You would definitely think there would be petty crime but nothing | :00:17. | :00:22.
that violent. I am at Newport where officers are continuing to | :00:22. | :00:32.

causing controversy after an English Good evening. A woman has died and a | :01:28. | :01:31.
man is seriously injured in hospital after a shooting in Newport. Police | :01:31. | :01:40.
have recovered a gun from the scene. One eyewitness described seeing two | :01:40. | :01:44.
people lying by the side of a car parked in the middle of the road. | :01:44. | :01:54.
:01:54. | :01:54. | ||
Jordan Davies is at the scene. Officers have been here all day | :01:54. | :01:58.
gathering witness statements and conducting house-to-house enquiries. | :01:58. | :02:03.
Forensic teams have also been searching the area. Police are also | :02:03. | :02:07.
huge to reassure members of the public, because some people have | :02:07. | :02:11.
told us they are now concerned for their safety after this shocking | :02:11. | :02:14.
incident. One woman dead and the man seriously | :02:14. | :02:19.
injured after a shooting on a residential street in Newport. | :02:19. | :02:23.
Officers were called to this estate just after nine o'clock this | :02:23. | :02:27.
morning. Eyewitnesses reported hearing three loud bangs. Armed | :02:27. | :02:32.
police arrived and found a 46-year-old woman and 49-year-old | :02:32. | :02:36.
man with serious injuries. This picture, captured by an eyewitness, | :02:36. | :02:40.
shows what happened after the incident. Both people were taken to | :02:41. | :02:44.
the Royal Gwent Hospital. The woman died and the man remains in a | :02:44. | :02:50.
serious condition. I walk along here every day to go to work and come | :02:50. | :02:56.
home from work and I feel now for my own safety. This is not something | :02:56. | :03:02.
you ever expected in Newport. You read it on the news from America. | :03:02. | :03:06.
You definitely think there will be some petty crimes but nothing that | :03:06. | :03:11.
violent. You don't think it is got to happen in your neighbourhood. | :03:11. | :03:19.
Police have recovered a firearm from the scene. Neighbours say the pair | :03:19. | :03:24.
had been married but were separated. The police are not looking for | :03:24. | :03:30.
anybody else. A fire arm was found in situ and we are not looking for | :03:30. | :03:35.
anybody out in connection with this into -- incident. The two people | :03:35. | :03:38.
were known to each other and I had been previously involved in a | :03:38. | :03:44.
relationship. Officers have set up a chord in at the entrance to the | :03:44. | :03:50.
estate. They have been working to reassure locals. Community leaders | :03:50. | :03:54.
are urging people to cooperate with police. I have had some people | :03:54. | :04:00.
asking about their safety. But I am reassured there are no concerns to | :04:00. | :04:04.
the wider community. Nobody should feel threatened. I would just advise | :04:04. | :04:09.
them to stay calm, stay positive. It is a shocking time and a sad moment | :04:09. | :04:16.
for all of us. But there is no threat to them at all. Frenzy teams | :04:16. | :04:18.
and detectives are examining the area for clues to determine what | :04:18. | :04:28.
:04:28. | :04:28. | ||
happened. Clearly enquiries will continue. The | :04:28. | :04:31.
incident has also been referred to the Independent Police Complaints | :04:31. | :04:34.
Commission because the two people involved were already known to | :04:34. | :04:37.
officers. We will have to wait to see what they have to say about that | :04:37. | :04:39.
as well. Plans to fine the parents of | :04:39. | :04:41.
children who are regular truants from school should be dropped, | :04:41. | :04:45.
according to a group of AMs. The fixed penalty notices of up to 120 | :04:45. | :04:49.
are due to be introduced next month. But a report by the Assembly's | :04:49. | :04:52.
Children's Committee says it found no support for the idea and the | :04:52. | :04:55.
Government should look for alternatives, as Cemlyn Davies now | :04:55. | :04:59.
reports. The penalties can already be severe, | :04:59. | :05:02.
with parents being sent to prison for allowing their children to play | :05:02. | :05:07.
truant. In 2003, a mother from Llanelli became the first person in | :05:07. | :05:17.
Wales to be jailed for failing to send her child to school. Court | :05:17. | :05:21.
action against parents has soared in recent years. But the Welsh | :05:21. | :05:25.
government believes more still needs to be done. From the beginning of | :05:25. | :05:29.
the new school term, parents could face a fine of 60 if their children | :05:29. | :05:32.
persistently play truant. And if that isn't paid within 28 days, it | :05:32. | :05:35.
would rise to 120. But the National Assembly's Children's Committee says | :05:35. | :05:44.
it's found no support for the idea and it should be dropped. We saw no | :05:44. | :05:47.
local evidence. They have trialled fines in England for a number of | :05:47. | :05:55.
years. This issue was dealt with in the review. No recommendation in the | :05:55. | :05:59.
review to introduce fines for truancy. What we think now is that | :05:59. | :06:02.
the new minister needs to actually look at the evidence and perhaps | :06:02. | :06:06.
take a step back. English councils have been issuing parents with fines | :06:06. | :06:09.
since 2004. More than 40,000 fixed penalty notices were issued in | :06:09. | :06:12.
England during the 2011-2012 school year. But truancy figures have | :06:12. | :06:22.
:06:22. | :06:41. | ||
governor. He thinks fining parents is the only solution. Parents do | :06:41. | :06:45.
have a responsibility to send their children to school. If it hits the | :06:45. | :06:48.
pocket, the parents will think twice. The pressure has to be on the | :06:48. | :06:55.
child. Parts of South Wales have the highest rates of nonattendance at | :06:55. | :07:02.
school in the UK. But why is that? Clearly some parents do not have the | :07:03. | :07:10.
necessary parenting skills. There is a serious problem of bullying and an | :07:10. | :07:14.
increasing problem of cyber bullying in some schools. And in Wales we now | :07:14. | :07:21.
have a situation where a lot of the truants are actually children of | :07:21. | :07:26.
parents and grandparents who themselves were truants. There are | :07:26. | :07:31.
calls for a national strategy to tackle truancy. Everybody agrees it | :07:31. | :07:36.
is a priority. But how that should be done is still a topic for debate. | :07:36. | :07:39.
Police say the death of a cyclist in Pontnewynydd near Pontypool, has now | :07:39. | :07:42.
become a murder investigation. 63-year-old John Reeder died | :07:42. | :07:48.
yesterday morning. Four people have been arrested. Here's Paul Heaney. | :07:48. | :07:53.
Small reminders of a tragic event. This busy commuter road in | :07:53. | :07:58.
Pontnewynydd near Pontypool ground to a halt yesterday as police | :07:58. | :08:02.
scoured the scene for evidence to find out how 63-year-old John Reeder | :08:02. | :08:11.
lost his life. I got here at eight o'clock and it was all taped off. It | :08:11. | :08:17.
was even taped off around the back. There were loads of police. | :08:17. | :08:21.
Overnight it turned into a murder investigation. Three men, aged | :08:21. | :08:28.
between 18 and 23, along with the 19-year-old woman, were arrested. | :08:28. | :08:31.
Police say John Reeder were cycling along this road of around six | :08:31. | :08:34.
o'clock yesterday morning when he fell off his bike. They are asking | :08:34. | :08:42.
more people to get in touch. As the tributes grew throughout the | :08:42. | :08:45.
afternoon, many remembered John Reeder fondly as a man who used to | :08:45. | :08:51.
cycle past year to attend to the forces he kept nearby. You would | :08:51. | :08:58.
always see him around. I have known him for a long time really. A very | :08:58. | :09:04.
quiet type of man. He kept himself to himself. I don't think he would | :09:04. | :09:10.
do any harm to anybody. There is sadness among people in this | :09:10. | :09:14.
community. Why was a well liked man's life cut short on a simple | :09:14. | :09:24.
early morning bike ride? Eight more alleged victims of a man | :09:24. | :09:27.
accused of the historical sex abuse of 15 young people at children's | :09:27. | :09:30.
homes in North Wales, have come forward to police, a court has | :09:30. | :09:34.
heard. John Allen, seen here at a previous court appearance, is a | :09:34. | :09:36.
former boss of the Bryn Alyn Community, which operated several | :09:36. | :09:40.
homes. His lawyer says he intends to deny all 32 charges, alleged to have | :09:40. | :09:43.
taken place between 1968 and 1989 More than 10,000 patients waited | :09:43. | :09:46.
over the maximum 36 weeks for NHS treatment in June, according to | :09:46. | :09:56.
official figures. That's an increase of 1,200 on the previous month. | :09:56. | :09:59.
Opposition parties said the latest increase was "shameful" - the Welsh | :09:59. | :10:02.
government said all health boards have recovery plans to clear the | :10:02. | :10:10.
backlog, and it expects improvements. | :10:10. | :10:14.
And North Wales health board is being told to improve it -- its | :10:14. | :10:21.
hospital discharges. It is to be reported to NHS inspectors after the | :10:21. | :10:25.
public services ombudsman found that two hospitals had failed in the care | :10:25. | :10:30.
of a patient with Parkinson's disease. The board has admitted | :10:30. | :10:38.
below standard care. They need to look more carefully at | :10:38. | :10:43.
what is happening on clinical records. If you want to save NHS | :10:43. | :10:51.
care, records are a fundamental part of that. They need to be sampling | :10:51. | :10:54.
records and satisfying themselves that the policy is as it should be. | :10:54. | :10:59.
They also need to make sure that it is not enough to have good discharge | :10:59. | :11:01.
policies in place. You also have to make sure they are being followed. | :11:01. | :11:05.
A natural leader, inspirational, dependable and fearless. Those were | :11:05. | :11:09.
just some of the tributes paid today at the funeral of Craig Roberts. He | :11:09. | :11:13.
was one of the three Army reservists who died after taking part in a | :11:13. | :11:16.
Special Forces selection exercise in the Brecon Beacons last month. | :11:16. | :11:19.
Hundreds of people lined the streets of Llandudno for the service, which | :11:19. | :11:26.
was held with full military honours. Roger Pinney reports. | :11:26. | :11:31.
They came to honour a fallen comrade. Not this time in the dust | :11:31. | :11:35.
of Afghanistan, but the green of the Brecon Beacons. Craig Roberts died | :11:35. | :11:40.
in the service of his country nonetheless. Regulars from his | :11:40. | :11:43.
regiment, the Royal Anglians, carried his coffin past his family | :11:43. | :11:48.
into Llandudno's Holy Trinity Church. And it was from the regiment | :11:48. | :11:57.
the first tribute came. Craig was the epitome of the can do | :11:57. | :12:01.
volunteer ethos. He will be missed dearly by everybody who knew him. | :12:01. | :12:05.
His family, his friends, his colleagues, his comrades within the | :12:06. | :12:09.
regiment and the wider army. We will miss him greatly and we will | :12:09. | :12:14.
remember him. There were hundreds inside the | :12:14. | :12:24.
:12:24. | :12:26. | ||
church, and outside the service was relayed to hundreds more. I would | :12:26. | :12:29.
like to tell you what an outstanding soldier he was. | :12:29. | :12:32.
His friends spoke of his qualities. He made a difference, said one. | :12:32. | :12:37.
Inspiring and committed, said another. Dependable, fearless and | :12:37. | :12:44.
ready for anything. His enthusiasm for life and to experience | :12:44. | :12:47.
everything was both impressive and infectious. And in the Brecon | :12:47. | :12:50.
Beacons, it was displaying that commitment Craig Roberts died. He | :12:50. | :12:54.
was taking part in a training exercise for the SAS. He wanted to | :12:54. | :12:57.
join the best of the best. Two others with him that day also lost | :12:57. | :13:00.
their lives. There was 31-year-old Trooper Eddie Maher, and James | :13:00. | :13:05.
Dunsby from Bath. He died in hospital after weeks of intensive | :13:05. | :13:15.
:13:15. | :13:19. | ||
care. One army exercise, three lives lost. There are enquiries. Today in | :13:19. | :13:23.
Aberdare the coroner opened her enquiry into the death of one of the | :13:23. | :13:26.
men. She said she would be looking at the human rights act, which | :13:26. | :13:36.
guarantees a right to life. There will be questions. There needs to be | :13:36. | :13:40.
questions and answers. But that's for another time. Today was for | :13:40. | :13:49.
Craig Roberts family and friends. It was their time to remember. | :13:49. | :13:52.

Patients and staff at Wales' only children's hospital are moving back | :14:27. | :14:30.
in days after major flooding there led to what's been described as | :14:31. | :14:35.
unimaginable devastation. Cardiff and Vale Health Board insists that | :14:35. | :14:38.
patient care was unaffected by the hospital's closure on Monday after | :14:38. | :14:42.
heavy rain. But they will now investigate to find out what exactly | :14:42. | :14:51.
went wrong. Steffan Messenger has the story. | :14:51. | :14:55.
The big clean-up. Staff say the heavy rainfall turned these | :14:55. | :15:00.
corridors into a scene from a disaster movie. And was in charge on | :15:00. | :15:04.
one of the cancer ward. The streams of water started flowing through | :15:04. | :15:08.
light fittings and down the walls. It was like a power shower down the | :15:08. | :15:13.
corridor, lots of water coming through. And quite quickly spread to | :15:13. | :15:19.
the rooms, at the side, so we instigated the evacuation policy we | :15:19. | :15:23.
have got in our minds in case of a fire and followed that. Two wards | :15:23. | :15:28.
reopened today with the remaining two reopening next week. Questions | :15:28. | :15:33.
are being asked about how rainfall could have led to so much damage. | :15:33. | :15:38.
are in the process at the moment of really being concerned with the | :15:38. | :15:42.
patient welfare, trying to respond to the immediate needs and getting | :15:42. | :15:47.
ourselves back into the building. The management don't believe it will | :15:47. | :15:50.
happen again. So the process of working out what caused this will | :15:50. | :15:58.
happen in due course. Back now in familiar surroundings, this | :15:58. | :16:03.
one-year-old recovering from liver cancer was one of those relocated to | :16:03. | :16:07.
the main hospital building. Even though it was chaos, everybody knew | :16:07. | :16:13.
where they had to go, what needed to be done. They couldn't have done any | :16:13. | :16:18.
better under the circumstances. million worth of fundraising by the | :16:18. | :16:23.
no -- Noah 's Ark appeal paid for the hospital. There's no word yet | :16:23. | :16:27.
how much the repairs will cost. A new building twice the size of the | :16:27. | :16:32.
hospital housing a critical care unit and more than 100 beds is set | :16:32. | :16:36.
to open in 2015. With so much charitable and public money at | :16:36. | :16:40.
stake, making sure this new Noah 's Ark is watertight will now be a | :16:41. | :16:46.
priority. Swansea City's match against Malmo | :16:46. | :16:50.
has kicked off. No score yet in the Europa League tie, but the Swans | :16:50. | :16:53.
have a 4-0 advantage from the first leg. There have been seven changes. | :16:53. | :17:03.

Welcome to the Visual Arts Exhibition here on the Maes, | :17:41. | :17:44.
showcasing some of the best crafts and fine art. Not for the first | :17:44. | :17:47.
time, one piece of art is proving controversial. The Eisteddfod's | :17:47. | :17:50.
decision to award its 5,000 Fine Art Prize to a video filmed in | :17:51. | :17:53.
English has been called a dangerous precedent by a Welsh language | :17:53. | :17:58.
campaign group. Dyfodol i'r Iaith, which means A Future For the | :17:58. | :18:02.
Language, has criticised the decision. Our arts and media | :18:02. | :18:12.
:18:12. | :18:15. | ||
correspondent Huw Thomas reports. The Bernabeu words are supposed to | :18:15. | :18:19.
represent the superficial worries of anxious mind. From Somerset but | :18:20. | :18:26.
based in Cardiff, Josephine won the Eisteddfod's main prize on her first | :18:26. | :18:31.
attempt. I see it personally as the unconscious thoughts going through | :18:31. | :18:37.
the head. It is this symbol of unconsciousness. Wiping off, wiping | :18:37. | :18:42.
on, wiping off, constantly. It is unpleasant as well. Within the | :18:42. | :18:50.
Eisteddfod cosmic -- Eisteddfod's prizes, this is one of the best | :18:50. | :18:55.
prices to receive. The judge 's decision to award a prize to a video | :18:55. | :18:59.
film completely in English is controversial. The art pavilion has | :19:00. | :19:03.
showcased Welsh art for decades but the English video has worried some | :19:03. | :19:07.
language campaigners who insist that all Eisteddfod events should be in | :19:07. | :19:15.
Welsh. I think it is a dangerous precedent for Welsh. We need to | :19:15. | :19:21.
protect and develop the Welsh language. This is the only place | :19:21. | :19:24.
where I can spend a whole week living my life through the medium of | :19:24. | :19:33.
Welsh. We must protect that. The Welsh language risk -- exists for a | :19:33. | :19:36.
reason and it should be protected. Away from the singing and dancing, | :19:36. | :19:41.
is an art competition considered an event and does this video break that | :19:41. | :19:46.
Welsh rule? They are questions which have got organisers thinking. | :19:46. | :19:53.
are other works with English text on them. Such as the financial Times, | :19:53. | :19:57.
the Ordinance survey map. We need that discussion and we need to | :19:57. | :20:01.
address that subject. How do we interpret the Welsh language role | :20:01. | :20:06.
within the visual arts. The art pavilion is often controversial. In | :20:06. | :20:14.
the Vale of Glamorgan a murder -- a murder or covered up after | :20:14. | :20:24.
:20:24. | :20:25. | ||
objections from her family near -- living nearby. This is a bilingual | :20:25. | :20:29.
country. I don't think we should fear the fact English is here, as | :20:29. | :20:35.
long as there is full support, 100%, for the Welsh language. Not too much | :20:35. | :20:42.
of it, but I think they should have some of it. We want English-speaking | :20:42. | :20:47.
Welsh people to come as well. talking about ideas and concepts, | :20:47. | :20:53.
which is fine by me. Judges said they were gripped by the chapter on | :20:53. | :20:58.
the winning video but it has triggered another conversation about | :20:58. | :21:04.
the arts role, respecting the Welsh pony Eisteddfod rule. -- the Welsh | :21:04. | :21:07.
only. Huw Thomas joins me now. The timing | :21:08. | :21:13.
is interesting as well, isn't it? comes just as the Eisteddfod is | :21:13. | :21:16.
undergoing a review, looking how it can modernise. Part of the remote is | :21:16. | :21:21.
to look at how to attract non-Welsh speakers to the event. This debate | :21:21. | :21:26.
highlights the tension existing between those who want to protect it | :21:26. | :21:31.
and those who like the Welsh rule. Away from this row, new research has | :21:32. | :21:36.
been published on the use of the English language to coincide. | :21:36. | :21:44.
is research from the government and the BBC, looking how people use | :21:44. | :21:49.
Welsh day-to-day. There is a lack of confidence using it on social media. | :21:49. | :21:54.
People were keen to use Welsh news services and new environment. One of | :21:54. | :21:57.
the other things it found was that there was a lack of knowledge about | :21:57. | :22:01.
the kinds of services that were available in Welsh online. This is | :22:01. | :22:07.
something which will be discussed on the Maes tomorrow and the BBC, S4 C, | :22:07. | :22:14.
they all say they will factor that research into their future plans. | :22:14. | :22:19.
Thank you very much. By the way, these paintings are by a previous | :22:19. | :22:24.
winner of the fine art competition. Very colourful, too. There was a | :22:24. | :22:27.
colourful ceremony in the Pink Pavilion today. The Drama Medal was | :22:27. | :22:30.
won by Glesni Haf Jones from Cardiff. The judges thought Glesni's | :22:30. | :22:33.
performance showed the most promise and she has the most potential to be | :22:33. | :22:36.
further developed as an actress. Glesni will now be given the | :22:36. | :22:39.
opportunity to work with Sherman Cymru, and the Welsh language | :22:39. | :22:46.
national theatre company, Theatr Genedlaethol. That's it from the | :22:46. | :22:49.
Arts Pavilion. Let's head outside now. | :22:49. | :22:53.
And, as you can see from our camera in the sky, there are hundreds of | :22:53. | :22:58.
campers and caravanners staying just on the edge of the main Maes. And | :22:58. | :23:08.
:23:08. | :23:11. | ||
I have. This caravan belongs to Mr and Mrs James. They've come all the | :23:11. | :23:18.
way from clan drama. They are relaxing after a busy day on the | :23:18. | :23:26.
Maes. This is one of the 700 caravans here. This site is almost | :23:26. | :23:30.
full. Just a stones throw from the main action taking place on the | :23:30. | :23:35.
maize field. Apart from Monday, which was a little bit wet, it has | :23:35. | :23:40.
been good caravanning weather so far. Although having said that, last | :23:40. | :23:45.
night was chilly. Attempted dropped as low as seven Celsius. Tonight is | :23:45. | :23:49.
going to be warmer because there's more clout around. There's a little | :23:49. | :23:54.
bit of rain on the way as well. Good news, if you're coming to the | :23:54. | :23:57.
Eisteddfod tomorrow, there is more dry weather to come, although it is | :23:57. | :24:03.
not going to be quite as warm as it was today. The tempter here today | :24:03. | :24:08.
reached 21 Celsius. 18 tomorrow with a bit more of a breeze. This evening | :24:08. | :24:12.
starts off dry, but it will not last. Rain will spread across the | :24:12. | :24:17.
country through the evening and overnight. Most of it will be light | :24:17. | :24:20.
but I wouldn't rule out a few heavy bursts. The cloud is lowering | :24:20. | :24:29.
overnight. Warmer than last night, lowers temperatures 14. The breeze | :24:29. | :24:34.
tending to pick up a bit as well. Tomorrow's shower shows a front-line | :24:34. | :24:39.
through eastern England with West to north-westerly winds, which will | :24:39. | :24:43.
bring cooler and fresh air in from the Atlantic. Tomorrow, not a bad | :24:43. | :24:48.
day, a reasonable day, in fact. It might start of cloudy with a few | :24:48. | :24:53.
scattered showers, but it will dry and brighten up, the cloud will | :24:53. | :24:57.
break with sunshine at times, no more than the odd light shower with | :24:57. | :25:04.
most places having a dry afternoon. A little bit cooler, 18. 21 Celsius | :25:04. | :25:10.
is the highest in Chepstow. There will be in north to north-westerly | :25:10. | :25:14.
breeze. Tomorrow evening and night to look dry. The cloud tending to | :25:14. | :25:18.
break with clear spells, some mist and fog patches forming by dawn. | :25:18. | :25:25.
Lydon tonight. Temperatures dropping to 12 Celsius, about 13 Celsius | :25:25. | :25:29.
elsewhere. As we head into the weekend, Saturday doesn't look too | :25:29. | :25:34.
bad at all at this stage. Variable cloud, some sunshine at times, I'm | :25:34. | :25:40.
not ruling out a shower but most places dry. On Saturday night into | :25:40. | :25:44.
Sunday, it looks like a trough of low pressure will bring some rain | :25:44. | :25:49.
and heavy showers, but this will clear away, and it'll brighten up on | :25:49. | :25:52.
Sunday with sunny spells. You may have heard there is another heatwave | :25:52. | :25:56.
on the way, but don't believe everything you hear because the | :25:56. | :26:04.
signs are there isn't. The outlook for next week is there will be | :26:04. | :26:09.
rain, showers with wind. Having said that, there will be a few nice and | :26:09. | :26:13.
sunny spells as well. Temperatures will be around average but signs are | :26:13. | :26:18.
it might get warmer next week. As I said, no sign of another heatwave. | :26:18. | :26:22.
We have enjoyed a dry day here in Denbigh. The Count Bob is increasing | :26:22. | :26:31.
now. A little bit of rain on its way. Tomorrow, there is more dry | :26:31. | :26:34.
weather on the way. Good news for all the caravan is here and, if | :26:34. | :26:41.
you're coming to the Eisteddfod, here in Denbigh. | :26:41. | :26:45.
The main news from the BBC, Britain is in the middle of a baby boom with | :26:45. | :26:50.
the highest number of births for 40 years. New figures show that more | :26:50. | :26:54.
than 800,000 babies were born last year meaning the UK population grew | :26:54. | :26:59.
by any other country -- grew more than any other country in Europe. | :26:59. | :27:02.
A woman has died in a manner sincerest condition in hospital | :27:02. | :27:06.
after issued in Newport. Armed police were called to the city this | :27:06. | :27:11.
morning. A gun was recovered at the scene. | :27:11. | :27:14.
Plans for fixed penalty fines for the parents of children who are | :27:14. | :27:18.
regular truant from school should be dropped according to a group of AMs. | :27:18. | :27:25.
The penalty notices of up to 120 due to be introduced next month but | :27:25. | :27:28.
a report by the Assembly 's Children's Committee said it found | :27:28. | :27:33. |
