dual fuel customers will go up by more than 9%. That is all from | :00:00. | :00:00.
Welcome to Wales Today - our top story. | :00:00. | :00:07.
Doctors hadn't told him he had a liver condition that could kill him. | :00:08. | :00:11.
Three years after Carl Nolan died a damning report into the care he | :00:12. | :00:20.
received. He was bright yellow. He looked like a 90 old man in a | :00:21. | :00:28.
wheelchair. You only had to look at him. | :00:29. | :00:30.
The health watchdog says he was denied the chance to survive in one | :00:31. | :00:32.
of the worst cases they've seen. Also tonight - More should be done | :00:33. | :00:48.
to protect players from the dangers of concussion, the call from a | :00:49. | :00:51.
former medical advisor to those running world rugby. | :00:52. | :01:01.
This man was the mayor of Denbigh. A court hears he was not responsible | :01:02. | :01:05.
for a wave of explosions in the town. | :01:06. | :01:07.
Modernise or we'll replace you. The warning to bosses of Welsh Amateur | :01:08. | :01:10.
Boxing after holes are found in their accounts. | :01:11. | :01:16.
And here's one of the acts up for the prestigious Welsh Music Award | :01:17. | :01:17.
tonight. One of the worst examples of poor | :01:18. | :01:27.
treatment in the Welsh NHS in recent years. The damning assessment of the | :01:28. | :01:32.
events which led to the death of a 30-year-old man from Rhyl. Carl | :01:33. | :01:35.
Nolan died from liver disease but wasn't told for seven years that he | :01:36. | :01:38.
had the condition. The Public Service Ombudsman has criticised the | :01:39. | :01:41.
care he received at Glan Clwyd hospital. We'll be speaking to him | :01:42. | :01:45.
in a few minutes. First our health correspondent Owain Clarke. | :01:46. | :01:51.
He was in the prime of life preparing to settle down and get | :01:52. | :01:54.
married at Carl Nolan never got the chance. We realise now he always | :01:55. | :02:03.
had, he always was very tired. We would tease him. We thought he was | :02:04. | :02:08.
modern office worker than a strenuous work-out. He just went | :02:09. | :02:15.
along with his daily life like that. His tired nice was caused by liver | :02:16. | :02:20.
disease which he had since he was born. Test has picked up the | :02:21. | :02:26.
condition in 2001 but neither Carl Nolan his family were told until | :02:27. | :02:30.
almost seven years later. He could've managed his life much | :02:31. | :02:36.
better. He could've looked after himself better but more importantly, | :02:37. | :02:41.
we would have expected him to have been referred to a liver consultant | :02:42. | :02:49.
will stop by 2010 his liver was failing. Eventually, you was | :02:50. | :02:51.
referred to a specialist unit aiming at and put on the transplant list. | :02:52. | :02:57.
When he finally left the hospital in Birmingham he was right yellow. He | :02:58. | :03:03.
looked like a 90-year-old man in a wheelchair. He had drips and | :03:04. | :03:09.
everything. You only have to look at him. Of course, as a parent, I look | :03:10. | :03:14.
back and think why didn't I realise that the time? She died a few weeks | :03:15. | :03:22.
later. According to the man responsible for investigating | :03:23. | :03:24.
serious complaint, poor care throughout had denied the 30 rolled | :03:25. | :03:28.
the chance to survive and flourish. I was shocked by what our | :03:29. | :03:33.
investigation found in this instance, this is one of the worst | :03:34. | :03:37.
examples of poor treatment and put communication with a patient that I | :03:38. | :03:44.
have come across. Betsi Cadwaladr health board admits some Celt he was | :03:45. | :03:50.
not -- some of the care he was not good enough. It is looking into the | :03:51. | :03:56.
way it communicates with Haitians. But the ombudsman doesn't have the | :03:57. | :04:00.
power to insist that any individual is disciplined or dismissed. It is | :04:01. | :04:06.
taken is three years to get at this stage. We are not closer. These | :04:07. | :04:12.
people are still in highly paid and highly respected jobs. Actually, | :04:13. | :04:17.
unless we carry this on nothing is going to come of it. The ombudsman | :04:18. | :04:22.
's support they have taken their complaints to the general medical | :04:23. | :04:25.
Council, the body that can strike off doctors who are not to scratch. | :04:26. | :04:29.
A family vowing to fight on Notts for their sake of others. | :04:30. | :04:33.
The ombudsman, Peter Tyndall is here. As we heard enough PC don't | :04:34. | :04:41.
have the power to insist any individual is disciplined or | :04:42. | :04:43.
dismissed, should that change? I don't think so. As a consequence of | :04:44. | :04:49.
our Reporter above individuals have been disciplined. We will on | :04:50. | :04:54.
occasion is referrals to professional bodies who have seen a | :04:55. | :04:58.
nurse suspended for altering medical records. We think there are avenues | :04:59. | :05:03.
open and often it is for the employee in this case, the health | :05:04. | :05:08.
board, on what action to take. Usually they take that and I have | :05:09. | :05:12.
had reassurances on behalf how bored they would be looking at what action | :05:13. | :05:16.
they need to take in this instance. You have seen a number of cases over | :05:17. | :05:20.
the years and from health boards, it goes all the time. What are you | :05:21. | :05:26.
telling them what they should do, how they should get to grips with | :05:27. | :05:30.
its? Our concern is the have not been handling complaints as well as | :05:31. | :05:39.
they should. All too often the way they handle complaints as in this | :05:40. | :05:43.
instance has compounded the failures of the service they have provided so | :05:44. | :05:48.
we have been holding a seminar this week for representatives of health | :05:49. | :05:52.
boards to deal with complaints, encouraging them to handle them | :05:53. | :05:55.
better. I have been having meetings with the chairs and Chief Executive | :05:56. | :05:58.
's of all the health boards in Wales, talking to them about to | :05:59. | :06:04.
tackle complaint handling. I you confident things will change? Yes, | :06:05. | :06:09.
we had a similar campaign with local government and we have had seen | :06:10. | :06:17.
complaints held at a level. Thank you very much indeed. | :06:18. | :06:19.
Rugby's governing bodies are "playing with fire" in the way they | :06:20. | :06:23.
deal with concussion in the game. That's the warning from a former | :06:24. | :06:26.
medical advisor to the International Rugby Board. Speaking exclusively to | :06:27. | :06:30.
BBC Wales, Dr Barry O'Driscoll says he resigned because the organisation | :06:31. | :06:32.
trivialised concussion and is calling for mandatory training for | :06:33. | :06:36.
amateur coaches and referees. Steffan Powell has more. | :06:37. | :06:46.
She is out. He is gone. There is no denying brick and is a physical | :06:47. | :06:53.
game. It is estimated a player will suffer a concussion every game and a | :06:54. | :06:57.
half. Some medical experts warned repeated incursions could lead to | :06:58. | :07:01.
memory loss, depression and dementia in later life. It is most common are | :07:02. | :07:06.
the professional game that it can affect players at grassroots player. | :07:07. | :07:10.
At Ammanford club the dangers have been made all too apparent. You have | :07:11. | :07:18.
two players who are committed and challenging for the kick. We were | :07:19. | :07:23.
going 100% for the ball and a collision of the heads. It is like | :07:24. | :07:28.
that shake up the players, the families and friends of those | :07:29. | :07:32.
involved. We have had our fair share of head injuries over the years here | :07:33. | :07:35.
as I am sure is the case with all clubs. Not enough is being done to | :07:36. | :07:41.
protect players, according to Dr Barry O'Driscoll, former medical | :07:42. | :07:46.
adviser to the International Rugby Board. At the grassroots level all | :07:47. | :07:50.
the way through, I would like to see a mandatory training is part of | :07:51. | :07:56.
coaching courses. What they need to do is get across the signs and | :07:57. | :08:02.
symptoms, and what to do with it. Peter Robinson agrees that action | :08:03. | :08:05.
needs to be taken. His son was a promising outside centre but at the | :08:06. | :08:10.
age of 14 he died whilst playing for his school team in Northern Ireland. | :08:11. | :08:14.
He started the second half, he was involved in a heavy tackle and he | :08:15. | :08:21.
lay on the ground being treated. He was holding his head. He collapsed | :08:22. | :08:31.
with a minute to go. Again, that was through a tackle. You could see him | :08:32. | :08:37.
lying on his back and that was the last we saw of him. He was taken | :08:38. | :08:45.
away. The IRB says it approaches driven by international best | :08:46. | :08:48.
practice, not individual opinions. The Welsh union says the safety of | :08:49. | :08:52.
plays that the forefront of any decision-making and it is looking at | :08:53. | :08:55.
devising a nationwide education programme for all levels of game. It | :08:56. | :09:00.
comes too late for Peter that he is determined to make -- help others. | :09:01. | :09:05.
He is due to meet the Education Minister next month to discuss | :09:06. | :09:10.
awareness of the dangers of concussion. He hopes that can | :09:11. | :09:12.
prevent further losses for families like his. | :09:13. | :09:14.
46 suspected drug dealers have been arrested by South Wales Police in | :09:15. | :09:19.
Cardiff. The arrests are the result of a six month undercover operation | :09:20. | :09:22.
targeting people who supply class A drugs such as heroin and crack | :09:23. | :09:25.
cocaine in the city centre and surrounding areas. We are listening | :09:26. | :09:32.
to what the concerns of the public are. They have given is information | :09:33. | :09:36.
which we are responding to. It means those people who wish to deal works | :09:37. | :09:41.
in Cardiff have to look over their shoulder because we are targeting | :09:42. | :09:44.
them and taking proactive action against them. We would like to thank | :09:45. | :09:49.
the community of Cardiff for the information they provided us. | :09:50. | :09:51.
More than 120 pupils at a comprehensive school in Llanelli are | :09:52. | :09:56.
being offered tests for TB after a member of staff was diagnosed with | :09:57. | :09:59.
the infection. Health officials say the risk to the pupils at Ysgol y | :10:00. | :10:02.
Strade is low. Other staff members are also being offered screening. | :10:03. | :10:06.
Thousands of British Gas customers in Wales will see their bills rise | :10:07. | :10:10.
this autumn. The company, which supplies 385,000 customers here, has | :10:11. | :10:13.
become the latest energy provider to put-up prices. Its electricity will | :10:14. | :10:17.
go up by 10.4% and gas by more than 8% rom the end of next month. | :10:18. | :10:25.
A former mayor of Denbigh has told a court he was not responsible for a | :10:26. | :10:28.
wave of night time explosions in the town. John Larsen said he had an | :10:29. | :10:32.
interest in fireworks but had not built explosives which damaged cars | :10:33. | :10:36.
and houses. Matthew Richards reports. | :10:37. | :10:41.
Back in April, John Larsen told BBC Wales that he was one of a number of | :10:42. | :10:45.
Denbigh residents who'd been alarmed by a series of loud bangs close to | :10:46. | :10:49.
his house over the course of three months. A few weeks later the town | :10:50. | :10:53.
councillor and former mayor was arrested and charged with causing | :10:54. | :10:59.
the explosions. The prosecution say when police entered his home they | :11:00. | :11:02.
found explosive powder, fuse wires and all bearings which, he says, he | :11:03. | :11:08.
bought from online magic stores and he was a member of them become | :11:09. | :11:11.
counsel's the big fireworks committee. It is claimed he told | :11:12. | :11:15.
police a helper have not broken any laws they doing what I am doing. | :11:16. | :11:19.
Taking the stand in his defence he told the jury that his interest in | :11:20. | :11:22.
pyrotechnics involved nothing more than setting off fireworks in his | :11:23. | :11:26.
back garden in daylight hours. They never produced loud bangs he said | :11:27. | :11:29.
and were never packed with shrapnel. The ball bearings recovered from his | :11:30. | :11:33.
home were for an ornament he had been given as a gift. The | :11:34. | :11:36.
prosecution say Mr Larsen was getting a thrill from detonating the | :11:37. | :11:39.
devices underneath cars and the attention he was attracting as a | :11:40. | :11:43.
witness to the explosions. Windows were smashed by flying that great. | :11:44. | :11:49.
John Larsen denies six charges and the trial at Caernarfon Crown Court | :11:50. | :11:51.
continues. You're watching Wales Today, there's | :11:52. | :11:54.
plenty still ahead. Three years after the Ryder Cup, golf clubs here | :11:55. | :11:57.
say they're struggling to survive. So did the tournament leave a | :11:58. | :12:10.
legacy? From 700 members to 350, the financial situation has gotten | :12:11. | :12:12.
worse. Changes to housing benefit, | :12:13. | :12:15.
described by critics as the "bedroom tax", could cause problems in Wales. | :12:16. | :12:19.
That's the warning from a cross-party committee of MPs that's | :12:20. | :12:21.
been investigating the policy which cuts benefits paid to housing | :12:22. | :12:24.
association and council tenants if they have spare bedrooms. Our | :12:25. | :12:27.
parliamentary correspondent, David Cornock is at Westminster. | :12:28. | :12:37.
What have MPs been saying? This is a policy that affects 40,000 tenants | :12:38. | :12:41.
in social housing across Wales will stop it works like this. If you are | :12:42. | :12:46.
thought to have more bedrooms than you need to have a choice, you can | :12:47. | :12:49.
stay where you are and lose some of your own date, 14% for one spare | :12:50. | :12:55.
bedroom, 25% for two, or you can move to a smaller home. The problem | :12:56. | :13:00.
the MPs have discovered in this report is there are not enough | :13:01. | :13:10.
smaller homes. There appears to be a shortage and that makes it difficult | :13:11. | :13:13.
for people to downsize from bigger homes into the smaller ones. What do | :13:14. | :13:18.
they want the government to do about it? This is a committee that has a | :13:19. | :13:22.
majority of government members on it. Clearly, even they ask ago about | :13:23. | :13:27.
how the policy will work. One Liberal Democrat member said it was | :13:28. | :13:32.
unworkable in Wales and they want the government to monitor its | :13:33. | :13:37.
impact, we want the Welsh Government to build more homes. They also vote | :13:38. | :13:45.
for direct controls on rents in the private sector, quite a | :13:46. | :13:48.
controversial policy. Is it Labour Party policy? The party is not | :13:49. | :13:53.
saying. Any response from the UK Government and night? The Department | :13:54. | :13:57.
for work and pensions saving taxpayer can't supply spare bedrooms | :13:58. | :14:02.
but it has given ?7 million to councils in Wales to help cope with | :14:03. | :14:04.
the changes that have been introduced. | :14:05. | :14:09.
BBC Cymru Wales should be accountable to the National Assembly | :14:10. | :14:12.
in future, that's according to the leader of the Welsh Conservatives. | :14:13. | :14:16.
In a speech this evening Andrew RT Davies is expected to say the BBC | :14:17. | :14:19.
has a near monopoly of the reporting of devolution and should be | :14:20. | :14:27.
scrutinised by AMs. A stark warning to the bosses of | :14:28. | :14:31.
amateur boxing in Wales. Claire has the details. | :14:32. | :14:34.
Thanks, Tomos. Good evening. The people who run amateur boxing in | :14:35. | :14:37.
Wales are being told tonight to modernise or be replaced. An | :14:38. | :14:41.
independent auditor has found huge holes in the accounts of the Welsh | :14:42. | :14:45.
Amateur Boxing Association. They're accused of spending thousands of | :14:46. | :14:48.
pounds of public money without keeping proper receipts. The boss of | :14:49. | :14:52.
Sport Wales says they'll find new leaders for Welsh boxing unless it | :14:53. | :15:01.
puts its house in order. In many respects amateur boxing in | :15:02. | :15:06.
Wales is a success story. The Welsh Amateur Boxing Association has | :15:07. | :15:08.
produced a string of medal winners at Olympia, world and, not level. It | :15:09. | :15:15.
has emerged that behind-the-scenes the governing body is a terrible | :15:16. | :15:19.
mess, unable to show how it's spent thousands of pounds of public money. | :15:20. | :15:23.
Auditors were called in based wards Wales act by the Welsh Government. | :15:24. | :15:33.
-- backed by Sport Wales. It has been given ?500,000 from Sport | :15:34. | :15:42.
Wales. 30% was spent by the boxing authority -- association without any | :15:43. | :15:45.
received. The auditors can't rule out fraud because of the lack of | :15:46. | :15:52.
financial records. The reports did not make happy reading for the new | :15:53. | :15:57.
Chief Executive of Sport Wales. She has put the Association and the | :15:58. | :16:02.
tight controls until boxing bosses sought out the running of their | :16:03. | :16:07.
association. The people who have to go forward and the recommendations. | :16:08. | :16:12.
If they can't we need to find the appropriate people to modernise this | :16:13. | :16:17.
sport of boxing and ensure their diet correct financial procedures in | :16:18. | :16:22.
place. Most of Wales is amateur boxing close run by volunteers. An | :16:23. | :16:28.
old-fashioned sport with practices to match. For people who've come | :16:29. | :16:31.
through the system the reports findings and not a surprise. This | :16:32. | :16:35.
problem is happening in England as well and it is a case of the old | :16:36. | :16:38.
fashion boxing culture having to wiser and get up to modern terms. | :16:39. | :16:46.
Roger Williams runs this successful gym in Newport. He has sent hundreds | :16:47. | :16:53.
of boxes to championships and never had a problem. I have been involved | :16:54. | :16:58.
in boxing for over 30 years. I have written this gym for 27 years. I | :16:59. | :17:04.
have had no problem at all with the association. All of this has come | :17:05. | :17:08.
out now and it has shocked the boxing world. We ask the chairman | :17:09. | :17:13.
for in interview but he was unavailable. In a statement, Terry | :17:14. | :17:19.
Smith says they have accepted the reports recommendations and are | :17:20. | :17:21.
already implementing a 12 point plan for change. The public money at | :17:22. | :17:24.
stake this is one report Welsh boxing bosses need to take on the | :17:25. | :17:29.
chin. Many golf clubs in Wales say they | :17:30. | :17:32.
are experiencing severe financial difficulty and are battling to | :17:33. | :17:36.
survive. One of Wales oldest, Pontypridd, which was established in | :17:37. | :17:39.
1905 has been through its worst financial year in its history and | :17:40. | :17:42.
was close to going into administration. With an ageing and | :17:43. | :17:46.
declining membership, it's not the only club facing a tough future. | :17:47. | :18:00.
Matt Murray reports. The game in Wales happens then | :18:01. | :18:03.
higher than three years ago. Europe won the high per capita than Celtic | :18:04. | :18:10.
Manor. -- the Ryder Cup. Montagu golf club is one of the oldest in | :18:11. | :18:16.
South Wales. -- Pontypridd golf club. This man is the captain and | :18:17. | :18:23.
has seen the number of members decreased drastically. In the past | :18:24. | :18:27.
few weeks it has been close to going into administration. Nationally, | :18:28. | :18:33.
golf clubs are losing 15% of their membership yearly. It is a national | :18:34. | :18:38.
prop them it just Pontypridd. We have lost half the membership in 14 | :18:39. | :18:45.
years. For the club to survive the members have to take on new roles, | :18:46. | :18:48.
they are helping us with Dobson on the club. The professional also | :18:49. | :18:54.
posting a few shifts behind the bar. It is all hands to the pumps. Some | :18:55. | :18:59.

flower beds. They have been helping out with the cleaning. The guys are | :19:07. | :19:13.
willing to roll up their sleeves. There are 200 golf clubs in Wales, | :19:14. | :19:17.
50% of those have opened in the last 20 years leaving too many chasing | :19:18. | :19:24.
too few members. This golf club was established in 1921. In recent years | :19:25. | :19:28.
dark clouds have hand over the club as it seems difficult -- it has seen | :19:29. | :19:36.
difficult financial time. The club had plans to sell off some land for | :19:37. | :19:41.
develop land. 180 homes were going to be guilty and that many was going | :19:42. | :19:45.
to be used to develop the course. But those plans have now fallen | :19:46. | :19:50.
through. It has meant the club has had to re-evaluate its future and | :19:51. | :19:53.
look at 18th backs. We have gone into the schools, give free lessons | :19:54. | :20:00.
to youngsters. The age group 21-30 was poorly subscribed. We introduced | :20:01. | :20:08.
half price fees. Mendes and Wednesday, ?10 a round which is | :20:09. | :20:12.

these clubs may be a short game plan. Further concentration on | :20:22. | :20:25.
passing visitors rather than long-term membership. | :20:26. | :20:28.
Finally, Wales are up to 44th in the latest FIFA World Rankings. A strong | :20:29. | :20:32.
finish to the World Cup qualifying campaign, including a win over | :20:33. | :20:34.
Macedonia and Tuesday's draw in Belgium, has seen the national team | :20:35. | :20:40.
rise eight places in the list. That's it for tonight, see you | :20:41. | :20:44.
tomorrow. The third annual Welsh Music Prize | :20:45. | :20:48.

was really shocked, just about coming to now. Many congratulations. | :23:15. | :23:26.
The Swn festival is about to kick off. How terrific decision was | :23:27. | :23:30.
this? It is very tough for the 12 judges. The judges changed every | :23:31. | :23:42.
year. We are chuffed for her because we know how hard she has worked on | :23:43. | :23:47.
her career. It is a really and wait to start the Swn festival. You have | :23:48. | :23:54.
lots of act performing. Yes, we had expecting 6000 people to come to | :23:55. | :23:58.

take. Usually they take that. I have had reassurances they will be | :27:29. | :27:32.
