Welcome to Wales Today. Tonight's top story: St Asaph is awarded city | :00:02. | :00:12.
status to mark the Queen's Diamond Jubilee. It is amazing, the feel | :00:12. | :00:17.
that there is. You had an ecclesiastical City feel to the | :00:17. | :00:23.
place but now to have this stamp is absolutely amazing. The cathedral | :00:23. | :00:26.
city finally gets officially recognised and the celebrations | :00:26. | :00:36.
:00:36. | :00:39. | ||
have already begun. Also tonight: A Welsh journalist | :00:39. | :00:42.
held in Libya is transferred by a militia to government control after | :00:42. | :00:52.
:00:52. | :00:56. | ||
three weeks in captivity. I am just looking forward to seeing my family. | :00:56. | :00:59.
On the day bans on smoking on hospital grounds come into force, a | :00:59. | :01:04.
cancer charity calls for an outright ban. I know that smoking | :01:04. | :01:08.
is not good when you are pregnant. It is especially not good when you | :01:09. | :01:13.
are pregnant. And Grand Slam fever comes to Beddau Rugby Club. Gethin | :01:13. | :01:19.
Jenkins is back at his old club three days before the big match. | :01:19. | :01:24.
Good evening. St Asaph has become Wales' newest city, joining Cardiff, | :01:24. | :01:29.
Swansea, Newport, Bangor and St David's. A rank outsider, it was | :01:29. | :01:31.
recognised along with Perth in Scotland and Chelmsford in England, | :01:31. | :01:34.
as part of the Queen's Diamond Jubilee celebrations. Those behind | :01:34. | :01:37.
the successful bid hope it'll bring more visitors there. Matthew | :01:37. | :01:47.
:01:47. | :01:53. | ||
Richards is at St Asaph Cathedral. Thank you very much. Even its most | :01:53. | :01:58.
enthusiastic supporters were surprised at the success. It has | :01:58. | :02:02.
been Andy -- ecclesiastical City for hundreds of years. But now | :02:02. | :02:12.
:02:12. | :02:25. | ||
there is relief it has finally been recognised. | :02:25. | :02:29.
We are having some technical difficulties with that piece. Let's | :02:29. | :02:34.
bring you the Bishop of St Asaph. First of all, why do you think St | :02:34. | :02:38.
Asaph was successful? We stress that but we did not think it was | :02:38. | :02:45.
about size or economic status but it was more about the quality of | :02:45. | :02:49.
community life that Britain wanted to commend in the 20th century, | :02:49. | :02:55.
21st century even. We believe that St Asaph is a caring community. It | :02:55. | :03:01.
has a very successful hospice. It is a cultural place. We have the | :03:01. | :03:04.
North Wales international music festival here. It is a praying | :03:04. | :03:08.
place. This cathedral has lived here for 1,500 years. We have got a | :03:09. | :03:14.
lot going for us. Having noted a spring in people's | :03:14. | :03:18.
step today? Absolutely. I think there is a sense of amazement. I do | :03:18. | :03:22.
not think we thought we were going to win but there is a sense of joy | :03:22. | :03:26.
as well. It does give something of confidence, of excitement, of hope | :03:27. | :03:32.
for the future. Thank you very much. Let's go back to that peace and see | :03:32. | :03:36.
the reaction in the city. St Asaph is not your stereotypical | :03:36. | :03:43.
city. Ponder just 3,500 people, it is now the second smallest city in | :03:43. | :03:49.
the UK after St David's. It 6th century cathedral is the smallest | :03:49. | :03:57.
in Wales. The first Bible translated into Welsh is kept here. | :03:57. | :04:01.
I think the sense of community, the fact it had so much support from | :04:01. | :04:07.
such a wide range of people. The fact it does have is fantastic, | :04:07. | :04:12.
rich cultural heritage. And of course, I think that it shows that | :04:12. | :04:17.
it does not matter how small you are, you can be recognised on the | :04:17. | :04:21.
major stage. I think it is a recognition of the city, and | :04:21. | :04:28.
history of the town, recognised by her Majesty herself. Only three in | :04:29. | :04:32.
the whole of the United Kingdom have had this added his be great | :04:32. | :04:42.
:04:42. | :04:42. | ||
honour. St Asaph lost out to Newport in 2002. It was chosen over | :04:42. | :04:46.
Wrexham, where there has been a mixed reaction. It is the principal | :04:46. | :04:53.
town in North Wales. It is ridiculous. I prefer the town like. | :04:53. | :04:59.
Naturally enough, it is disappointing but we were up | :04:59. | :05:02.
against well-qualified submissions. Naturally, we are pleased that | :05:02. | :05:07.
someone in North Wales has done so well out of it. The little city of | :05:07. | :05:11.
St Asaph it has regularly been at the centre of big events. It has a | :05:11. | :05:18.
turbulent history. It suffered severely from the fury | :05:18. | :05:24.
of the parliamentarians in 1645. But it bounced back and in a | :05:24. | :05:28.
quieter age has been the host of an international music Fussell in | :05:28. | :05:36.
recent years. The Royal Collection is nothing new. -- Festival. | :05:36. | :05:44.
We also have an associate composer who wrote the music that was | :05:44. | :05:54.
another William and Kate's wedding. There are many famous faces from | :05:54. | :05:59.
this place. They can join current residents in celebrating city | :05:59. | :06:03.
status. Let's hope it brings more people into the city. I am so | :06:03. | :06:11.
pleased. We will have to have a party. | :06:11. | :06:16.
Former St Asaph resident Henry Morton Stanley we presume would no | :06:16. | :06:21.
doubt East -- thrilled that Fe Community's efforts to put this | :06:21. | :06:29.
blaze on the map have played off. -- this place on the map. | :06:29. | :06:35.
My son think that skyscrapers will be built tomorrow. We have the | :06:35. | :06:39.
Jubilee Service at the end of May and a party for the Jubilee in June. | :06:39. | :06:46.
Andy double reason to celebrate. And then I think it is asking | :06:46. | :06:50.
visitors to come and enjoy the history and the culture and it is | :06:50. | :06:54.
about the shops and thinking about how to expand their business, the | :06:54. | :06:57.
cathedral seeking to extend its mission. New openings and new | :06:57. | :07:04.
opportunities. From one city to another. Lucy in Cardiff. | :07:04. | :07:06.
The Welsh cameraman who was detained by a Libyan militia group | :07:06. | :07:09.
last month along with another journalist has been handed over to | :07:09. | :07:15.
the Libyan government. The pair, Gareth Montgomery-Johnson, who is | :07:15. | :07:18.
from Carmarthen, and Nick Davies- Jones, who were working for an | :07:18. | :07:20.
Iranian news channel, were accused of spying. Caroline Evans reports. | :07:20. | :07:23.
They've been held captive now for a month, accused of entering Libya | :07:23. | :07:32.
illegally and spying. We are sorry if we caused any inconvenience. It | :07:32. | :07:38.
was not intended. It was a mistake that could not be avoided. But we | :07:38. | :07:42.
love Libya. We came here to film its struggle for freedom and | :07:42. | :07:50.
reported on the news. I have great hope for Libya and I still do. | :07:50. | :07:53.
two men were captured in the Libyan capital Tripoli on February 22 | :07:53. | :07:57.
while working as freelancers with the Iranian state owned TV channel. | :07:57. | :08:00.
At a press conference, the militia who held them showed the media | :08:00. | :08:02.
photographs and footage which they said showed them test-firing | :08:02. | :08:05.
weapons. In the new video, Gareth Montgomery-Johnson says he | :08:05. | :08:15.
:08:15. | :08:17. | ||
understands why there had to be an investigation. We were treated well. | :08:17. | :08:22.
We have not been hurt. I am looking forward to seeing my family. I am | :08:22. | :08:27.
told we will be released. Foreign Office has confirmed that | :08:27. | :08:30.
the men have been handed over to the Libyan government. The Interior | :08:30. | :08:33.
Ministry in Tripoli which says it will decide whether to press | :08:33. | :08:38.
charges. We're now joined by Melanie Gribble, | :08:38. | :08:42.
Gareth's sister, in our Carmarthen newsroom. You've seen today's | :08:42. | :08:51.
pictures. How does your brother look to you? He looks troubled and | :08:51. | :08:56.
exhausted. Does it worry you when you see those pictures of him? | :08:56. | :09:02.
I think we have got a journey to take when he gets back, which he is | :09:02. | :09:07.
going to have to heal and rest. has been handed over to the Libyan | :09:07. | :09:12.
government. Have you heard any more about what is going on? Not at all. | :09:12. | :09:16.
The only update I have had is that he is with the Libyan government. | :09:16. | :09:20.
We feel safer because of that. the Foreign Office been able to | :09:21. | :09:25.
tell you anything else at all? at all. They have not had any | :09:25. | :09:31.
reports back from Tripoli that they can pass on to us yet. When did you | :09:31. | :09:36.
hear from them and what was it like getting the news? Actually, we were | :09:37. | :09:42.
alerted to a report last - late last night which we tried getting | :09:42. | :09:46.
confirmed by ringing the global response unit. Unfortunately, they | :09:46. | :09:49.
were unable to confirm it added has been a waiting game since late bets | :09:49. | :09:54.
late last night. It does sound as if he is going to be one step | :09:54. | :10:03.
closer to coming home. Absolutely. And how does that make you feel? | :10:03. | :10:07.
Good. But I do not think we are out of the water yet. Until he is back | :10:07. | :10:14.
home, I still have to remain vigilant. The cancer charity | :10:14. | :10:18.
Tenovus has called for an outright ban on smoking. It says the cost of | :10:18. | :10:20.
treating tobacco related diseases is denying the health service | :10:21. | :10:25.
millions. From today, bans on smoking on hospital grounds are | :10:25. | :10:30.
being enforced across most of Wales. 23% of adults here are smokers. The | :10:30. | :10:40.
:10:40. | :10:41. | ||
Welsh Government wants that down to 16% by the end of the decade. | :10:41. | :10:45.
Taking their last few puffs in public. From today, smoking has | :10:45. | :10:50.
been banned right across the grounds of this hospital in Newport. | :10:50. | :10:54.
Even the shelter has been dismantled. It leaves smokers know | :10:54. | :10:58.
where to go. They will be asked politely if they could perhaps | :10:58. | :11:03.
extinguish that cigarette and leave the hospital grounds. This is not | :11:03. | :11:08.
really about whether people smoke, it is about where they smoke. | :11:08. | :11:13.
some feel their rights have been taken away. There are people in | :11:13. | :11:16.
there that are really ill and on their last legs -- legs, they want | :11:16. | :11:23.
that fag. I have been smoking since I was 11. I am 50 years old now. I | :11:23. | :11:27.
have got a clean chest and everything else. Six out of seven | :11:27. | :11:31.
health boards in Wales now operate bans across their premises. One | :11:31. | :11:35.
cancer charity wants to go further. And effectively make smoking | :11:35. | :11:41.
illegal. If you snogging your own home, it still does it will still | :11:41. | :11:47.
cost the NHS -- smoke in your own home. It is important. We have | :11:47. | :11:51.
chipped away at No Smoking. Be a gun to run out of areas to smoke. | :11:52. | :11:57.
It is time to think about be bigger question. The relationship between | :11:57. | :12:00.
smokers and the NHS in Wales is slowly changing but inside | :12:00. | :12:04.
hospitals like this one, the cost of treating smoke is said to be a | :12:04. | :12:11.
million pounds a day. 22 % of was women smoke throughout | :12:11. | :12:16.
pregnancy. It is the highest rate in the UK. They see the health | :12:16. | :12:21.
effects on the maternity ward. lot of women do not really | :12:21. | :12:25.
understand discontented babies. It has had nicotine throughout the | :12:25. | :12:28.
pregnancy and then when the baby is born, it does not have that | :12:28. | :12:33.
nicotine. It has withdrawal from the nicotine which then the baby is | :12:33. | :12:40.
crying a lot. Victoria is the proud mother of a | :12:40. | :12:43.
newborn Amelia and a smoker. Although she has managed to cut | :12:43. | :12:48.
down. To stop altogether was really hard. I thought at least if I cut | :12:48. | :12:53.
down the amount of nicotine I am having, at that will have some sort | :12:53. | :12:58.
of benefit rather than smoking 20 per day. The Welsh government says | :12:58. | :13:04.
it does not have the powers to ban smoking completely but ultimately | :13:04. | :13:07.
it wants a smoke-free society. The debate over where and when people | :13:07. | :13:17.
:13:17. | :13:23. | ||
can smoke seems to be shifting. A leading Welsh economist says many | :13:23. | :13:26.
of the predictions on job losses in the public sector have not become | :13:26. | :13:29.
reality yet. It comes as figures show that there have been 17,000 | :13:29. | :13:32.
cuts in the Welsh public sector over the past two years, that's | :13:32. | :13:34.
under 5% of the workforce. The donations were pouring in abbeys | :13:34. | :13:38.
call centre in Swansea. It was holding a celebration of recruiting | :13:39. | :13:41.
staff. The latest unemployment figures | :13:41. | :13:44.
have shown a slight rise in Wales with plenty of people out there | :13:45. | :13:49.
looking for work. Recruitment has not been a problem here. Some | :13:49. | :13:53.
people are leaving a job to come and join us. Some have been | :13:53. | :13:58.
unemployed for two years. I have not over the last three months had | :13:58. | :14:03.
anyone unemployed for more than two years. But when you're 22, being | :14:03. | :14:08.
unemployed for two years is a large chunk of your life. Places like | :14:08. | :14:13.
this dating on about 60 people per month are unusual but on the whole, | :14:13. | :14:17.
unemployment is holding its own in Wales at about 9% of the workforce. | :14:17. | :14:22.
A survey out this week by a major bank says that there were losses in | :14:22. | :14:25.
the service sector but they were being balanced out by gains in | :14:25. | :14:29.
manufacturing. We also had an indication of what | :14:29. | :14:34.
is happening in the public sector. At the end of 2011, 335,000 public | :14:34. | :14:43.
sector workers, down 8,000 on the year, a reduction of 2.2 %. That is | :14:43. | :14:47.
less than half the 4.7 reduction in the public sector workforce over | :14:47. | :14:52.
the past year in England. One economist says many forecasts | :14:52. | :14:56.
had predicted that towns and cities across Wales would have been hit | :14:56. | :15:00.
harder by now. In reality, they have not because the job losses in | :15:00. | :15:04.
Wales have only been 2%. In England, they have been over four Prasad. | :15:04. | :15:09.
The reasons for that are competitive. It may be that in | :15:09. | :15:12.
England, they are basically outsourcing many of the public | :15:12. | :15:18.
sector jobs in local authorities. It may be we will see this big | :15:18. | :15:21.
increase next year but it will not -- it has not happened so far. | :15:21. | :15:26.
There were some positive elements today. Most notably -- noticeably a | :15:26. | :15:34.
significant reduction in the number of people economically inactive. | :15:34. | :15:37.
Still to come on the programme: Grand Slam fever comes to Beddau | :15:37. | :15:41.
Rugby Club. Gethin Jenkins is back at his old club three days before | :15:41. | :15:48.
the big match. The next ten years represents a | :15:48. | :15:51.
once in a lifetime chance for Wales to earn billions of pounds of | :15:51. | :15:55.
investment and thousands of new jobs. That was the bold claim today | :15:55. | :15:59.
from First Minister Carwyn Jones as he launched his Energy Strategy. It | :15:59. | :16:02.
calls for an overhaul of the planning system. More from our | :16:02. | :16:11.
Environment Correspondent, Iolo ap Dafydd. | :16:11. | :16:15.
Work to extend infrastructure around the gas fired power station. | :16:15. | :16:20.
Just across the river, a second electricity sub-station is an | :16:20. | :16:24.
almost complete. Part of a system to join Britain and Ireland's power | :16:24. | :16:28.
networks. Today, the First Minister announced a strategy to try and | :16:28. | :16:32.
maximise the jobs we received from such investments will stop when it | :16:32. | :16:36.
comes to the large-scale windfarms, we know it will be a quango that | :16:36. | :16:41.
will decide the fate of those windfarms. That will impose English | :16:41. | :16:46.
planning policy on Wales. What can the was government do? We need the | :16:46. | :16:48.
same kind of system that exists elsewhere. A streamlined system | :16:48. | :16:54.
that has to be democratically accountable. It also a system that | :16:54. | :16:58.
means that this is us will be taken quickly. Today's launch of the | :16:58. | :17:03.
energy strategy emphasised the need to improve the planning system, as | :17:03. | :17:08.
well as infrastructure. Last May, hundreds of protesters from mid- | :17:08. | :17:13.
Wales angry at the prospect of more wind turbines and the pilot's to go | :17:13. | :17:17.
with them call for a review of something called Tan eight, the | :17:17. | :17:20.
government policy to encourage windfarms in seven specific areas | :17:20. | :17:27.
of Wales. It was in itself a great idea and a great process to go | :17:27. | :17:32.
through for Wales. It has spectre cleanest its targets for 2010. I | :17:32. | :17:40.
think now is the time to redress that -- spectacularly. There are | :17:40. | :17:46.
maintenance jobs but if you take the Shia investment that is being | :17:46. | :17:51.
put in, the return on jobs is miniscule. | :17:51. | :17:56.
And against the major industry for mid-Wales, which is tourism. That | :17:56. | :18:00.
will be badly hit. The difficulty for the wiles government is it has | :18:00. | :18:08.
no control over a large energy projects -- Welsh government. Those | :18:08. | :18:11.
powers are not evolve. The mixed messages from Cardiff Bay on | :18:11. | :18:15.
windfarms and proposed new pylons in mid-Wales has been confusing. | :18:15. | :18:19.
There was hardly any mention of that today. | :18:19. | :18:22.
A report into education in Denbighshire has found a dramatic | :18:22. | :18:25.
improvement during the last five years. Standards are said to be | :18:25. | :18:27.
good in all areas, with leadership of education services ranked | :18:27. | :18:30.
excellent. In 2007, the inspection body Estyn described education in | :18:30. | :18:35.
the county as unsatisfactory. Plaid Cymru members have just a few | :18:35. | :18:38.
hours to vote in a leadership election that's seen as crucial to | :18:38. | :18:41.
party's future. Members have to choose between the former Presiding | :18:41. | :18:43.
Officer Dafydd Elis-Thomas, the former Rural Affairs Minister and | :18:43. | :18:50.
Ceredigion AM Elin Jones, and South Wales Central AM Leanne Wood. Our | :18:50. | :18:53.
Welsh Affairs Editor, Vaughan Roderick, joins us now. Who's going | :18:53. | :19:01.
to win? I think what I would say is if I was a betting man, I would | :19:01. | :19:05.
stick to the Cheltenham Festival. What has happened is Elin Jones no | :19:05. | :19:09.
doubt started as a narrow favourite. Leanne Wood then went off with a | :19:09. | :19:12.
rocket and there are signs in the last days of the campaign that | :19:12. | :19:16.
Dafydd Elis Thomas may have been picking up support. Every one of | :19:16. | :19:20.
these candidates can sketch out a scenario where they win. The truth | :19:20. | :19:25.
is it probably depends on who gets knocked out. It is an alternative | :19:25. | :19:30.
vote election. It is likely to be decided by second choices. | :19:30. | :19:34.
It is impossible to call. Impossible even to say who is the | :19:34. | :19:39.

Football and Cardiff City are out of the Championship play off places, | :20:19. | :20:22.

were two massive errors made by officials, during the game and | :20:24. | :20:28.
he'll be sending the footage to the referees' association. He says it | :20:28. | :20:32.
shows an equaliser ruled out in the first half, and the final goal, | :20:32. | :20:41.
which appeared offside, cost his team valuable points. Better news | :20:41. | :20:48.

weekend's captain, Gethin Jenkins, who's hoping to win his third Grand | :21:00. | :21:03.

the Rhondda, and our sports reporter, Ashleigh Crowter, is | :21:05. | :21:08.
there too. Thanks, Claire. Rugby clubs all | :21:08. | :21:11.
over Wales will come to standstill on Saturday afternoon, as they | :21:11. | :21:14.
watch the Grand Slam game. But here in Beddau, they have a very | :21:14. | :21:17.
personal connection to the match. The reason - this man, Gethin | :21:17. | :21:21.
Jenkins. He started his playing career here as a 13-year-old and | :21:21. | :21:24.
tonight he's come back to old club to answer questions from the junior | :21:24. | :21:33.

the committee. A lot of my friends are still from the area. They have | :21:58. | :22:03.
put a lot of working to get this club working at the top level. It | :22:03. | :22:08.

there. We are looking forward to it. Who is your favourite player? | :22:29. | :22:38.
George North. Not Gethin Jenkins? Never mind! | :22:38. | :22:43.
How good has it been to ask Gethin Jenkins some questions are they? | :22:43. | :22:47.
is good to speak to him and asking some questions. It is not the first | :22:47. | :22:55.
time I have spoken to him. He came to our club to do presentations. | :22:55. | :22:59.
Who is going to win on Saturday? Wales of course. I think that is | :22:59. | :23:09.
:23:09. | :23:14. | ||
what everyone thinks at Beddau rugby club. I am sure George North | :23:14. | :23:17.
will be delighted! He's a man with plenty of Olympic experience. | :23:17. | :23:20.
Having competed at the Sydney, Athens and Beijing Games, Christian | :23:20. | :23:23.
Malcolm is aiming for his fourth Olympics. And this weekend, the | :23:23. | :23:26.

caught up with him. The glamour and glory of the Olympics seemed a long | :23:32. | :23:36.
way away when training alone on a cold March morning in Cardiff. By | :23:36. | :23:40.
the time the Olympic Games come around, Christian Malcolm will be | :23:40. | :23:46.
33 and he knows exactly what is needed to make it to the Games. | :23:46. | :23:50.

I have been looking forward to Saturday. | :25:16. | :25:20.
Yes, the weather is on the change by Friday but we are stuck with the | :25:20. | :25:28.
cloudy weather this evening. We will see some clearer conditions | :25:28. | :25:33.
across parts of Wales. We will see temperatures dipping away. We could | :25:33. | :25:38.
see a touch of frost. Cloudy and the West. Overnight temperatures as | :25:38. | :25:45.
low as three Celsius. High pressure tomorrow moving away and saddling | :25:45. | :25:50.
itself across mainland Europe. We will see the weather front moving | :25:50. | :25:56.
in from the West. First thing tomorrow morning, it is a gloomy | :25:56. | :26:03.
start a prop -- a cross seven starts. -- across South Wales. | :26:03. | :26:12.
Further showers inland. Top temperatures 13 Celsius. | :26:12. | :26:15.
Friday, we will see that rain band pushing its way in South and | :26:15. | :26:22.
eastwards. Top temperatures told degree Celsius. It is great news | :26:22. | :26:26.
for farmers and gardeners with all that rain. Saturday morning, it | :26:26. | :26:36.

will start OFWAT. Becoming dry. Today's picture is a foggy sea from | :26:39. | :26:47.
Janet Morris. It's coming up to 7:00pm. Let's get | :26:47. | :26:52.
an update on the top stories. A Welsh journalist held in Libya has | :26:52. | :26:59.
been handed over by a militia which captured into the Libyan government. | :26:59. | :27:04.
What is the latest you can tell us from Tripoli? | :27:04. | :27:12.
They are still in the custody of the Libyan authorities but they | :27:12. | :27:18.
have been handed over by this rebel group. I think they may be released | :27:18. | :27:28.
:27:28. | :27:28. | ||
in a couple of days, may be deported. The Libyan government | :27:28. | :27:32.
will now decide whether to prosecute them or not for entering | :27:32. | :27:34.
the country illegally. But the feeling is those charges will | :27:35. | :27:43.
probably be dropped and they will be deported. | :27:43. | :27:49. |
