The inquest into the death of MI6 officer Gareth Williams from | :07:57. | :08:00. | |
Anglesey, whose body was found in a locked bag in his London flat two | :08:00. | :08:04. | |
years ago, has been told he was once found tied to his bed. His | :08:04. | :08:06. | |
former landlady at a flat in Cheltenham said he was dressed in | :08:07. | :08:09. | |
boxer shorts and called for help when he could not untie himself. | :08:10. | :08:13. | |
He'd explained to her that he'd wanted to see if he could get free | :08:13. | :08:19. | |
himself. The mother of a teenage girl who | :08:19. | :08:21. | |
died while in care has accused Pembrokeshire Social Services of | :08:21. | :08:25. | |
being complacent. 14-year-old Seren Bernard was found dead earlier this | :08:25. | :08:28. | |
month and is believed to have killed herself. Her mother claims | :08:28. | :08:32. | |
it was not the first time she'd tried to take her own life. She's | :08:32. | :08:37. | |
been speaking to Abigail Neal at her home in Haverfordwest. | :08:37. | :08:39. | |
Seren's mother believes her daughter felt rejected by her | :08:39. | :08:48. | |
absent father and that's when the problems began. She wanted her | :08:48. | :08:53. | |
father's love and that is what she was looking for. Aged 12, Seren | :08:53. | :08:56. | |
told social services her mother was aggressive and she didn't want to | :08:56. | :08:59. | |
live with her. Sarah Pollock denies this and says that against her | :08:59. | :09:01. | |
wishes and without any investigation, she lost custody of | :09:01. | :09:11. | |
her daughter. She manipulated the system. Social services actually | :09:11. | :09:19. | |
phoned her father and said she did not want to live with her mother | :09:19. | :09:29. | |
:09:29. | :09:30. | ||
any more. For the next two years, Seren was passed between family and | :09:30. | :09:33. | |
friends, but her behaviour just got worse. In September 2011, she went | :09:33. | :09:36. | |
missing for 10 days whilst living with her grandmother. Sarah Pollock | :09:36. | :09:39. | |
says Seren made an attempt on her life during that time and because | :09:39. | :09:42. | |
of this she begged social services to put Seren in a secure unit, but | :09:42. | :09:48. | |
they wouldn't. They were so complacent in their attitude. I | :09:48. | :09:52. | |
have stated in a letter of complaint that I have always felt | :09:52. | :09:56. | |
that social services have never worked in my daughter's best | :09:56. | :10:04. | |
interest. They took the easy path. Placing my daughter with family was | :10:05. | :10:14. | |
:10:15. | :10:15. | ||
the easy option not the right option. I was unable to be heard | :10:15. | :10:19. | |
and then -- unable to get through to anybody whilst my daughter was | :10:19. | :10:24. | |
in a state and going downhill fast. The performance of social services | :10:24. | :10:26. | |
in Pembrokeshire has been under the spotlight recently. Last year, the | :10:26. | :10:29. | |
council was criticised in an investigation into the way it | :10:29. | :10:32. | |
handled child abuse allegations in education. Since then, it says | :10:32. | :10:36. | |
improvements have been made. The council wouldn't comment on Sarah | :10:36. | :10:39. | |
Pollock's specific allegations, but told us, "The death of a child is | :10:39. | :10:44. | |
obviously a matter of great concern and sadness. It has been referred | :10:44. | :10:47. | |
to the Pembrokeshire Local Safeguarding Children's Board. The | :10:47. | :10:51. | |
Board will examine all the issues surrounding the death". Seren's | :10:51. | :10:55. | |
mother never wanted her daughter in care. She believes Seren's death | :10:55. | :10:58. | |
shows there are serious flaws in the system, flaws she's determined | :10:58. | :11:05. | |

for tens of thousands of new homes to meet planning targets. Not | :11:42. | :11:44. | |
surprisingly, in many areas, this has become a major election issue, | :11:45. | :11:54. | |

as Roger Pinney reports. It was so straightforward then. The | :11:56. | :12:01. | |
nation needed new homes and our councils built them. In any era of | :12:02. | :12:05. | |
post-war reconstruction, finding the land never seemed to be a | :12:05. | :12:10. | |
problem. It is now and identifying where new housing can go may be one | :12:10. | :12:15. | |
of the biggest headaches facing councillors after the election. All | :12:15. | :12:18. | |
22 of our local authorities have been grappling with something | :12:18. | :12:23. | |
called local development plans. There are planning blueprints for | :12:23. | :12:26. | |
the next decade and so far, just three have managed to deliver. The | :12:27. | :12:30. | |
ins and outs of planning may be a bit dry but there is nothing boring | :12:30. | :12:34. | |
about waking up one morning to find thousands of new homes are planned | :12:34. | :12:39. | |
for your doorstep. That is what happened in Denbighshire and across | :12:39. | :12:46. | |
Wales they have been protest after protests. There's no inward | :12:46. | :12:53. | |
migration from the Merseyside and Cheshire. Critics say the problems | :12:54. | :12:56. | |
in Llandudno have been caused by housing targets set by the Welsh | :12:56. | :13:06. | |
:13:06. | :13:08. | ||
government. The protesters asking where will these new neighbours | :13:08. | :13:12. | |
come from? If people want to come here from Manchester or Liverpool, | :13:12. | :13:17. | |
it is up to them to find their own properties here that are for sale. | :13:17. | :13:21. | |
We should not be providing houses for them. The housing element is | :13:21. | :13:27. | |
wrong. It is totally wrong. much of an election issue is this? | :13:27. | :13:33. | |
A major one. This is the election issue for here. It is the election | :13:33. | :13:37. | |
issuing lots of areas and the politicians know that. The | :13:38. | :13:43. | |
political parties have their views and the Labour Welsh government is | :13:43. | :13:46. | |
being blamed. You have the local authorities saying these figures | :13:46. | :13:51. | |
are being forced upon them and the Dutch government is saying they can | :13:51. | :13:54. | |
decide their own figures but they have to be justified. There is a | :13:54. | :13:58. | |
stalemate at the moment so there has to be some strategy. What you | :13:58. | :14:05. | |
can't have is a massive democratic deficit and the planning system. -- | :14:05. | :14:11. | |
in the planning system. There is going to be a clash between what | :14:11. | :14:14. | |
those new councils think they have been elected to do and what the | :14:14. | :14:19. | |
government tells them they have to do. That is something which will | :14:19. | :14:23. | |
have to be resolved. I think there needs to be a more regionalisation | :14:23. | :14:29. | |
of the targets. If you don't have targets for homes, you run the | :14:29. | :14:32. | |
risks of saying to our children and grandchildren, we are not planning | :14:32. | :14:41. | |
for your future. That would have disastrous consequences. And so to | :14:41. | :14:49. | |
the big question, should these housing targets go? Yes. Know. | :14:49. | :14:54. | |
Some clear water between them but independent candidates and some | :14:54. | :14:58. | |
party standard-bearers won't toe the line. | :14:58. | :15:01. | |
Hundreds of bakers are preparing to march on Downing Street tomorrow in | :15:01. | :15:04. | |
protest at the so-called "pasty tax". In the recent Budget, the | :15:04. | :15:06. | |
Chancellor announced plans to charge VAT on freshly baked pies | :15:06. | :15:09. | |
and pasties. Among those travelling to London to lobby MPs is the boss | :15:09. | :15:13. | |

tax on. They don't have to tax the food we have. Armed with the | :16:16. | :16:22. | |
petition, the baker is marching on Downing Street tomorrow. He will be | :16:22. | :16:27. | |
joined by bakers from all over Britain. It is grossly unfair for | :16:27. | :16:34. | |
the consumer to pay an extra 20 %. We live in a very difficult | :16:34. | :16:39. | |
economic climate and a lot of our customers are on tight budgets. | :16:39. | :16:43. | |
They can't be expected to pay the extra amount. The government has | :16:43. | :16:47. | |
defended the move as a way of standardising VAT on all hot | :16:47. | :16:51. | |
