announced by the Chancellor today in his budget. So what does it mean

for us in Wales? From April next year, the point at which we start

paying income tax goes up, meaning an extra 42,000 people in Wales

won't have to pay any tax at all. At the other end of the wage scale,

around 4,000 people here will benefit when the 50 pence top tax

rate is reduced to 45 pence. And as a consequence of today's budget,

Wales will get an extra �11.7 million from the Treasury over the

next three years. We'll be at Westminster for all the

political reaction in a moment but first Nick Servini on what this

means for business and families. Catering staff like these in

Cardiff are the kinds of workers who will benefit from the increase

Businesses will be offered capital allowances. These are major tax

breaks. It is high quality businesses. They

want to invest. They want to grow. That is what we want. We're working

:05:31.:05:36.

hard to achieve that. Another potentially important decision was

removing age-related income tax allowances for new pensioners from

:05:39.:05:44.

next year. That impact will be felt as a result of Wales's relatively

:05:44.:05:49.

old population compared with many other parts of the UK. Nick will

have more business reaction in a minute but first let's go to

that will help your members recruit more people? I think it is too

early to say now at this point. We are quite keen to see a more

favourable business environment. That is moves such as the tax

simplification and the rise in the personal tax threshold. These are

the kind of things that were in centre vies businesses to operate

in a more favourable environment. When we look at the corporation tax,

how much of a business will it make to this business? Was it the best

thing the Chancellor can do to help you? Not really. We will take

welcomed. After all, businesses do not really want handouts, they want

conducive to growth and providing employment for all of their staff.

I do not necessarily think this Budget has given us that. Was there

would have? The fuel concession is something we would like to see

worked on in the future. Infrastructure investment is

something we have been lobbying on. It has not delivered in this Budget.

I said earlier the opposition politicians were straining at the

bit to have a go at this Budget. Owen Smith, the Welsh Liberal

Democrats seemed quite happy. They are saying this is a Budget for the

:11:27.:11:33.

many, not the field. They are fundamentally wrong. They were told

:11:33.:11:36.

they would get something significant in return for accepting

:11:36.:11:40.

the cut in the 50 pence rate. What they have actually got is a big

:11:40.:11:46.

kept to the incomes of pensioners in Wales. We have 42,000 people not

:11:46.:11:50.

paying tax and more. And we knew they were going to get that. That

:11:50.:11:53.

was already in the agreement. We knew they would get to 10,000. That

:11:53.:11:59.

is not a bad thing, it is a good thing. What is new in this Budget

:11:59.:12:07.

is that 14,000 millionaires in Britain will get either 40,000 or

:12:07.:12:13.

�10,000 per year from this government. The pensioners will be

:12:13.:12:18.

paying for tax breaks for the richest 1%. That is completely the

:12:18.:12:23.

wrong set of priorities. And especially in a period of austerity,

:12:23.:12:27.

it is a crazy set of priorities. People were not think it is fair

:12:27.:12:30.

and they were not understand it and they will not forgive the Liberals

:12:30.:12:36.

for selling out on this issue. There have been strong feelings

:12:36.:12:40.

The Welsh Ambulance Service has been accused of systemic failure,

:14:40.:14:43.

with managers showing a basic lack of empathy for bereaved families.

If follows two cases of patients being left without ambulances. One

:14:47.:14:51.

waited nearly three hours for help to arrive. Our Health Correspondent,

:14:51.:14:54.

Hywel Griffith, is here. Talk us through what happened in these two

:14:54.:15:02.

cases. Both cases are anonymous. But we do

:15:02.:15:08.

know they involve two men from the Pontypridd area. One gentleman had

:15:08.:15:14.

fractured his hip. Five phone calls were made to be ambulance service

:15:14.:15:17.

but it took over two and three- quarter hours for paramedics to

:15:17.:15:21.

arrive at his home. During that time, it has been uncovered that 11

:15:21.:15:26.

other ambulances could have responded. Sadly, after the

:15:26.:15:30.

gentleman was taken to hospital, four days later, he died.

:15:30.:15:35.

There are similarities in a second case in 2010. This time a gentleman

:15:35.:15:39.

with breathing difficulties. It took 51 minute that 51 minutes to

:15:39.:15:43.

get to him. Yet again, there was another

:15:43.:15:46.

ambulance that could have been called in. Tragically, that

:15:46.:15:51.

gentleman suffered a cardiac arrest. He died. Both families feel the

:15:51.:15:56.

delays contributed sadly to their loss. The ombudsman says he is

deeply concerned by this will stop yes, I have read a lot of these

:16:01.:16:06.

ombudsman's reports. The language is pretty damning.

He says he has ongoing reservations over the way that ambulances are

:16:11.:16:15.

deployed and if there is not one in your immediate area, they are not

:16:15.:16:25.

brought in from wider field. This was a systemic failure in the way

the processes operated at the time. They did not look out of the --

have been dispatched within minutes. Instead, they waited for an

ambulance to become available. Managers have also been criticised

According to the ombudsman, it was woefully inadequate. The ambulance

service say they would like to apologise to the families concerned

and they will review the way that ambulances are sent out in

emergencies. The University of Wales is warning

it may make redundancies. It's launched a consultation with more

than 200 full time members of staff, but won't say the level of cuts

:17:21.:17:24.

it's considering. Last year, BBC Wales exposed a scam where overseas

:17:24.:17:27.

students were offered ways to help cheat their way to the university's

:17:27.:17:30.

degrees. Video games retailer Game, which

:17:30.:17:33.

has 21 stores in Wales, says it intends to appoint administrators

:17:33.:17:37.

in the next few days. The company, which also owns the Gamestation

chain with 12 shops here, has failed to secure new funding. It

:17:40.:17:44.

says its stores will remain open for the foreseeable future. The

company employees 6,000 staff across Britain.

Well, if things on the High Street weren't tough enough, businesses in

:17:54.:17:57.

Welshpool say they're being hampered further by the town's new

:17:57.:18:04.

one way system. In the year it's been in operation local traders say

they've seen sales drop. Powys County Council says it's reviewing
