Welcome to Wales Today. Our top story: | :00:04. | :00:07.
Protestors win their argument in Powys tonight - plans for three | :00:07. | :00:12.
wind farms are opposed. But it's a public inquiry next. Local | :00:12. | :00:22.
:00:22. | :00:37. | ||
councillors don't have the final Also tonight: do river levels are | :00:37. | :00:40.
still rising. This pub beer garden is almost | :00:40. | :00:44.
under water and there is a warning of more flooding to come. | :00:44. | :00:48.
Should you get paid less in Wales than in England for doing the same | :00:48. | :00:51.
kind of job? Ten marine conservation zones are | :00:51. | :00:54.
planned for our coast, but the Welsh Government's under fire for | :00:54. | :01:01.
not visiting any of them. I know I am better looking than all | :01:02. | :01:04.
the girls. And patronising and stereotyping | :01:04. | :01:08.
the Welsh or just plain honest? The reality TV show all about the | :01:08. | :01:18.
:01:18. | :01:26. | ||
Good evening. The Liberal Democrats have called on the UK government to | :01:26. | :01:30.
rule out regional pay. Delegates at the conference in Brighton ruled | :01:30. | :01:37.
overwhelmingly against the expansion of regional or local pay. | :01:37. | :01:41.
A storm in a coalition teacup is brewing. Conservative ministers are | :01:41. | :01:45.
looking at replacing national pay deals for staff in schools and | :01:45. | :01:49.
hospitals with more local agreements. There Liberal-Democrat | :01:49. | :01:54.
coalition partners are not happy. I've brought together a supporter | :01:54. | :01:57.
of regional pay and the Liberal Democrat Assembly Member leading | :01:57. | :02:04.
the debate. Why is regional pay a good idea? If it is a basic concept | :02:04. | :02:07.
of fairness we pay is set nationally, it is not really take | :02:07. | :02:11.
into consideration local cost-of- living, if performance of | :02:11. | :02:17.
individuals. I completely disagree. When you talk about fairness, you | :02:17. | :02:20.
think about people doing the same job in different parts of the | :02:20. | :02:25.
country being valued and respected at the same level. There is already | :02:25. | :02:31.
an element of flexibility. But what does it mean outside the political | :02:31. | :02:37.
trouble? This solicitor is a partner at a small firm in South | :02:37. | :02:41.
Wales and she says she is having trouble filling a vacancy because | :02:41. | :02:46.
she can't compete with the public sector. With the public sector, | :02:46. | :02:53.
they have had packages or a final- salary pension, they also have | :02:53. | :02:57.
things like good holidays and they also have a higher starting rate of | :02:57. | :03:01.
pay. In the private sector, we can't offer that rate and, as a | :03:02. | :03:06.
result, candidates are more attracted to the public sector. | :03:06. | :03:12.
unions say regional pay is unfair. It will have a devastating impact | :03:12. | :03:16.
on the Welsh economy. It will strip money out of the Welsh economy with | :03:16. | :03:21.
people getting paid less. That is going to impact the private sector | :03:21. | :03:27.
as much as the public sector. little democrat members agree with | :03:27. | :03:35.
him. The conference vote was emphatic. - Liberal Democrat. The | :03:35. | :03:39.
vote does allow them to highlight the differences between themselves | :03:39. | :03:43.
and their conservative coalition partners at Westminster. We're | :03:43. | :03:47.
being told we need them to keep the lights on and supplies of fossil | :03:47. | :03:50.
fuels are running out so, tonight, another council in Wales weighs up | :03:50. | :03:54.
whether to give the go-ahead to wind farms. But, for now, it looks | :03:54. | :03:58.
like the protestors have won. In Powys, three schemes were up for | :03:58. | :04:01.
consideration and have tonight been opposed by the council. But that | :04:01. | :04:04.
won't be the end of the story. It's a public inquiry next. The final | :04:04. | :04:13.
say rests with politicians in London. Cemlyn Davies reports. | :04:13. | :04:19.
They gathered once again outside Powys Council's headquarters. More | :04:19. | :04:23.
than 150 campaigners came to show the opposition to more wind farms | :04:23. | :04:28.
and to which their councillors to do the same. The objections are a | :04:28. | :04:32.
visual point of view, on the point of view that wind farms, there is | :04:32. | :04:35.
little evidence that they are actually effective in producing | :04:35. | :04:40.
electricity. I am hoping that somebody might listen to us. | :04:40. | :04:46.
Somebody who has not got a vested interest in making a lot of money. | :04:46. | :04:50.
Such was the anticipated interest in today's defence, the Cabinet | :04:50. | :04:53.
meeting and debate that followed were both broadcast live on the | :04:53. | :04:59.
internet. The councillors had three planning applications to consider. | :04:59. | :05:04.
One Faure farm to be built here Meir Llanbrynmair. Councillors have | :05:04. | :05:09.
also been discussing an application to build a new wind farm above the | :05:09. | :05:14.
village of Llandinam. 100 or so turbines here at the moment | :05:14. | :05:22.
generate around 30 megawatts. Develop - developers want to | :05:22. | :05:27.
replace these. The third application concerns of the area | :05:27. | :05:32.
surrounding Llaithdu. At the moment, Wales has three wind farms with a | :05:32. | :05:37.
capacity to generate more than 50 megawatts of energy. Two of them | :05:37. | :05:42.
are offshore. There is a need for renewable energy because of climate | :05:42. | :05:46.
change and the threat to the supply of our energy markets. As much as | :05:46. | :05:51.
we can, we need to increase renewable energy generation. Powys | :05:51. | :05:58.
is a prime area for wind in eg - energy. Because the applications | :05:58. | :06:02.
are for wind farms which generate more than 50 megawatts, the final | :06:02. | :06:08.
decision must be made in London. Does it matter what the council | :06:08. | :06:13.
decides today because this is a decision that will be made by | :06:13. | :06:18.
politicians in Westminster? It will be made by politicians in | :06:18. | :06:21.
Westminster, I accept that, but I think it is important that they | :06:21. | :06:28.
know what the people on the ground are think. You had the views of the | :06:28. | :06:33.
whole of Powys County Council today. The council must be allowed to have | :06:33. | :06:38.
its say and every time it formally opposes one of these applications, | :06:38. | :06:43.
it triggers a public inquiry. Each one of those will cost in the | :06:43. | :06:48.
region of 150,000. Today that will grow further as the council opposed | :06:48. | :06:51.
all three applications. The leader has already asked the Welsh | :06:51. | :06:54.
Government for financial support. He has been suggested the final | :06:54. | :06:59.
bill could be in the region of 2.5 million. | :06:59. | :07:04.
Heavy rain has again caused disruption across Wales today. The | :07:04. | :07:07.
worst affected areas have been in the north. As the weather map shows, | :07:07. | :07:10.
few places have escaped the wet weather, which looks set to | :07:10. | :07:13.
continue into tomorrow. Sian Lloyd is in Rossett near Wrexham this | :07:13. | :07:23.
:07:23. | :07:24. | ||
evening. What is going on tonight? Tonight, a level of the river here | :07:24. | :07:29.
is rising. I am in the garden of a pub and half of the beer garden is | :07:29. | :07:33.
already under water. Members of the Environment Agency Wales have been | :07:33. | :07:38.
here today envoys in the owners and bringing in those temporary Fred | :07:38. | :07:45.
defiance measures. We have been out and about and many of the fields | :07:45. | :07:49.
have been flooded. A few miles from here, the River Dee has burst its | :07:49. | :07:56.
banks. It runs along the border from - between Wales and England. | :07:56. | :08:01.
Miles of land is under water and there is a flood water warning in | :08:01. | :08:06.
place. There are 11 alerts in place across Wales tonight. There are a | :08:06. | :08:10.
series of warnings being given out by North Wales Police for motorists. | :08:10. | :08:14.
There is a great deal of service - surface water and they want people | :08:14. | :08:18.
to slow down and take care. There is also disruption on the railway | :08:18. | :08:27.
lines. It has been a busy day for all of the emergency services. It | :08:27. | :08:37.
is still raining here and more rain to come. | :08:37. | :08:39.
Farmers are being urged to be vigilant after a virus which | :08:40. | :08:42.
affects cattle, sheep and goats has been detected in Wales for the | :08:43. | :08:45.
first time. The Welsh Government says Schmallenberg virus antibodies | :08:45. | :08:48.
have been discovered in three cows and a calf at a location in | :08:48. | :08:50.
Ceredigion. The virus has been circulating in England since last | :08:51. | :08:53.
year. It can cause stillbirths and deformities in animals, but isn't | :08:53. | :09:02.
thought to pose a risk to humans. 74 people have become ill after | :09:02. | :09:06.
visiting the Hilton Hotel in Langstone near Newport. An | :09:06. | :09:09.
investigation is being carried out after 51 guests and 23 staff | :09:09. | :09:12.
suffered from diarrhoea and vomiting, starting last Tuesday. | :09:12. | :09:16.
Public health officials say it's probably the norovirus. They say | :09:16. | :09:19.
the outbreak isn't linked to a particular function, but the virus | :09:19. | :09:23.
was passed on by someone originally infected. | :09:23. | :09:26.
The commissioners appointed to run Anglesey Council are being | :09:26. | :09:30.
withdrawn. It follows reports from them and the Auditor General for | :09:30. | :09:33.
Wales that the council has made a complete turnaround since March | :09:33. | :09:36.
last year. The commissioners took over the council's executive | :09:36. | :09:38.
functions after shortcomings in performance and allegations of | :09:38. | :09:45.
political infighting. The Welsh Government has been | :09:45. | :09:47.
criticised for not visiting fishing communities before publishing plans | :09:47. | :09:52.
to set up conservation zones off the coast. An investigation by BBC | :09:53. | :09:55.
Wales has found officials didn't make visits to assess how new rules | :09:56. | :10:01.
could impact on livelihoods. Ten new marine zones are planned around | :10:01. | :10:11.
:10:11. | :10:12. | ||
the coast to protect the environment, but could ban fishing. | :10:12. | :10:16.
Between temperature and Anglesey, 10 sites have been identified were | :10:16. | :10:18.
highly protected marine conservation zones could be | :10:18. | :10:22.
established. He has given the go- ahead, fishing and any harmful | :10:22. | :10:26.
activities to the environment could be banned. Many coastal communities | :10:26. | :10:32.
claim it will impact businesses badly. We found our by internet, | :10:32. | :10:41.
trawling through 300 page documents and then we did have a meeting with | :10:41. | :10:45.
the Welsh Assembly Government. But ferry minimum. The areas were | :10:45. | :10:50.
identified after research by the Countryside Council for Wales found | :10:50. | :10:55.
them rich in marine life but opposition has grown after the | :10:55. | :11:00.
consultation started especially after BBC Wales discovered | :11:00. | :11:03.
government officials did not visit any of the site before the plans | :11:03. | :11:07.
were published on the internet. In the middle of the Bristol Channel, | :11:07. | :11:12.
there has been a new take fishing area near Lundy Island for a decade. | :11:12. | :11:16.
It has been praised. There were four times as many lobsters after a | :11:16. | :11:21.
five-year study and other benefits as well. What we have seen is that | :11:21. | :11:27.
tourism is actually benefiting greatly from the No takes zone | :11:27. | :11:30.
because a lot of diverse now come to the island whereas they could | :11:30. | :11:39.
have gone somewhere else. We have seen in increase in tourism. | :11:39. | :11:44.
Tanzania sort then introduced in the 1990s and they use local people | :11:44. | :11:48.
to police the scheme. There was a greater understanding among local | :11:49. | :11:53.
people in Africa. We are talking about literally villages with a | :11:53. | :11:59.
village chief. We are not living in that way in Wales but it means the | :11:59. | :12:05.
same thing. If you discuss things you can end up quite quickly with a | :12:05. | :12:09.
structure where you can get lots of information. How conservation might | :12:09. | :12:19.
work in Wales is still being considered. They could be areas at | :12:19. | :12:21.
greatest threat and other areas which are more resilient way you | :12:21. | :12:27.
can allow these activities to continue. A decision on how many | :12:27. | :12:30.
conservation zones are to be set up and how they will be regulated is | :12:30. | :12:32.
expected from the Welsh Government this autumn. | :12:32. | :12:36.
And you can see more on that story in Taro Naw on S4C at 9pm with | :12:36. | :12:39.
English subtitles. Much more to come before 7pm: | :12:39. | :12:43.
It's a reality TV show all about the valleys. It's kicked off a huge | :12:43. | :12:47.
row about stereotyping the Welsh. A valleys MP who's criticised the | :12:47. | :12:57.
:12:57. | :12:58. | ||
producers and a star of reality TV A mother from Cardiff whose son is | :12:58. | :13:00.
one of more than 6,000 prisoners serving an open-ended sentence is | :13:00. | :13:05.
calling for a review of all such cases. The government recently | :13:05. | :13:09.
scrapped indeterminate sentences. These were originally handed out to | :13:09. | :13:13.
violent criminals in order to protect the public. Opponents, | :13:13. | :13:15.
including the Plaid Cymru MP Elfyn Llwyd, says they're effectively | :13:15. | :13:22.
"life sentences through the back door". | :13:22. | :13:27.
Eight years ago Shirley Lloyd's sun a mug someone in the street. She | :13:27. | :13:31.
says he deserved jail, what he did not deserve to be locked up year | :13:31. | :13:35.
after year without a date for release. I don't condone what he | :13:35. | :13:41.
did. He did deserve to go to prison, but I don't think a mugging, street | :13:41. | :13:47.
robbery, with no harm orangery was caused, physical injury and harm, I | :13:47. | :13:56.
don't think it merits a light sentence. Give him 10 years, give | :13:56. | :14:01.
him a date of release. But not an indeterminate sentence with no date | :14:01. | :14:07.
of release. No light at the end of the tunnel. But you can't get away | :14:07. | :14:13.
from the fact he did commit that crime. I was attacked when I was 23 | :14:13. | :14:18.
years of age. A man tried to rape me. That man went to prison for | :14:18. | :14:24.
four months for what he did to me. My son has gone to prison for eight | :14:24. | :14:29.
years of his life for doing a mugging, robbery, and if I was to | :14:29. | :14:33.
compare the two crimes, I know which one I would put away for | :14:34. | :14:39.
eight years. How today more than 6000 prisoners are currently | :14:39. | :14:44.
serving in prison at for public protection sentences. Around 3500 | :14:44. | :14:51.
have served more than the original term set by the judge. Elfyn Llwyd | :14:51. | :14:55.
says they are effectively life sentences through the backdoor. The | :14:55. | :14:57.
comments justice committee will press the UK government to review | :14:57. | :15:03.
these cases. But the Conservative MP, David Davies, says it is the | :15:03. | :15:08.
rights of the victim which should be considered first. People have | :15:08. | :15:11.
gone into prison with indeterminate sentences and they have gone in for | :15:11. | :15:16.
a reason. Usually because they pose a risk to the public. There is a | :15:16. | :15:19.
likelihood when they come out they will commit further violent | :15:19. | :15:23.
offences against the general population and therefore I am | :15:23. | :15:27.
surprised that Elfyn Llwyd is so concerned and is not thinking about | :15:27. | :15:31.
the human rights of the rest of us. The government has already | :15:31. | :15:35.
announced that the system will be replaced by what it says will be a | :15:35. | :15:39.
tougher regime. Shirley Lloyd knows that this year she will be getting | :15:39. | :15:43.
a Christmas card from prison again. She has now joined other families | :15:43. | :15:47.
around the country to campaign for their cases to be reviewed. | :15:47. | :15:50.
Questions are being asked about a decision to spend public money to | :15:50. | :15:53.
train Assembly Members how to ask questions. The Assembly Commission, | :15:53. | :15:56.
which employs AMs, says it's vital so that members can scrutinise | :15:56. | :16:00.
Ministers. But one AM who went on the course says the use of public | :16:01. | :16:03.
money can't be justified. Here's our political correspondent, Aled | :16:03. | :16:12.
ap Dafydd. It is Tim time again. Another | :16:12. | :16:19.
chance to get the basics right. Back after a nine-week recess, | :16:19. | :16:22.
Assembly members will be hoping to put training given to them before | :16:22. | :16:28.
the summer to good use. A Scottish barrister gave 10 training sessions. | :16:28. | :16:34.
The total cost was 10,500. They were trained in how to ask | :16:34. | :16:39.
questions, some were given advice on how to sit and what to wear. One | :16:39. | :16:42.
former Assembly member says political parties rather than | :16:42. | :16:46.
public money should be used to train politicians who are not the | :16:46. | :16:50.
finished article. A lot of people have complained over the years that | :16:50. | :16:55.
Assembly members do not seem to be added to the job or are not as good | :16:55. | :17:00.
as those elsewhere, as in Westminster. It might well be that | :17:01. | :17:06.
the commission has decided, we have got to improve our public image. | :17:06. | :17:09.
Unfortunately for them, spending public money in this way has not | :17:09. | :17:14.
improved the image of the Assembly at all. I took a certain amount | :17:14. | :17:20.
away from it that was helpful. I think there is a limit to what a QC | :17:20. | :17:24.
can teach Assembly members. We are in a different type of job. | :17:24. | :17:28.
asking questions does not always come naturally to everyone. First | :17:28. | :17:38.
:17:38. | :17:42. | ||
Minister,... The commission sees training opportunities as a chance | :17:42. | :17:47.
for members to improve their skills. D I think it is essential that | :17:47. | :17:49.
Assembly members are able to scrutinise the government, are able | :17:49. | :17:57.
to develop laws which are fit for the purpose of Wales. I am very | :17:57. | :18:00.
pleased they are prepared to come forward because they need that | :18:00. | :18:07.
training. For that you for that update. Today's attempt at | :18:07. | :18:11.
questioning the first minister got off to a less than perfect start. | :18:11. | :18:16.
Are you coming to the question? this is a story partly about the | :18:16. | :18:20.
use of public money but also about what type of institution this place | :18:20. | :18:25.
should be. An Assembly which caused the government to account will | :18:25. | :18:29.
always come with a price tag. Those in charge here say that value for | :18:29. | :18:34.
money will come if Assembly members perform their jobs better. | :18:34. | :18:37.
A new reality TV show starts tonight, but it's a bit closer to | :18:37. | :18:40.
home than some would like. The programme, called The Valleys, | :18:40. | :18:44.
features a cast of young people from South Wales who move into a | :18:44. | :18:46.
house in Cardiff together. Opponents say it's patronising and | :18:46. | :18:49.
stereotypes Welsh people, but the TV channel behind the show has | :18:49. | :18:52.
defended its portrayal of the area. Here's our arts and media | :18:52. | :19:02.
:19:02. | :19:02. | ||
correspondent, Huw Thomas. This is what I was born for. Posing, | :19:02. | :19:07.
my hair blowing in the wind, looking stunning. Half they are | :19:07. | :19:11.
nine JUN people brought from towns and villages across South Wales to | :19:11. | :19:17.
share a terraced house in Cardiff. The Valleys is warts-and-all and | :19:17. | :19:21.
while the cameras are always watching, they cast a given task | :19:21. | :19:25.
designed to help them become models and celebrities. I am going to give | :19:25. | :19:29.
you some posters and I want you to get talking to people. It all | :19:29. | :19:33.
happens under the guidance of two mentors will steer them towards | :19:33. | :19:35.
success but they have been accusations that Welsh people will | :19:35. | :19:39.
come off badly because of the show and it is wrong to suggest you need | :19:39. | :19:44.
to escape the valleys to get ahead in life. With a rocking horse, | :19:44. | :19:47.
leeks and sheep on the walls in the House, campaigners say it is all | :19:47. | :19:54.
based on lazy stereotypes. Their accusation MTV rejects. There is | :19:54. | :19:58.
always some accusations but the show is absolutely celebrating | :19:58. | :20:02.
these nine JUN people and their mentors. It is very much about | :20:02. | :20:06.
their individual stories. The thing they have in common is their common | :20:06. | :20:09.
sense of pride and their sense of identity but the show is about | :20:09. | :20:15.
their individual journeys. He is not about stereotyping. Her MTV has | :20:15. | :20:18.
launched a big advertising campaign to get the programme noticed but | :20:18. | :20:21.
the marketing started a debate about the impression the show was | :20:21. | :20:27.
going to make. Charlotte Church will not be watching. She told her | :20:27. | :20:30.
twitter followers that it will exploit the cast and the horrific | :20:30. | :20:33.
representation of Wales. But there has been support from Gareth Thomas, | :20:33. | :20:38.
who says he will be sitting down to watch. MTV insists it is right to | :20:38. | :20:43.
highlight problems in the valleys. He says unemployment and the lack | :20:43. | :20:46.
of opportunities are real issues in these parts of South Wales but | :20:46. | :20:50.
campaigners say it is wrong to focus on the negatives. They want | :20:50. | :20:54.
MTV to make a pledge to help young people who are growing up in the | :20:54. | :20:59.
area. If they have done a great deal of harm to start off. I feel | :20:59. | :21:03.
very annoyed about it already. I think it is about time they showed | :21:03. | :21:06.
the pace and respect and the best way to do that is to donate five | :21:06. | :21:12.
per cent of the profits of the show to a valleys charity. That is a | :21:12. | :21:20.
drop in the ocean. But he would make a difference. The call for a | :21:20. | :21:24.
donation has so far gone unanswered by MTV and it is the ratings that | :21:24. | :21:29.
will decide if the show is a success. I am supposed restyling | :21:29. | :21:35.
the girls today but I have still got the goggles. Critics who have | :21:35. | :21:39.
seen the first episode say it is jaw-dropping the funny, outrageous | :21:39. | :21:42.
and crass. Viewers can make their own minds up tonight. | :21:42. | :21:45.
I'm joined by the MP for the Rhondda, Chris Bryant, and Glyn | :21:45. | :21:50.
Wise, who appeared on reality show Big Brother. You have not seen the | :21:50. | :21:54.
show yet. No, but I have watched the clips and I have read the | :21:54. | :21:58.
publicity. I used to watch big brother, I don't mind a bit of fun | :21:58. | :22:02.
on television, I don't even mind a bit of nudity on television, but | :22:02. | :22:07.
what I do mind is when it is so lazy. They have got lots of sheep | :22:07. | :22:13.
because it is in Wales. They have not got a rocking horse, they have | :22:13. | :22:19.
got a rocking sheep. It is a bit of fun, isn't it? It is patronising. | :22:19. | :22:23.
First of all, it implies the only way you can get on a life is by | :22:23. | :22:26.
getting out of the valleys and going to Cardiff and that somehow | :22:26. | :22:31.
the streets are paved with gold in Cardiff. Completely and utterly | :22:31. | :22:35.
untrue. Secondly, the oppression that you are more likely to get on | :22:35. | :22:39.
in life if you can become a celebrity. You are more likely to | :22:39. | :22:43.
win the lottery. Even if you have been a big brother, you still end | :22:43. | :22:50.
up having to be a teacher. You did the whole reality TV show thing. It | :22:50. | :22:55.
did not do you any harm. publicity is good publicity. When | :22:55. | :23:02.
it comes to Wales, great. This is not something new. This has been | :23:02. | :23:10.
done over and over. It has been done in Essex and Newcastle. | :23:10. | :23:14.
Hopefully, the whole publicity will come to Wales. In my eyes, | :23:14. | :23:19.
hopefully we will get more out of it. What about the negative | :23:19. | :23:26.
impression of Wales? This is what people are concerned about. | :23:26. | :23:36.
:23:36. | :23:36. | ||
really. To be honest, the publicity is going to grow and that is what | :23:36. | :23:42.
people want to watch. To be honest, I did well from it. We managed to | :23:42. | :23:47.
get the Welsh-language on the front page of newspapers. It was all over | :23:47. | :23:54.
the news. That is a good thing. were only two contestants out of 14 | :23:54. | :23:58.
people. The this is not about trying to get a good result for | :23:58. | :24:03.
Wales. If that was the case, MTV would be donating five per cent of | :24:03. | :24:06.
its profits from the programme to valleys kids so it would make a | :24:06. | :24:11.
difference. Yes, there are problems in the valleys. There are not | :24:11. | :24:15.
enough jobs, the real difficulty for young people, unemployment in | :24:15. | :24:19.
my patch has gone up by 700 and said a five per cent in the last | :24:19. | :24:22.
year, but this is about rich people in London making money out of | :24:22. | :24:27.
people in Wales. Thank you very much. | :24:27. | :24:30.
Sport, and Wales will launch its own track cycling team next week | :24:30. | :24:33.
with new junior world champion Elinor Barker one of the first | :24:33. | :24:36.
riders on its books. The Sport Wales Institute Welsh Cycling trade | :24:36. | :24:39.
team will compete in World Cup events, racing against the likes of | :24:39. | :24:43.
Sir Chris Hoy in the all-conquering Great Britain squad. Wales is the | :24:43. | :24:53.
:24:53. | :25:05. | ||
first of the home nations to have its own track team. Let's get the | :25:05. | :25:10.
Richard Hopkins in Llandudno has recorded over 100mm of rain since | :25:10. | :25:12.
Sunday evening. That's over four inches and well over a month's | :25:13. | :25:17.
worth of rain. There is still one flood warning in force in the Lower | :25:17. | :25:20.
Dee Valley from Llangollen to Chester. Plus eleven other flood | :25:20. | :25:25.
alerts on rivers in Mid Wales and the north. There is also a Met | :25:25. | :25:28.
Office amber warning covering the north and most of Mid Wales. Valid | :25:28. | :25:33.
until midnight. Another 10mm to 30mm of rain expected. So a wet | :25:33. | :25:38.
evening and night for much of the country. Some persistent rain and | :25:38. | :25:43.
poor travelling conditions. The reason for all the heavy rain is | :25:43. | :25:47.
low pressure. It came up from the south earlier in the week and, | :25:47. | :25:51.
having moved north, it's now moving south again. So, tomorrow, more | :25:51. | :25:57.
cloud, rain and showers. Heavy in places. Strong winds on Anglesey. | :25:57. | :26:02.
The north-east wind whistling through the Menai Strait. The good | :26:02. | :26:08.
news, there will be a few gaps in the rain. The sun may break through | :26:08. | :26:12.
in Carmarthen. During the day the rain will turn more showery. Heavy | :26:12. | :26:15.
showers in places with thunder, but some dry spells developing with a | :26:15. | :26:20.
few bright or sunny intervals. So, overall, not as wet as today. | :26:20. | :26:22.
Temperatures a little higher, between 12 and 14 degrees Celsius | :26:22. | :26:26.
with a cool north-easterly breeze. Brisk and gusty on exposed coasts | :26:26. | :26:30.
in the north and west. Tomorrow evening, the showers will ease with | :26:30. | :26:33.
more of the country becoming dry. The wind easing as well. Thursday a | :26:33. | :26:39.
better day. You may catch a shower but generally drier. Some sunshine | :26:39. | :26:44.
and lighter winds. Beyond that, a front will bring a little rain and | :26:44. | :26:48.
showers on Friday. Saturday will be dry apart from the odd light shower. | :26:48. | :26:51.
Some bright spells and sunshine. Sunday windier with rain spreading | :26:51. | :27:01.
:27:01. | :27:19. | ||
from the northwest during the Cancers in Powys have opposed plans | :27:19. | :27:23.
for three new wind farms at. There has been public opposition but the | :27:23. | :27:27.
final say rests with the UK government. | :27:27. | :27:31. |
