Wales. Huw Lewis says the review is due to be completed after the next | :01:35. | :01:37. | |
Assembly elections in 2016. Opposition parties say that is | :01:38. | :01:40. | |
deliberate so voters won't know what his party's policy will be. At the | :01:41. | :01:43. | |
moment, universities charge around ?8,000 a year in tuition fees. Welsh | :01:44. | :01:49. | |
students pay the first ?3,500. The rest of the bill is picked up by the | :01:50. | :01:52. | |
Welsh Government, regardless of where they study. Live to our | :01:53. | :02:03. | |
Political Editor, Nick Servini. This has been one of the most talked | :02:04. | :02:07. | |
about policies in recent years. In the past 24 hours it has been no | :02:08. | :02:12. | |
exception. Last night the education minister announced the setting up of | :02:13. | :02:16. | |
an independent commission to look at things like the long-term funding of | :02:17. | :02:24. | |
higher education, widening access. Not controversial in itself but | :02:25. | :02:28. | |
controversy surrounded the timings of when it will be completed. The | :02:29. | :02:32. | |
accusation is that folders will be left in the dark in a major policy | :02:33. | :02:35. | |
when they go to the polls for the assembly elections in two and a half | :02:36. | :02:41. | |
years time. The Welsh Government said today that this needs consensus | :02:42. | :02:51. | |
on all the different sides but the minister was given a rough ride. | :02:52. | :02:55. | |
Sixth formers like these will benefit from the current policy to | :02:56. | :03:00. | |
subsidise university education. The question is how long will it last? | :03:01. | :03:04. | |
The education Minister Hugh Lewis says as well as being affordable it | :03:05. | :03:08. | |
is popular in the country so is that the view among pupils? I think it is | :03:09. | :03:16. | |
effective. It is better than England. ?3500 is still a lot of | :03:17. | :03:23. | |
money. It puts people off because a lot of people can't afford it. They | :03:24. | :03:29. | |
don't go on to higher education. One of the main criticisms of the policy | :03:30. | :03:34. | |
on tuition fees is that tens of millions of pounds is drained from | :03:35. | :03:38. | |
the Welsh system. In the last academic year around 6700 students | :03:39. | :03:42. | |
from Wales completed their first year at universities in England | :03:43. | :03:47. | |
taking with them ?33 million of Welsh Government many. In the same | :03:48. | :03:54. | |
period, 12,700 Welsh students stayed in Wales, contributing to more than | :03:55. | :04:00. | |
?64 million to universities here. Around 9000 students came to study | :04:01. | :04:06. | |
in Wales bringing ?50 million. Figures like these will be | :04:07. | :04:10. | |
scrutinised by the new independent commission. The commission itself | :04:11. | :04:13. | |
was broadly welcomed but the timing was not. It will report back until | :04:14. | :04:20. | |
after the next assembly elections. The Minister first had to defend | :04:21. | :04:24. | |
this timing on BBC Wales this morning. You are kicking this into | :04:25. | :04:30. | |
the long grass so you don't have to tell the electorate what your policy | :04:31. | :04:37. | |
will be. That is a simple-minded interpretation. Then from opposition | :04:38. | :04:41. | |
parties when an emergency question was tabled. You know I am very keen | :04:42. | :04:49. | |
on collaboration but I have already asked for the review to happen here | :04:50. | :04:53. | |
but what I don't do is provide a cover for an unsustainable and | :04:54. | :04:59. | |
simple-minded policy. Why can't this commission report earlier so as to | :05:00. | :05:07. | |
inform the electorate of the policy. If this commission does not report | :05:08. | :05:13. | |
until 2016 it will take at least two years for that new funding mechanism | :05:14. | :05:16. | |
to be put in place and a further three years before the whole corps | :05:17. | :05:23. | |
holed moves through universities. Instead of getting to grips with the | :05:24. | :05:27. | |
fundal -- fundamental issues that matter however made it clear that we | :05:28. | :05:33. | |
will see a general election in 2015 and we will see a Welsh general | :05:34. | :05:36. | |
election in 2016. What we must have from this review is an enduring | :05:37. | :05:43. | |
settlement which is above and beyond the sound and fury of any particular | :05:44. | :05:47. | |
election campaign and hence the timetable. The Minister says a | :05:48. | :05:54. | |
robust plan needs to be worked out to try and improve the accessibility | :05:55. | :05:58. | |
of universities for those for low-income background. We are | :05:59. | :06:03. | |
pleased that we will have a place on that review and that the student | :06:04. | :06:08. | |
perspective will be counted. We need to have a full-scale look at what it | :06:09. | :06:13. | |
is we do and how we can do things properly. There are many within the | :06:14. | :06:18. | |
higher education sector who want the commission to lead to a change in | :06:19. | :06:26. | |
policy. The policy position in Wales depends on supporting Welsh citizens | :06:27. | :06:31. | |
wherever they study but it has consequences. One of the | :06:32. | :06:36. | |
consequences is that the amount of our resources is more limited. What | :06:37. | :06:43. | |
about Welsh university students themselves? Any change could lead to | :06:44. | :06:46. | |
them paying more. Paying for university tuition fees has been one | :06:47. | :06:50. | |
of the most high-profile policies in recent years and that profile shows | :06:51. | :06:58. | |
no sign of dying down. Higher education on tuition fees are | :06:59. | :07:01. | |
tricky political territory and they? At a UK level the Lib Dems had their | :07:02. | :07:09. | |
fingers burnt when they backtracked on a pledge not to raise tuition | :07:10. | :07:14. | |
fees. They Welsh Government has to be careful. He were Lewis wants more | :07:15. | :07:20. | |
time and today he was talking about things like the general election | :07:21. | :07:29. | |
campaign. -- Hugh Lewis. He actually went further this afternoon and made | :07:30. | :07:35. | |
the point that the sound and fury as he described it of an election | :07:36. | :07:42. | |
campaign gets in the way and it is the wrong time to discuss these | :07:43. | :07:48. | |
issues. The response to that from the opposition parties is that an | :07:49. | :07:52. | |
election campaign is exactly the time to discuss it and all of these | :07:53. | :07:56. | |
policies should be put to the voters. One scenario could be that | :07:57. | :08:01. | |
the opposition parties come up with specific policies into a half years | :08:02. | :08:10. | |
time on tuition fees but the Labour Party will say trust us, we are | :08:11. | :08:13. | |
going to have to wait until the results of this commission. In terms | :08:14. | :08:17. | |
of when it goes from here, despite all the criticism, then of the | :08:18. | :08:21. | |
opposition parties are saying they're going to pull out at this | :08:22. | :08:25. | |
stage. Family doctors in Wales face a | :08:26. | :08:27. | |
"crisis" and "enormous pressures" mean the profession is "on its | :08:28. | :08:31. | |
knees". That's the warning tonight from the Chair of the British | :08:32. | :08:34. | |
Medical Association's GP Committee in Wales. Dr Charlotte Jones has | :08:35. | :08:37. | |
told BBC Wales that increasing demand coupled with a shrinking | :08:38. | :08:40. | |
workforce means GPs are often "too exhausted" to treat extra patients. | :08:41. | :08:43. | |

that staff at Withybush Hospital in Pembrokeshire have been told there | :08:47. | :08:48. | |

this is Doctor Charlotte Jones who chairs the committee representing | :08:54. | :08:59. | |
Welsh GPs. Today she told me about the pressures facing the profession. | :09:00. | :09:07. | |
GPs are feeling the pressure. Those GPs working in the daytime are | :09:08. | :09:11. | |
exhausted. They don't feel able to do out of hours work. All the GPs | :09:12. | :09:17. | |
are taking early retirement. We are hearing reports of GPs leaving both | :09:18. | :09:23. | |
training and from partnerships. The problem is she said at common but | :09:24. | :09:31. | |
more acute in rural areas. The BMA is worried about the increasing | :09:32. | :09:34. | |
costs for doctors and getting themselves insured when they treat | :09:35. | :09:39. | |
patients beyond normal hours. That and not enough doctors in our | :09:40. | :09:42. | |
opinion available to do the work. Therefore we feel that with the | :09:43. | :09:46. | |
changes to insurance fees the doctors have to pay, there are going | :09:47. | :09:52. | |
to be less and less doctors. In some surgeries patients find it difficult | :09:53. | :09:57. | |
to book appointments. So are GPs doing enough to keep patients out of | :09:58. | :10:04. | |
hospital? If we had more services available in the community and more | :10:05. | :10:07. | |
staff to support the work we might well be able to keep patients out of | :10:08. | :10:11. | |
hospital. But some people need hospital admission and where | :10:12. | :10:15. | |
patients need hospital admission no GP will deny that. What are the | :10:16. | :10:20. | |
answers? Increasing the amount of funding which goes into general | :10:21. | :10:30. | |
practice. And Dave at -- David that from where? There are difficult | :10:31. | :10:40. | |
conversations to be had. Doctor Jones and the BMA are hammering out | :10:41. | :10:43. | |
a new deal for the GPs with the Welsh Government. But that is no | :10:44. | :10:53. | |
denying that family doctors are not the only workers currently feeling | :10:54. | :11:18. | |
the pressure. BBC Wales has learned that staff at | :11:19. | :11:22. | |
Withybush Hospital in Pembrokeshire have been told there are plans to | :11:23. | :11:24. | |
move consultant-led maternity services to Carmarthen in the new | :11:25. | :11:27. | |
year. Hywel Dda Health Board maintain no decision has been made | :11:28. | :11:31. | |
yet, but, as Abigail Neal reports, there are already serious questions | :11:32. | :11:33. | |
being raised about the proposals. Sharon Murray is due to give birth | :11:34. | :11:37. | |
in January next year. She's hoping she can do that in Pembrokeshire, | :11:38. | :11:41. | |
but like many, she has fears for the future of her local hospital. They | :11:42. | :11:44. | |
are going on about getting rid of the children area of the hospital so | :11:45. | :11:46. | |
we're thinking of moving up to Carmarthen so we are closer to the | :11:47. | :11:49. | |
hospital. Hywel Dda Health Board announced in January that they | :11:50. | :11:52. | |
wanted to transfer the special care baby unit from Haverfordwest to | :11:53. | :11:54. | |
Glangwili in Carmarthen. Now, BBC Wales has learned that staff were | :11:55. | :11:58. | |
told there are also plans to transfer consultant-led maternity | :11:59. | :12:03. | |
care from march next year. Staff were shocked as they had no idea at | :12:04. | :12:11. | |
all. It was an off-the-cuff message. I don't think patients | :12:12. | :12:15. | |
really know. The health board says these recent proposals are a | :12:16. | :12:22. | |
necessary consequence of their recent decision to concentrate | :12:23. | :12:27. | |
specialist care at Carmarthen. But campaigners would argue these go | :12:28. | :12:32. | |
well below -- beyond the lengthy consultation and that that is | :12:33. | :12:35. | |
fundamentally unfair. The patient watchdog in West Wales is worried | :12:36. | :12:38. | |
this could lead to the loss of paediatric services and ultimately | :12:39. | :12:48. | |
emergency cover. It would be a serious concern because if you | :12:49. | :12:56. | |
remove that you remove the cover. It affects the ability to offer a | :12:57. | :13:01. | |
24-hour accident and emergency service. This will put people 's | :13:02. | :13:08. | |
lives at risk. This afternoon, the local Assembly Member, Paul Davies, | :13:09. | :13:11. | |
called for an urgent statement from the Health Minister, Mark Drakeford, | :13:12. | :13:15. | |
but was told it would not be forthcoming until Hywel Dda had | :13:16. | :13:18. | |
handed in their proposals. In a statement, the health board told us | :13:19. | :13:21. | |
they are committed to openly discussing the current situation | :13:22. | :13:23. | |
with staff and meetings are taking place. They say proposed models will | :13:24. | :13:29. | |
be submitted to Welsh Government in the next few weeks. But campaigners | :13:30. | :13:33. | |
want to act now. They are calling on the Health Minister to intervene and | :13:34. | :13:36. | |
say they plan to lodge an application for judicial review. | :13:37. | :13:41. | |
