Welcome to Wales Today, the top story tonight.

:00:04.:00:08.

Kirsty Jones was murdered in Thailand 12 years ago. As Welsh

:00:08.:00:11.

police prepare to head out there again, her mother describes the

:00:11.:00:14.

families continuing ordeal. Even if we got someone for murder, it would

:00:14.:00:18.

not make life any easier without her, but it would mean we got some

:00:18.:00:28.
:00:28.:00:36.

sense of justice and she could rest Also tonight.

:01:18.:01:21.

from Dyfed Powys Police are to travel to Thailand in a renewed

:01:21.:01:26.

effort to track down the killer of Welsh backer Kirsty Jones. Officers

:01:27.:01:29.

believe a DNA profile that's already in their possession will

:01:29.:01:39.
:01:39.:01:44.

It was meant to be the trip of a life time. But just three weeks in,

:01:44.:01:47.

Kirsty Jones was strangled and raped in this hostel in northern

:01:47.:01:52.

Thailand back in 2000. Twelve years on and her killer still hasn't been

:01:52.:01:57.

found. Back home in Brecon, the 23- year-old's family still struggle

:01:57.:02:07.
:02:07.:02:07.

knowing no-one's been brought to justice. Whoever did this has

:02:07.:02:12.

committed a crime for that they have taken away a wonderful young

:02:12.:02:16.

life. Even if we got someone for the murder, it would not make life

:02:16.:02:20.

any easier without her but it would give us some sense of justice and

:02:20.:02:25.

she could rest in peace. Today, Dyfed Powys Police announced two

:02:25.:02:28.

senior detectives are flying out to Thailand this weekend. They've been

:02:28.:02:31.

helping the authorities there for the past 12 years. Back in 2002,

:02:31.:02:34.

their forensic officers were able to piece together a full DNA

:02:34.:02:38.

profile of the killer. Now they feel the time is right to visit

:02:38.:02:41.

again to encourage investigators there to renew the search for a

:02:41.:02:51.
:02:51.:02:57.

match. From hairs that were recovered at the scene, a full DNA

:02:57.:03:05.

profile was recovered. We have always suggested that they identify

:03:05.:03:11.

the individual and that is key to the investigation. It's a step

:03:11.:03:18.

forward for Kirsty's family. Even if they were surprised by it.

:03:18.:03:22.

did not know if they would go or not. It is down to resources and

:03:22.:03:26.

what they think they can do. But we are pleased they are going because

:03:26.:03:30.

they will get first-hand information as to what they were

:03:30.:03:38.

arguing over there. Speaking two officers, they say the answer to

:03:38.:03:44.

the murder lies and over there. It is after them to put pressure on

:03:44.:03:52.

the other oddities. -- authorities. A man is being treated in hospital

:03:52.:03:56.

after a train crash at a railway crossing in Powys. The incident

:03:56.:04:00.

happened this morning and happened when a train hit a van at a single

:04:00.:04:10.
:04:10.:04:16.

track crossing. No passengers were injured this morning. It happened

:04:17.:04:24.

at around 12:30pm. The train was travelling from Newtown. It hit a

:04:24.:04:28.

white van on the track behind me. The front part of the van was

:04:28.:04:34.

smashed. The van and was thrown and landed on its roof in a ditch in

:04:34.:04:38.

the or the track. The emergency services were called to the scene

:04:38.:04:45.

and one man was taken to the Royal Shrewsbury Hospital. They're rather

:04:45.:04:51.

a couple of gates. The normal procedure is for reform in the

:04:51.:04:58.

Yellow Box to be used. It is not clear what happened in this

:04:58.:05:03.

incident but Transport Police are treating it as a serious incident

:05:03.:05:08.

and they are investigating. It is a very a remote location. We are

:05:08.:05:12.

speaking to people that were on the train and that will be followed up

:05:12.:05:16.

during the course of our investigation. If there were dog-

:05:16.:05:22.

walkers or anyone in the countryside, please get in touch.

:05:22.:05:32.
:05:32.:05:34.

What details are known about the We understand the driver was 36

:05:34.:05:38.

years old and work-related the engineering company. There is a

:05:38.:05:43.

farmer on the tracks -- on the other side of the tracks and is

presently was on his way there. He was carried by air ambulance to the

:05:50.:05:55.

Royal Shrewsbury. None of the passengers who were on the train at

:05:56.:06:05.

the time were injured in any way. Buses have been carrying travellers.

:06:05.:06:08.

The track has now been reopened. The founder of Flintshire-based

:06:08.:06:11.

supermarket chain Iceland is in talks with his management team to

:06:11.:06:14.

buy the company ahead of other contenders. Malcolm Walker has

:06:14.:06:20.

reportedly bid 1.5 billion for the frozen foods firm. The talks are

:06:20.:06:23.

with two Icelandic banks, which own 77% of the shares. Mr Walker

:06:23.:06:32.

started the company after investing 30 in a shop in Oswestry in 1970.

:06:32.:06:35.

Fire chiefs are warning of the dangers of electric faults after a

:06:35.:06:40.

blaze in Llandudno which left three people in hospital. Investigators

:06:40.:06:43.

say yesterday's fire was caused by an electrical short circuit in a

:06:43.:06:47.

cupboard. An elderly woman and her son are still in intensive care

:06:47.:06:52.

after suffering smoke inhalation and severe burns. Another man was

:06:52.:06:57.

released with minor injuries. Health Minister Lesley Griffiths

:06:57.:07:00.

has defended her Government's reforms of the NHS in Wales after

:07:00.:07:05.

accusations of a slash and burn approach from doctors' leaders.

:07:05.:07:09.

Wales is the only part of the UK where NHS spending has not been

:07:09.:07:13.

ringfenced. In a moment I'll be speaking to the secretary of BMA

:07:13.:07:23.
:07:23.:07:24.

It was hard hat time for the Health Minister today. Lesley Griffiths

:07:24.:07:27.

was in North Wales to announce the 90 million redevelopment of Ysbyty

:07:27.:07:32.

Glanclwyd. But she also came under attack from doctors leaders. Cuts

:07:33.:07:36.

to NHS spending in Wales, they say, are poorly planned and seem to be

:07:36.:07:46.
:07:46.:07:46.

the result of a panic. The health boards are given a huge amount of

:07:46.:07:50.

money to provide services and I expect them to live within their

:07:50.:08:00.
:08:00.:08:01.

means and come in on budget. I had a very constructive discussion.

:08:01.:08:05.

health boards try to cope with cuts we can expect to see more scenes

:08:05.:08:07.

like these. 550 people attended a public meeting in Aberystwyth last

:08:07.:08:10.

Friday to discuss the future of the town's hospital. Nobody from the

:08:10.:08:13.

Hywel Dda Health Board was at that meeting. But today a delegation,

:08:13.:08:16.

led by the board's chief executive, gave a presentation and answered

:08:16.:08:24.

questions during a full meeting of Ceredigion Council. I do not think

:08:24.:08:30.

there are threats to the basic service. We had today, at the

:08:30.:08:38.

moment, very little is likely to move. It plays a pivotal role in

:08:38.:08:45.

the geography of Mid and West Wales. Patients and doctors at Bronglais

:08:45.:08:47.

have said they're worried the hospital could lose vital services

:08:47.:08:51.

as a result of the health board's reforms. The board tried to ease

:08:51.:08:53.

those concerns today and insisted no decisions have been made yet.

:08:53.:08:57.

But that did little to convince some of those sitting in the public

:08:57.:09:06.

gallery. I think the population and the commissions and the people I

:09:06.:09:12.

represent have lost faith in the board. I have come out of their

:09:12.:09:16.

thinking it is all smoke and mirrors. They have made various

:09:16.:09:20.

promises but I have heard various promises made by various health

:09:20.:09:26.

boards over many years. It's a similar story elsewhere. This was

:09:26.:09:28.

Llanelli on Saturday where campaigners marched in opposition

:09:28.:09:31.

to possible changes to the A&E department at Prince Philip

:09:31.:09:35.

Hospital. And as another public meeting get underway in the town

:09:35.:09:44.

this evening it Lesley Griffiths Richard Lewis is Secretary of BMA

:09:44.:09:53.

Cymru Wales. He joins me here in the studio. Slash and burn, that is

:09:53.:10:00.

a pretty emotive term? It is. The important issue here is not to look

:10:00.:10:05.

at the emotive terms but what is going on. We do appreciate that hat

:10:05.:10:10.

boards are under pressure and it is challenging times for everybody.

:10:10.:10:15.

The key thing about service changes is that they are properly consulted

:10:15.:10:20.

upon. We know that health services we need to alter going forward to

:10:20.:10:24.

the future whether it is modernisation or trying to will

:10:25.:10:31.

provide a progressive NHS service. When health boards are deciding or

:10:32.:10:36.

putting proposals forward, it is important that they involve health

:10:36.:10:39.

professionals on the ground and they involve doctors and patients

:10:39.:10:44.

and community health councils and take those people along with them

:10:44.:10:47.

in the decision-making process. When the dialogue does not occur

:10:47.:10:52.

then we see the problems we have heard in the clip. The Health

:10:52.:10:58.

Minister says she is listening and there are consultations. Is the

:10:58.:11:04.

Welsh Government getting it right? We have good delicious with the

:11:04.:11:12.

were Welsh Assembly Government. One of our major concerns is about the

:11:12.:11:17.

lack of doctors in Wales and we welcome recently the initiative to

:11:17.:11:20.

do a marketing campaign to introduce more doctors into Wales

:11:20.:11:24.

and some of that has underlie some other problems have boards have in

:11:24.:11:29.

being able to deliver services. There are clearly concerns about

:11:29.:11:34.

the way services are going to evolve in Wales. A sports have a

:11:34.:11:39.

difficult job at hand. The important thing is to maintain a

:11:39.:11:42.

dialogue and consults health officials and consult with the

:11:42.:11:46.

public to ensure any proposals for change are properly thought through.

:11:46.:11:53.

And getting the public on side. Since the report years ago that the

:11:53.:11:57.

status quo could not be maintained. Absolutely. We know there is a need

:11:58.:12:01.

to change services in Wales. There are some tricky decisions to be

:12:01.:12:09.

made. People are wedded to the way services are designed for that that

:12:09.:12:15.

is important and that is why we need to have a dialogue so that

:12:15.:12:20.

everyone is satisfied and we continue to provide safe and high

:12:20.:12:24.

quality accessible services to everybody in Wales.

:12:25.:12:28.

Still to come on Wales Today. It has a similar landscape. Wales

:12:28.:12:31.

looks to the Basque country for lessons in securing the future of

:12:31.:12:36.

the language. Three little words, but internet

:12:36.:12:46.
:12:46.:12:54.

searches show 364 different Efforts to increase the amount of

:12:54.:12:56.

rubbish being recycled are being hindered because the Welsh

:12:56.:13:00.

Government and councils aren't working together well enough.

:13:00.:13:02.

That's according to the public spending watchdog, the Wales Audit

:13:02.:13:07.

Office. A new report says that even though Wales has the highest

:13:07.:13:09.

recycling rate of the UK nations, long-term improvements face

:13:09.:13:18.

substantial barriers. Mark Hannaby reports.

:13:18.:13:21.

This is how the Welsh government wants to collect waste for

:13:21.:13:26.

recycling. Each sort of rubbish is separated at the kerbside and

:13:26.:13:30.

compartmentalise reform it is taken away. The government doesn't like

:13:30.:13:33.

it when different sorts of waste are mixed, such as bottles, cans

:13:33.:13:38.

and cards in the same green bags. Some councils and private companies

:13:38.:13:43.

disagree, saying modern machinery can sort the waste mechanically.

:13:43.:13:47.

The report says differences in approach pose substantial barriers

:13:47.:13:51.

to raising the cycling rates. To achieve the higher levels that

:13:51.:13:55.

we aspire to, we do need some level of agreement and better co-

:13:55.:13:59.

operation between Welsh government and local authorities. We feel that

:13:59.:14:03.

at the moment, the discussion and some of these tensions are

:14:03.:14:07.

deflecting focus away from working together effectively to achieve the

:14:07.:14:11.

best possible results. Councils have been set a target of

:14:11.:14:18.

recycling 70% of all waste by a 2025. Rates have been rising,

:14:18.:14:23.

hitting 43.6% this year. But the report says councils are fixated

:14:23.:14:27.

with the cycling targets and unconvinced that government plans

:14:27.:14:31.

are appropriate. Some authorities fear that the Government might

:14:31.:14:35.

employed legislation all cuts in funding to force them to use

:14:35.:14:39.

approved recycling methods. I think the government are trying

:14:39.:14:42.

to do him little bit of micro management. I would advise them to

:14:42.:14:47.

say, let's agree on the outcome and where we arrive there, how we

:14:47.:14:50.

achieve that goal, is a matter for the council.

:14:50.:14:54.

The report says better guidance is needed from Welsh government. Most

:14:54.:15:04.
:15:04.:15:05.

But which is the best way? The chief Executive of eras cycling

:15:05.:15:09.

organisation is adamant its best to separate waste at the kerbside.

:15:09.:15:14.

As far as I am concerned, there isn't a contest. Kerbside sorting

:15:14.:15:19.

is the only method, as has been proved over years. We have been a

:15:19.:15:22.

cycling for 30 years and wherever we have introduced that carefully,

:15:22.:15:26.

it has worked really well. The Welsh government points out

:15:26.:15:30.

recycling rates in Wales are higher than any other UK nation but the

:15:30.:15:33.

report also makes clear that recycling alone won't meet

:15:33.:15:37.

environmental targets. We need to produce less waste in the first

:15:37.:15:40.

place. A group of squatters evicted from

:15:40.:15:43.

an empty hotel in Swansea earlier this week say they're setting up an

:15:43.:15:46.

art studio and cafe in the old JT Morgan department store in the city

:15:46.:15:49.

which has been unoccupied for four years. Members of the Cwtch group

:15:49.:15:53.

say they're offering a useful space for the community. On Tuesday a

:15:53.:15:56.

judge ordered them to leave the Dolphin Hotel after they set up

:15:56.:16:00.

camp in the empty foyer. The group claim they entered the store

:16:00.:16:07.

legally through an unsecured window. There is a negative impression of

:16:07.:16:10.

squatters, associated with drugs and young people but I tell those

:16:10.:16:14.

people to come along when we are open and see what we do and see we

:16:15.:16:18.

are a community space full of hard- working people who love Swansea and

want to make it a better place to stop

This week we've been looking at the future of the Welsh language and

:17:20.:17:23.

it's not alone as a minority language facing a difficult future.

:17:23.:17:26.

The equivalent of 60 million is spent on promoting and developing

:17:26.:17:29.

the Basque language annually, while in Wales, the Welsh language board

:17:29.:17:37.

spends under 14 million. So how do the two languages compare? Owain

:17:37.:17:47.
:17:47.:17:47.

Evans went to the Basque Country to With its mountainous terrain and

:17:47.:17:51.

miles of coastline, the Basque country has plenty in common with

:17:51.:17:57.

Wales. Both are home to a minority language, side by side with some of

:17:57.:18:01.

the world's most dominant languages. But it may not have survived if it

:18:01.:18:05.

wasn't for this man. He is an author, academic and politician who

:18:05.:18:10.

died last month. At eight service in San Sebastian, he was remembered

:18:10.:18:16.

by many Basques as a hero who keeps keep the language alive by defying

:18:16.:18:20.

the Spanish dictator. Over the decades, the Bath revival has gone

:18:20.:18:30.
:18:30.:18:30.

from strength to strength. -- the Basque revival.

:18:30.:18:35.

Industrialisation in northern Spain was concentrated in the Basque

:18:35.:18:40.

country and they had a strong banking sector so although the

:18:40.:18:44.

Basque country, geographically, everything was on the periphery,

:18:44.:18:49.

the Basque country has always been a very strong player economically.

:18:49.:18:55.

How do the languages compare? Like Welsh, them are more than 600,000

:18:55.:19:00.

basks because in the Spanish Basque country. In both nations, the

:19:00.:19:05.

public sector has to provide services in those services. We have

:19:05.:19:09.

Welsh medium education and they have asked medium education. We

:19:09.:19:13.

have Welsh-language TV and radio and they have regional and local

:19:13.:19:18.

Basque TV as well as a daily newspaper. They spend around 50

:19:19.:19:21.

million more on developing and promoting the language than we do

:19:21.:19:25.

on Welsh. They have a constitutional right here to know

:19:25.:19:29.

and use Basque. Language campaigners say that doesn't always

:19:29.:19:34.

count for much. It is true that may be in some

:19:34.:19:40.

towns where bask speakers are more than the other, maybe you are right

:19:40.:19:46.

and it would be an advantage. If you go to the station, Hospital, Dr,

:19:46.:19:51.

or to the court, you must have a proactive action if you want to

:19:52.:19:58.

have your right granted. Despite the efforts of pioneers,

:19:58.:20:02.

the Basque language faces many challenges. Like Welsh and other

:20:02.:20:05.

minority languages, perhaps one of the greatest challenges is

:20:05.:20:09.

persuading people to use the language. The current Basque

:20:09.:20:13.

government may not be as keen to spend on the language as its

:20:13.:20:18.

predecessors and economic situation may also have an influence. For now,

:20:18.:20:22.

supporters of the language aren't too concerned about what is on the

:20:22.:20:24.

horizon. Sport, and at the Welsh Open

:20:24.:20:27.

snooker in Newport it's been a disappointing afternoon for the two

:20:27.:20:29.

remaining Welsh players. Matthew Stevens is out after losing to

:20:29.:20:32.

Scotland's Stephen Maguire by four sets to two and Mark Williams' good

:20:32.:20:36.

run of results was brought to an end by the former world number one,

:20:36.:20:38.

Ronnie O'Sullivan, who made it through to the quarter finals with

:20:38.:20:48.
:20:48.:20:50.

He has been playing in consistently well so for me to get a victory,

:20:50.:20:56.

especially after the two years that I've had, just to get a victory of

:20:56.:21:01.

someone of his quality, in a major tournament, is good, you know.

:21:01.:21:04.

It's not the trickiest of Welsh place names but Betws-y-Coed seems

:21:04.:21:08.

to be confusing many. Research shows it's been spelt in internet

bizarre ways. Most of them, funnily enough, did get the first three

letters. When you put it in the search engine, it will take you

:22:01.:22:07.

straight through and give you an idea. You get so confused. How can

anybody find their way here? But plenty do. The streets of Betws

Betws-y-Coed and it goes on and on. 364 different ways on here but of

You missed out the hyphens but I will forgive that.

So while the spelling might confuse many the scenery will certainly

leave visitors lost for words. Derek is a regular visitor to

Betws-y-Coed. I had to be there over Easter with a few walks. It is

Betws-y-Coed is on my weather map this evening. Apparently Betws y

Coed means Prayer House in the Wood in English. Now I'm sure some of

you are praying that winter is over! Well it isn't! In Betws y

Coed today the temperature reached nine Celsius but by Sunday

:24:06.:24:09.

temperatures will have dropped by a few degrees. In fact it's going to

:24:09.:24:12.

turn colder everywhere over the weekend with some rain, frost and

:24:12.:24:14.

sunshine. Tonight mostly cloudy. A little rain or drizzle. Some hill

:24:14.:24:17.

fog as well. Otherwise dry and a mild night. These temperatures are

:24:17.:24:20.

about what we'd expect during the day at this time of year.

Tomorrow's chart shows high pressure over the Bay of Biscay

:24:29.:24:37.

and the southeast may start dry but it won't be dry everywhere. Some

light rain and drizzle is likely. Damp in Carmarthen, Aberystwyth and

Snowdonia. Drier in the south and east with spots of light rain and

:24:56.:25:01.

drizzle. Temperatures on the mild side but feeling cooler with a

:25:01.:25:07.

moderate to fresh west to south- westerly wind. In Conwy tomorrow,

:25:07.:25:15.

cloudy and damp at times. Most of the rain on the mountains. Drier on

:25:15.:25:22.

the coast. Temperatures in Abergele rising to 10 Celsius. Tomorrow

:25:22.:25:27.

night cloudy with some patchy rain and drizzle. The wind strengthening

:25:27.:25:37.
:25:37.:25:39.

as well. Saturday windy and wet for a time. A cold front moves its way

:25:39.:25:43.

south-eastwards. The rain may turn to snow on the mountains before it

:25:43.:25:45.

clears. However, it will dry and brighten-up during the afternoon

:25:45.:25:48.

with a few wintry showers in the north. On Saturday night into

:25:48.:25:51.

Sunday some frost is likely. Sunday chilly. A few wintry showers

:25:51.:25:59.

otherwise dry and clear. Some sunshine and lighter winds.

:25:59.:26:01.

Temperatures are around five Celsius. So turning colder over the

weekend. Sunday the best day for a walk but make the most of it. Next

week turning milder but wet and windy at times. Our picture tonight
