go. That is what Welsh politicians

:13:08.:13:13.

can do. Let's talk about what Welsh businesses can do for themselves.

:13:13.:13:17.

What can they do? There again, that is looking internally within their

:13:17.:13:22.

businesses to focus on where they can become more efficient, where

:13:22.:13:25.

they can reorganise and Engineer what they're doing, but also

:13:25.:13:30.

looking to see whether projects in other parts of the world have

:13:30.:13:33.

opportunity and to scan more widely than they have had to do before.

:13:33.:13:38.

This is the problem with the lack of growth in the UK and the

:13:38.:13:48.
:13:48.:13:48.

European Union. It is looking for We're keen to hear how you're

:14:21.:14:25.

into the wrong hands. That's the warning from the UK's information

:14:25.:14:28.

watchdog. It's raised concerns after thousands of pieces of

:14:28.:14:38.
:14:38.:14:38.

personal information were lost or To provide us with all these

:14:38.:14:43.

services, councils need an awful lot of our personal information,

:14:43.:14:49.

names, addresses, date of birth and more sensitive social services data.

:14:49.:14:54.

That information is generally kept in council buildings. Sometimes it

:14:54.:14:59.

needs to be shared. It is downloaded on to laptops or memory

:14:59.:15:04.

sticks or e-mailed on to other people. But problems can arise. In

:15:04.:15:09.

the most serious case, Cardiff Council wrongly sent out an e-mail

:15:09.:15:14.

containing the names and addresses of over 2,000 children on a child

:15:14.:15:19.

protection register. Fortunately, it was sent to the NHS which

:15:19.:15:24.

destroyed the information. The council said quick action meant the

:15:24.:15:29.

disclosure was contained. But the UK information watchdog is

:15:29.:15:36.

concerned. Financial implications and that sort of things. There is

:15:36.:15:42.

also the issue of privacy. If we're talking about sensitive records,

:15:42.:15:45.

people do not want that information put out into the public domain.

:15:45.:15:50.

That is likely to happen. In the last three years, council staff

:15:51.:15:57.

have lost memory sticks with information or they have had them

:15:57.:16:07.
:16:07.:16:07.

stolen. Laptops have also been stolen from council vehicles.

:16:08.:16:13.

People trust their councils with the most sensitive information as

:16:13.:16:22.

part of the cows as providing services. But they have a serious

:16:22.:16:25.

question to ask, can the council's be trusted to hold that

:16:26.:16:32.

information? With identity theft on the increase, how they take care of

:16:32.:16:35.

the information is becoming increasingly important.

:16:35.:16:38.

The UK Government is proposing to centralise its DVLA services in

:16:38.:16:41.

Swansea as part of plans to close all regional offices across the UK,

:16:41.:16:44.

including those in Bangor and Cardiff. Around 400 jobs could be

:16:44.:16:48.

created in the city. But there are fears that nearly 80 jobs could

:16:48.:16:51.

also be lost here. The head of the organisation in Swansea says they

:16:51.:17:01.
:17:01.:17:03.

hope to secure as many as possible.. As we look to put more services

:17:03.:17:09.

into intermediaries, centralising some of those services into Swansea

:17:09.:17:12.

will lead to increased job opportunities within Wales.

:17:12.:17:15.

The neo-natal unit at Singleton Hospital in Swansea has fully

:17:15.:17:17.

reopened after test results found there was no further cross

:17:17.:17:20.

infection of E.coli. It was closed last month following the death of

:17:20.:17:23.

two babies with E.coli, one contracted the infection at the

:17:23.:17:25.

hospital. Flintshire Council has voted to

:17:25.:17:28.

press ahead with plans to close a specialist centre for children with

:17:28.:17:31.

autism despite protests by parents. Council officials say too few

:17:31.:17:34.

children use the centre at Westwood Primary School in Buckley and that

:17:34.:17:40.

other facilities are available in Flint.

:17:40.:17:43.

Cardiff and Swansea are among 20 places across the UK to get their

:17:43.:17:48.

services will meet a demand for local programming. But some are

stations. Cardiff and Swansea will be the first cities in Wales to get

:18:19.:18:23.

their own local TV stations. The UK government is convinced there is a

:18:23.:18:28.

demand for the service. These are not services that will resemble

those produced by the BBC, ITV or S4C. They will be on a shoestring

:18:44.:18:48.

project across the UK. It is intended that advertising will keep

:18:48.:18:53.

the services on the air. Some critics have claimed there is no

:18:53.:19:03.
:19:03.:19:04.

need for more channels. This man struggles to see how the new

:19:04.:19:08.

channels will be commercially viable. Everybody is using the

:19:08.:19:14.

internet and people understand it. People are making films. They can

:19:14.:19:22.

upload them and share them. That is what local TV has to be about.

:19:22.:19:29.

and Bangor are other areas identified for future licences. The

:19:29.:19:35.

first channels had due to be up and running within the next two years.

:19:35.:19:37.

Chaz Davies says he's shocked after winning BBC Cymru Wales Sports

:19:37.:19:40.

Personality of the Year. The motorcyclist from Powys, now based

:19:40.:19:43.

in California, became the first Welshman to win a world superbike

:19:43.:19:53.
:19:53.:19:56.

class title. The winner is Chaz Davies. He might not have been the

:19:56.:19:59.

best known sports personality on the list but he certainly was the

:19:59.:20:00.

most popular. 24-year-old motorcycling champion Chaz Davies

:20:01.:20:06.

from Presteigne in Powys was the surprise winner last night. A

:20:06.:20:09.

fitting finale to a year when he won one of motorcycling's biggest

:20:09.:20:15.

prizes, the World Supersport Series. He couldn't be at the event. He's

:20:15.:20:18.

practising for the new season in California but he did join the

:20:18.:20:25.

ceremony at the Liberty Stadium via videolink. His mother accepted the

:20:25.:20:33.

award on his behalf and said she's proud he's put the sport on the map.

:20:33.:20:37.

I was shocked to get a nomination in the first place. We are going up

:20:37.:20:43.

to get a lot of talented sports people in Wales. To just be

:20:43.:20:49.

nominated but to now when is something that I definitely did not

:20:49.:20:52.

think would happen. Triathlete Helen Jenkins came second in the

:20:52.:20:56.

public vote, followed by Paralympian Nathan Stephens. The

:20:56.:21:00.

team of the year award went to Swansea City. Under Brendan Rogers,

:21:00.:21:10.
:21:10.:21:10.

they became the first Welsh team to win promotion to the Premier League.

:21:11.:21:14.

The play off final is something that will live with me for the rest

:21:14.:21:24.
:21:24.:21:24.

of my days. It brought everyone together in the city. We took

:21:24.:21:28.

ourselves up the M4 to Wembley. There was a lifetime achievement

:21:28.:21:31.

award for Anne Ellis from Swansea in recognition of her 50 years to

:21:31.:21:34.

hockey. Once a player, she stills helps out at her local club every

:21:34.:21:42.

weekend. When you consider people who have received this award, they

:21:42.:21:48.

were legends. I am a girl from Swansea who loved hockey. Amazing.

:21:48.:21:50.

There were also two Young Sports Personality Awards. One for gymnast

:21:50.:21:54.

Angel Romaeo, the other for golfer Rhys Pugh.

:21:54.:21:57.

We'll be looking back at a momentous year in Welsh Sport

:21:57.:22:00.

tonight at 10:35pm here on BBC One Wales.

:22:00.:22:03.

The weather has thrown up a bit of everything today. Gales, heavy rain

:22:03.:22:11.

and flooding in some places. And What a day! Heavy rain, sleet,

:22:11.:22:16.

thunder, snow and hail the size of peas. Mark Hillman sent in this

:22:28.:22:37.

had plenty of rain. At the moment, there are 11 flood alerts in force.

:22:37.:22:42.

And one flood warning on the River Dee from Llangollen to Chester.

:22:42.:22:47.

Strong to severe gale force winds as well. At Mumbles Head in Swansea,

:22:47.:22:50.

a gust of 81mph was recorded this afternoon. The reason for the

:22:50.:22:54.

disturbed weather is low pressure. The air over us has come from

:22:54.:22:56.

Greenland so it's unstable, producing towering clouds and

:22:56.:23:02.

showers. Tonight, further heavy showers in the south feeding in

:23:03.:23:08.

from the Bristol Channel. Snow in places, especially on higher ground.

:23:08.:23:12.

The north, dry and clearer. The wind easing but still breezy on the

:23:12.:23:17.

coast. Temps inland falling close to freezing with a frost and a risk

:23:17.:23:21.

of ice. Now there is a snow warning in force covering most of Wales

:23:22.:23:25.

tonight and tomorrow morning. It's a yellow warning, the lowest

:23:25.:23:29.

grading. Widespread problems are not expected but be aware there is

:23:29.:23:33.

some snow in the forecast. Tomorrow morning, northern counties should

:23:33.:23:42.

start dry. Some frost and a risk of ice. Further south and west,

:23:42.:23:46.

showers are likely. Some heavy and wintry. In fact some places,

:23:46.:23:48.

especially the higher communities in the South Wales Valleys, could

:23:48.:23:51.

have a covering of snow. A few sunny intervals tomorrow but

:23:51.:23:54.

showers will become more widespread during the day. Rain, hail and

:23:54.:23:57.

sleet again. Some snow in places but later in the afternoon the

:23:58.:24:01.

showers mostly of rain. Temperatures on the cold side. The

:24:01.:24:04.

wind not as strong as today but still breezy, especially on the

:24:04.:24:09.

coast and gusty at times. Tomorrow night, more rain and heavy showers.

:24:09.:24:12.

Strong to gale force winds in Pembrokeshire. The air less cold,

:24:12.:24:16.

so any snow confined to the very highest ground. Thursday, a breezy

:24:16.:24:26.
:24:26.:24:26.

day. Some sunshine and scattered showers. Becoming dry for a time

:24:26.:24:29.

but we could be in for another dose of stormy weather Thursday night

:24:29.:24:33.

into Friday. It all depends on an area of low pressure and which path

:24:33.:24:40.

it takes. There is a risk of more heavy rain, flooding and gales but

:24:40.:24:45.

it's not clear cut. So it would be worth keeping a close eye on the

:24:45.:24:55.
:24:55.:24:57.

forecast over the next couple of days. It's time for a few more of

That leaves them with 40 for shopping which includes bus fares,
