allegations of historical abuse relating to children's homes across | :01:30. | :01:32. | |
North Wales. The National Crime Agency, which launched Operation | :01:33. | :01:35. | |
Pallial a year ago, says 100 alleged offenders have been named. 14 people | :01:36. | :01:39. | |
have been arrested. Matthew Richards is at North Wales Police | :01:40. | :01:45. | |
Headquarters. Thanks. It was Mark Polin, the Chief | :01:46. | :01:50. | |
Constable of North Wales, who asked the National Crime Agency to | :01:51. | :01:52. | |
investigate fresh allegations relating to the care system here | :01:53. | :01:58. | |
dating back to the early '70s. Some of those identified as potential | :01:59. | :02:01. | |
abusers have died, but the Agency says they will still be investigated | :02:02. | :02:04. | |
so that victims can be kept informed of any developments. | :02:05. | :02:10. | |
Back in April the man leading the investigation, Ian Mulcahey, joined | :02:11. | :02:13. | |
the North Wales Chief Constable to give a progress report on Operation | :02:14. | :02:18. | |
Pallial. Six months on, even more progress has been made. 235 people | :02:19. | :02:24. | |
have now contacted the team. Full or partial names for 100 alleged | :02:25. | :02:27. | |
offenders have been received. 14 arrests have been made, one man John | :02:28. | :02:32. | |
Allen has been charged. The arrests relate to claims of sexual and | :02:33. | :02:35. | |
physical abuse against children at a number of former care homes in North | :02:36. | :02:40. | |
Wales. In the '70s and '80s these were the notorious institutions Bryn | :02:41. | :02:45. | |
Estyn, Gatewen Hall and Bryn Alyn. The publicity generated from the | :02:46. | :02:47. | |
revelations surrounding Jimmy Savile has encouraged many who have | :02:48. | :02:50. | |
previously remained silent to speak out, often turning to groups like | :02:51. | :02:57. | |
the NSPCC for help. The number of people are here now because of those | :02:58. | :03:03. | |
abusive experiences. Those individuals who have lived through | :03:04. | :03:07. | |
this have either had not their voices heard or only now as adults | :03:08. | :03:12. | |
feel that they can raise those concerns have had to go through a | :03:13. | :03:16. | |
lifetime of anguish and guilt about what has happened to them. | :03:17. | :03:18. | |
The National Crime Agency says that a quarter of the 100 alleged abusers | :03:19. | :03:22. | |
who've been named have died. Though they can't be prosecuted they will | :03:23. | :03:25. | |
still be investigated so that prosecutors can assess whether they | :03:26. | :03:28. | |
would have been charged if still alive. That's so that victims can | :03:29. | :03:31. | |
feel that their claims have been listened to and acted on. | :03:32. | :03:37. | |
This is still a very active and wide-ranging enquiry. The most | :03:38. | :03:40. | |
recent arrest was just a couple of weeks ago. It is not just in North | :03:41. | :03:45. | |
Wales, even though that are where most of the claims are centred. Many | :03:46. | :03:49. | |
of these alleged victims and in their 40s and 50s and have moved on | :03:50. | :03:53. | |
to other parts of the UK. Investigations and as far afield as | :03:54. | :03:59. | |
Scotland. It is not just the police who are involved, many of the | :04:00. | :04:05. | |
associated agencies like the NSPCC are working alongside the Crown | :04:06. | :04:08. | |
Prosecution Service, who say they will investigate people even if | :04:09. | :04:12. | |
these alleged abusers have died. Can we counsel -- Conwy council is | :04:13. | :04:19. | |
working with local authorities to do with people who are coming forward | :04:20. | :04:22. | |
with allegations. Why are we seeing so many potential | :04:23. | :04:27. | |
victims coming forward now? The publicity has a lot to do with | :04:28. | :04:33. | |
it. A lot of the poll had bottled these feelings for many years. Every | :04:34. | :04:37. | |
person who comes forward stimulator another person I saying if they can | :04:38. | :04:43. | |
do it is so can I. They feel that ultimately it is something that they | :04:44. | :04:47. | |
should do. I think the CPS has said they have changed and attitudes are | :04:48. | :04:51. | |

Anglesey council has given the green light to controversial plans which | :05:02. | :05:05. | |
developers say could bring up to 600 jobs to Holyhead, a month after they | :05:06. | :05:10. | |
rejected the same proposals. A company called Land and Lakes wants | :05:11. | :05:13. | |
to build a massive leisure park and housing development on the outskirts | :05:14. | :05:17. | |
of the town. As Roger Pinney reports it's an issue which has divided | :05:18. | :05:24. | |
people who live there. A wet day in Holyhead, the streets | :05:25. | :05:28. | |
are quiet. Speak to traders and that is often the case. Good jobs are | :05:29. | :05:34. | |
hard to fight the top prospect of a massive development on the outskirts | :05:35. | :05:38. | |
has split pin in -- opinion. Others are worried about the effect on the | :05:39. | :05:44. | |
Welsh language. I found both sides of the debate here. Definitely, | :05:45. | :05:51. | |

awful lot more business will comment. That is what Land and Lakes | :06:35. | :06:42. | |
has promised. It will employ 450 people with a further 150 jobs | :06:43. | :06:48. | |
generated locally. Whole project is underpinned by housing. It is to be | :06:49. | :06:52. | |
built on undeveloped land owned by Anglesey aluminium. The company | :06:53. | :06:56. | |
closed four years ago. Holyhead's economy was in the poor state even | :06:57. | :07:01. | |
before the closure of this plant. The loss of jobs made things much | :07:02. | :07:07. | |
worse. When the company he pulled out there was much talk about | :07:08. | :07:10. | |
legacy, they said they didn't want to leave the place with nothing. The | :07:11. | :07:14. | |
Land and Lakes development is part of that. Today, both sides were out | :07:15. | :07:19. | |
in force as Anglesey Council met for a second time to discuss the plan. | :07:20. | :07:23. | |
The debate has been set. Councillors have spoken of being dammed if you | :07:24. | :07:31. | |
do and dammed if you don't. The scepticism about the promised jobs. | :07:32. | :07:37. | |
Local jobs can be anywhere, there is a 90 minute radius for local jobs. | :07:38. | :07:43. | |
That could mean Liverpool. If they are Remploy from Liverpool, they are | :07:44. | :07:48. | |
considered local. There is talk of it being time to heal the wounds. | :07:49. | :07:53. | |
The population of Wales could increase by 4% in less than a decade | :07:54. | :07:56. | |
reaching almost 3.2 million. That's according to new figures from the | :07:57. | :07:59. | |
Office for National Statistics which also predict a 50% increase in the | :08:00. | :08:02. | |
number of people aged over 65 between 2012 and 2037. But | :08:03. | :08:08. | |
population growth is still expected to be lower here than in other parts | :08:09. | :08:13. | |

What is the latest? It is almost 24 hours since the fire broke out at | :09:18. | :09:25. | |
Llandow industrial estate behind me. Firefighters worked throughout the | :09:26. | :09:27. | |
night and all day today to try to bring the blaze under control and | :09:28. | :09:31. | |
that you can see they are still here. I have been here most of the | :09:32. | :09:34. | |
day myself on the weather conditions are poorer, the wind is very strong | :09:35. | :09:40. | |
and that means the smoke has spread around the estate and is causing | :09:41. | :09:44. | |
disruption for many businesses. It did not take long for this fire | :09:45. | :09:49. | |
to rip through the site. The building is full of general waste | :09:50. | :09:54. | |
and recycling materials, the flames spread quickly. At its height 45 | :09:55. | :10:00. | |
firefighters tackling the blaze. When the first crews attended they | :10:01. | :10:03. | |
could see the fire developed at the back of the building. When the got | :10:04. | :10:08. | |

work and no earnings. People living nearby were also affected. They will | :10:52. | :10:55. | |

Crews remain at the industrial estate to dampen down. The file | :11:07. | :11:09. | |

burn. The focus has been on the safety and bringing that blaze under | :11:17. | :11:20. | |
control. The next few days the attention will turn to the | :11:21. | :11:24. | |

are taking on additional community work. One in North Wales is | :13:24. | :13:30. | |
providing meals on wheels service on Anglesey after the council withdrew | :13:31. | :13:37. | |
its provision. I couldn't cock. I rely on the meals. I can't cook. It | :13:38. | :13:45. | |
is affordable for us and sustainable. Not everyone is | :13:46. | :13:54. | |
convinced by the not-for-profit model. Residents voted against | :13:55. | :14:00. | |
transferring their homes to housing associations. Central and local | :14:01. | :14:05. | |
government can borrow money cheaper to do the same work. Experts say | :14:06. | :14:10. | |
more public borrowing is the last thing the government wants. Housing | :14:11. | :14:15. | |
associations can borrow, in the private sector, it can borrow for | :14:16. | :14:20. | |
social housing and it is and increase the national debt. It is | :14:21. | :14:26. | |
privately owned in that sense. It is in that attractive for governments | :14:27. | :14:30. | |

Newport, at Cardiff and all of Wales. It is a wonderful opportunity | :18:35. | :18:38. | |
to showcase what is happening here. The Celtic Manor reportedly beat off | :18:39. | :18:43. | |

of Adoption and Fostering. There are nearly 6,000 children in care in | :20:41. | :20:45. | |
Wales. Confusion over the way the adoption process works means there | :20:46. | :20:48. | |
aren't enough people coming forward to offer children a new home. Carwyn | :20:49. | :20:52. | |

been in a same sex relationship for 30 years. They're also the adoptive | :20:56. | :21:01. | |
parents of six-year-old Nathan. Being a gay couple in their fifties | :21:02. | :21:04. | |
means they were just as eligible to adopt a little boy as anyone else. | :21:05. | :21:11. | |
Things have changed in the last five years. Adoption agencies actively | :21:12. | :21:17. | |
looking out for people of all sorts of ages and in all sorts of family | :21:18. | :21:21. | |
situations. There is a real shortage of parents out there. | :21:22. | :21:24. | |
Age and sexuality aren't barriers in the way of adoption, but plenty of | :21:25. | :21:28. | |
us still seem to think so. Figures show that one in two of use believe | :21:29. | :21:31. | |
that being overweight, unemployed or over the age of 40 means that we | :21:32. | :21:35. | |
can't adopt. And those misconceptions are leading to a | :21:36. | :21:40. | |
shortage of adopters here. There are currently more than 5,700 | :21:41. | :21:43. | |
children in the care system in Wales, that figure's risen by nearly | :21:44. | :21:47. | |
a quarter over the last five years. Around 300 of those children will | :21:48. | :21:51. | |
need to be placed in adoptive homes each year but with fewer people | :21:52. | :21:54. | |
coming forward, there are fears that some of our most vulnerable children | :21:55. | :22:00. | |
are being let down. Penny Jeffreys from Cardiff has gone through the | :22:01. | :22:07. | |
adoption process. She adopted her son as a single 43-year-old and | :22:08. | :22:10. | |
found that her circumstances weren't an issue. A family is a family | :22:11. | :22:17. | |
whether it has got one parent or two parents. As long as you can provide | :22:18. | :22:20. | |
a good, loving and stable home you are the perfect choice for some | :22:21. | :22:24. | |
children. In England there's been a huge push | :22:25. | :22:27. | |
by Westminster for the adoption process to be made easier. By next | :22:28. | :22:30. | |
year Wales will have a National Adoption service, which will aim to | :22:31. | :22:34. | |
streamline the process and make it more consistent, no matter where in | :22:35. | :22:37. | |
the country you live. But with many of us harbouring outdated | :22:38. | :22:40. | |
misconceptions of who can adopt and how there are fears that hundreds of | :22:41. | :22:44. | |
children will be stuck in the care system instead of finding a long | :22:45. | :22:47. | |
term home. I'm joined by Wendy Keidan, who's | :22:48. | :22:50. | |

Why do you think this seems to be this confusion? I think | :23:03. | :23:08. | |
