Welcome to Wales Today. Our top story. | :00:02. | :00:05.
Scathing criticism tonight from the MP Ann Clwyd of nurses caring for | :00:05. | :00:15.
:00:15. | :00:19. | ||
her dying husband. I could not get anybody to pay any attention. I | :00:19. | :00:26.
asked the question, where were the nurses? He was cold. Surely that is | :00:26. | :00:36.
:00:36. | :00:41. | ||
basic, to keep somebody warm, Our other headlines tonight. | :00:41. | :00:45.
A 50-million contract for a cheese factory. But still concerns from a | :00:45. | :00:50.

donation system is a step closer to becoming law. | :00:56. | :01:02.
Pheobe's had to deal with cancer treatment and a stroke. How do we | :01:02. | :01:05.
ensure children like her are not alienated when they return to | :01:05. | :01:06.
school? The Royal Welsh parade through | :01:06. | :01:10.

Good evening. Her husband died, she says, like a battery hen. Cold and | :01:23. | :01:28.
neglected by nursing staff at one of Wales's leading hospitals. The | :01:28. | :01:31.
Cynon Valley MP Ann Clwyd says medical staff at the University | :01:31. | :01:33.
Hospital of Wales, Cardiff, treated Owen Roberts with arrogance and | :01:33. | :01:40.
indifference. Ann Clwyd has told Wales Today that he died of cold | :01:40. | :01:45.
and from people who didn't care. Our parliamentary correspondent | :01:45. | :01:53.
David Cornock is at Westminster. Ann Clwyd says she's been contacted | :01:53. | :01:56.
by dozens of people from across Britain who've lost loved ones in | :01:56. | :02:02.
similar circumstances. Owen Roberts had multiple sclerosis but he died | :02:02. | :02:08.
with pneumonia he caught in hospital. Ann Clwyd has been | :02:08. | :02:18.
:02:18. | :02:19. | ||
talking to me about her husband's last hours. The day before he died | :02:19. | :02:26.
I went into the hospital and sat by his bed from 230 until 1030 at | :02:26. | :02:35.
night. I was just surprised that more people had not come to see him | :02:35. | :02:41.
or to see if he was comfortable. He was not comfortable and he was cold. | :02:41. | :02:47.
I had seen the coldness in the previous week as well when he was | :02:47. | :02:53.
in accident and emergency for 24 hours. The fact he was not covered, | :02:53. | :02:58.
his legs were bare. One of my friends had been in and put socks | :02:58. | :03:03.
on his feet because he was so cold. I was wearing a coat. I could not | :03:03. | :03:07.
find anybody. I went into the corridor to see if anybody was | :03:07. | :03:13.
passing. If there was a nurse, I would ask why he was not in | :03:13. | :03:18.
intensive care if he was so ill. They said there were others worse | :03:18. | :03:26.
than him. He had had M us for a long period of time. He was always | :03:26. | :03:35.
a strong person and dignified. He had good humour and that is not the | :03:35. | :03:40.
way to see him dying. You raised your concerns, what sort of | :03:40. | :03:46.
response did you get? I have seen the consultant. I spent an hour and | :03:46. | :03:56.
:03:56. | :03:57. | ||
a quarter with him. The chief nurse then he rang me up after I had seen | :03:57. | :04:02.
the consultant and said I would like to talk you because I am | :04:02. | :04:07.
worried about what you said. I said I was prepared to talk but not | :04:07. | :04:14.
today. It takes it out to view every time you talk about it. I | :04:14. | :04:18.
know also up there is no point saying these kinds of things in a | :04:18. | :04:23.
quiet way or to write it in reports because nothing happens. I have | :04:23. | :04:27.
seen enough of that over the years to know if you want something to | :04:27. | :04:32.
happen, if you want something to change, you have to speak out about | :04:32. | :04:39.
it. It is quite hard. As a politician, you know that huge sums | :04:39. | :04:44.
have gone into the NHS. What you were describing seems almost a | :04:44. | :04:52.
problem of attitude? Absolutely. Not caring. I ask where have all | :04:52. | :04:58.
the nurses gone. It is very well to have graduate nurses and some of | :04:58. | :05:06.
those are caring nurses. But some quite clearly are not. I do not | :05:06. | :05:09.
think Nye Bevan would have wanted to see a health service operating | :05:09. | :05:16.
in this way. Nobody from the hospital was available for | :05:16. | :05:19.
interview. But we do have a statement in which it says it | :05:19. | :05:24.
acknowledges the seriousness of the concerns are raised by Ann Clwyd | :05:24. | :05:31.
and looks forward to meeting her to discuss so that a full and formal | :05:31. | :05:35.
investigation into the circumstances can begin. As they | :05:35. | :05:38.
have bought it says we will not tolerate poor care and that is why | :05:38. | :05:45.
it is important that every incident is fully investigated. Why has Ann | :05:45. | :05:50.
Clwyd been talking about this Today? Here at Westminster, the | :05:50. | :05:54.
chief nursing officer for England has said it is important to put | :05:54. | :05:58.
compassion back into nursing. It's at the top of the political agenda | :05:58. | :06:04.
at Westminster and Ann Clwyd has decided to raise it now. The Royal | :06:04. | :06:07.
College of Nursing in Wales has also issued a statement in which | :06:07. | :06:11.
they say they do not know the details of her experience that if | :06:11. | :06:17.
the situation is as reported that this is the type of an acceptable | :06:17. | :06:23.
scenario that can arise when hospitals operate close to capacity. | :06:23. | :06:27.
They are making the point that against severe economic | :06:27. | :06:30.
difficulties, nursing staff on the ground are facing increasing | :06:30. | :06:35.
pressure. That is the view of the Royal College of Nursing in Wales. | :06:35. | :06:39.
It's one of Wales' busiest roads and there have been calls for it to | :06:39. | :06:41.
be upgraded for years. Tonight the Welsh Government announced plans to | :06:41. | :06:45.
complete the dualling of the Heads of the Valleys Road. But it's going | :06:45. | :06:52.
to borrow the money to pay for it. Ministers also announced plans to | :06:52. | :06:54.
borrow more money for new school buildings. Here's our Political | :06:54. | :07:01.
Correspondent Tomos Livingstone. The road connects Swansea and West | :07:01. | :07:07.
Wales to the Midlands. The artery desperately needs upgrading. Plans | :07:07. | :07:12.
to turn the whole stretch into a dual-carriageway were first | :07:12. | :07:16.
announced in 1995. Paying the cost has been difficult. Today, the | :07:16. | :07:22.
Welsh government announced the remaining sections will be upgraded | :07:22. | :07:28.
by Twenty20. That will be borrowing 300 million to pay for it. For | :07:28. | :07:34.
businesses in Merthyr Tydfil, the announcement is not before time. | :07:34. | :07:38.
Everybody who lives here knows somebody who has had a fatal | :07:38. | :07:43.
accident or some sort of accident on that road. It deters people from | :07:43. | :07:47.
sending children to school because they have to go on that dangerous | :07:47. | :07:53.
road. Millions of pounds of also being bothered to speed up | :07:53. | :07:59.
improvements to schools. The UK government cut hour but it by over | :07:59. | :08:08.
40%, the capital budget. Let us work in partnership to get the | :08:08. | :08:11.
money into infrastructure. That is what a responsible government | :08:11. | :08:16.
should be doing, as we are. How is it being paid for? In your body | :08:17. | :08:23.
will be set up to allow ministers to buy at 300 million. Councils | :08:23. | :08:27.
will be able to borrow more for school improvement. The money will | :08:27. | :08:33.
have to be paid back. As anybody working on hire purchase nose in | :08:33. | :08:36.
the long run are to be more expensive than if you can afford to | :08:36. | :08:40.
pay it up front. But you have to drive for the best deal you can. | :08:40. | :08:44.
The budget for next year was approved by the Assembly today | :08:44. | :08:49.
thanks to a deal between Labour and Plaid Cymru leader Leanne Wood. She | :08:49. | :08:53.
visited a site in Cardiff today to see how extra cash for | :08:53. | :08:57.
apprenticeships can be spent. At the time of cuts, the Welsh | :08:57. | :09:00.
government hopes its latest initiative can help to get the | :09:01. | :09:03.
economy moving. A creamery in Gwynedd has secured a | :09:03. | :09:06.
50-million contract with one of the UK's biggest cheese suppliers. | :09:06. | :09:09.
South Caernarfon Creamery, which employs more than a hundred people | :09:09. | :09:11.
near Pwllheli, says the new contract means it'll double its | :09:11. | :09:16.
cheese making capacity. Our reporter Dafydd Evans is in our | :09:16. | :09:26.
:09:26. | :09:29. | ||
Bangor newsroom. How much is this contract worth? Fifty million | :09:29. | :09:31.
pounds and South Caernarfon Creamery have described this as a | :09:31. | :09:34.
lucrative contract. Starting in January they'll be supplying cheese | :09:34. | :09:37.
for an Irish company called Adams' Food Limited. They're said to be | :09:37. | :09:40.
one of the biggest suppliers to the retail and foodservice sectors in | :09:40. | :09:43.
the UK and are understood to deal with brands such as Pilgrim's | :09:43. | :09:45.
Choice and Kerrygold. This contract is expected to last three years. | :09:45. | :09:48.
And it means that the South Caernarfon Creamery will be | :09:48. | :09:52.
building a new facility at their site in Y Ffor, near Pwllheli. That | :09:52. | :09:55.
will cost around ten million pounds and will mean a doubling in | :09:55. | :09:58.
capacity in about four years. This is how the company's Managing | :09:58. | :10:01.
Director, Alan Wyn Jones, reacted to the awarding of the contract | :10:01. | :10:09.
earlier. We are delighted. We have worked on this contract for over | :10:09. | :10:16.
12. We are pleased to skewer on a long-term basis. It allows us to | :10:16. | :10:20.
grow as a business, to invest and to attract more milk into the | :10:20. | :10:24.
business for the future. And this comes after the company decided to | :10:24. | :10:27.
stop processing milk at the site? That's right. Early in October, the | :10:27. | :10:29.
company, which is farmer owned cooperative, announced it had lost | :10:29. | :10:37.
a big milk contract. Ten jobs have been lost as a result of that move. | :10:37. | :10:40.
And there might have been fears about more. But the company say | :10:40. | :10:43.
this new contract will secure the remaining hundred and ten jobs at | :10:43. | :10:50.
the plant for the next few years. What sort of reaction has there | :10:50. | :10:56.
been? The farming unions have broadly welcomed the news. The NFU | :10:56. | :10:58.
saying it was a positive outcome for the economic well-being of | :10:58. | :11:02.
north Wales. The FUW gave what it called a 'guarded welcome' to the | :11:02. | :11:06.
news. They expressed regret that the company had decided to leave | :11:06. | :11:11.
the milk market. The company say that securing more milk suppliers | :11:11. | :11:14.
is vital to the future success of the company and that's what they're | :11:14. | :11:24.
A cargo ship which sank last year, killing six men, had a catastrophic | :11:24. | :11:28.
structural failure. A report found the MV Swanland was in the middle | :11:28. | :11:31.
of a gale force storm off the Gwynedd coast when waves snapped | :11:31. | :11:37.
its hull. It sank in 15 minutes. Two of the Russian crew were | :11:37. | :11:40.
winched to safety by a rescue helicopter team from RAF Valley. A | :11:40. | :11:50.
:11:50. | :11:55. | ||
final report will be published next year. | :11:55. | :11:58.
A new organ donation system is a step closer tonight after the | :11:58. | :12:01.
publication of a bill by the Welsh Government. People living here will | :12:01. | :12:04.
automatically have their organs donated when they die unless they | :12:04. | :12:07.
have opted against that. The bill could become law by next summer, | :12:07. | :12:16.
but wouldn't start taking effect until 2015. Sophie from Cardiff is | :12:16. | :12:20.
one patient waiting for a transplant. She has been waiting | :12:20. | :12:24.
three years. Three times a week she faces the task of giving herself | :12:24. | :12:31.
dialysis. You are in a kind of limbo. You cannot work. I have been | :12:31. | :12:38.
told I cannot work until I get a kidney. You cannot just pick up and | :12:38. | :12:42.
go somewhere. You have to think about their palaces. Going to stay | :12:43. | :12:50.
with my parents, I have to have dialysis. That is why Sophie is | :12:50. | :12:54.
supporting the move to change the law on organ donation. If the Bill | :12:54. | :12:59.
is passed them most Welsh residents will be considered potential organ | :12:59. | :13:02.
donors unless they have specifically chosen not to. If a | :13:02. | :13:07.
choice has not been made either way then a individual would be presumed | :13:07. | :13:17.
:13:17. | :13:26. | ||
to have given Prasad -- given consent. Conversations take part | :13:27. | :13:31.
every day on wards such as this one about the possibility of donating | :13:31. | :13:36.
organs. Staff want people to be assured that even under the new | :13:36. | :13:42.
system the organs would not be taken if the family are opposed. | :13:42. | :13:51.
The family will always be consulted no matter the letter of the law. | :13:51. | :13:55.
What is crucial according to the health minister is that family | :13:55. | :14:00.
members let each other know in advance about their wishes. We are | :14:00. | :14:04.
today launching Hart to Hart which will encourage people in Wales to | :14:04. | :14:08.
think about their organ donation wishes and talked to the family | :14:08. | :14:12.
about them at to make it a new year's resolution to join the | :14:12. | :14:16.
register. There are no plans for an opt-out system in England but the | :14:16. | :14:20.
government says it has the cream at of the relevant UK government | :14:20. | :14:28.
department to push on with the changes. Adults who have lived in | :14:28. | :14:33.
Wales for more than six months can choose to opt in or opt out. But | :14:33. | :14:37.
there has been strong opposition from churches and from within the | :14:37. | :14:42.
Muslim and Jewish communities. Some politicians say the new proposals | :14:42. | :14:47.
just will not work. I want to increase the number of organs | :14:47. | :14:51.
available for the nation. I do not believe a system of presumed | :14:51. | :14:58.
consent will do that. I went to see money being spent on finding out | :14:58. | :15:04.
what next of kin know about the potential donor's opinion. | :15:04. | :15:07.
Welsh government says changing the law by itself will not guarantee | :15:07. | :15:11.
more organ donors. But along with urging families to talk about the | :15:11. | :15:15.
issue, they argue it is an important step to help people like | :15:15. | :15:18.
Sophie get the organs they desperately need. | :15:18. | :15:28.
Much more to come before 7 o'clock. Snow on the Berwyn Mountains | :15:28. | :15:35.
tonight. It is tuning colder. We'll have a full forecast later. | :15:35. | :15:38.
The last collection for the twins who have been emptying the bins for | :15:38. | :15:40.
30 years.$$NEWLINE Many children feel alienated and left behind when | :15:40. | :15:44.
they go back to primary school after treatment for cancer. That's | :15:44. | :15:48.
according to a new report by the charity CLIC Sargent. It says more | :15:48. | :15:51.
than half of those questioned for its survey felt they'd grown apart | :15:51. | :15:57.
from school friends. But a school in Vale of Glamorgan has gone the | :15:57. | :16:00.
extra mile to make sure that didn't happen to one pupil diagnosed with | :16:00. | :16:03.
a brain tumour. Phoebe Taylor enjoys being back in the classroom | :16:03. | :16:06.
with her friends. The nine-year-old was off school for over a year. | :16:06. | :16:09.
Phoebe was just seven and was playing at home when she collapsed. | :16:09. | :16:12.
After being rushed to hospital she was diagnosed with a high risk | :16:12. | :16:15.
brain tumour. The only option for survival was to operate but Phoebe | :16:15. | :16:18.
also suffered a stroke during surgery. A year ago she was unable | :16:18. | :16:22.
to move or talk. It has been a long road, but her speech is coming back | :16:22. | :16:25.
and she has returned to her school. Llandough Primary did all they | :16:25. | :16:32.
could to keep Phoebe a part of class room life when she was off. | :16:32. | :16:37.
They chose a seat for her in the classroom even though they knew she | :16:37. | :16:41.
would not be there for the year. They put a picture on it for her. | :16:41. | :16:47.
They had a big picture of her on the wall which they moved around to | :16:47. | :16:51.
see where they would be able to see the most. They called her name on | :16:51. | :17:00.
the register and someone would take turns to answer for her. A report | :17:00. | :17:03.
from a children's cancer charity says this is often not the case. | :17:03. | :17:12.
With around 1,600 childhood cancers detected in the UK every year, | :17:12. | :17:18.
parents say they are not happy with the support. Many children feel | :17:18. | :17:23.
left behind when they return to school after treatment for cancer. | :17:23. | :17:27.
Their parents find it hard at times to get the support they need for | :17:27. | :17:37.
:17:37. | :17:40. | ||
their child to maintain their educational development. To help, | :17:40. | :17:43.
Phoebe now has a one to one assistant supplied by the local | :17:43. | :17:46.
education authority. And the school building has been adapted for her | :17:46. | :17:56.
needs. We have had a hand rails put into and she has a chair but she | :17:56. | :17:59.
remains in for the mornings. Last Christmas Phoebe spent it in | :17:59. | :18:01.
hospital, this year, she's preparing for the school Christmas | :18:01. | :18:05.
concert back with her friends. Home from their latest tour of | :18:05. | :18:08.
Afghanistan soldiers from the 1st battalion Royal Welsh have been | :18:08. | :18:11.
parading through Swansea today. As the city reaffirmed its commitment | :18:11. | :18:15.
to the armed forces and remembered the fallen, one woman who lost her | :18:15. | :18:18.
partner there has embarked on a mission of her own, running 415 | :18:18. | :18:28.
:18:28. | :18:40. | ||
miles in a year to raise money for Away from the official ceremony, | :18:40. | :18:44.
this woman is paying her own tribute with a quiet determination | :18:44. | :18:49.
that is taking her around Britain and beyond, running 450 miles in | :18:49. | :18:56.
memory of her partner, a captain in the first Battalion Royal Welsh. | :18:56. | :19:00.
The 415 -- soldier to die in Afghanistan. The it has been six | :19:00. | :19:10.
months. I have moments and I think about what could have been. The | :19:10. | :19:15.
running keeps me focused and if I am having that Dai -- downtime, I | :19:15. | :19:20.
find it run helps me. It may not help other people but for me, doing | :19:20. | :19:26.
something positive and getting out does help me clear my head. Captain | :19:26. | :19:30.
Stephen Healey died in May when the patrol vehicle he was in was blown | :19:30. | :19:35.
up by a bomb. Regarded by fellow soldiers as a brilliant army | :19:35. | :19:39.
officer and outstanding individual, he was also highly thought of for | :19:39. | :19:46.
his charity work. Earlier this year he organised a walk from the | :19:46. | :19:49.
battalion's barracks in Chester to Llandudno. It was the love of | :19:49. | :19:54.
running he shared with his bat at that inspired her year long | :19:54. | :19:59.
adventure to help that same charity. In Swansea, among the official | :19:59. | :20:05.
tributes to the soldiers, they were thought to have the families. | :20:05. | :20:12.

March. This week, it's up to you to vote | :21:10. | :21:13.
for the BBC Wales Sports Personality of the Year. You need | :21:13. | :21:16.
to pick your favourite from a shortlist of 10 sporting stars. The | :21:16. | :21:19.
winner will then be announced on Monday. Details of how to vote are | :21:19. | :21:22.
coming up after we continue our guide to the contenders. Tonight, | :21:22. | :21:25.
Claire Summers looks back at a great year for Mark Colbourne and | :21:25. | :21:33.
Nathan Cleverly. Nathan Cleverly took it all in his stride this year. | :21:33. | :21:40.
He had a successful defence of his title in Cardiff. Then in the | :21:40. | :21:47.
autumn, another successful defence and another victory in Los Angeles. | :21:47. | :21:57.

And we'll spotlight two more contenders every night for the rest | :23:40. | :23:44.
of the week. Just before I go, let me tell you that Wrexham's match at | :23:44. | :23:46.
Alfreton, scheduled for tonight, has been called off because of a | :23:46. | :23:56.
:23:56. | :24:04. | ||
waterlogged pitch. No news yet on It is turning colder. Sue's got the | :24:04. | :24:06.
forecast tonight. It's turning much colder over the | :24:06. | :24:09.
next few days with frost and ice developing across Wales overnight. | :24:09. | :24:12.
Drier in the east tonight but showers in the west as a weak cold | :24:12. | :24:15.
front moves southwards. Also in the hills where we could see snow | :24:15. | :24:19.
falling above 300 metres. So the Met Office is warning of an ice | :24:19. | :24:21.
risk across North and Mid Wales as temperatures fall below freezing | :24:21. | :24:24.
following those wintry showers. So some early frost and ice. The | :24:24. | :24:27.
remnants of that front clear southwards tomorrow. Then it turns | :24:27. | :24:30.
into a dry, cold and crisp day across Wales, some decent sunny | :24:30. | :24:32.
spells for most. Just a few isolated showers possible in the | :24:32. | :24:36.
north and west. Wintry in the hills, light winds, but turning to a more | :24:36. | :24:38.
northerly direction so feeling even colder. Maximum temperatures | :24:38. | :24:41.
between just 3 Celsius in Wrexham and 6 Celsius in Pembrokeshire. | :24:41. | :24:43.
Then tomorrow night, under those clearer skies, any warmth escapes | :24:43. | :24:46.
and it turns bitterly cold. A hard frost likely with sub zero | :24:46. | :24:49.
temperatures in towns and cities. Even colder in the countryside. On | :24:49. | :24:51.
Thursday, another weather system coming in from the northwest, | :24:51. | :24:54.
bringing a mix of rain, sleet and possibly snow on higher ground | :24:54. | :24:57.
above 300 metres. Strong winds as well, especially along the west | :24:57. | :25:00.
coast. But it'll pick up by the end of the week. High pressure starts | :25:00. | :25:04.
to build in for the weekend. So while it'll stay very cold, it will | :25:04. | :25:08.
also be drier and much more settled. A colder few days to come with rain | :25:08. | :25:11.
at times on Thursday. Bright and crisp by Friday and Saturday, but a | :25:11. | :25:14.
continued risk of fog, frost and ice overnight. Feeling a bit more | :25:14. | :25:17.
wintry over the next few days. There's already snow in the Berwyn | :25:17. | :25:27.

mountains. Identical twin bin men from | :25:31. | :25:33.
Pontypridd are finally hanging up their boots after 30 years. | :25:33. | :25:36.
Christopher and Stephen Williams, who turn 60 tomorrow, have been | :25:36. | :25:39.
pounding the same streets since the 1980s. But in the run up to | :25:39. | :25:41.
Christmas, they're better known as Santa Claus' helpers. Carwyn Jones | :25:41. | :25:49.
caught up with them on their last No, you're not seeing double. There | :25:49. | :25:52.
really are two bin men in Santa hats. For 30 years, identical twins | :25:52. | :25:55.
Christopher and Stephen Williams have been getting up at the crack | :25:55. | :25:58.
of dawn for their daily rounds. They've become familiar faces on | :25:58. | :26:01.
the streets of Rhondda Cynon Taf and have seen a fair few changes in | :26:01. | :26:06.
their time. The role of a bin man isn't what it used to be and | :26:06. | :26:09.
they've decided to hang up their high visibility jackets for good. | :26:09. | :26:19.
But they'll certainly be missed. old dog cannot learn new tricks. | :26:19. | :26:24.
is getting too complicated. Over the years they've built up a loyal | :26:24. | :26:26.
following, particularly with parents who tell their children | :26:26. | :26:33.
that Santa Claus and his brother are emptying their bins. We will | :26:33. | :26:37.
miss them. We will miss seeing them around and seeing their cheery | :26:37. | :26:43.
faces. After the strain of emptying a thousand bins a day for the last | :26:43. | :26:47.
30 years, the twins won't be stuck for things to do in their | :26:47. | :26:57.

retirement. I have a lot of work to do in the House. My wife has a big | :26:57. | :27:00.
list. Although Christopher and Stephen won't be working together | :27:00. | :27:04.
anymore, they still plan to meet up every day and most of all, have a | :27:04. | :27:14.
:27:14. | :27:17. | ||
lie in. The headlines. George Osborne is planning an investment | :27:17. | :27:26.
drive in tomorrow's budget. Cynon Valley MP Ann Clwyd has criticised | :27:26. | :27:29.
the care her husband received before he died in hospital. She | :27:29. | :27:33.
says he was treated like a battery hen. The health board says it wants | :27:33. | :27:35.
to meet her to investigate what happened. | :27:35. | :27:39. |
