Cardiff Council, has been speaking to us after yesterday's draft budget | :01:23. | :01:26. | |
by the Welsh Government included the biggest reductions in council | :01:27. | :01:31. | |
budgets in recent years. Our Political Editor Nick Servini has | :01:31. | :01:39. | |
more. We all rely on our local council. But if one man is to be | :01:39. | :01:44. | |
believed, the future is not God. It is the sort of language more | :01:44. | :01:48. | |
commonly used in the private sector. That terms like these have been used | :01:48. | :01:51. | |
to describe local authorities today by one of the most high-profile | :01:51. | :01:56. | |
councillors in Wales. I think some councils will run out of money | :01:56. | :02:00. | |
before they can make savings. They will have to be bailed out by | :02:00. | :02:01. | |
somebody. In effect, they would go will have to be bailed out by | :02:01. | :02:08. | |
bust. They will go bust. In fact, I think that is talk already that two | :02:08. | :02:18. | |
councils will go bust next year. The Welsh Government announced cuts for | :02:18. | :02:23. | |
councillors as a result of the draft budget yesterday. They have been | :02:23. | :02:29. | |
given warnings and more protection than comfortable in England. We are | :02:29. | :02:36. | |
taking the needs of local government into account. We have been preparing | :02:36. | :02:39. | |
them for tougher times. They know and they have said clearly over the | :02:39. | :02:42. | |
last 24 hours that they recognise that tougher times are on the way. | :02:42. | :02:49. | |
Most of what councils spend they cannot cut. The lion 's share of the | :02:49. | :02:54. | |
expenditure is on statutory services, social care and so on. | :02:54. | :03:00. | |
They are largely protected. What is more vulnerable is discretionary | :03:00. | :03:07. | |
services like leisure centres. What was striking about what Russell | :03:07. | :03:14. | |
Goodway said, if they can't discretionary services, it would not | :03:14. | :03:18. | |
be enough. His warning comes on the day a poll for the BBC suggests many | :03:18. | :03:22. | |
people in Britain think the quality of public services overall has been | :03:22. | :03:26. | |
maintained or improved in the past five years despite cuts. In Swansea, | :03:26. | :03:34. | |
the council has been carrying out a consultation asking people where | :03:34. | :03:42. | |
future cuts should be carried out. Services can be had and missed | :03:42. | :03:45. | |
depending on the area you are in. If it was reduced further, it will have | :03:45. | :03:52. | |
a big impact. It will not be fair. Some people will feel pain more than | :03:52. | :03:57. | |
others. Ultimately, everyone will suffer from cuts. Similarly, they | :03:57. | :04:07. | |
were be unavoidable. Local authorities will have to wait until | :04:07. | :04:11. | |
next week before finding out how exactly they will be affected. | :04:11. | :04:13. | |
Well there were further details today of how the Welsh Government | :04:13. | :04:18. | |
intends to spend £600-million on major projects that it hopes will | :04:18. | :04:21. | |
stimulate the economy and create around 11,000 extra jobs. There's | :04:21. | :04:23. | |
£38 million for health, including the final phase of the children's | :04:23. | :04:27. | |
hospital in Cardiff, as well as money for transport and homes. Our | :04:27. | :04:31. | |
economics correspondent, Sarah Dickins, is here with the details. | :04:31. | :04:35. | |
If you pull together the message from the projects announced today, | :04:35. | :04:39. | |
they're aimed at getting Wales to work and improving living | :04:39. | :04:43. | |
conditions. There's £62 million to kick off what's called a South East | :04:43. | :04:47. | |
Wales metro system, a connected bus and train network for speedier and | :04:47. | :04:54. | |
more reliable commuting to work. There's further recognition that | :04:54. | :05:15. | |
housing is a problem. What we need to see if a larger chunk of money | :05:15. | :05:21. | |
being invested replacing the road altogether and creating an M4 relief | :05:21. | :05:24. | |
road. This may be a small drop in the ocean. It will not save that | :05:24. | :05:33. | |
solve the bottleneck in the area. The Welsh Government is channelling | :05:33. | :05:36. | |
£170 million into homes, with the lions' share, £140 million, targeted | :05:36. | :05:39. | |
for Help to Buy Cymru, a scheme to make it easier to buy new homes. The | :05:39. | :05:45. | |
government's hope is that 5000 more homes will be built, providing more | :05:45. | :05:51. | |
jobs for builders. And with families struggling to pay bills, there's £70 | :05:51. | :05:54. | |
million to help to make homes more energy efficient. The message from | :05:54. | :06:00. | |
the Finance Minister Jane Hutt is that these projects will create | :06:00. | :06:03. | |
thousands of jobs and help tackle poverty. The government is limited | :06:03. | :06:09. | |

participation has been seen. While drug beer was the order of the day | :13:06. | :13:11. | |
in Colwyn Bay today, it is football which tops the league of most | :13:11. | :13:17. | |
popular sport for boys. For girls, netball get the top spot followed by | :13:17. | :13:23. | |
dance. It seems to be the case at the moment that these activities are | :13:23. | :13:28. | |
very popular. We regularly have 400 students a night staying behind | :13:28. | :13:33. | |
after school. This is a school where they put a lot into sport and pupils | :13:33. | :13:37. | |
get a lot out of it. But it is not the same across Wales. It is | :13:37. | :13:42. | |
important that we make the standard and quality of physically -- | :13:42. | :13:47. | |
physical education in schools better. It is patchy at the moment. | :13:47. | :13:52. | |
We are about improving quality of provision. The Welsh Government is | :13:52. | :13:57. | |
looking at a fundamental review of the curriculum in Wales and chill -- | :13:57. | :14:05. | |
changes are on the way. Whether children may be full of get up and | :14:05. | :14:10. | |
go, more of us than ever are sitting down and it is damaging our health. | :14:10. | :14:13. | |
The office is largely to blame with the average adult spending at least | :14:13. | :14:17. | |

trained to get staff stopped work and to one minute of exercise every | :16:15. | :16:21. | |
hour. Some of the changes were interesting. They did not quite work | :16:21. | :16:26. | |
for us at other things were really good and interesting. This month we | :16:26. | :16:30. | |
have got a promotion on making sure staff understand how to prepare | :16:30. | :16:36. | |
properly for exercise and what to do to avoid injuries in the first race. | :16:36. | :16:47. | |
Some of the -- first place. Changing attitudes will not happen overnight. | :16:47. | :16:50. | |
But they believe they are ready on the road to a healthier future and | :16:50. | :16:55. | |

travel helps to create an environment where we can enjoy good | :18:34. | :18:37. | |
