Good evening. In the last hour, the Welsh Government has confirmed it' | :01:40. | :01:43. | |
will pay for the removal of the controversial PIP breast implants, | :01:43. | :01:46. | |
but, as in the England, it will only be for those women who had the | :01:46. | :01:49. | |
original surgery done on the NHS. The vast majority of women had been | :01:49. | :01:52. | |
done privately. Lawyers in Wales are leading the legal case and say | :01:52. | :01:54. | |
hundreds of women have come forward from across Britain in the last few | :01:54. | :02:02. | |
days. Louise is one of tens of thousands of women in Britain who | :02:02. | :02:05. | |
had PIP breast implants. Just over a year ago, she started having | :02:05. | :02:08. | |
problems. Doctors found a lump under her arm as the implants had | :02:08. | :02:16. | |
ruptured. By October she had them removed, but the problems continued. | :02:16. | :02:20. | |
Before I had my implants removed I was experiencing pain in my breasts | :02:20. | :02:26. | |
and my chest and I found a lump under my arm. Since I have had the | :02:26. | :02:34. | |
implants removed it is obviously some peace of mind, but I do | :02:34. | :02:40. | |
continue to feel unwell and I do wonder what the long-term health | :02:40. | :02:46. | |
issues maybe. The review of PIP implants was ordered by the UK | :02:46. | :02:52. | |
government. The Welsh government has been accused by the Lib Dems of | :02:52. | :02:55. | |
failing to make its position clear, but they insist they've been kept | :02:55. | :02:58. | |
fully informed throughout. PIP implants were banned in 2010, after | :02:58. | :03:00. | |
they were found to contain industrial grade silicone gel | :03:00. | :03:03. | |
although they're no longer in use, Some surgeons are worried | :03:03. | :03:13. | |

confidence in the whole industry has been lost. I think it is likely | :03:14. | :03:20. | |

that there is no definite evidence that these implants carry a higher | :04:03. | :04:09. | |
risk, but the evidence is not based on solid data. They are clearly | :04:09. | :04:11. | |
sub-standard products and it's understandable that some ladies | :04:11. | :04:15. | |
would feel anxious about having them and would want to talk about | :04:15. | :04:20. | |
what to do some more. For the moment we have do follow the line | :04:20. | :04:24. | |
said by colleagues in London. We have not had a lot of time to | :04:24. | :04:29. | |
consider the response in Wales, but no doubt we recognise that the NHS | :04:29. | :04:33. | |
has a duty of care to its patients and will support the patience with | :04:33. | :04:36. | |
these implants. What about patients who have had implants done | :04:36. | :04:41. | |
privately? The statement Andrew Lansley made this afternoon makes | :04:41. | :04:46. | |
it clear he recognises that private providers also have a duty of care | :04:46. | :04:52. | |
to their patients. Having said that, every patient, every person in | :04:52. | :04:56. | |
Wales, has a right to NHS care and there is no doubt the NHS would | :04:56. | :05:00. | |
support women, if they felt they were not getting what they needed | :05:00. | :05:03. | |
from their private clinic. But this would have to be based on | :05:03. | :05:06. | |
clinically reasonable grounds. there any pressure you will bring | :05:06. | :05:10. | |
to bear on private clinics to treat their patients if they want to have | :05:10. | :05:15. | |
the implants removed? I am not sure to what extent we can do that. I | :05:15. | :05:21. | |
think we can be clear that they do have a duty of care that I am not | :05:21. | :05:24. | |
sure at the present time to what extent we can place pressure on | :05:24. | :05:34. | |

them practically. Mr Hardy, you represent 550 women, a dozen from | :05:37. | :05:41. | |
Wales, so what you make of the announcement? It is bizarre. It | :05:41. | :05:46. | |

the health industry. It is clear that the government agreements that | :05:49. | :05:52. | |
the implant should not be in the women. They're not any great health | :05:53. | :05:57. | |
scares, but it is non-medical great silicon and it should be not there. | :05:57. | :06:01. | |
They agreed the NHS patient should not have been treated, so they have | :06:01. | :06:05. | |
no power to compel or do they have the power to get the industry to | :06:05. | :06:11. | |
agree. They are saying there is no medical need for the implants to | :06:11. | :06:14. | |
come out. Thankfully there doesn't seem to be evidence of health | :06:14. | :06:17. | |
concerns, but we have got clients where they have ruptured and we | :06:17. | :06:22. | |
note that the damage the silicon can cause. It is more difficult to | :06:22. | :06:27. | |
remove that once they rupture. The simple point is, silicone is graded, | :06:27. | :06:30. | |
and there is some that should be in the body and some that should not | :06:30. | :06:36. | |

they regularly enjoyed this beauty spot as a community facility. But | :07:06. | :07:09. | |
just before Christmas, the gates were broken and around 40 so-called | :07:09. | :07:19. | |

"Welsh Gypsy Cobs" were abandoned on the site. In the two weeks the | :07:20. | :07:24. | |
horses have been here, they have turned grassland into a swamp the | :07:24. | :07:28. | |
bulk which is repairable and the villagers are very upset about the | :07:28. | :07:33. | |
state of affairs. The Woodland Trust manager locally, along with | :07:33. | :07:36. | |
villagers, is wary of appearing on camera for fear of reprisals from | :07:36. | :07:39. | |
the horses' owners, but he says they're all dismayed that their | :07:39. | :07:43. | |
hard work has been ruined. This field has taken a long time to | :07:43. | :07:47. | |
establish, along with the woodland, and we have been managing this part | :07:47. | :07:52. | |
for a long time to try and in drop -- appreciate its value, and | :07:52. | :07:56. | |
essentially the work has all been written off. The Woodland Trust has | :07:56. | :07:59. | |
had hay delivered, as some horses that had gone hungry and simply | :07:59. | :08:02. | |
died where they stood. But they say buying feed is not a long term | :08:02. | :08:08. | |
solution to this growing problem. We understand it is a big problem | :08:08. | :08:12. | |
in South Wales, as there are literally hundreds of these forces | :08:12. | :08:16. | |
abandoned on the other people's land. They call it fly grazing. We | :08:16. | :08:23. | |
have tried it -- very hard to find other homes, we have taken advice | :08:23. | :08:27. | |
from the British Horse Society and the RSPCA. Unfortunately, if the | :08:27. | :08:31. | |
owner doesn't come forward in a day or so, the horses may have to be | :08:31. | :08:36. | |
destroyed. Many in the village will not speak publicly about the issue. | :08:36. | :08:39. | |
They fear intimidation from the person they believe owns the horses | :08:39. | :08:44. | |
and say they have exhausted all legal avenues. The Woodland Trust | :08:44. | :08:47. | |
has served a legal notice on the man they believed to be responsible, | :08:47. | :08:52. | |
giving him 14 days to remove the animals under the 1971 animals Act. | :08:52. | :08:56. | |
That has been ignored and the deadline passed and the animals are | :08:56. | :09:01. | |
here and hungry and the whole area is becoming ruined. I suppose it is | :09:01. | :09:04. | |
the visual impact for the local community where the real problem is. | :09:04. | :09:08. | |
It is quite distressing for them. believe they have been frightened | :09:08. | :09:13. | |
to speak about it in public. There is a lot of concern from the local | :09:13. | :09:18. | |
community. We work with them to try and make sure that their names and | :09:18. | :09:22. | |
their information is kept out of harm's reach, but they are cautious | :09:22. | :09:27. | |
about speaking out. They are scared about possible repercussions. | :09:28. | :09:30. | |
Wales Police are aware of this incident but say it's a civil | :09:31. | :09:33. | |
matter and they cannot intervene. Meanwhile, time and food is running | :09:33. | :09:40. | |
out for these abandoned ponies. The amount of money the Menter | :09:40. | :09:42. | |
Iaith organisations in Carmarthenshire receive from the | :09:42. | :09:46. | |
local council could be cut in half. The bodies were set up to promote | :09:46. | :09:48. | |

registered a 9.3 % drop in applications. That is compared with | :11:46. | :11:51. | |
7% drop in English universities. But when it comes to those still | :11:51. | :11:55. | |
planning to go to university, Wales is doing better. The number of | :11:55. | :11:59. | |
people here are applying for university is down 1.9 %, but | :11:59. | :12:05. | |
across the UK it is down 7.6 %. think if you compare an English | :12:05. | :12:10. | |
student who will be facing trouble tuition fees, where they decide to | :12:10. | :12:15. | |
study, by a Welsh student facing frozen tuition fees, it is clearly | :12:15. | :12:21. | |

place, without it I would be dead. The church is one of six across the | :14:13. | :14:17. | |
city to take part in a project providing emergency shelter for | :14:17. | :14:21. | |
homeless people over the winter months. As well as offering a bed | :14:21. | :14:24. | |
for the night they serve breakfast and dinner and even a little | :14:24. | :14:30. | |
entertainment. It is a scheme funded through donations and runs | :14:30. | :14:38. | |
solely by volunteers. Been here last night, seems so happy the fact | :14:38. | :14:42. | |
they didn't need to be in the cold, some were struggling to sleep | :14:42. | :14:45. | |
because they will warm and they were used to it. Swansea has one of | :14:45. | :14:51. | |
the highest levels of homelessness in Wales. Despite providing short- | :14:51. | :14:54. | |
term security the organisers say to still not enough to deal with the | :14:54. | :14:58. | |
ongoing problem. Over the past few years there have been deaths on the | :14:58. | :15:02. | |
streets of Swansea because of hyperthermia, the cold weather. | :15:02. | :15:06. | |
