Tonight, the fallout from the draft budget. A stark warning some

:00:00.:00:16.

councils could go bust. I think some councils will run out of money

:00:16.:00:20.

before they can make the savings. They will have to be bailed out by

:00:20.:00:24.

somebody. But there is money for roads and construction. The Welsh

:00:24.:00:27.

Government announces it'll invest more than £600-million.

:00:27.:00:43.

Also tonight. It has emerged a body found at a bungalow near Beaumaris

:00:43.:00:48.

at the weekend may have been there for a considerable length of time.

:00:48.:00:52.

They target older people with mailshots or cold-calling. Calls for

:00:52.:00:55.

a clamp-down on the scams which leave some thousands out of pocket.

:00:55.:01:00.

Keeping children active. A survey shows there's less time for sport in

:01:00.:01:04.

school but more youngsters are doing sport outside school.

:01:04.:01:11.

Good evening. A number of Welsh councils could go bust because of

:01:11.:01:17.

cuts to their budgets. The warning tonight from a senior member of

:01:17.:01:20.

Wales' biggest local authority. Russell Goodway, a cabinet member at

:01:20.:01:23.

Cardiff Council, has been speaking to us after yesterday's draft budget

:01:23.:01:26.

by the Welsh Government included the biggest reductions in council

:01:27.:01:31.

budgets in recent years. Our Political Editor Nick Servini has

:01:31.:01:39.

more. We all rely on our local council. But if one man is to be

:01:39.:01:44.

believed, the future is not God. It is the sort of language more

:01:44.:01:48.

commonly used in the private sector. That terms like these have been used

:01:48.:01:51.

to describe local authorities today by one of the most high-profile

:01:51.:01:56.

councillors in Wales. I think some councils will run out of money

:01:56.:02:00.

before they can make savings. They will have to be bailed out by

:02:00.:02:01.

somebody. In effect, they would go will have to be bailed out by

:02:01.:02:08.

bust. They will go bust. In fact, I think that is talk already that two

:02:08.:02:18.

councils will go bust next year. The Welsh Government announced cuts for

:02:18.:02:23.

councillors as a result of the draft budget yesterday. They have been

:02:23.:02:29.

given warnings and more protection than comfortable in England. We are

:02:29.:02:36.

taking the needs of local government into account. We have been preparing

:02:36.:02:39.

them for tougher times. They know and they have said clearly over the

:02:39.:02:42.

last 24 hours that they recognise that tougher times are on the way.

:02:42.:02:49.

Most of what councils spend they cannot cut. The lion 's share of the

:02:49.:02:54.

expenditure is on statutory services, social care and so on.

:02:54.:03:00.

They are largely protected. What is more vulnerable is discretionary

:03:00.:03:07.

services like leisure centres. What was striking about what Russell

:03:07.:03:14.

Goodway said, if they can't discretionary services, it would not

:03:14.:03:18.

be enough. His warning comes on the day a poll for the BBC suggests many

:03:18.:03:22.

people in Britain think the quality of public services overall has been

:03:22.:03:26.

maintained or improved in the past five years despite cuts. In Swansea,

:03:26.:03:34.

the council has been carrying out a consultation asking people where

:03:34.:03:42.

future cuts should be carried out. Services can be had and missed

:03:42.:03:45.

depending on the area you are in. If it was reduced further, it will have

:03:45.:03:52.

a big impact. It will not be fair. Some people will feel pain more than

:03:52.:03:57.

others. Ultimately, everyone will suffer from cuts. Similarly, they

:03:57.:04:07.

were be unavoidable. Local authorities will have to wait until

:04:07.:04:11.

next week before finding out how exactly they will be affected.

:04:11.:04:13.

Well there were further details today of how the Welsh Government

:04:13.:04:18.

intends to spend £600-million on major projects that it hopes will

:04:18.:04:21.

stimulate the economy and create around 11,000 extra jobs. There's

:04:21.:04:23.

£38 million for health, including the final phase of the children's

:04:23.:04:27.

hospital in Cardiff, as well as money for transport and homes. Our

:04:27.:04:31.

economics correspondent, Sarah Dickins, is here with the details.

:04:31.:04:35.

If you pull together the message from the projects announced today,

:04:35.:04:39.

they're aimed at getting Wales to work and improving living

:04:39.:04:43.

conditions. There's £62 million to kick off what's called a South East

:04:43.:04:47.

Wales metro system, a connected bus and train network for speedier and

:04:47.:04:54.

more reliable commuting to work. There's further recognition that

:04:54.:05:15.

housing is a problem. What we need to see if a larger chunk of money

:05:15.:05:21.

being invested replacing the road altogether and creating an M4 relief

:05:21.:05:24.

road. This may be a small drop in the ocean. It will not save that

:05:24.:05:33.

solve the bottleneck in the area. The Welsh Government is channelling

:05:33.:05:36.

£170 million into homes, with the lions' share, £140 million, targeted

:05:36.:05:39.

for Help to Buy Cymru, a scheme to make it easier to buy new homes. The

:05:39.:05:45.

government's hope is that 5000 more homes will be built, providing more

:05:45.:05:51.

jobs for builders. And with families struggling to pay bills, there's £70

:05:51.:05:54.

million to help to make homes more energy efficient. The message from

:05:54.:06:00.

the Finance Minister Jane Hutt is that these projects will create

:06:00.:06:03.

thousands of jobs and help tackle poverty. The government is limited

:06:03.:06:09.

in terms of what it can do economically and it's waiting to

:06:09.:06:12.

hear if it will be allowed to gather smaller taxes and borrow money to

:06:12.:06:14.

fund projects like these. Its emerged a body found at a

:06:14.:06:33.

bungalow in Llandegfan on Anglesey at the weekend may have been there

:06:33.:06:37.

for a considerable length of time. A woman who was living at the property

:06:37.:06:40.

is being treated at Ysbyty Gwynedd in Bangor. Well for more on this

:06:40.:06:44.

story to Llandegfan now and Roger Pinney. The police were called to

:06:44.:06:47.

the property at the end of the road behind on Saturday morning after

:06:47.:06:49.

being alerted by a neighbour. Inside they found the body of a man and

:06:49.:06:56.

said quickly and there were no suspicious circumstances. They

:06:56.:07:00.

handed over the investigation to the coroner. The coroner confirmed what

:07:00.:07:04.

was already speculation that the body had been lying in the property

:07:04.:07:08.

for a very long time. A postmortem examination has been carried out

:07:08.:07:14.

that it has proved inconclusive. Further tests will be carried out.

:07:14.:07:19.

Do we know anything about the people living at the bungalow? Very little.

:07:19.:07:27.

We have been told they were very private people who kept themselves

:07:27.:07:30.

to themselves. They only come out in the evenings. We have also been told

:07:30.:07:32.

that they kept in a bar of animals the evenings. We have also been told

:07:32.:07:37.

at the property. The coroner has said so far that is nothing to

:07:37.:07:40.

suggest foul play. A farmer has lost the latest twist

:07:40.:07:50.

in a twenty year long legal battle for planning permission for a large

:07:50.:07:53.

lake on his land in Lampeter. Ceredigion councillors refused to

:07:53.:07:56.

accept the lake has become part of the landscape. John Rogers built the

:07:56.:08:01.

180-metre long lake in 1991 without permission.

:08:01.:08:04.

Calls have been made for tougher measures to clamp down on scams

:08:04.:08:09.

which target older people. Promises of cash prizes, rogue traders at the

:08:09.:08:13.

door, or scams over the phone and online have all been highlighted

:08:13.:08:16.

today to a group of Assembly Members and the reported cases are just the

:08:16.:08:20.

tip of the iceberg as Jenny Rees reports.

:08:20.:08:25.

Every week, Shirley Whitman from Cardiff gets at least two letters

:08:25.:08:30.

telling her she's a winner of thousands of pounds. If only that

:08:30.:08:40.

were true. These are scams. How does it make you feel when you are

:08:40.:08:45.

getting these? It makes me cross. I know other people 's -- people will

:08:45.:08:53.

fall break. One woman in her 80s was sending them off regularly. Once you

:08:53.:08:59.

are housebound, having a letter of any sort can be something. It's not

:08:59.:09:05.

just letters through the post. Iit could be a knock at the door from a

:09:06.:09:10.

tradesman offering to fix a loose slate, an online scam, or a phone

:09:10.:09:13.

call to help with an apparent virus on your computer, all designed to

:09:13.:09:17.

make you part with your money. In some cases, that's hundreds or even

:09:17.:09:28.

thousands of pounds. Trading standards had to those and reports

:09:28.:09:33.

of scams in Wales last year. The government figures showed 95% of

:09:33.:09:38.

scams go and report it of the problem is huge. On average, people

:09:38.:09:44.

who do reply to scams lose an average £1200 a year. For some

:09:44.:09:48.

people, it can be significantly more. Age Cymru would like to see

:09:48.:09:53.

more of these No Cold Calling Zones. This one is in Pontllanffraith,

:09:54.:09:56.

where Caerphilly Trading Standards are already seeing the benefits. It

:09:56.:10:04.

gives residents reassurance, protection and empowerment that 22

:10:04.:10:09.

get the unwelcome call, they can tell people to go away. The rogues

:10:09.:10:20.

are easily put off because the last thing they want is ourselves or

:10:20.:10:24.

police getting onto them. They want to go in, get the money and go away.

:10:24.:10:31.

Today's cross party group will now write to ministers asking what is

:10:31.:10:34.

being done to protect people from scams and whether no cold calling

:10:34.:10:37.

zones can be made legally enforceable here.

:10:37.:10:39.

There has been an increase in the number of young people taking part

:10:39.:10:44.

in sport three times a week outside of the lessons, at from 27% two

:10:44.:11:05.

years ago to 40% today. That is according to a survey of over

:11:05.:11:09.

100,000 children across Wales. But it also shows less curriculum time

:11:09.:11:24.

given the sport in school. While children may be full of get up and

:11:24.:11:29.

go more of us than ever it seems are sitting down and it's damaging our

:11:29.:11:36.

health. Sport can be fun and exciting. You get more time to get

:11:36.:11:50.

fit. Do you play as a team? Yes, that they do not do it very well. I

:11:50.:11:57.

you the best player? Yes. Their questions about how sustainable

:11:57.:12:08.

sport can be. Teachers awarded that some subjects such as physical

:12:08.:12:11.

education can be pushed to the margins. Time given to sport on the

:12:11.:12:19.

curriculum has gone down. In 2011, children had allowed one hour and 46

:12:19.:12:24.

minutes. That had gone down by six minutes this year. It is less than

:12:24.:12:29.

the government aim of two hours a week. The essential part of this is

:12:29.:12:35.

increasing the status of physical education in schools and making it a

:12:35.:12:39.

core part of what teaching is about and how schools go forward. If

:12:39.:12:44.

headteachers think digital activity and in people getting that good

:12:44.:12:47.

spirits as important that we will see it in every school. It is

:12:47.:12:55.

outside of school hours in clubs and activities that the biggest

:12:55.:13:06.

participation has been seen. While drug beer was the order of the day

:13:06.:13:11.

in Colwyn Bay today, it is football which tops the league of most

:13:11.:13:17.

popular sport for boys. For girls, netball get the top spot followed by

:13:17.:13:23.

dance. It seems to be the case at the moment that these activities are

:13:23.:13:28.

very popular. We regularly have 400 students a night staying behind

:13:28.:13:33.

after school. This is a school where they put a lot into sport and pupils

:13:33.:13:37.

get a lot out of it. But it is not the same across Wales. It is

:13:37.:13:42.

important that we make the standard and quality of physically --

:13:42.:13:47.

physical education in schools better. It is patchy at the moment.

:13:47.:13:52.

We are about improving quality of provision. The Welsh Government is

:13:52.:13:57.

looking at a fundamental review of the curriculum in Wales and chill --

:13:57.:14:05.

changes are on the way. Whether children may be full of get up and

:14:05.:14:10.

go, more of us than ever are sitting down and it is damaging our health.

:14:10.:14:13.

The office is largely to blame with the average adult spending at least

:14:13.:14:17.

half of their day sat down. But at one of Wales' largest employers, the

:14:17.:14:24.

DVLA things have been changing. For 40 years, the DVLA in Swansea has

:14:24.:14:29.

been processing our driving licences. It employs 5000 people and

:14:29.:14:37.

like offices everywhere, people here spent most of their working day

:14:37.:14:42.

sitting down. Tara Hammett is the fitness instructor who was brought

:14:42.:14:47.

in to help six members of staff and says we could all benefit from the

:14:47.:14:50.

changes she helped put in place in Swansea. Doing squats and press that

:14:50.:14:57.

and call movements. They are fun, it gets the team together. It gets the

:14:57.:15:03.

muscles going was up 60 seconds of that is going to be better than

:15:03.:15:09.

nothing. While people who worked in traditional industries needed 350

:15:09.:15:14.

calories an hour to keep going, office work burns less than 100. We

:15:14.:15:20.

are now appealed least active generation there has ever been.

:15:20.:15:24.

According to research carried out in 2011, the average adult spends 50 to

:15:24.:15:30.

60% of their day in sedentary pursuits. Experts say adult should

:15:30.:15:38.

carry out at least 150 minutes of moderate aerobic exercise every

:15:38.:15:42.

week. With an estimated four out of five of us now sitting at desks to

:15:42.:15:47.

do our work, the problem of too much sitting down is said to be getting

:15:47.:15:52.

worse. The DVLA has tried introducing a variety of

:15:52.:15:58.

innovations. Walking at one miles an hour. You lose 57 pounds of body

:15:58.:16:07.

weight a year. Dooley the month-long programme, the six chosen were

:16:07.:16:12.

encouraged to abseil, whitewater rafting and team leaders were

:16:12.:16:15.

trained to get staff stopped work and to one minute of exercise every

:16:15.:16:21.

hour. Some of the changes were interesting. They did not quite work

:16:21.:16:26.

for us at other things were really good and interesting. This month we

:16:26.:16:30.

have got a promotion on making sure staff understand how to prepare

:16:30.:16:36.

properly for exercise and what to do to avoid injuries in the first race.

:16:36.:16:47.

Some of the -- first place. Changing attitudes will not happen overnight.

:16:47.:16:50.

But they believe they are ready on the road to a healthier future and

:16:50.:16:55.

the challenge now is for all of us to follow. With me now is the Chief

:16:55.:17:12.

Medical Officer for Wales, Dr Ruth Hussey. You've published your annual

:17:13.:17:16.

report today. The main message, the nation's health needs to improve.

:17:16.:17:19.

But who needs to be taking responsibility for this, the

:17:19.:17:24.

government? We need to stay healthier for longer. All of us have

:17:24.:17:30.

responsibility. They is a role for government to set the conditions to

:17:30.:17:33.

help create the opportunity for good health. I am delighted to see

:17:33.:17:38.

businesses getting behind this as well. Across the life course from

:17:38.:17:44.

children to older lady, that is something for all of us to do to

:17:44.:17:49.

help make waves a healthier nation. Another thing you highlight is the

:17:49.:17:53.

gaps in health between richer and poorer -- Paula part of Wales was up

:17:53.:17:58.

it is not getting narrower. Can that be turned around? I firmly believe

:17:58.:18:04.

it can. The Welsh Government does have a plan to tackle poverty and

:18:04.:18:09.

that has has elements in it. We focus on getting children to get the

:18:09.:18:15.

best possible start in life. It does not seem to be narrowing though? We

:18:15.:18:21.

need to keep focus. This is not a quick thing, it is a relentless

:18:21.:18:26.

focus on prevention. That is what we need to see in future years. Active

:18:26.:18:34.

travel helps to create an environment where we can enjoy good

:18:34.:18:37.

health. We have to keep that it relentlessly. Let us talk about

:18:37.:18:43.

children. A quarter start school overweight. That is startling. More

:18:43.:18:47.

are now doing exercises outside school that this is to be a gap

:18:47.:18:52.

between active children going into inactive adults? One of the things

:18:52.:19:00.

we must do is build on the success we have seen reported today.

:19:00.:19:03.

Children getting active at school age. We know they can be a drop off

:19:03.:19:07.

as children become teenagers and into adult life. It is creating the

:19:07.:19:10.

habit early on was up we are into adult life. It is creating the

:19:10.:19:14.

creating new opportunities for physical educate that activity. It

:19:15.:19:20.

does not have to be sport. It can be walking and cycling. Whatever age

:19:20.:19:25.

you are, it is never too late. We all have a role to play in this.

:19:25.:19:28.

Thank you very much indeed. There's a chance to find out how the DVLA

:19:28.:19:35.

workers got on later tonight. Is My Job Killing Me? Is on BBC One Wales

:19:35.:19:46.

at nine o'clock. The Welsh Government has issued new guidance

:19:46.:19:49.

on how local authorities should consider the Welsh language as part

:19:49.:19:52.

of the planning system. Campaigners often claim housing developments are

:19:52.:19:55.

to blame for the decline of the language in parts of rural Wales.

:19:55.:19:58.

The new guidance will mean local authorities who see Welsh as an

:19:58.:20:02.

important issue will have to take the language into account when

:20:02.:20:04.

preparing their local development plans. For years, campaigners have

:20:04.:20:07.

been calling for the Russell and to be counted as part of that for the

:20:07.:20:13.

Welsh language to be counted as part of planning. Census figures show

:20:13.:20:19.

Welsh is in decline even in heartland areas. The Welsh

:20:19.:20:22.

Government has told local authorities who have identified the

:20:22.:20:25.

language as an important issue they have to take it into consideration

:20:25.:20:28.

when preparing and reviewing their local development land. It is a

:20:28.:20:35.

strategic review. The Welsh language is at the heart of decision-making

:20:36.:20:45.

progress is -- processes. In July, the first Minister has a special

:20:45.:20:47.

conference in Aberystwyth to discuss the future of the Welsh language.

:20:47.:20:56.

Campaigners have reservations about the new guidance. It does not go far

:20:56.:21:03.

enough. It does not make absolutely sure that every local authority in

:21:03.:21:08.

Wales considers the Welsh language in planning. They should be

:21:08.:21:14.

statutory powers which ensure local authorities take guidance seriously.

:21:14.:21:27.

The number of local authorities. The Welsh language Commissioner says she

:21:27.:21:30.

will be meeting the minister to discuss her concerns.

:21:31.:21:34.

There's still no word from Cardiff City tonight about why a trusted

:21:34.:21:37.

member of the manager's backroom staff has been replaced without

:21:37.:21:40.

warning by an unknown 23-year-old from Kazakhstan. Iain Moody was

:21:40.:21:44.

Malky Mackay's head of recruitment who masterminded the club's big

:21:44.:21:47.

summer signings. But he's now been put on gardening leave, with his job

:21:47.:21:50.

given to Alisher Apsalyamov, a friend of the son of Malaysian owner

:21:50.:21:53.

Vincent Tan. Our sports reporter Ashleigh Crowter is outside the

:21:53.:21:56.

Cardiff City stadium. What's the significance of this move? We

:21:56.:22:02.

understand the manager is fuelled us and hurt by this latest move. He was

:22:02.:22:08.

one of his most trusted lieu tenant. They worked together at Watford and

:22:08.:22:14.

here in Cardiff. His job in recruitment was to attract top

:22:14.:22:18.

layers to join the club. He brought in a number of players over the

:22:18.:22:24.

summer. It has come as something of a surprise that he has been replaced

:22:24.:22:28.

by a man with no previous football experience. The man in question is a

:22:28.:22:34.

23-year-old from Kazakhstan who was a friend of the sun of the

:22:34.:22:39.

millionaire Malaysia and owner. He came to the club in the summer on

:22:39.:22:44.

work experience and he spent some of the town painting the walls of the

:22:45.:22:50.

stadium. Many believe the manager has been undermined by this decision

:22:51.:22:56.

and the foot ringside of the club. We understand he will not quit the

:22:56.:22:59.

club over this but many believe it will be difficult for him to carry

:22:59.:23:08.

on. If he walked away, I do not think anybody would blame him. I do

:23:08.:23:13.

not think anybody would say he was wrong for doing so full stop that is

:23:13.:23:19.

trust in football and someone like the manager, it is a big part of

:23:19.:23:25.

what he is. There will be a lot of talk about that. While we have you
