Good evening. A multi-million pound science fund run by the Welsh | :01:02. | :01:07. | |
Government is under scrutiny tonight. Questions are being asked | :01:07. | :01:13. | |
about how some of the money from it has been spent. The fund is chaired | :01:13. | :01:17. | |
by the Welsh businessman Sir Chris Evans. It's emerged £5 million from | :01:17. | :01:22. | |
the fund went to a company where he was a shareholder. Here's our | :01:22. | :01:29. | |
Political Editor, Nick Servini. Sir Chris Evans is a giant in the | :01:29. | :01:34. | |
world of starting up and growing companies that develop new drugs and | :01:34. | :01:39. | |
medical technology. Because of that expertise, the Port Talbot born | :01:39. | :01:44. | |
businessman became the chair of the Wales life science investment fund | :01:45. | :01:48. | |
which was set up by the Welsh government earlier in the year with | :01:48. | :01:52. | |
£50 million of public money. His role has come under the spotlight in | :01:52. | :01:57. | |
a major investment by the fund in a company which is developing a | :01:57. | :02:01. | |
pioneering use of stem cells for patients who have suffered strokes. | :02:01. | :02:07. | |
The investment is worth £5 million and that, together with an £8 | :02:08. | :02:11. | |
million grant from the Welsh government, means they are due to | :02:11. | :02:18. | |
relocate from their current location to the Cardiff area. Sir Chris Evans | :02:18. | :02:24. | |
was an existing shareholder and he also made a personal investment, | :02:24. | :02:30. | |
buying shares worth £600,000, into the company after the friend had | :02:30. | :02:36. | |
decided to put money into it. In a letter, the auditor general for | :02:36. | :02:40. | |
Wales said his staff had made some initial enquiries and he was | :02:40. | :02:43. | |
satisfied that there appeared to be matters that warrant external audit | :02:43. | :02:50. | |
attention. It is also being looked at internally by the Welsh | :02:50. | :02:54. | |
government. That confirmation from auditors led to questions being | :02:54. | :02:57. | |
asked about the fund by Assembly Members this afternoon. Given this | :02:57. | :03:03. | |
is not the only Welsh government fund under review, what insurers is | :03:03. | :03:08. | |
Camberwell SCUD and provide two Welsh taxpayers that the | :03:08. | :03:14. | |
government's -- Welsh government provide to Welsh taxpayers? The | :03:14. | :03:21. | |

strong defence. The main thrust is about transparency. He says he told | :04:01. | :04:05. | |
everyone about his close connections to the company and even stepped out | :04:05. | :04:11. | |
of the final decision-making meeting when they decided to put the money | :04:11. | :04:17. | |
into the company. On this issue of the personal investment, he said he | :04:17. | :04:20. | |
paid the full share price at the time and this was part of a larger | :04:20. | :04:25. | |
round of trying to attract investment to pay for the research | :04:25. | :04:27. | |
round of trying to attract for this company and he says other | :04:27. | :04:31. | |
investors asked him to put his own money into this company such as the | :04:31. | :04:36. | |
stature that he is held within the industry. He says he is at a loss to | :04:36. | :04:42. | |
explain why there is this examination because the Welsh | :04:42. | :04:46. | |
government have told him that proper procedures were followed and they | :04:46. | :04:51. | |
feel comfortable with that. At the heart of any enquiry or examination | :04:51. | :04:54. | |
into this will be about whether those proper procedures were | :04:54. | :04:57. | |
followed in the light of some of the questions you heard being raised in | :04:57. | :05:03. | |
the assembly this afternoon. He says that if the company does well, Wales | :05:03. | :05:09. | |
will benefit too. This company is doing some pioneering technology. | :05:09. | :05:13. | |
Industry experts say it has got good prospects and if it does very well, | :05:13. | :05:18. | |
all the investors are set to benefit, including the Welsh | :05:18. | :05:23. | |
taxpayer as we now own 11% in this company. The potential conflict is | :05:23. | :05:27. | |
that the life science investment fund is investing in this company | :05:27. | :05:32. | |
which can be notoriously unpredictable and expensive. I guess | :05:32. | :05:37. | |
it is about marrying at those demands with the fact that this is a | :05:37. | :05:45. | |
fund backed by the Welsh taxpayer and how those two can come together. | :05:45. | :05:50. | |
Plans for a new holiday complex on Anglesey which developers claim | :05:50. | :05:53. | |
could have created 600 jobs are in doubt tonight after councillors | :05:53. | :05:57. | |
rejected them. A company called Land and Lakes wants to build on land | :05:57. | :06:00. | |
around the former Anglesey Aluminium plant in Holyhead. It says it's | :06:00. | :06:05. | |
going to appeal. Here's Roger Pinney. | :06:05. | :06:12. | |
The last day of production at Anglesey Aluminium and the | :06:12. | :06:17. | |
bitterness was there for all to see. Around 500 jobs lost, the | :06:17. | :06:21. | |
development around the site is seen as a legacy project, bringing | :06:21. | :06:23. | |
much-needed employment back to the area. This is one of three sites a | :06:23. | :06:31. | |
company called Land and Lakes want to develop. The company did not want | :06:31. | :06:37. | |
to be interviewed following today's decision but in a statement said it | :06:38. | :06:42. | |
is disappointed and will appeal. Land and Lakes have spent the last | :06:42. | :06:47. | |
three years working on the project alongside Anglesey Aluminium and | :06:47. | :06:51. | |
council officials. Plenty of time for opinion to divide. Not very | :06:51. | :06:55. | |
happy about it because it is going to lose this nice environment. We | :06:55. | :07:02. | |
shall miss it. Anything that produces work and a reasonable | :07:02. | :07:08. | |
standard of living has got to be a good thing. Land and Lakes has | :07:08. | :07:14. | |
produced artists impressions of what it proposes. 500 leisure lodges | :07:14. | :07:18. | |
along with spa and restaurants and they say public will still have | :07:18. | :07:21. | |
access to the beach and some woodland. Nearby, another 300 lodges | :07:21. | :07:29. | |
are proposed and a hotel. Initially, the company hopes the lodges will be | :07:29. | :07:33. | |
used by workers building the planned nuclear power station. And on a | :07:33. | :07:39. | |
third site, the developers want to build 360 houses. In total, the | :07:39. | :07:45. | |
development would cover an area equivalent to more than 300 football | :07:45. | :07:49. | |
pitches, prompting concern about scale, although there is scepticism | :07:49. | :07:52. | |
about the number of jobs it would bring. With developers, that is | :07:53. | :07:59. | |
always the issue. They always exaggerate the number of jobs. In | :07:59. | :08:06. | |
many circumstances, the number of jobs which were promised have | :08:06. | :08:10. | |

and runs a guest house. She's already been affected by the | :14:39. | :14:44. | |
decision to scrap Sunday buses. We have guests who would come on the | :14:44. | :14:48. | |
train and needed to go back to Aberystwyth so I needed to drive | :14:48. | :14:51. | |
them in the end otherwise they would not have got their train back. If we | :14:51. | :14:56. | |
had told them they were no bus services, they would have cancelled | :14:57. | :14:59. | |
the booking and we would have lost money. Is that something you are | :14:59. | :15:04. | |
worried will happen more often? Yes, of course. Arriva says the financial | :15:04. | :15:09. | |
pressure on its operations in Ceredigion is unsustainable and so | :15:09. | :15:12. | |
its current services in the area can't continue. Whilst that | :15:12. | :15:15. | |
announcement has angered and disappointed many here, it hasn't | :15:15. | :15:23. | |
come as a surprise to everyone. It was bound to happen. The buses have | :15:23. | :15:27. | |
been running NT four years. I have not used the buses for 50 years. It | :15:27. | :15:33. | |

It's a theatre steeped in history - one of the UK's only Victorian music | :16:26. | :16:30. | |
halls still standing. But tonight there are concerns Swansea's Palace | :16:30. | :16:34. | |
Theatre is on the verge of collapse. The council says it's doing all it | :16:34. | :16:37. | |
can to save the building, but says it simply doesn't have the money to | :16:38. | :16:41. | |
restore it. Carwyn Jones reports. It first opened its doors in 1888 is | :16:41. | :16:46. | |
a bustling music Hall. In its heyday at the turn of the last century, it | :16:46. | :16:50. | |
hosted performances by Charlie Chaplin and Laurel and Hardy Dom but | :16:50. | :16:55. | |
the halcyon days of the Palace Theatre are now a distant memory. It | :16:55. | :16:59. | |
has become a decaying wreck in the heart of Swansea. It is difficult to | :16:59. | :17:03. | |
imagine the glory days of the Palace Theatre. That has led to a stark | :17:03. | :17:13. | |
warning tonight by the theatre's trust. The advisory body that | :17:13. | :17:19. | |
safeguards Theatre is across the UK. Each year, it has become | :17:19. | :17:23. | |
increasingly more derelict, more abandoned, more neglected, and the | :17:23. | :17:27. | |
water is coming in and that is weakening the structure of the | :17:27. | :17:31. | |
building. The longer it is left in that condition, the weaker the | :17:31. | :17:34. | |
building becomes and eventually, it will fall down. The Palace Theatre | :17:34. | :17:42. | |
has been closed since 2006. The last time a theatrical performance was | :17:42. | :17:53. | |
staged here was 11 years ago. We should be really battering on the | :17:53. | :17:57. | |
doors of the council and saying, you have got to do something about it. | :17:57. | :18:01. | |
It is a Grade-II listed buildings so it should not be left to decay. | :18:01. | :18:07. | |
Swansea council says it is doing all it can to safeguard the building's | :18:07. | :18:11. | |
future. It recently commissioned a feasibility study to explore | :18:11. | :18:15. | |
possible uses for the theatre, but the council is in a tricky position. | :18:15. | :18:21. | |
I am surprised it has not been broken into. It is in private | :18:21. | :18:26. | |
ownership. One option could be to serve a compulsory purchase order, | :18:26. | :18:32. | |
but it admits it does not have the millions of pounds needed to fund | :18:32. | :18:36. | |
the restoration. There are even doubts about its viability as a | :18:36. | :18:40. | |
theatre. This building has particular challenges which would | :18:40. | :18:44. | |
not be easily reconciled with the needs of modern theatre in terms of | :18:44. | :18:49. | |
health and safety and access and so on. Unfortunately, the architecture | :18:49. | :18:53. | |
of the building makes a theatre use very problematic. But an online | :18:53. | :18:58. | |
campaign to save the building is gathering momentum. By registering | :18:58. | :19:06. | |
as a charity, it could access grant funding which the council can't. | :19:06. | :19:10. | |
Hundreds of local people have already voiced their support. The | :19:10. | :19:15. | |
history of the building tells a lot about the history of Swansea. This | :19:15. | :19:18. | |
building more than any other has been used by the people of Swansea. | :19:18. | :19:24. | |
While there does seem to be widespread concern, finding a | :19:24. | :19:27. | |
solution will take time. That is the one thing this building does not | :19:27. | :19:30. | |
have. We've been warned of some miserable | :19:30. | :19:31. | |
weather. How bad is it going to get? Wales is in the firing line for some | :19:31. | :19:42. | |
very heavy rain in the next 24 hours. There is a Met Office warning | :19:42. | :19:46. | |
in force covering the whole country, valid until the end of tomorrow. | :19:46. | :19:51. | |
It's a yellow warning which means be aware. 20mm to 50mm of rain in | :19:51. | :19:59. | |
