Welcome to Wales Today. The funeral of April Jones has taken place in

:00:06.:00:13.

Machynlleth. Almost a year after she was murdered, the five-year-old's

:00:13.:00:16.

white coffin was carried through the town to St Peter's church, followed

:00:16.:00:17.

by hundreds of mourners. Her parents Coral and Paul, family,

:00:17.:00:28.

friends and the local community gathered to remember April and say a

:00:28.:00:30.

final goodbye. Today, here in this case she is

:00:30.:00:48.

linking is altogether in grief yet grief goes hand in hand with love.

:00:48.:00:56.

And surely, that is the most important thing for any human being

:00:56.:00:57.

to be loved. Also tonight: If you think council

:00:57.:01:15.

services are stretched now - just wait. The Welsh Government could

:01:15.:01:19.

have billions of pounds LESS to spend over the next few years.

:01:19.:01:23.

Bullying, abuse and intolerable working conditions. A damning report

:01:23.:01:27.

into cardiac surgery services at Morriston Hospital in Swansea.

:01:27.:01:33.

And they're Wales most renowned artistic couple - now in their 60th

:01:33.:01:36.

year of marriage they're celebrating a major new exhibition.

:01:36.:01:45.

Good evening. Almost a year ago, five-year-old April Jones went out

:01:45.:01:51.

to play but never came home. Today, her family, friends and the

:01:51.:01:54.

community of Machynlleth where she lived came together for her funeral.

:01:54.:01:59.

Her white coffin was transported from her home to St Peter's Church

:01:59.:02:02.

where hundreds gathered to remember her. Abigail Neal is in Machynlleth

:02:02.:02:12.

tonight. Abi. Thanks, Lucy. What a day it has

:02:12.:02:18.

been. It was in October last year that the world's media descended on

:02:18.:02:21.

this community for what would become the greatest lease search ever

:02:22.:02:26.

undertaken and today they were back to witness hundreds of mourners come

:02:26.:02:31.

out of their home to pay tribute to five-year-old April Jones. We have

:02:31.:02:36.

the familiar pink ribbons. The shops are close. At just after 11am,

:02:36.:02:45.

they've made their slow procession from the estate where she lived down

:02:45.:02:52.

to think Peter's church. Her parents had asked people to wear pink. The

:02:52.:02:56.

tone and mood of the ceremony were simple, sombre and it moving.

:02:56.:03:05.

A horse drawn carriage deck in the colour that has now become

:03:05.:03:08.

synonymous with one little girl. Hundreds gathered as April's parents

:03:08.:03:15.

Paul and coral Jones left their home with their close family. Become less

:03:15.:03:20.

is a town that pulled together in the face of terrible tragedy and its

:03:20.:03:25.

people were out in force today to pay tribute to a five-year-old girl

:03:25.:03:33.

who never came home. It has been just awful. It is

:03:33.:03:39.

difficult to explain to people who won't hear -- who won't hear just

:03:39.:03:42.

how bad it has him but we have got won't hear -- who won't hear just

:03:42.:03:47.

to look at the positive. We can't live in that dark place and we have

:03:47.:03:52.

to find a positive in all of this otherwise we are letting this evil

:03:52.:03:58.

beat us and we can't do that. As April's small coffin was brought

:03:58.:04:03.

in, it was clear how little weight there was to bear. Her body has

:04:03.:04:08.

never been found and the family only have tiny fragments police recovered

:04:08.:04:15.

that can now finally be buried. Today, here in this place, she is

:04:15.:04:22.

linking is altogether -- linking us all together in grief. Yet grief

:04:22.:04:30.

goes hand in hand with love. In whatever way we express our grief,

:04:30.:04:31.

goes hand in hand with love. In it shows our love for April. And

:04:31.:04:39.

surely, that is the most important thing for any human being of

:04:39.:04:48.

whatever age, simply to be loved. Despite the largest search in police

:04:49.:04:52.

history, we will never know exactly what happened to April Jones. The

:04:53.:04:57.

detective in charge of the investigation told an inquest this

:04:57.:05:00.

month that it was likely she suffered a violent death at the

:05:00.:05:04.

hands of Mark Bridger, who will never be released from prison.

:05:04.:05:16.

While hundreds stood outside to listen, a packed church watched on.

:05:16.:05:25.

Among them were police who hunted her killer and volunteers who raised

:05:25.:05:33.

£76,000 in her memory. Two poems written by a local parishioners in

:05:33.:05:36.

the days following April's disappearance were read out.

:05:36.:05:42.

Little infant, so newly emerged from your cradle as the leaked the

:05:42.:05:48.

eternal sleep. -- sleep the eternal sleep. Clean only the memories of

:05:48.:05:54.

happiness as we cherish the happy gift of your smile. Sleep and dream

:05:54.:06:05.

in East. Well among the stars and the like and to your name.

:06:05.:06:12.

As distant nocturnal birds keep faith with their watch and continue

:06:12.:06:21.

their ancient lament, this autumn landscape is hushed. It is quieter.

:06:21.:06:29.

Pensive and waiting. The mantle of an unfamiliar despair touches us all

:06:29.:06:39.

of us who care. Donations were used to sponsor a five-year-old girl in

:06:39.:06:45.

Uganda. Mourners say they desperately want

:06:45.:06:47.

something good to come out of something so dreadful.

:06:47.:06:53.

After that very public funeral, April's parents Paul and cobble

:06:53.:06:58.

Jones left for a private burial where we are told a number of pink

:06:58.:07:01.

balloons were released in her memory. Donations will go towards

:07:01.:07:09.

sponsoring the education of a five-year-old Ugandan girl. There

:07:09.:07:14.

was also a fund which is expect to top £76,000 when it closes at the

:07:14.:07:18.

end of the month and that many will be spent here in Machynlleth,

:07:18.:07:26.

benefiting the children as part of April's legacy.

:07:26.:07:30.

If you think your council isn't spending enough on services like

:07:30.:07:33.

swimming pools, libraries and rubbish collections NOW - things

:07:33.:07:37.

could be about to get a lot worse. Two new reports paint a stark

:07:37.:07:40.

picture of the challenges the public sector here is likely to face -

:07:40.:07:44.

predicting that nearly one and a half billion pounds worth of cuts

:07:44.:07:47.

could be on the way. Here's our political reporter James

:07:47.:07:48.

Williams. Taking a stand against plans to

:07:48.:07:57.

close the local library. Briton Ferry is no stranger to cuts but the

:07:57.:08:04.

counsellor says enough is enough. We have lost the police station, we've

:08:04.:08:09.

lost the banks and the hospital. It has all been shifted down over

:08:09.:08:17.

there. We are the PD in the middle. This is the only thing that's left.

:08:17.:08:23.

This area, particularly in the West side of the town, have the highest

:08:23.:08:27.

rate of deprivation and child poverty in Wales. Think of the

:08:27.:08:32.

money, something like this is breaking the camel's back. The town

:08:32.:08:36.

has changed beyond recognition, said the councillors will stop -- the

:08:36.:08:42.

councillors. They took the hospital away from us.

:08:42.:08:48.

What is next? Everything has gone downhill and it is going further.

:08:48.:08:53.

With austerity set to continue until after the next general election,

:08:53.:08:58.

Wales will says its share of the cuts.

:08:58.:09:02.

Over the next four years, the worst government budget of £15 billion

:09:02.:09:07.

could be reduced by up to nearly £1.5 billion. This would be on top

:09:07.:09:17.

of the cuts set out. Welsh public services could face a funding gap of

:09:17.:09:23.

two £4.5 billion by 2025. This is partly the result of a financial

:09:23.:09:27.

squeeze but the reports highlight the increasing pressures services

:09:27.:09:31.

will face as a result of an ageing population.

:09:31.:09:37.

These rising costs for health care might mean that other services still

:09:37.:09:44.

need to face cuts, even after 2017. That is a difficult situation. It is

:09:44.:09:49.

not just the fact of austerity, it is also the rising demand and cost

:09:49.:09:53.

for key services like health and social care. If those pressures in

:09:53.:10:01.

mind, public bodies are having to look at how to deliver services in

:10:01.:10:04.

places like Tredegar. A commission is advising on possible

:10:04.:10:08.

changes. It is not unique to Wales. It is

:10:08.:10:15.

fitting the whole developed world and the UK. We value our public

:10:15.:10:19.

services but nevertheless, things are going to have to change. The

:10:19.:10:25.

change is on the way in the way services are delivered and financed.

:10:25.:10:29.

No mean feat for public officials but maintaining and improving the

:10:29.:10:35.

quality of those service is -- services remains a challenge.

:10:35.:10:39.

Our Political Editor Nick Servini is here. Stark figures, here. The 11 a

:10:39.:10:46.

of the age of austerity coming to an end and we have and social

:10:46.:10:49.

invitations of the baby boomer generation coming to the age of

:10:49.:10:54.

retirement. -- the double whammy. The most

:10:54.:10:59.

important point is the worst government spends 42% of its budget

:10:59.:11:04.

on health. -- the Welsh government. One worst-case scenario is in 13

:11:04.:11:08.

years, one of the reports says it could rise to 60%. At the top of

:11:08.:11:18.

government, there are concerns that when reports like this are

:11:18.:11:20.

published, the Welsh government could accompany glorified Health

:11:20.:11:25.

Authority as a result of the precious on the budget. --

:11:25.:11:29.

treasures. These are predictions for the years ahead but how to protect

:11:29.:11:35.

the NHS budget is probably the biggest issue currently being

:11:35.:11:38.

debated at the national Assembly. One of the figures says that the

:11:38.:11:42.

Welsh government had resided over a real term cut of 8% in the NHS in

:11:42.:11:50.

Wales 2010. The worst government comes under criticism for not giving

:11:50.:11:53.

more protection to opposition parties but one of the defences it

:11:53.:11:58.

has got is if it gives the NHS too much protection, there is a huge

:11:58.:12:02.

disproportionate effect on all the other budgets like local authorities

:12:02.:12:07.

that it has to fund. And one thing seems to be clear, traditional cuts

:12:07.:12:12.

are not going to be enough to deal with it?

:12:12.:12:16.

The salami slicing of budget is not going to be enough.

:12:16.:12:21.

Far more radical. Some of the things we saw in the report will have to be

:12:21.:12:25.

talked about and in a way, this is a platform for discussion in the years

:12:25.:12:28.

ahead. Thank you.

:12:28.:12:31.

Allegations of bullying and abuse from surgeons and staff at breaking

:12:31.:12:35.

point - just some of the findings of a damning report into cardiac

:12:35.:12:37.

surgery services at Morriston Hospital in Swansea. The local

:12:37.:12:40.

health board has apologised and promised to make improvements

:12:40.:12:44.

following the independent review. More from our health correspondent

:12:44.:12:50.

Owain Clarke. The bosses of the health board meet

:12:50.:12:54.

regularly but this was no ordinary together. At the top of the agenda

:12:54.:12:58.

with the findings of a damning expert report which says staff at

:12:58.:13:03.

the heart surgery unit at Morriston Hospital complained of being and

:13:03.:13:10.

abuse by surgeons and intolerable working conditions, leading to

:13:10.:13:17.

sickness rate. There is a risk of a rift between surgeons and Andy says

:13:17.:13:24.

-- any specific. This can lead to stress for patients and families.

:13:24.:13:32.

Our concern was approached towards the care of the sickest patients.

:13:32.:13:38.

The upset that that can cause relevant relatives and staff. The

:13:38.:13:43.

situation got so bad last year, the hospital almost had suspend cardiac

:13:43.:13:47.

intensive care completely and along with their lack of beds, the problem

:13:47.:13:53.

has contributed to the weight for life-saving surgery for 87 patients

:13:53.:13:58.

have died in the last five years while on waiting lists for the unit.

:13:58.:14:04.

We spoke to Brian when he told us he had been waiting six months for

:14:04.:14:08.

surgery. What is his reaction to the report? They should work as a team.

:14:08.:14:16.

That is what the health service is about and that is how we worked when

:14:16.:14:19.

we worked as a team as they health service. Bullying makes tough fight

:14:19.:14:25.

and to go to work. I'm disgusted. But the concerns being discussed by

:14:25.:14:30.

the bosses of the health board aren't entirely new.

:14:30.:14:33.

Far from it. This was a report published seven years ago by the

:14:33.:14:36.

health care Inspectorate Wales. It talks about allegations of bullying

:14:36.:14:42.

and harassment and ongoing problems within the cardiac surgery unit.

:14:42.:14:48.

I am surprised no action was taken and similar things are now becoming

:14:48.:14:54.

once again or perhaps are continuing to occur and no action is being

:14:54.:14:58.

taken. I appreciate patients have been affected by some of the matters

:14:58.:15:05.

mentioned by the report. I have seen a huge determination I

:15:05.:15:09.

staff to respond positively to this port. The irony is, in terms of

:15:09.:15:14.

success rate, it ranks among the best recovery from top they say some

:15:14.:15:20.

of the surgeons involved have welcomed the reviews but the

:15:20.:15:24.

concerns stretch back 15 years and turning and won't be easy.

:15:24.:15:28.

-- turning things around. There's still plenty to come, before

:15:28.:15:30.

7:00pm. Good evening. We're all set for the

:15:30.:15:34.

FIRST women's football international here at Cardiff City Stadium.

:15:34.:15:37.

Wales kick off their World Cup campaign - Belarus are the

:15:37.:15:40.

:15:40.:15:47.

A father and two sons have appeared in court charged with slavery

:15:47.:15:54.

offences. Daniel Doran and sons David and Thomas were arrested on

:15:54.:15:57.

Monday as part of a large police operation around Cardiff and

:15:57.:15:58.

Newport. Caroline Evans reports. Arriving for the court hearing at

:15:59.:16:10.

Cwmbran this morning. 66-year-old Daniel Doran, 41-year-old David

:16:10.:16:13.

:16:25.:16:28.

is also charged with kidnap by fraud. The men were arrested on

:16:28.:16:34.

Monday following a raid at this farm between Cardiff and Newport. Today

:16:34.:16:38.

Daniel and son David confirmed to the court that this was their home

:16:38.:16:43.

address. Thomas Doran was said to be from Cardiff. The court heard that

:16:43.:16:48.

the charges they face are too serious for a magistrate to deal

:16:48.:16:51.

with if found guilty they could face life sentences. There was no

:16:51.:16:56.

application for bail from the three defendants they were remanded in

:16:56.:16:59.

:17:38.:17:41.

Cardiff, likely to be one of the first affordable housing projects

:17:41.:17:44.

funded under it. Housing associations will be given grants

:17:44.:17:47.

:18:19.:18:23.

for people with the disease is an important step in tackling the

:18:23.:18:26.

issue. Diabetes affects around 7% of adults in Wales and that number is

:18:26.:18:30.

expected to rise to just over 11% by 2030. The Welsh Government

:18:30.:18:32.

:18:32.:18:37.

more support for children. Wales' Women start their World Cup

:18:37.:18:40.

Campaign tonight - it's the first time a women's international match

:18:40.:18:43.

has been held at the Cardiff City Stadium and Claire's there for us.

:18:43.:18:51.

Good evening. Yes, we're used to watching Cardiff City and Chris

:18:51.:18:54.

Coleman's men play here but tonight Wales' women will take to the pitch.

:18:54.:19:01.

The players had a walk around a short while ago. Belarus the

:19:01.:19:06.

visitors who lost 6-0 to England on Saturday. It's a tough group and the

:19:06.:19:11.

goal is to get to World Cup finals in Canada. The women's game in Wales

:19:11.:19:17.

is one of the fastest growing sports but really struggles with it's

:19:17.:19:25.

profile so how do they raise it? Well, the FAW has announced for a

:19:25.:19:29.

new strategy for the game today - it comes just weeks after appointing

:19:29.:19:33.

it's first women on the council in it's 137 year history! Let me

:19:33.:19:41.

introduce you to her. Trish Turner has been a player and administrator

:19:41.:19:54.

for 11 years. You are the first woman. What difference can you

:19:54.:19:57.

make? I hope to be the voice, really. I'm

:19:57.:20:02.

delighted to be representing not only the women there but women right

:20:02.:20:06.

down to grassroots level and I think it is lovely we have a voice on that

:20:06.:20:10.

that comes from a female. What are the -- one of the

:20:10.:20:16.

strategies was to get 20,000 girls playing the game in Wales in ten

:20:16.:20:21.

years. How do you go about that? It is starting at the grassroots and

:20:21.:20:25.

fishing more coaches, more people involved in the game.

:20:25.:20:30.

We have to build that player database at a young primary school

:20:30.:20:33.

age and the larger the base, the more internationals we hope to

:20:33.:20:37.

produce. Wales captain Jess Fishlock said

:20:37.:20:40.

this week that Wales is ten years behind Scotland and England - it

:20:40.:20:44.

seems there is a lot of work to be done?

:20:44.:20:46.

I think we are a little behind but not actively and we are making

:20:46.:20:48.

matters right towards achieving that. Recently we had the Welsh

:20:48.:20:54.

Premier ladies league and it was a massive success. It is very much in

:20:54.:20:58.

its infancy but we are making strides to make sure we have

:20:58.:20:59.

its infancy but we are making somewhere for players to play in

:21:00.:21:04.

Wales. Playing in venues like this increases the fan base.

:21:04.:21:09.

That is the game and it is amazing for players to be paying in stadiums

:21:09.:21:13.

the same as mail International 's art laying so it is brilliant.

:21:13.:21:18.

Put your coat on because it is very cold but enjoy the game.

:21:18.:21:23.

A week after beating Spanish Giants Valencia it was back down to earth

:21:23.:21:28.

for Swansea City last night. Manager Michael Laudrup says their busy

:21:28.:21:31.

fixture schedule is "no excuse" for crashing out of the Capital One Cup

:21:31.:21:37.

at Birmingham. The Swans, who are the cup holders, lost 3-1 in the

:21:37.:21:44.

third round match. Even if we always say the

:21:44.:21:49.

premiership is the most important thing but we like to play in the cup

:21:49.:21:55.

competitions and they just mentioned we won it last year and it was a

:21:55.:21:59.

great experience, some great games, playing the final as well. We are

:21:59.:22:04.

out and we can only learn from the game today and in the other

:22:04.:22:11.

competition, because we are still in.

:22:11.:22:19.

Coverage of tonight's competition tonight. Kick off at 7pm and we will

:22:19.:22:25.

be live on BBC radio Wales. Lucy.

:22:26.:22:29.

They're two of Wales' most renowned artists. For 60 years the husband

:22:29.:22:33.

:22:33.:22:35.

the Welsh landscape and its characters. Tonight, a major new

:22:36.:22:38.

exhibition of Claudia's work opens to mark her 80th birthday. Carwyn

:22:38.:22:44.

Jones met the couple who have been inspiring each other's art since the

1950s. I wasn't quite sure, actually, about

:22:51.:22:54.

the shoreline. You're never too old to accept a bit

:22:54.:22:57.

of artistic advice, especially when it comes from one of Wales' most

:22:57.:23:01.

celebrated painters - who also happens to be your husband. Claudia

:23:01.:23:04.

Williams and Gwilym Prichard first met as teenagers in North Wales and

:23:04.:23:07.

have gone on to forge complementary careers, even though their approach

:23:07.:23:10.

to art couldn't be more different. Gwilym found fame with his dramatic

:23:10.:23:13.

landscapes; Claudia was drawn to people - capturing scenes of

:23:13.:23:18.

domestic life and family gatherings. It's been a marriage of minds and

:23:18.:23:21.

along the way they've motivated each other.

:23:21.:23:28.

I certainly could not have achieved so much if I hadn't had him Hyndman,

:23:28.:23:33.

in a way for top because he often stepped into the breach if I want to

:23:33.:23:38.

carry on with a painted, he will carry on in the kitchen.

:23:38.:23:44.

Fortunately, I don't mind cooking. I quite like it, actually. It is like

:23:44.:23:49.

painting, you mix them together and sometimes it works and sometimes...

:23:49.:23:53.

The couple now live in Tenby, but in the 1980s they relocated to France

:23:53.:23:56.

where their work found a new audience. Claudia was awarded a

:23:56.:23:59.

medal by the prestigious Academy of Arts in Paris. On her return to

:23:59.:24:03.

Wales she gained critical acclaim with her series of paintings

:24:03.:24:06.

depicting the flooding of the Treweryn Valley as seen from the

:24:06.:24:09.

perspective of women and children. Having just turned 80, she's about

:24:09.:24:13.

to be in the spotlight again as a major exhibition of her work opens

:24:13.:24:21.

in Cardiff. I can't imagine stopping at all. One

:24:21.:24:25.

just wants to go on, you know, getting more ideas.

:24:25.:24:29.

Next year Claudia and Gwilym will celebrate 60 years of marriage and

:24:29.:24:32.

both say they've no intention of packing away their paintbrushes just

:24:32.:24:37.

yet. Wonderful couple. Let's get the

:24:37.:24:41.

weather now. Not really a day for painting landscapes Sue.

:24:41.:24:48.

After a settled few days it's turning more changeable for the end

:24:48.:24:53.

of the week but it is at least looking largely bright and breezy

:24:53.:24:57.

tomorrow. And better than today. The satellite picture shows a layer of

:24:57.:25:01.

cloud across Wales - thick enough to produce rain and drizzle. A very

:25:01.:25:04.

overcast day. Tonight the rain clears northwards. A few lingering

:25:04.:25:07.

showers - largely cloudy but turning drier and less murky. It will feel

:25:07.:25:11.

mild again with light easterly winds. Overnight lows between 11 and

:25:11.:25:14.

14 Celsius. Tomorrow a grey start with some mist patches. Cloud should

:25:14.:25:18.

break up to allow bright or sunny spells to develop, especially

:25:18.:25:21.

through the afternoon. With light winds, it will feel warm in the

:25:21.:25:25.

sunshine - 19 to 20C for Carmarthenshire and Pembrokeshire.

:25:25.:25:31.

But a change into the weekend - the chart show low pressure pushing in

:25:31.:25:35.

these weather fronts by Saturday so turning more unsettled. The detail

:25:35.:25:41.

could be a bit tricky but it looks like the heaviest showers will be in

:25:41.:25:45.

the south and west - the brighter breezy conditions across north-east

:25:45.:25:46.

Wales. So Saturday's looking breezy conditions across north-east

:25:46.:25:50.

changeable - those outbreaks of showery rain on and off with

:25:50.:25:55.

variable cloud. The best of the brighter weather probably across

:25:55.:25:57.

Flintshire and Wrexham and staying quite humid. Blustery showers

:25:57.:26:00.

possible Saturday night into Sunday, again in the south and west, but it

:26:00.:26:05.

should turn drier through Sunday. Brighter conditions for most and

:26:05.:26:09.

quite windy. So mixed fortunes this weekend - breezy, spells of showery

:26:09.:26:13.

rain and sunny spells too with temperatures slightly above average

:26:13.:26:15.

for September - and staying mild for the start of next week. Finally

:26:16.:26:21.

Jason Davies took this picture of the sun setting over Broadhaven in

:26:21.:26:24.

Pembrokeshire yesterday evening and nearby Whitechurch was the warmest

:26:24.:26:31.

place in the UK yesterday at 24C. Not quite so picturesque there this

:26:31.:26:34.

evening. You can send your pictures to us by

April Jones' funeral has taken place in her hometown of Machynlleth. Her

:26:58.:27:01.

white coffin was taken from her family home to St Peter's Church

:27:01.:27:04.

where hundreds gathered to remember her. The five-year-old went missing

:27:04.:27:11.

nearly a year ago. Today, here in this place, she is

:27:11.:27:20.

linking us all together in grief. Yet, grief goes hand-in-hand with

:27:20.:27:29.

love. In whatever way we express our grief, it shows a four April. -- our

:27:29.:27:35.

love for April. We'll have a quick update at 8:00pm.

:27:36.:27:39.

More news at 10:25pm. But that is Wales Today, from all of us on the
